oh yeah the overblots are definitely intentional and i will die on this hill. here are some observations why, and who could it possibly be (proceed with caution, contains chapter 6 spoilers:)

1) overblot locations. these can be divided into two: within the dorms and isolated areas. riddle, azul, and jamil overblotted within their respective dorms, while vil and idia in isolated areas (one in the coliseum turned into the vdc venue; the other in styx hq). leona's ob location can be counted as both, as it's kind of an isolated area within the dorm (spelldrive/magift field).

1.1) the ob locations also have either one or both of these things: witnesses (that could fight and hold against the ob) and magic barriers. this was most likely planned in a way that if there are casualties, there will be less bodies and media coverage to deal with the issue, and if they make it out alive, they can testify that the overblot happened due to a mental breakdown and nothing else. if there is something happening behind the scenes, it won't be noticed bc then again, the focus would be on the status of the overblotted student.

2. the frequency of overblots in NRC. according to idia's analysis, there were less than 10 overblots in the past 100 years in NRC (we can estimate this as something happens once in every 10 years), but there are already 5 in half a year, 7 if you include idia and ortho.

3. "There are overblots caused by the effects of the unleashed phantom and powerful curse. But the Sage Island is different from here (Land of Grief). There is no information about "something bad" being sealed at some places or ruins..." [source: Otome Ayui's translation]

3.1) there is, in fact, a place that contains a phantom/s: dwarf's mine, back in the prologue. in canon, we've only fought one, however in the vargas camp event we also fought a different one, so as far as we have seen there were atleast 2 phantoms in that place. we do not explicitly know why it was abandoned in the first place (it could be due to the phantoms residing there or the lack of magestones to mine), but it is abandoned and there's a presence of phantoms. the place has surprisingly gone under styx's radar.

4.) idia's comment/speculation about the overblots being intentionally triggered. to me, it looks like a bullet to chekhov's gun waiting to be fired.

5.) the anonymous person tipping off styx regarding the overblots. why do it just now, when the leaker could have outed riddle ob'ing from the start?

5.1 it's... a bit odd, knowing that idia himself is the director and is currently studying in NRC, not to mention he's also the housewarden of ignihyde (let's also not forget about ortho's access to the school cameras). the mobs, such as from heartslabyul and scarabia, definitely talked about the overblots they witnessed, so he must have gotten wind of around 3 overblots from gossips and meetings. that or idia has taken to ignore it himself as the ob students have recovered until his parents also heard of it and took action immediately.

so hypothetically, let's say the overblots being intentional is confirmed. now the questions left are who is behind it and why did they do it. whoever it is, they are most likely within NRC and omniscient in some way. i'd say omniscient bc how else would the mastermind know how to trigger the ob students in the most convenient time possible, like some kind of a ticking time bomb, and put yuu/mc right next to them to resolve the issue right away. dire "for i am so gracious" crowley fits the bill here, but another candidate could be a new character that is yet to be introduced to us. after all, twisted wonderland still has a lot of worldbuilding to do beyond NRC and RSA.
