2 सितम्बर का मसूरी गोली काण्ड : राज्य आंदोलनका��ियों के खिलाफ़ एक सुनियोजित घटना . खटीमा के बाद बारी थी मसूरी की. 1 सितंबर 1994 की शाम को मसूरी झूलाघर स्थित नगरपालिका के पास के धरनास्थल को पीएसी ने अपने कब्जे में ले लिया था. मसूरी के एसडीएम को दो-एक दिन पहले ही बदला गया था. मसूरी के थानेदार को बिना पूर्व सूचना के 30 अगस्त के दिन स्थानांतरित कर दिया गया. उनके स्थान पर ऐसे व्यक्ति को थानेदार नियुक्त किया गया जिसे क्षेत्र की जानकारी नहीं थी। 2 सितंबर के दिन झूलाघर में पीएसी के कब्जे की खबर जैसे कस्बे में फैलने लगी वहां भीड़ बढ़ने लगी. पुलिस ने पहले बिना चेतावनी ही लाठीचार्ज शुरू कर दिया. इसी बीच हिल क्वीन होटल के पीछे से पथराव शुरू हो गया और पुलिस भीड़ को तितर-बितर करने के नाम पर गोली चलाना शुरू कर दिया। पुलिस की कारवाई कितनी निर्मम थी इसका पता आन्दोलनकारियों पर लगी गोली से पता चलता है. हंसा धनाई नाम की एक महिला की आँख में गोली मार दी गयी, बेलमती चौहान नाम की महिला के सिर पर सटाकर गोली मार दी गयी. 27 साल के युवा बलबीर को सीने पर संगीन घोपकर मार दिया गया. इस पूरे वीभत्स दृश्य को तत्कालीन मीडिया ने भी पूरे देश को दिखाया। इस पूरे घटना क्रम में पुलिस उपाधीक्षक उमाकांत त्रिपाठी मारे गए. उमाकांत त्रिपाठी के संबंध में कहा जाता है कि वह आन्दोलनकारियों पर गोली चलवाने के पक्ष में नहीं थे. जगमोहन सिंह नामक एक कांस्टेबल पर पुलिस उपाधीक्षक उमाकांत त्रिपाठी पर गोली चलाने का आरोप भी लगता है. इसीप्रकार क्वीन होटल के पीछे से पत्थराव का आरोप भी सामाजवादी पार्टी के कार्यकर्ताओं के साथ सादी वर्दी में खड़े पुलिस वालों पर लगता है। गोली की घटना को सही ठहराने के लिये पुलिस ने आन्दोलनकारियों पर आरोप लगाया कि आन्दोलनकारियों ने पांच राइफल, एक पिस्तौल, बीस हथगोले और एक स्टेनगन लूट ली थी. इन्हीं हथियारों का प्रयोग कर आन्दोलनकारियों ने पुलिस उपाधीक्षक की ह्त्या की. मामले की पड़ताल पर जान पड़ता है कि एक सुनियोजित योजना के तहत घटना को अंजाम दिया गया था। सितंबर माह में लगातार घटित दो गोलीकांडों ने जनता को उकसाने का काम किया. इस घटना के बाद आन्दोलन उफान पर आ गया। .
