I have a theory that republicans, libertarians, and evangelicals leave their carts wherever they want. Fear of punishment is the only thing keeping them from being absolutely feral. And they think that they are better than the system in place anyway so why adhere to its tenets?

Personal observation has held this true, but I don't have a large group of conservatively minded friends. They are all assholes about returning carts, though.
