Ok this is just part of the April Fool's Day event, but fairly convinced we'll be seeing her in PLZA, and wondering if "the one" could be the PLZA player. (As opposed to my "Team Flare/Lysandre did it" speculation, anyway.)

yknow actually if plza is solely in lumiose i dont think thats horrible if its done right. games in a single city do work if done right and theres space to put stuff like parks for that "wilderness" exploration, plus the paris catacombs. plenty of potential i think. i would like to not be confined to one city ofc but it could be fine

Lumiose City Ghost Girl
Welcome to the first Mandibuzz Unsolved mystery where I, Bianca, and my partner Blue will tackle one of the most popular urban legends of the Kalos region, the Lumiose City Ghost Girl.
For those who don't know, the Lumiose City ghost is said to haunt the second floor of an ordinary office building on the North Boulevard strip.
Many accounts of the ghost follow a similar pattern. Flickering lights, coldness, and an apparition of a ghostly girl telling visitors that, "No, you're not the one," before disappearing. The girl is described as having long, shaggy black hair, pale skin, and long black dress.
I think we saw 5 hex girls matching that exact description in the past month. Man... oh god Bianca, the ghosts are multiplying!
Oh hush! Anyways...
One visitor claims, "It was like the world went dead silent. I couldn't hear the sounds from the street or the thrum of electricity, only my own heartbeat in my ears as a chill shot up my spine. All I knew is that I wasn't alone."
Despite this, most people report that they didn't feel a particular malevolence coming from the spirit. While most talk about the terror they felt, some accounts claim they felt a sudden sense of calmness wash over them, like they knew there was nothing to fear.
The questions no one seems to be able to answer is, "Who is she? And who is she looking for?"

While Lumiose City is rich with history, this little to say about the office building. The building was constructed in the early 1920s and rented out. Over the course of many decades, it's housed a multitude of companies, and none of them have ever had a reported death inside the building.
Talks about the office being haunted started around the 1950s, most accounts following similar threads as above.
People who work in the building talk about how they 2nd floor is mostly used as a storage space, cubicles sitting empty unless the use is absolutely necessary. They report hearing footsteps above them and lights flickering.
I mean, I think we need to acknowledge that it's an old building. Maybe they need to take a look at their electrical work.
I mean, that's a possibility, but before we get into the theories, what do you think, Blue?
Well... you already know that I don't believe in ghosts. It's just a rumor that's spun out of control.
You don't think the legend stemmed from something?
I think people love a good spooky story.
Unbelievable.
Well, theory #1:
Murdered Lover
One of the more popular urban legends about this ghost is that she was a teen girl meeting up with a crush after school. Her parents didn't allow dating, so they'd sneak up to the unused 2nd floor of the office to spend time together. Only, it turned out that she wasn't alone and someone else was using it as their hiding spot. The poor young girl was murdered and now haunts the space, still waiting for her lover to show up.
Is there any evidence backing this up? I thought you said that there were no reported deaths in the building.
I'll be honest: not really. Though if someone WAS murdered, don't you think the building owner would cover it up?
Fair enough. Does she even have a name?
Maria is a popular one, but so are Camille and Anna.
What about the killer?
Well, there actually WERE a handful of serial killers in the Kalos region at this time. Lumious City specifically having Honedge Slasher. There is in fact a victim named Camille! But she was murdered in the South Boulevard.
So... just a spooky tale?

Theory #2
Vengeful spirit
Now the ghost is an adult woman going by the name of Charlotte Dubois who worked on the first floor. The rumor goes is that she was blatantly favored by management and was the office tattle tale. Out of anger, or perhaps because she was going to report something big, one of her coworkers murdered her after she stepped off the elevator. She now haunts the space trying to find her killer.
Any evidence for this one?
Actually, there is in fact evidence of a Charlotte Dubois working in this building! But not evidence of one ever actually living in the city.
What???
Yeah! Employment records say she exists, but there's no evidence of anyone with that name actually living within the city. No death record either, aside from a woman sharing the name who died in 2013.

Theory #3
A curse
There's a rumor that the ghost isn't actually real at all and is just a curse placed upon a building by an angry customer. There was a short lived insurance company that scammed thousands from its customers on 1952. It is said one elderly woman got nothing after the death of her husband and was so engaged she cursed the building to scare away any new costumers.
Well that seems kinda silly.
How so?
Well, nearly every story says she only appears on the second floor, and that the ghost isn't particularly malevolent. Why curse ONLY the second floor?
Well, two floors were actually owned separately during that year. And she wanted to scare away business, not hurt people.
Hm. Fair enough.
And final theory #4
Pokémon having a goof
And that's pretty much it. Just some Pokémon having a blast trolling people.
Now THIS is the kinda theories I like!!! We love little guys having a goof.
Although there's no proof any Pokémon calls that office space home, I must add. People have gone in there in search of a Pokémon and have come up empty handed
As opposed to people finding concrete proof that this ghost is real.

There's honestly an ENDLESS amount of theories as to why this ghost haunts the building, many of which I could spend hours going on about, but these are the biggest, and in my opinion, the most likely.
I would ask you what you think but I already know...
Well, if it's not people faking for attention, then WOO Pokémon having a goof, baby!!!

I'm honestly partial to the Charlotte Dubois theory. I think it's odd that she only exists on employment records... seems like maybe there was something people tried to cover up.
But in the end this case will likely remain unsolved.

Remember when X and Y put in a ghost girl in Lumiose City for some god-forsaken reason and it was just never elaborated on again?
Pokemon will just stand up in the middle of a completely normal family-friendly game and present you with a dead kid with a vague and somewhat terrifying backstory before explaining absolutely nothing and going right back to the normal gameplay

Iirc the ghost girl was looking for somebody and says the player wasn't the one she was looking for? any hcs/theories?
I've heard a fun fan theory about the person she was looking for and herself being tangled into team flare and got killed off. It's a really fun theory but given the lack of connecting evidence, I'm not sure if it's canon.
Like the ghost girl is so obscure compared to the other ghost girls. Like most of them at least have a story involved with them ( unless you count to ghost girl in Phoebe's room in ORAS) , but the ghost girl in XY doesn't seem to have a lot of moving parts ( unless you take the theory above into consideration). So like it really could be anything. I'm curious as to why that specific building though- given how legends z-a is possibly about the construction of lumiose city, maybe something happened on that specific site. Again who knows but I'm very excited to see what they do with her, if they do so anyway.

Why did Serena say "yes" to joining Leaf on a journey to another dimension? ...and why did she also agree to split up for research? While Serena was confident in Leaf that she wouldn't get lost, this was still the Kalos Region -- one that was slightly alien to both of them. What if Team Flare was active here or something was far different about the Legendary Pokémon here during their research? What if they meet other counterparts?
Oh, but Leaf wouldn't have cared all that much. That girl was always one to throw care to the wind and adventure in new and exciting places. ...Maybe Serena should learn a thing or two from her friend.
So, now here Serena was, venturing in the Lumiose City. She was comparing the area to her map on her phone to see if she could find anything different with this world. Maybe the shops had different wares, or the food was slightly different. Maybe the fashion in the area was undergoing a different trend or--
Oomph!
Oh! Serena had slammed right into someone. Oh, how careless of her.

Really tho, WHAT even was the explanation for this? Like, would we have finally found out if Z became a thing?
It feels like a lot of the other ghosts have explanations towards them or some decently-concrete enough theory: Paula in SwSh got sick and died, the bridge ghost girl in Unova was unable to wake from her Darkrai-induced nightmare, the Old Chateau ghosts may have been poisoned (you can find an Antidote in the trash can), and the ghost of the little girl you see in Phoebe's room in ORAS maybe her grandmother that just appeared in a younger form or something.
Then all we get really with this one is unusual appearance in ORAS, the Hex Maniac that appears in the Hotel Richissime (which may or may be not be her) telling the player to be quiet or she won't be able to hear the elevator, and a message on the back of the train schedule timetables telling someone to go "wait in the usual place, that someone is going to go for help."
I mean, I posted on my headcanon that she was a member of Flare who got cold feet on what they were going to do and was gonna go public, only for her supposed ally to betray her, and to later be ambushed and killed by Arran (a guy with very assassin-ish dialogue you meet in the Battle Chateau. He's a butler, but given the wealth of the people visiting there, it wouldn't surprise me if a few had Flare connections. You can encounter Malva there after all) or even Lysandre himself, tho I kinda like to think his initial intention was to just bring her back to Flare until it became clear that wasn't going to be an option. But that wouldn't explain her appearance in ORAS.

Lumiose City Ghost Girl
There are many instances of supposed ghosts appearing in the Pokemon games. From the ghosts of Pokemon Tower in RBY, to the specters haunting the Old Chateau in DPPt, the makers of the Pokemon games clearly had an affinity for the supernatural. This was no different when Pokemon X and Y hit store shelves. Players quickly discovered yet another ghost appearance. Upon entering the second floor of the Fighting Dojo in Lumiose City, the lights will flicker and a girl with the sprite of a Hex Maniac will appear, floating forward before saying “No, you’re not the one,” and disappearing. Many theories arose as to what this could possibly mean. Was it just an easter egg or something more? Could it possibly allude to the existence of a ghost type legendary Pokemon? Eventually, one theory arose that the ghost girl was searching for a trainer with a particular trainer ID number. As to what would happen once she found the trainer she was looking for, no one knew. I played through my copy of X several times, wondering if one day I would get the trainer ID the ghost girl was searching for. However, every time I would first enter the second floor of the Fighting Dojo, her dialogue never changed. I was never the “one.” I never heard about it changing for anyone else either. Eventually, I wrote this theory off as being untrue. Years later, I decided to revisit the game for the first time in a while. I had completely forgotten all about the trainer ID ghost girl theory by this point. I always like to check my trainer ID when starting a new save file; this time, I saw that my ID number was 66666. Interesting, I’d never seen it be five of the same number before. I usually picked Froakie as my starter just as most people did, but for some reason, I felt compelled to choose Fennekin this time. I began to play through the game as normal, but odd things kept happening. The first thing I noticed was that Fennekin’s sprite seemed to be glitched–its eyes were missing pupils, so they just looked blank and creepy. This persisted when it evolved into Braixen and, eventually, Delphox. I also seemed to be encountering a lot more Ghost-type Pokemon than usual, even in areas that I didn’t think normally had any Ghost-types. I was a bit weirded out but didn’t think too much of it–games can break a bit sometimes. Finally, I reached the part of the game where you’re able to fully explore Lumiose City. I entered the second floor of the Fighting Dojo as I always did, fully expecting the ghost girl to appear and give her usual spiel. That isn’t quite what happened, though. As always, the lights flickered and she appeared, gliding up beside me. But the dialogue was different this time. 
“It’s you…At long last, I have found you.” For a moment, I was confused, but then I remembered the old trainer ID theory. I thought back to my ID number, 66666, and all the weird things that had been happening as I played the game. The theory was right after all! I was admittedly a little freaked out, but excited to finally find out what this ghost girl thing was all about. She floated to face me, and a battle began. Her battle sprite had creepy, blank eyes, just like my Delphox. I sent out Delphox, and she sent out a Gengar. I knew it wouldn’t be hard to take down since it’s weak to Psychic. Sure enough, one Psyshock was enough to knock it out. “You will…regret that,” the ghost girl said. She sent out another Gengar. I was starting to feel a little underwhelmed by the less than challenging battle. I hit Psyshock again, but this time, her Gengar moved first. It used Destiny Bond. Shit, I thought. The Gengar went down, and my Delphox went with it. Delphox was the ace of my team. While I did have a couple other Pokemon with me, I didn’t use them as much as my starter, so they weren’t nearly as good. However, I figured I still had a shot at winning since the ghost girl only had three Pokemon left. She sent out yet another Gengar. I sent out Furfrou–a Normal type, which would resist Gengar’s Ghost-type attacks. I selected Bite. Once again, the Gengar moved first and used Destiny Bond. I wasn't worried this time because my Furfrou was pretty underleveled, so I didn’t expect it to knock Gengar out in one hit. To my surprise, however, it did, and Furfrou went with it. The same thing happened with my next Pokemon; she sent out another Gengar, it used Destiny Bond, I used a move that shouldn’t have been a one hit KO, but somehow it was, and my Pokemon went down. With my last Pokemon and her last Gengar, I even tried using a non-damaging move, but it still knocked the Gengar out and my Pokemon as well. I was thoroughly annoyed at this point. They had made this battle purposely unwinnable. Pretty lame easter egg…I waited for my character to black out and be transported back to the Pokemon Center. But it never happened. The battle continued. The ghost girl’s sprite appeared on the screen, her eyes now glowing red and her smile more deranged looking than ever. What the hell is going on? I thought. Text came up that said “Ghost Girl used Destiny Bond!” Her sprite slowly faded away and my 3DS abruptly shut off. “What the fuck?” I whispered aloud. I had been playing at night with all the lights off and by this point was more than a little creeped out. I got up to turn the lights on when a sound came from my closet. Immediately, my heart leaped into my throat. I tried to convince myself that it was just a shoebox falling over or something. Slowly, I crept towards the closet door and reached out a shaking hand to grab the handle. I flung it open, and what I saw made me stumble backwards, tripping over something on the ground. I looked up at a pair of glowing red eyes staring out at me from the darkness. I sat on the ground frozen in shock and fear, unable even to scream. The eyes started growing larger, as though whoever or whatever they belonged to was coming towards me. They grew larger and larger until they were right in front of me, and then, nothing… I woke up hours later in a cold sweat laying flat on my back on the bed, my 3DS beside me. My heart started pounding as I remembered what had happened. Had it all been a dream? I scrambled to start up my game, praying that everything would be normal. A sick feeling spread over me when I saw that my save file had been completely erased, with “New Game” the only option on the start screen. I quickly turned off the game, popped it out of my 3DS, and stuffed it away at the back of a drawer. To this day, I have never picked it up again. Thankfully, the glowing red eyes have yet to reappear in my closet, but sometimes, when I’m alone in my room at night, I can’t quite shake the feeling that I’m being watched…
