I finally looked in the notes of this (to see if anyone else has, like me, used damaged enameled pots to put plants in, and, yes, at least one person is also suggesting using them as cachepots)

and I was surprised to see that people don't know why the advice is being given, and even seem to think it applies to modern nonstick cookware--although enamel is relatively non-stick, it's because it's literally glass, and is in no way related to the nonstick properties of things like Teflon, which can release toxic gasses if overheated

The danger is not because the enamel will continue wearing away, releasing myriad tiny pieces of glass into the food--although it could! And the danger is not because the exposed cast iron could start to rust--although it could! But those are more inconveniences than dangers, and probably not something people in 1915 were thinking about.

The danger is because the bit of missing enamel means that the enamel and metal of the pot are no longer heating at the same rate, which can lead to thermal shock, meaning it could basically explode more chunks of it out of the pot

(this also means you should never ever preheat an empty enameled pot, because the differences in the temperature of the cast iron inside versus the enamel versus the air above can be enough to explode the enamel off the bottom of the cooking area, too)
