To be fair, as long as you aren't part of the Apple cult, most tablets and phones do come with slots for SD cards, and I just picked up a couple half terabyte cards for $30 each. I have my small tablet card filled with over 100hrs of TV shows that are available on YouTube and downloadable via many different tools (I suggest Newpipe, for all your YouTube needs) and dozens of PDFs of my favourite fics from AO3. The other card contains a full backup of my personal laptop files and is part of my travel kit in case something happens, I can just buy a new computer and immediately be up and running again no cloud needed. I have a 64GB SD card that cost me $20 a few years ago that carries hours of music mp3s and which I move from phone to phone as an old one dies.
Google Maps, as many things are wrong with it as there are, does still have a "download for offline use" function right there because it knows on longer trips you won't have signal. Netflix has a "watch offline" option via that big "Download" button when you look at a movie's description, as does Vudu. I have used these several times sitting in airports where I know the free wifi is junk and so don't bother to connect, and my tablets are all wifi only.
Yes, the app still needs to run and you still need the Internet connection while you do the prep of "downloading" but you very much can have your entertainments and your map directions with zero internet access. I have gone through many a power outage and drive through the middle of bumfuck nowhere literal desert and, again, many an airport happily entertained with music, movies, and reading because I simply did the prep. The prep being "hit work offline button when I see something I really like".
