Sagat from the Street Fighter series, who I couldn't find a good full body image of, meets the following criteria on the Shoto Scale:

Do they have a projectile move that travels slowly?

He has a projectile, and it moves slowly. In fact, he has more than one projectile that moves slowly! (+1 Point for the quantity exceeding One (the L/M/H variations don't count but the P/K variations do))

Do they have a rising move that is a reversal tool?

Yeah, I think. I've never played a Street Fighter game before, but I've seen Tiger Uppercut! (+2 Points)

Do they have an advancing move that involves kicking and/or spinning?

Uh... Yes, according to a video on his SFV movelist. Like I said, I've never played a Street Fighter. (+2 Points)

Nope! His playstyle is fireball-centric. I think. I should really play Street Fighter... sucks that its a 6 button fighter, which I'm not a fan of. (0 Points)

Sagat’s a cool character here since sf1

Vega (claw) is probably the most interesting in terms of personality, and has cool gimmicks that I��m interested to see how they do in sf6

Balrog (boxer) makes me feel nothing

M. Bison (dictator) is dead, and there’s already a fair few amount of characters with psycho energy, with JP and Ed, so he doesn’t feel needed. Obviously he’s the most iconic character here but like… 99% of the returning characters’ stories revolve around themes of moving on, ryu being free from the satsui no hado, Ken trying to get his old life back, chun li and juri representing moving on and dwelling on the past, etc. etc.. if the guy they were moving on from came back it’d be very jarring. A non canon appearance would be okay I guess but it’d still be out of place if he’s the only non canon character? Idk.
