Ok so this got super duper long so the tldr; for this idea is as follows

The You and the He/Him are separate people!

The he/him is the person who Taylor is leaving/has left

The You is the Taylor that declared the old Taylor was dead, the ‘new Taylor’

The narrator (I) is the Taylor that was ‘dead’, the ‘old Taylor’

London is the self made cage

I saw in my mind fairy lights through the mist…/ Stopped trying to drill the safe - so this entire verse is describing a relationship in decline and how the narrator feels about it, using he/him to refer to the person they are/were in a relationship with.

Thinkin, how much sad did you think I had - here the narrator switches to addressing a ‘you’. I am interpreting the ‘you’ as the narrator addressing another part of herself.

Specially I am interpreting the narrator as the ‘old Taylor’ that was declared ‘dead’ in Look What You Made Me Do / the reputation era more broadly. And I am interpreting the ‘you’ the narrator battles with for the rest of the song as the Taylor that declared the old one dead, who I’m going to refer to as the ‘new Taylor’ for clarity’s sake.

Did you think I had in me? / Oh, the tragedy ... - I am interpreting these lines as if she is addressing herself. Throughout rep - evermore (and throughout her larger catalogue to be real) we get so many declarations from Taylor that will stay with her love through any tragedy, any amount of sadness, that she doesn’t ‘want no other shade of blue but you’ that she’ll ‘be with you even if it makes me blue’. How blue did she expect herself to be before she would make a change?

Here the ‘old Taylor’ (pre rep Taylor) addresses the ‘new Taylor’ asking how much sad did you think I could tolerate and survive just to stay in this relationship, in this self made cage? How much tragedy am I supposed to endure? She is ‘getting tired even for a phoenix!!’.

So long, London - so in this interpretation I think London while referencing the real place of London, is metaphorically referencing a self made cage. In her own words she ‘locked herself away’ thinking it was what would make her feel safe but now the cage is suffocating and she wants out!
