Rodovias federais terão pontos de descanso para motoristas

A nova Política Nacional de implantação de Pontos de Parada e Descanso (PPD) em estradas federais prevê a oferta do serviço a partir de 2025. Instalações com infraestrutura para atender motoristas em viagem serão obrigatórias nos contratos e projetos de concessão das rodovias. De acordo com o Ministério dos Transportes, além de garantir as condições adequadas de repouso para os profissionais, a medida busca ampliar a segurança e reduzir o número de acidentes nas rodovias federais. Segundo a Confederação Nacional do Transporte, até 2023 já existiam 155 paradas em funcionamento nas rodovias federais, sendo 108 em estradas administradas pelo Departamento Nacional de Infraestrutura de Transportes e apenas 47 naquelas concedidas à iniciativa privada. Com a política criada pelo governo por meio de portaria publicada no Diário Oficial da União desta sexta-feira (19), a Lei do Motorista (nº 13.103/2015) foi regulamentada e as mudanças começam a vigorar em 2 de maio. Pelas regras, todo contrato de concessão de rodovia sob gestão da Agência Nacional de Transportes Terrestres (ANTT) deverá garantir a operação de, pelo menos, um ponto de parada e descanso funcionando no próximo ano. O serviço já deverá constar em novos projetos de concessão, com início do funcionamento até o terceiro ano de atuação da concessionária. Para as estradas geridas pelo Departamento Nacional de Infraestrutura de Transporte (DNIT) foi determinado um estudo para identificar pontos que necessitem receber o serviço, com prioridade para os corredores logísticos, onde o tráfico de veículos comerciais é maior. "Trese" and the truth in the fiction

In short: why the actual monsters in Trese don't have horns, wings, or summoning rituals

Finally the Netflix anime adaptation of the Filipino graphic novel/comics series "Trese" has dropped. It is available in several languages such as English, Filipino, Japanese, Spanish...just to name a few. It is not a perfect work, both in technical terms as well as an adaptation of the source material, but it is worth a watch. Go watch it. Please.

That being said, there is so much to unpack about the series, and I do not mean in terms of the voice-acting and the ethnicities of the persons involved, or just how crunched together the writing is. I will leave that to the critics. What I am writing here is a view as to the real life truths woven into the horror/supernatural threads of the "Trese" episodes, and why these are important. It's because for a lot of people encountering "Trese" at this point, the actual every day monsters of the tale (or at least of the first 4 episodes) are even more distant than the aswangs, tikbalangs, nunos and other supernatural beings that populate the anime.

This will go into spoilers below the cut

Episode 1: The series opens with a train stopping right near the "Guadalupe Station", and some of its passengers being attacked by aswang as they walk along the railroad tracks. During the course of investigating this and another case (that of a ghost murdered on Balete Drive), Alexandra Trese learns that other spirits using this train line have recently perished in a fire or have also been murdered by aswang in league with a politician.

The squatter/informal settler community mentioned in this episode is based on a real one. That area has gone up in flames from accidental and not so accidental fires over the past few decades. Some of the settlers have moved on, but a good many have stubbornly stuck around despite the land being eyed by a large property developer. That area is a symptom of the inequality that plagues that particular part of the metropolis, since it is only less than a mile away from some of the country's swankiest gated subdivisions. While the powers that be are (probably) not involved in selling anyone for meat, they still have a long way to go to address the woes of that community when it is not election season.

As for the other murder in the episode? There have been several cases of women associated with or married to prominent politicians who have died in mysterious circumstances, with some of these deaths ruled as suicide. In many cases, the truth has been hushed up, or simply swept under the rug.

Episode 2: While Alexandra is pursuing the trail of a tikbalang running wild in the city, she also is called to investigate a mysterious series of electrocutions in a gated village. Along the way she discovers that this is a form of human sacrifice to the bagyons manning the electricity providers of the city.

As reprehensible as the bagyons are, what is truly sickening is the seeming indifference of the people in Livewell Village. It's mentioned more in the comics (but also given a line or two of exposition here by the Nuno) that the people regularly offer an outsider, usually a skilled worker in charge of maintenance, to ensure that the bagyon will bless them. In real life there is the callousness that some people exhibit towards essential workers such as yes, repairmen and electricians who have to endure heights and storms just to ensure the "comfort" of consumers. Although the Philippines isn't a country crawling with litiginous folk and "Karens", there are enough of this sort to make essential workers' lives miserable on a daily basis.

Episode 3: This is a difficult one, both in the comics and the anime. One of Trese's cases leads her to cross paths with an actress named Nova, who is later revealed to have had her child left to die (hence making her a target for a specific type of monster). Nova's story is admittedly not easy to deal with and may be considered incredulous, but there are two important contexts to remember when watching it.

The first is that abortion is still illegal throughout the Philippines. It cannot be legally offered by any clinic or medical practitioner. There are clandestine alternatives available, but at a steep price.

That being said, most Filipinos regardless of where they stand on the abortion issue will still consider the abandonment or murder of an infant to be beyond the pale. Yet this does happen. Every month one can expect to read a story or two of babies being tossed in the trash or left in bathrooms---and those are just the stories that make it to the press. There have been exposes about mothers who have sold off their infants to "adopters" willing to pay thousands of pesos or dollars for an under the table transfer of custody. These happen because of desperation, poverty, and lack of resources to support mothers. Maternity leave is only up to 120 days here in most cases, and there are few resources to support mothers with PPD, mothers abandoned by their partners, or those with just too many mouths to feed. Questions of "bodily autonomy" are not first and foremost in the mind of many women who do the worst to their newborns; the question is food on the table for the next day or the day after. Survival is key. Not independence or empowerment.

With these in mind, it is not surprising that Nova is considered one of the most disturbing and reprehensible characters in this episode. From what we see, her choice of abandoning her child stems from vanity and pursuit of a glamorous career. We can see that this is not because she would be out on the streets if she had a child to care for, or because she was escaping something. It's just portrayed as pure selfishness.

It is interesting that Nova is introduced here almost as a juxtaposition to another mother, Ramona. Ramona, the mother of Crispin and Basilio, is an armed insurgent who engages in a ritual to avenge herself on the military men who forced her to murder her own comrades. It is also implied earlier in the season that it was not just murder involved, but that Ramona had also been a "prize" given to the soldiers who captured her. And yes in this context, it can also mean rape. The Armed Forces of the Philippines does not have a shining record when it comes to its treatment of women dissidents and prisoners. This backstory does not justify what Ramona does for the remainder of her screentime, but it does show why she has absolutely no sympathy or mercy to give to anyone outside of her two children. She is part of a cycle of killing that makes any peaceful resolution of the insurgency in the Philippines so difficult to achieve. Both sides behave abominably, and civillians do get caught in the crossfire (or explosions).

Episode 4: Much of this episode revolves around the events in and surrounding a certain police station located near a large public cemetery. We see that the police chief Captain Guerrero has his hands full with cases and keeping his subordinates in line. The cops in the precinct range from the innocent apparent newcomer Tapia to the more stereotypical "asshole" cops Reyes and company. Later it is discovered that the bodies apparently "stolen" from the graves are resurrected zombies who are being directed to attack the station for a specific reason...and it has to do with how the police run their often bloody operations.

The real life neighborhoods surrounding the cemetery have seen their share of violence and "extra judicial killings". In some houses there are still candles and placards calling for justice for family members killed in raids or accused of having been drug suspects (almost a death sentence in the Philippines 2016 onwards). Eyewitnesses and CCTV footage show members of the police force taking part in these raids and clandestine operations. The worst part? The neighborhoods surrounding that particular cemetery haven't even seen the worst of it. Other disadvantaged communities in the north of the metropolis have seen even more deaths of this sort...with some of the deaths being those of children. Google the name of Kian delos Santos as a test case. Kian's case was one of the few to have extended media coverage, and even then the resolution has been rather wanting.

It is tempting to go into the "all cops are bastards" line of thought with this episode, but I do like how Captain Guerrero is forced to interact with someone who he is trying to save in the station, since as it turns out this person has recently lost a family member to this form of senseless murder. Captain Guerrero and the audience are led to remember that these victims have names. They had families. They had lives. They are more than body counts and statistics. That scene is one of the most humanizing of the series, and shows that while not all cops are bastards, there is enough rot in the institution to make it a problem.

Episodes 5-6: I would go more into Episodes 5 and 6, but those deserve a whole new treatment into the nature of truth, compromise, and even gaslighting (even I am not sure how much of a certain character's narrative is true, and how much is just meant to confuse Alexandra with regard to what she knows of her father). The context she does face before those harrowing revelations is a very real one though: things going wrong in a penitentiary.

The penal system of the Philippines is alarmingly punitive and full of inequities. Privileged inmates like politicians do receive special treatment (including media coverage and becoming leaders of factions) while less privileged inmates languish and must struggle to survive the brutal social hiearchy in some institutions. And yes it has happened that inmates have been sent out to do "jobs" of murder and arson in the outside world, often being snuck in and out. A movie that tackles this aspect better is "OTJ (On the Job)" directed by Erik Matti. That one will keep you up at night.

The ending of Episode 6 is rather ambiguous, and it remains to be seen what Alexandra really experienced during her trials prior to becoming a detective, and what her father really did to her and her sibling. We'll have to wait for another season to get to the bottom of that. But if the anime will continue to draw from the comics themselves for stories/case files, we can count on seeing more societal demons and baddies alongside the supernatural ones. And those are the villains that Alexandra Trese cannot just readily beat; it will take a heck lot more than a babaylan na mandirigma to handle those!

Segundo a Confederação Nacional do Transporte, até 2023 já existiam 155 paradas em funcionamento nas rodovias federais, sendo 108 em estradas administradas pelo Departamento Nacional de Infraestrutura de Transportes e apenas 47 naquelas concedidas à iniciativa privada. Com a política criada pelo governo por meio de portaria publicada no Diário Oficial da União desta sexta-feira (19), a Lei do Motorista (nº 13.103/2015) foi regulamentada e as mudanças começam a vigorar em 2 de maio. Pelas regras, todo contrato de concessão de rodovia sob gestão da Agência Nacional de Transportes Terrestres (ANTT) deverá garantir a operação de, pelo menos, um ponto de parada e descanso funcionando no próximo ano. O serviço já deverá constar em novos projetos de concessão, com início do funcionamento até o terceiro ano de atuação da concessionária. Para as estradas geridas pelo Departamento Nacional de Infraestrutura de Transporte (DNIT) foi determinado um estudo para identificar pontos que necessitem receber o serviço, com prioridade para os corredores logísticos, onde o tráfico de veículos comerciais é maior. Os locais devem apresentar as condições mínimas de segurança sanitária e de conforto previstas em lei, como instalações com rede de iluminação, estacionamento, ambiente de refeições, água potável, banheiros separados por sexo, com sanitários individuais que disponibilizem cesto de lixo e papel higiênico, lavatórios com material para higienização das mãos, chuveiros com água quente e fria. Nova Praetoria, it looked like a Utopia, even felt like it at times, but looks can be deceiving. Something Nirahsa knew all to well as she set down a boombox, her clanking robotic pets took up positions in front of her.

She leaned over to push the play button on the oldstyle Boombox. The reverberating thump of bass started up immediately as music saturated the surrounding area. Nirahsa started to dance in place as her two robots followed suit.

One might question the logic of doing such a thing so close to Emperor Cole’s tower in Nova Praetoria but she was a small fry. Cole wasn’t about to pay attention to her small time disruption personally.

“PPD Freeze!” Came one nearby voice as a Police Officer drew on her, she could hear several more squad cars closing.

“But it’s just a bit of fun, yes yes.” She remarked even while putting her hands up.

The officer moved closer getting ready to bind her hands, as Nira rather suddenly grabbed him with her robotic right arm and hurled the officer nearly twenty feet. She’d had to build herself a new arm after Cole’s men had cut her right arm off as punishment when she’d first tried to escape the labs. Even lacking an arm she eventually managed to escape.

The sound of guns being drawn reached her ear as more PPD drew weapons and piled out of their cars.

A loud hum was heard before both of her bots began discharging energy blasts at the PPD quickly forcing them into cover, and then away from it as a charged up shot caused one of their police cruisers to explode.

“Such a beautiful day in Nova Praetoria, yes?” Nirahsa grinned as she watched the explosions. THe PPD was calling for more back up even as the bots continued suppressive fire. Nira touched a radio transmitter by her ear before speaking softly, “Team B, distraction commenced, you’re clear to target.”

“Copy that.”

With that taken car of Nira turned towards a PPD Cruiser and clapped her hands together summoning a brief but intense gale storm around her. The winds caused the cruiser to flip and get thrown away sending the PPD scrambling.

Final Rationale

Starting my thesis project I had many ideas but there were none that really stood out. I finally came up with Idea of an app that benefited mothers struggling with postpartum depression and all the negative symptoms that come with it. I came up with this idea when my cousin went through ppd and there was nothing that us loved ones could really do for her besides be there, support her and push her to get better. She eventually went to therapy and started meditation classes, which was the number one thing she found helped with her symptoms. This is where the idea for an app that focused on exactly that came into play. 

Nova targets mothers who are struggling with postpartum depression or have been told by a doctor or therapist to experiment with the app. Nova helps mothers cope with their symptoms of postpartum depression through mindfulness and meditation exercises, and journaling strategies. Within the app, mothers get the chance to fill out a survey and from there, depending on their answers, they will be given specific exercises that help them with their feelings and symptoms. 

Over the past semester, I have been getting feedback from teachers, friends and family and have been taking it all into consideration. I have also been working alongside a group from the IT program and the Capstone projects to bring this idea and prototype to life. It was a great experience and awesome thing to watch my prototype become real. 

Nova not only features exercises to help mothers and their symptoms of ppd, the app also features a journaling section where mothers can express their thoughts and exact feelings each day. Mothers can then go back and see their growth or for some, to go back and show a doctor or therapist. Nova is a great outlet to relax, breathe and open up. 

When creating the app, I had my cousin in the back of my head. She is someone who does not open up easily so being able to talk to someone and try new things was hard for her. That is also what is so great about Nova, it is an app only for yourself if you choose. No one has to be around, no one has to look in on your progress, it is solely for you and your growth.

I decided I wanted to include happy, yet soft and subtle colours that stood out and brought life to the app, but still got the message across. Purple is very calming and it is one of  the main colours used with the brand Nova. I decided to include illustrations within the app, to not only add some more detail but also to help navigate through the app. The illustrations are simple, yet include the brand's colour palette and stand out with a more happy feeling. 

Overall, I believe that Nova is a successful thesis topic and brand that benefits mothers from all over. I never really knew how many people postpartum depression affects after childbirth but this research and project has opened my eyes to this issue. The quality in idea and design is something I am proud of, and is something I hope to continue and expand after school.

Rio - O Detran-RJ promove, neste sábado, o 43º mutirão desde o início da pandemia. Serão oferecidas 6.260 vagas para os serviços de habilitação, identificação civil e veículos, em diversas unidades de atendimento de todo o Estado do Rio. A Política das Fobias e a Fobia de Políticos

Não tenho dúvidas que, nalgumas freguesias rurais, particularmente no Alentejo, a ciganofobia foi responsável pelos elevados resultados eleitorais de André Ventura nas recentes presidenciais.

No entanto parece-me redutor pensar que o problema se resume a um atavismo que afecta uma fatia significativa da população do interior. O Chega e o Ventura crescem porque existe um espaço político conservador em Portugal que nunca foi verdadeiramente ocupado por nenhum partido, no pós 25 de Abril, pelo complexo de direita que desde então vigorou, o qual parece estar finalmente a ser ultrapassado pelas novas gerações.

A revolução foi feita em nome de valores marxistas e o PREC gerou um clima de perseguição e saneamento de todos os que tivessem alguma ligação ao passado salazarista. Por isso, de um dia para o outro, deixaram de existir fascistas em Portugal e todos passaram a ser democratas e de centro, quando não eram assumidamente de esquerda.

O partido mais conservador do espectro político pós abrilista era consensualmente o CDS, que se entitulava ainda assim de centro, democrático e social. Valores que nem o PPD nem o PS rejeitariam, muito pelo contrário, pois qualquer deles se valeu do CDS para acordos ou coligações governativas.

Quando um líder do CDS assumiu posições mais populistas e mudou o nome do partido para popular, assistimos à debandada de vários distintos militantes e ex-dirigentes do CDS para o PSD e para o PS, sinal inequívoco de que não se reviam num CDS de direita populista, antes escolhendo um centrismo moderado e social democrata.

Após a saída do líder populista, o CDS voltou ao que agora chamam de direita social, por oposição à populista, cuja distância para a social-democracia é pouca ou nenhuma.

Pelo que o espaço político da direita conservadora e populista ficou inteiramente por ocupar, na esperança que o complexo de direita da geração abrilista durasse para sempre. Mas não durou. As novas gerações não têm complexos de Abril pela simples razão que já nasceram e viveram na democracia pós-revolucionária.

Em toda a Europa o fenómeno do populismo de direita é uma realidade, nalguns países já com décadas de existência. Porque haveria Portugal de ser uma excepção?

Também o conservadorismo sempre existiu em Portugal. Quer nos meios rurais quer nos urbanos. Manifestou-se pelo voto no CDS, mas também pelo voto "complexado" no PSD ou até no PS, e até pelo voto no PCP, que foi sempre e continua a ser um dos partidos mais conservadores do nosso espectro político. Afinal o comunismo é uma ideologia que remonta a meados do século XIX e que teve o seu pico na revolução russa de 1917.

Mas manifestou-se também e de modo crescente na abstenção. Um fenómeno que preocupa muito os políticos nos dias de eleições mas relativamente ao qual pouco ou nada foi feito.

A maioria abstencionista são eleitores que não se sentem representados por nenhum partido do espectro político e que estão, por isso, disponíveis para a mobilização por forças políticas novas, sobretudo quando adoptam discursos fáceis e negativos contra o poder vigente, que os abstencionistas repudiam.

A nova geração conservadora não tem complexos da sua ideologia e por isso rompeu com a paz podre da direita social e abriu portas à populista, num movimento aliás em que foi precedida pela esquerda, que já há vários anos tem pelo menos um partido populista de sucesso cujo crescimento alimentou seguramente a organização, pelas forças políticas conservadoras, de uma alternativa de direita populista, capaz de se lhe contrapor.

Esta radicalização da política portuguesa assusta. Sobretudo a minha geração, habituada a viver na paz das maiorias absolutas do centrão. Mas a realidade é que foi precisamente o declínio e a perda de credibilidade do centro que motivaram o crescimento dos extremos. Primeiro à esquerda, depois à direita.

Foi a mediatização da política ao mais baixo nível, a corrupção e o nepotismo, aos quais a justiça parece incapaz de responder (pelo menos em tempo útil), e a total incapacidade, evidenciada pelos partidos de poder, em assumir desígnios e valores abrangentes nas suas políticas, antes embarcando numa navegação à vista, ao sabor de clientelas, de sondagens e de jornalismo sensacionalista, que empurraram os eleitores para a abstenção e para os extremos populistas. Mais grave ainda, o centrismo social, incapaz de conter a fuga de eleitores, imita o populismo dos extremos, como se fosse a única forma possível de fazer política e cativar eleitores, abrindo assim caminho a um nivelamento por baixo do discurso político que em nada abona a democracia e alimenta o descontentamento da população com a elite política que supostamente a deveria representar.

Ano após ano o discurso político empobrece e a abstenção é invariavelmente a grande vencedora das eleições. A ponto de uma vitória aparentemente esmagadora como a de Marcelo Rebelo de Sousa nas últimas eleições presidenciais, com 60% dos votos expressos, não representar muito mais do que 20% do eleitorado.

E os populistas que tanto assustam à esquerda e à direita, não representam mais do que 4% do eleitorado.

Ao invés do discurso acusatório aos descontentes, porque não votaram ou votaram mal, importaria que as forças políticas encontrassem valores e desígnios capazes de mobilizar o eleitorado, que não passassem por sentimentos tão básicos como as fobias, sejam elas de ciganos, de estrangeiros, de homossexuais ou de touradas.

A integração faz-se pela abrangência e não pela divisão.
