I don't know man, I think 06 got me messed up. When Shadow catches her when she's falling and Rouge tells him she'd follow him into hell really did a number on my formative mind.

06 was PEAK SHADOUGE!!! *shakes fist* JUST.... SO MANY GOOD THINGS THERE

Like when she gives the Emerald (something shes wanted for so long) to Omega to bring to Shadow in the future to ensure he had a way to get back home,

Or how in Heroes shes so genuinely concerned over him in whether or not Shadow is a robot clone or not (spoiler he's not) (and not to mention how Rouge goes "I found Eggmans secret treasure!" And ends up finding Shadow who she thought was dead, and immediately tries and releases him)

Or how in Sonic Battle Shadow is having a crises of realizing that maybe was made purely to be a weapon of mass destruction but Rouge goes out of her way to research and find proof that thats not the truth of who he is, and also rescues him and brings him back to her place to recover, and Shadow calls her a friend.

Or how in Sonic Forces (I know dont @me) when Infinite is messing with Shadow, Phantom Rouge starts acting all weird and saying things so out of character that Shadow knows that thats not her, and something is wrong.

But they're just friends, besties even, nothing more so its ok. (Jk lol 🤡)

But he'd end up coming face to face with the families of those he let survive. Whose children and siblings and spouses came home with grievous wounds and permanent disfiguration at his hands. And while he took no pleasure in it, the families might've seen that he's even more brutal because no matter what he won't kill. They'll be borderline beyond saving and yet he won't kill. There's a segment of verses that goes

Cause you fight to save lives But won't kill and don't get the job done I mean you totally could have avoided all this Had you just killed my son But no You are far too nice Mercy has a price

and YEAH. a lot of pain could've been avoided if he had killed. He forced his ideal of "mercy" upon his enemies even if death would've actually been better than sending them back broken to be taken advantage of and abused systematically by an uncaring government without social systems.

And knowing that sometimes, death is a mercy, but it's a mercy he cannot give. He always thought that as long as you lived you'd be okay. But hey! Not always true my guy! That's your flaw sometimes!!!!!!
