NEW YORK — O'Shaquie "Ice Water" Foster (22-2, 12 KOs) defended his WBC junior lightweight world title with a split decision over Abraham "El Super" Nova (23-2, 16 KOs) Friday evening at The Theater at Madison Square Garden.  After studying each other with jabs and feints in the early rounds, Foster began to take control by rounds six and seven, landing power shots on a Nova who was beginning to fade. Foster hurt Nova with a series of chopping right hands in the ninth to begin widening his lead and punctuated his performance by dropping him with a left hook in the final round, One judge had it 113-114 for Nova, which was overruled by scores of 115-112 and 116-111 for Foster. Foster said, “I don’t want to make any excuses, but when I went to throw a right hand, his elbow hit the middle of my bicep, so it kind of tightened my stuff up. But it’s all good. “My rhythm was off tonight. It’s all good. We came home with the win, so I can’t complain. I’m a 12-round fighter and I know how to make judgements through the fight. Introduction
Addiction is defined as a chronic relapsing neurobiological brain disease. The rate of drug addiction in Egypt is twice the global rate so working on the development of new preventive and treatment modalities is crucial. One of the most prevalent features of opioid addiction is the tendency to relapse on the drug even weeks, months or years after stoppage of opioid use. Exposures to stress or conditioned cues related to heroin abuse are distinct conditions that induce relapse. Craving (the intense desire to take a drug) is a central aspect of drug addiction and a contributing factor in relapse after period of abstinence. The National Institute on Drug Abuse reports that 40 to 60 % of people treated for substance use disorders relapse. For heroin, the numbers tend to be approximately twice that rate, 59% of which occurred within 1 week of discharge [1].
Aim of the Work
The aim of this work was to assess the efficacy of transcranial magnetic stimulation (TMS) and cranial electrotherapy stimulation (CES) on craving of heroin use disorder.
Subjects and Methods
The design of the current research was randomized controlled clinical trial to assess the effectiveness and outcome of Transcranial Magnetic Stimulation (TMS) and Cranial Electrotherapy Stimulation (CES) on heroin abuse craving. This study was done in Neuropsychiatry Department and Psychiatry and Neurology Center, Tanta University over a period of 27 months started from June 2018 through September 2020 on eighty patients who fulfilled the diagnostic criteria of heroin use disorder according to DSM-5.
Inclusion criteria consisted of heroin abusers aged 18-30 years. Exclusion criteria included patients with current medications which may alter EEG activity as anticonvulsants or patients with history of any neurological disorder that would result in abnormal EEG activity or current substance abuse other than heroin and the presence of implanted devices as cardiac pacemaker. Patients were randomized either to receive active TMS (20 patients) versus sham TMS (20 patients) or to receive active CES (20 patients) versus sham CES (20 patients). All patients were subjected to history taking included personal or drug history, systemic or mental state examination and urine drug screen. Craving was induced by cues of heroin blocks or pictures before applying the questionnaire or performing the EEG. Craving was assessed objectively by EEG or subjectively by BSCS at base line before starting TMS or CES, then at the next day after completion of 10 session of TMS or CES and after one or three months follow up.
For EEG recordings, participants were asked to close their eyes and to avoid mental activities as well as movements or muscular contractions during the recordings. EEG was recorded with Neurofax nihon Kohden QP-110 AK from scalp locations placed according to 10-20 international system. Resting EEG was recorded for 5 min to identify the baseline background activity of each patient. The EEG was digitized, and fast Fourier transformation (FFT) was performed. Fourier analysis converts a signal from its original domain (often space or time) to a representation in the frequency domain and vice versa. To calculate EEG power, the frequency spectrum was divided into 0.2 Hz bands and collapsed into EEG frequency bands of delta (1- 3.9 Hz), theta (4.0-7.9 Hz), alpha (8.0-12.9 Hz) and beta (13.0- 30 Hz). Each power value represented 5 seconds, and we analyzed 30 seconds of recording per case. Then we designated these power values as average percentages of total power. These were usually called delta, theta, alpha, and beta power ratios. Then, we exposed each patient to cue-induced craving pictures or previous heroin use situations according to each patient`s history of intake for recording a baseline EEG. Instructions were to sit relaxed, still and to carefully attend to the cues without employing distracting thoughts. The frequency domain analysis was performed using the Fast Fourier Transform (FFT) algorithm to calculate absolute (μV2/Hz) power density, relative (%) power density and mean frequency (Hz) within each of the sub-bands. The absolute power of a band is the integral of all of the power values within its frequency range. Relative power (RP) indices for each band were derived by expressing absolute power in each frequency band as a percent of the absolute power (AP) summed over the four frequency bands. Absolute power was log transformed (log x) and, relative power variables were transformed by log {x/1-x} in order to normalize the distribution of the data. EEG frequency (Hz) indices were found to be normally distributed and thus did not require transformation [2]. The BSCS is a self-report instrument to assess craving for heroin abuse over a 24-hour period. Patients were asked to complete a scale, rating the intensity, frequency and length of their cravings. Ratings were then scored on a scale of 0 to 12 (0 meaning no cravings; 12 meaning the patient was experiencing severe cravings) [3].
TMS Protocol
Group I patients (40 patients) received TMS sessions after one week of heroin abstinence. Before starting the study, individual TMS motor thresholds were determined for each participant. Individual motor threshold (MT) was determined similar to the method described [4]. TMS intensity was varied using an ascending staircase procedure and the motor evoked potential (MEP) of the abductor pollicis brevis muscle was assessed. High Frequency rTMS (HF rTMS) at 10 Hz (24 trains, 5 s per train, 25 s intertraininterval, i.e. 1200 pulses, 90% MT) was applied via a figure-eight coil with an outer winding of 70 mm connected to a Magstim Rapid-2 stimulator [5] targeting the left DLPFC. The duration of each session (real or sham TMS) will be 20 minutes for 5 days per week for 2 weeks, so each patient received 10 sessions. Sham stimulation was administrated at the same location, strength and frequency with the coil angled 45o away from the skull. This method reproduced sound and some somatic sensation (vibration and contraction of scalp muscles) that resemble active stimulation while generating intracerebral voltage approximately 1/3 that of active TMS stimulation [6].
CES Protocol
Group II patients (40 patients) received CES sessions after one week of heroin abstinence. Twenty-minute (5 days per week for 2 weeks) application of 10 sessions of CES using alphastim technology (Electromedical products international Inc., Mineral wells, Texas; www.alpha-stim.com ). Earclips electrodes were moistened with a conducting solution and attached to the earlobes. Current levels of the CES device (which range from 100 to 500 microamperes) were adjusted following manufacture recommendations to a comfortable level just below where vertigo is experienced. Sham CES was administrated at same location, strength and frequency but with CES device turned on and off. The collected data were organized, tabulated and statistically analyzed using SPSS version 19 (Statistical Package for Social Studies) created by IBM. There were descriptive and comparative types, where quantitative data were summarized as mean and standard deviations while qualitative data were summarized as numbers and percentages. A comparison was made using Paired student test (t - test) in case of two groups quantitative data. The chi-square test(X2) and Fisher exact test (FET) were used for qualitative data. Differences were considered significant if the P value was 0.05 or less. The study’s protocol was approved by The Research Ethics Committee and Quality Assurance Unit, Faculty of Medicine, Tanta University. Participations were voluntary, informed consents were obtained from all included patients and the possible risks were clarified.
Results
The current study showed that the mean age of patients was (24.8 ± 3.8) without significant difference among different study groups (Table 1). The participants in this study were all male (100%). Five heroin abuser females refused to participate in our study secondary to fear and stigma despite maintained privacy and confidentiality of the data. According to the marital status of the participants, half of them (50%) were single. Technical educational level was the commonest among participants. Most of participants were in the middle and low social class levels. According to the family characters, most families were of extended type. Tobacco abuse was the commonest substance of abuse by families followed by cannabis and heroin. Antisocial personality disorder represented the main personality disorder among participants. Peer influence (62.5%) and curiosity represented the main causes of heroin abuse between study group’s patients. According to addiction severity index, drug abuse was considered the main problem among this study participants followed by employment problems. Intravenous injection (63.7%) of heroin was the commonest form of heroin intake among all participants. There was no significance regarding the daily dose of heroin or the duration of abuse among the study groups. The current study showed no significant difference regarding the BSCS baseline scores between all study groups before performing any TMS or CES sessions. The current study showed significant decrease in BSCS values after (10 sessions of active TMS or active CES) and after one month and three months follow up with least values in active TMS group which indicate the least craving in active TMS group (Tables 2 & 3). After three months follow up there was slight increase in BSCS values which indicate more heroin craving. Despite these observed increase in BSCS values with follow up, the active TMS group subjects showed the least increase among all participants and still had significant difference with baseline craving (Figure 1). Power ratios are an index of EEG power reflecting changes in the balance of EEG power by frequency band. The current study showed no significant difference regarding mean log transformed beta band power at baseline before performing any TMS or CES sessions (Table 3). The current study showed significant decrease in mean log transformed beta band power values (after 10 sessions TMS or CES) and after one month follow up with least values in active TMS group which indicate less craving in this group (Figure 2). This study showed no significant difference between mean baseline beta band frequencies at F3 and F4 among study groups with higher values at F3 than F4 which indicated relative greater activation of left frontal hemisphere than the right one. The mean beta band frequency in active TMS group after performing 10 sessions TMS or after one month follow up at F3 was lower than F4 which correlated with the effectiveness of active TMS in modulation of brain activity in left prefrontal region (Table 4).
 Discussion
Craving for heroin can be described as a powerful urge to use heroin again. Patients with craving have an intense desire to use heroin accompanied by vivid day dreaming about using heroin or difficulty in focusing on anything other than getting it. The current study showed that the mean age of patients was (24.8 ± 3.8) without significance among different study groups. The participants in this study were all male (100%). The higher ratio in heroin abuse in males may be attributable to the more freedom that males can obtain in our society and the easier ways to obtain the drugs than females. In Egypt, females still have lower prevalence rates than men due to culture effect. The involvement of 100% male gender in this research may provide an advantage of avoidance the genderassociated differences in craving as a result of hormonal changes throughout the menstrual cycle but it also lacking the advantage of gender difference studying [7]. The current study showed no significance regarding the BSCS baseline measures between all study groups but after 10 sessions TMS or CES these values were decreased with significant difference in active TMS and CES groups which indicate significant reduction of heroin craving but the maximum decrease was noticed in subjects who received active TMS sessions than active CES. So, both active TMS and active CES were significantly effective in reducing heroin craving but TMS was significantly more effective than CES. After three months follow up there was slight increase in BSCS values which indicate more heroin craving. Despite these observed increase in BSCS values with follow up, the active TMS group subjects showed the least increase among all participants and still had significant difference with baseline craving.
This downward shift of BSCS values after 10 sessions TMS or CES confirm the acute efficacy of these maneuvers to decrease craving in heroin use disorder patients especially in active TMS group but the observed slight increase of BSCS scores (which indicate more heroin craving) especially after three months follow up may confirm the need for further booster TMS or CES sessions throughout a longitudinal six month protocol. A prominent factor for the increase of craving within three months follow up is the presence of environmental drug cues. Continuous changes in reward and memory brain circuitry which are related to drug dependence result in high sensitivity to drug-linked cues during abstinence [8]. Furthermore, impairment in the regulation of the hypothalamic-pituitary-adrenal axis caused by opioid dependence is correlated to enhanced sensitivity to stressors during abstinence. Such abstinence related impairment of reward and stress response systems may explain the subjective experiences reported by study participants during abstinence and the constant desire for drugs even in case patients are in residence and living far from social, drug use-related, environmental stimuli of craving. Shi et al study corroborated our findings regarding a significant reduction of heroin craving among participants after one month follow up after abstinence [9]. On the contrary, Fathi et al declared a reduction of heroin craving for one month follow up but without statistical significance. Such a difference may arise from the different psychometric test used, small sample size and absence of drug cues [10].
According to Jack et al in a systematic review and meta-analysis regarding effect of rTMS on craving in substance dependence patients, rTMS revealed a significant anti-craving effect of the left DLPFC in patients with substance dependence. Excitatory rTMS targeting left DLPFC shows promise in reducing both craving and substance consumption, which may be a result of dopamine release and/or activation of the dorsal PFC executive functioning system. However, this effect was limited in duration, as indicated by a nonsignificant treatment effect at follow-up [11]. CES may produce its effect on decreasing heroin craving with ear-clip electrodes through achieving parasympathetic nervous system dominance by stimulating the auricular branch of the vagus nerve. Withdrawal symptoms including craving are basically manifestations of sympathetic nervous system over activity. CES also improves anxiety and frequent insomnia which are common symptoms in the early stage of recovery from heroin and these symptoms are the main precursor for relapse. In our current study, these effects appear to be session linked with increased craving or desire to take a heroin again after stoppage of CES sessions especially with continued follow up for three months. The current study showed that the mean log transformed beta band power values at base line had no significant difference between the study groups but after 10 sessions TMS or CES these values were decreased with significant difference in both active TMS or active CES study groups which indicate less craving but the maximum decrease was noticed in subjects who received active TMS sessions. So, both active TMS and active CES were significantly effective in reducing heroin craving but TMS was significantly more effective than CES. Active TMS group showed significant decrease of absolute beta band power values from baseline to 10 sessions application or after one or three months follow up. These results were in agreement with Jurgen et al who showed that absolute beta power significantly decreased with rTMS sessions but this study results were related only to the acute effects of TMS without further follow up. Jurgen reported that absolute beta band power was significantly decreased more with active TMS versus sham TMS. He postulated that active TMS session might mimic craving action on brain reward functions producing an increase of dopamine release with further cognitive inhibitory control mechanism [12].
Our study showed no significant difference between mean baseline beta band frequencies at F3 and F4 among study groups with higher values at F3 than F4 which indicated relative greater activation of left frontal hemisphere than the right one. The mean beta band frequency in active TMS group after performing 10 sessions TMS and after one and three months follow up at F3 was lower than F4 which correlated with the effectiveness of active TMS in modulation of brain activity in left prefrontal region. We reported that the left frontal hemisphere had greater activation than the right hemisphere after cue induction and therefor the choice of left DLPFC for neuromodulation of substance induced craving is an optimum location to manipulate. Our findings were in agreement [3,5].
Conclusion
Transcranial magnetic stimulation (TMS) and cranial electrotherapy stimulation (CES) are effective non-invasive treatment modalities for the acute reduction of heroin craving with significant reduction of heroin craving through three months after heroin abstinence. So, TMS or CES are considered valuable noninvasive devices to overcome the risky period of heroin craving especially after one month of heroin abstinence. So, TMS or CES represented new effective method for relapse prevention in heroin use disorder. Active TMS shows significant difference for reduction of heroin craving than sham TMS. Active TMS is more effective treatment modality for reduction of heroin craving than active CES. The observed slight increase of BSCS scores or the beta band power readings (which indicate more heroin craving) especially after three months follow up may confirm the need for further booster TMS or CES sessions throughout a longitudinal six-month protocol. Despite this observed slight increase of BSCS scores or the beta band power within three months after abstinence, the BSCS scores or the beta band power still have significant difference than the baseline readings. The left frontal hemisphere has greater activation than the right hemisphere after cue induction. Therefore, the choice of left DLPFC for neuromodulation of substance induced craving is an optimum location to manipulate
Recommendations
We recommend the use of rTMS or CES as non-invasive treatment options for acute reduction of heroin craving which provide improvement in the adherence to the recovery programs and prevention of relapse. We recommend the use of TMS for acute reduction of heroin craving as a superior efficient tool than CES. However, CES provides an easily accessible home treatment option for reduction of heroin craving especially if TMS apparatus is not available or if there are any contraindications of TMS use. We recommend the need to adopt a uniform prolonged treatment protocol and optimize the number of rTMS sessions in relation to treatment of patients with heroin use disorder during the whole abstinence months. We recommend the restrict prevention of heroin abuse patients during the abstinence period from exposure to heroin cues which induce craving that represents an important cause for heroin relapse. Violent craving can erupt suddenly into consciousness after exposure to drug cues, acting as a persistent cause for relapse. We recommend the presence of comprehensive effective rehabilitation program for six months for heroin abusers till complete normalization of brain neurobiological changes associated with heroin abuse.
Limitations
The need for further studies with longer follows up duration (six months) which may offer a more informative data about neurobiological changes for the whole abstinence period in heroin use disorder. The need for further studies to identify the neurobiological changes for heroin craving in females for proper assessment of the gender difference.

“I have never voted for a candidate in my life. But I will be voting for Bernie Sanders in the democratic primary and the general election. If I’m doing that, there are probably tens of millions in that same position. Let me explain why I’m doing this now:
I’ve spoken out many times over the years about the dangers that electoral politics hold for mass movements- reducing involvement to this one moment, this one person, and making it unclear to masses of people that power under capitalism comes at the point of exploitation. That politicians are beholden to the ruling class- not simply due to campaign financing (although that’s part of it) But that they are beholden to those who wield power through control of the economy- by taking the wealth that we create with our labor and controlling industry, controlling markets. And that elections, often leave people feeling disempowered after- if their candidate wins, people take a “let’s wait and see” attitude. If their candidate loses, people either wait or organize for the next election. Never creating a mass movement at the point of contradiction under capitalism, which would mean organizing on the job in a way that could withhold labor collectively and shut down industry when necessary.
I believe that we need a world in which the people democratically control the wealth that we create with our labor. This would be real, actual power in the hands of the people. Actual “democracy”. You can call that communism, you can call it socialism, you can call it pancakes. I don’t give a fuck what you call it, but that’s the world that we need.
Right now, we have a new era in the movements we see growing in the US. Several polls over the last few years- Gallup polls, university polls, polls by rightwing think tanks- have consistently shown that 51% of millennials would prefer a socialism and 43% of all age demographics in the US would prefer socialism. If you account for the folks that wouldn’t say that to a stranger on the phone, I’d bet that those numbers are higher.
Over the past 20 years, we’ve seen things like the Anti-Iraq War movement mobilize literal millions of people onto the streets all over the world, but was unable to stop the war. We learned that power cannot be simply shamed into capitulating to the demands of the people.
We’ve seen the Occupy Movement come along and surprise everyone. In every town and city in the US, there was an Occupy encampment that put forward the closest thing to a class analysis we’d seen in the mass media: the 1% vs the 99%. Studies showed that before Occupy, mainstream news had only dared utter the word “capitalism” less than a handful of times in the 20 years before. After that, for at least a short period of time, it was being uttered several times a day. And although the encampments were a small percentage of the population of each town, there was a large percentage who saw the encampments and agreed, even if they wouldn’t or couldn’t go there themselves.
Occupy Oakland was started by dedicated radicals who understood the spectacle that was happening and wanted to further radicalize it. So a one-day general strike was called, which also shut down the ports- as a symbol of where power lies under capitalism. 50,000 people- organized by nurses, longshoremen, teachers, students, transit workers and others involved in Occupy- came out and shut things down.
We’ve also seen the Black Lives Matter movement grow and valiantly respond to the epidemic of cops killing Black folks and also learning that the people that make the decisions governing our lives, don’t change their actions simply because they know that the community is upset.
We must have movements with teeth. Ones that are able to force the hands of power.
Over the past few years we’ve seen a sharp rise in people organizing on the job. I don’t mean just the traditional labor unions- although those unions are growing faster and some are becoming more militant than they have been before (largely driven by their ever more radical rank-and-file). I’m also talking about everything from previously unorganized retail workers, baristas, ride-share workers, grad student workers, farm workers, fast food workers, theater workers, tech workers, and more.
We’ve seen wildcat strikes in places the media told us was too right-wing and anti-union like the very militant West Virginia Teachers Wildcat Strike. And things like the Chicago, LA, and Oakland teachers strikes- militant strikes which were welcomed with open arms by their communities.
Some of the militancy is becoming more radical in some instances, with folks striking in solidarity with each other- like when Wayfair furniture workers went on strike last year to stop Wayfair from working with ICE and their detention centers. And the workers won. Or when grad students in many instances across the US went on strike in solidarity with custodial staff. Or when 20,000 Google workers did rolling work stoppage walkouts to have management address many issues, including sexual harassment.
People are looking for ways to exact power over their own lives. More and more they’re realizing that in order to do that we need a mass, militant, radical labor movement that can collectively withhold labor as a tool- not only for higher wages and benefits- but as a tool for larger social justice issues as well (What would have happened if radicals had been organizing a labor movement for the decade prior to Mike Brown’s murder and a general or even targeted strike happened? Indictment, real quick). People are realizing that this sort of a movement will need to break the current labor laws, ie Taft-Hartley, that prohibit solidarity strikes. This will take radical leadership.
In order to get some of the reforms that Bernie Sanders’ campaign platform calls for- Medicare for All, the Green New Deal, free university and trade school tuition, building 10 million more homes in an effort to address homelessness- it’s going to take movement tactics. We are going to have to have strategic targeted and general strikes to force the hand of the folks who have some of these politicians in their pockets. Imagine BART and AC Transit workers striking until Pelosi commits to Medicare for All. Or West Virginia teachers striking to force the vote of Joe Manchin. If we have a movement that can shut down industries through the withholding of labor, we can make politicians do what we want. We’re going to need radicals to get us there.
I’m not voting for Bernie because I don’t disagree with him on things (Venezuela, for instance). Nor do I believe that the reforms he proposes will be the socialist world that we need.
What I am endorsing is the movement that has grown around him that involves millions of people who are willing to consciously and openly engage in class struggle in order to make these reforms happen.
These struggles will radicalize millions of people and have the potential to organize the working class in the US to a point we haven’t seen before. We keep going from there.”

#PHnews: New law uses ‘comprehensive’ approach vs. terrorism
MANILA – Republic Act (RA) 11479 or the Anti-Terrorism Act, signed by President Rodrigo Duterte on Friday, aims to protect life, liberty, and property from terrorism deemed as “inimical and dangerous to the national security of the country and to the welfare of the people.”
“The State recognizes that the fight against terrorism requires a comprehensive approach, comprising political, economic, diplomatic, military, and legal means duly taking into account the root causes of terrorism without acknowledging these as justifications for terrorist and/or criminal activities,” the newly signed law reads.
Under RA 11479, acts intended to cause death or serious injury to any person, extensive damage to a government facility, and extensive interference with destruction to critical infrastructure are likewise considered as terror acts.
The law also states that individuals who either use weapons, explosives, and chemical weapons or release dangerous substances causing fire, floods, or explosions are considered terrorists.
Any person who threatens to commit any of the terror acts mentioned in the law will suffer the penalty of 12-year imprisonment.
“It shall be unlawful for any person to participate in the planning, training, preparation, and facilitation in the commission of terrorism, possessing objects connected with the preparation for the commission of terrorism, or collecting or making documents connected with the preparation of terrorism,” according to the law.
RA 11479 notes that people who are part of the planning and training for the commission of terrorism will face life imprisonment without the benefit of parole and the benefits provided under RA 10592.
The newly signed law likewise warns that people who propose to commit or join terror acts would be punished by serving a 12-year jail term.
Exemptions
RA 11479 clarifies that advocacy, protest, dissent, stoppage of work, industrial or mass action, and other similar exercises of civil and political rights not intended to cause death or serious physical harm to a person or to create a serious risk to public safety are not considered terror acts.
The law also emphasizes that humanitarian acts undertaken by the International Committee of the Red Cross, the Philippine Red Cross, and other state-recognized impartial humanitarian partners or organizations in conformity with the International Humanitarian Law are not punishable.
Monitoring suspected terrorists
Under the law, a law enforcement agency or military personnel may, upon written order of the Court of Appeals, “secretly wiretap, overhear and listen to, intercept, screen, read, surveil, record or collect” any private communications, conversation, discussions, data, information, and messages among suspected terrorists.
“Surveillance, interception, and recording of communications between lawyers and clients, doctors and patients, journalists and their sources, and confidential business correspondence shall not be authorized,” RA 11479 said.
The law also authorizes law enforcement agents or military personnel to ask the Court of Appeals to compel telecommunications and service providers and Internet service providers to produce all customer information and identification records, as well as call and text data records, content, and other cellular metadata of suspected terrorists.
“It shall be unlawful for any person, law enforcement agent or military personnel or any custodian of the tapes, discs, other storage devices recordings, notes, memoranda, summaries, excerpts, and all copies thereof, to remove, delete, expunge, incinerate, shred or destroy in any manner the items enumerated above in whole or in part under any pretext whatsoever,” it said.
Any person who destroys any enumerated items will suffer the penalty of 10-year imprisonment.
Any law enforcement agent or military personnel who conducts surveillance activities without a valid judicial authorization will also be jailed for 10 years.
Designation of terrorist individual, groups
RA 11479 also provides that the Anti-Terrorism Council (ATC) should automatically adopt the United Nations Security Council (UNSC) Consolidated List of designated individuals, group of persons, organizations, or associations identified as a terrorist, a terrorist group, or financier of terror organizations.
The ATC, according to the law, may adopt request for designations by other jurisdictions or supranational jurisdictions after a determination that the proposed designee meets the criteria for designation of UNSC Resolution 1373.
“The ATC may designate an individual, groups of persons, organization, or association, whether domestic or foreign, upon finding of probable cause that the individual, groups of persons, organizations, or association commit, or attempt to commit or conspire in the commission of the acts,” the law reads.
No torture, coercion
The law also ensures that the use of torture and other “cruel, inhumane, and degrading” treatment or punishment against detained suspected terrorists is “absolutely prohibited.”
It said anyone who tortures or intimidates suspected terrorists would be penalized.
It added that there should be “due regard” for the welfare of any suspects who are “elderly, pregnant, persons with disability, women, and children,” while they are under investigation, interrogation, or detention.
Serious commitment to fight terrorism
In a press statement, Presidential Spokesperson Harry Roque said the signing of the Anti-Terror Act signifies the government’s “serious” commitment to combat terrorism in the country.
“The fight against terrorism requires a comprehensive approach to contain terrorist threat. The signing of the aforesaid law demonstrates our serious commitment to stamp out terrorism, which has long plagued the country and has caused unimaginable grief and horror to many of our people,” he said.
Roque made the remarks, as he guaranteed that Duterte, along with his legal team, took time to study the provisions of the law and weigh the concerns of different stakeholders.
“Terrorism, as we often said, strikes anytime and anywhere. It is a crime against the people and humanity,” he said.
RA 11479, which was released on July 3, takes effect 15 days after its complete publication in the Official Gazette or at least two newspapers of general circulation. (PNA)

THE AAREY vs METRO SAGA
CHAPTER ONE: THE FADNAVIS & THACKERAY ERA
 What is Aarey?
 The Aarey Milk Colony was established in 1949 as a government dairy farm on 1,287 hectares of land and was inaugurated by the then Prime Minister Pandit Jawaharlal Nehru in 1951. Over the years, the land has been diverted for other uses. A major portion of its green cover has been lost to new construction projects like the housing colony built by the Maharashtra Housing and Area Development and Film City.
Wildlife experts have estimated that the area has 48 species of reptiles and 12 amphibian species and 80 butterfly and moth species. It also has 16 species of mammals like leopard, deer, boar, jungle cats and 90 different types of spiders. Many of these species are under the Wildlife Protection Act, 1972.

Aarey is an area which starts from Powai and extends all the way till the Western Express Highway in Goregaon. It used to be a part of the Sanjay Gandhi National Park before being opened for commercial purposes and was again declared as a reserve forest. There are at least 27 tribal communities also residing in the colony, making it home to over 3,500 families of Warli Adivasis and other tribal groups that face displacement now.
What is the Issue?
The Save Aarey Movement was never against the metro being built, it was against the car shed which will be built in Aarey for the underground Colaba-Bandra-Seepz metro line. A metro car shed is where all the metro trains which will rest during the non-working hours. It is in the car shed that the trains will be washed, cleaned and repaired and maintained. It is the starting point for train operations every day.
The Colaba-Bandra-Seepz metro car shed is worth Rs 900 crores and Prime Minister Narendra Modi laid the foundation stone of the project on September 7, 2019. The MMRCL (Mumbai Metro Rail Corporation Limited) has earmarked 33 hectares (around 2%) of the Aarey Colony land for this car shed. The number of trees that fall in these 33 hectares of land is over 27,000.
The movement had started back in 2013 but found its momentum in the year 2019. Huge protests had erupted in Aarey Colony area in Mumbai on the night of October 4 and on October 5, 2019 when the MMRCL had begun to cut down trees for the Colaba-Bandra-Seepz Metro car shed.
After the Bombay High Court dismissed pleas opposing the decision to cut 2,646 trees for the Metro project on October 4th 2019, Mumbai civic authorities started cutting trees on a large scale at Aarey Colony. After this incident, the Bombay High Court ordered the petitioners to approach the Supreme Court and the National Green Tribunal. On October 7th 2019, the Supreme Court ordered the authorities and MMRCL to not cut down trees in the Aarey. 
 What is the current situation?
Ever since the Shiv Sena government came into power, the work on the Metro 3 car shed has been put on halt indefinitely. However, MMRCL has stated that 25% of the work for the metro shed is already completed, before the new government came into power. There are huge machines which lie idle at the construction site and ground leveling was also underway.
The entire area has been barricaded. Taking photographs and getting access to the construction site is not allowed and there is heavy security provided by the government. There are security guards at every entrance of the construction site and they do not allow people walking by to see what’s going on behind the barriers.
With the current government’s decision of halting the construction work on the metro shed, several other problems have surfaced. One of them being the Rs 4.3 crores loss occurring per day due to the delay. Till now there has been a total loss of Rs 270 crores on account of work stoppage. This decision will also decelerate the infrastructural projects in Mumbai.   This would have a negative impact on the Central Government’s vision of ‘Make In India’.

Deven R Choksey, MD, KR Choksey, in an interview with Economic Times said, “State governments often cancel or stall projects granted during the last regime. This unnecessarily creates a huge amount of financial consequences for both investors as well as lenders, apart from raising the risk of defaulting by companies.”
He has further mentioned that these kinds of decisions will dissuade the corporates from taking up any more projects in the country. It will also dissuade the investors from coming to the country and from bankers to extending credit.
The new Maharashtra government has suggested about relocating the car shed to Goregaon’s SRPF (State Reserve Police Force) Ground. The State Government had set up a new panel to look into the Aarey issue and see if they could relocate the car shed to another area. The panel came up with same problems which were mentioned by the previous government of unavailability of land, financial implications, technical and operational difficulties.

If the State Government has to relocate the metro shed to Kanjurmarg, which is 7kms away from the last metro 3 station, Seepz, the trains would have to make dead trips to reach the depot. The metro line has been planned for a service frequency of 2 minutes and if the depot is shifted the crowd will increase at the station and thus will lead to defeating the very purpose of the metro. And there would be a Rs 1,700 crores cost escalation if the metro shed has to be relocated to another location.
CHAPTER TWO: CLIMATE VS DEVELOPMENT
 CLIMATE
During the BJP led State Government, the then Chief Minister, Devendra Fadnavis’ standard response to the Aarey issue was ‘will grow more trees.’ He believed that trees had to be cut as development is also important.
According to a Firstpost article, “South Asian countries today are at a delicate threshold facing severe extreme weather conditions. A Global Climate Risk Index released at the Katowice Summit in Katowice, Poland, in 2018 showed that intense cyclones, excessive rainfall, and severe floods could make India and its neighbours among the worst affected countries in the world.”
India has resorted to afforestation without consulting local communities or conducting serious studies on it. As the Adivasi activist from Aarey Prakash Bhoir says, "The way most of these afforestation drives work is illogical and unscientific. How can you plant twenty-five trees at a mere spacing of a foot or less? What happens to the trees when they grow up? This proves that the approach is incorrect. Most of the saplings planted during afforestation projects die in this manner."

An activist by the name Zoru Bhathena, who is representing petitioners in the Aarey tree felling case claimed that a substantial number of trees planted by the MMRCL during the work of Mumbai Metro 3 project are already dead. Later, the MMRCL itself admitted that only 36 per cent of the trees transplanted have survived. In a statement by a spokesperson of the MMRCL said that it transplanted 1,582 trees and 36 per cent of them i.e. 572 have survived.
There is evidence that afforestation programs may not be sufficient enough to reduce the climate crisis.
China's "The Sloping Land Conversion" program, one of the largest reforestation programs in the world aimed at "protecting biodiversity and improving environmental conditions", had a negative impact on the natural forests in the area after 13 years of implementation. Researchers found out that the rubber and pulpwood plantations had replaced natural forests on sloping lands. With the sharp increase in these plantations, the natural forests, shrubs and bushes decreased and were converted into pulpwood plantations. There is danger of carbon stock increasing if natural forests are replaced in this manner.
The article further stated that, “Researchers who examined 260 years of changes in European forest management found that despite a 10 percent increase in wooded land, the continent's forests have actually caused a slight increase in regional temperatures since 1750. This was attributed specifically to a shift from broad-leaved tree species like oak to more economically valuable conifer species like spruce and pine, which absorb more sunlight.”
Planting a sapling is the easiest part to regain green cover. The challenging part is the maintenance of the newly-planted saplings and ensuring that the saplings become robust trees. Most studies have found that survival rate of saplings is never 100 percent. Researches in Indianapolis and Philadelphia, which looked at street trees in the city of Detroit, found that high survival rates are critical during the first three years.

In Aarey the car shed is expected to consume an estimate of 50,000 litres of groundwater everyday for washing the metro. The residents of the Aarey Colony are worried that the car shed project will open the doors to other infrastructural projects too.
The cutting down of trees also leads to the increase in air pollution. As Mumbai doesn’t have a vast green cover, cutting down these trees will have an impact on both present and future generations. The World Health Organisation (WHO) suggests that air pollution is capable of affecting the health of people.
As mentioned earlier the Aarey forest is home to many species like leopards, deer, boars, jungle cats, reptiles and amphibians. Taking over the 33 acres of land to make a metro shed puts the habitat of the animals in danger. There have been many cases of leopard sightings in Mumbai, where these animals are found roaming on the streets of the city.
With the increase in the number of leopards in the Sanjay Gandhi National Park, it would be a lot more difficult to keep these animals in their habitat if the people keep cutting down trees to make infrastructural projects.
 DEVELOPMENT
When it comes to development, Mumbai, one of the world’s densely populated cities with a population of 18.14 million people (as per Census 2011) accounts for slightly more than 6.16% of India’s economic growth. Mumbai’s public transport system consists of a suburban Indian rail network (Central, Western, Harbour), bus services as well as private black-and-yellow taxis, Uber and Ola services and autorickshaws.
The suburban rail network carries over 7.5 million commuters and public buses operated by Brihanmumbai Electric Supply and Transport (BEST) service carry about an approximate 3.65 million commuters every day.

However, the quality of public transport infrastructure in Mumbai is on a rapid decline, which affects the time and energy spent by the citizens. Being one of the most important mode of transport, the railway network faces numerous challenges. The trains are already bursting with passengers at the peak hours.
According to an article by Youth Ki Awaaz, “In the last 10 years, 25,722 people have fallen off moving trains, of which 6,989 people died due to losing their grip while trying to get into a jam-packed boogie or hitting an electric pole while in motion. There have been alarming cases of deaths due to suffocation, heart attacks and seizures triggered due to a fatal drop in oxygen levels.”
The buses are unreliable as they get stuck during the peak hour traffic. The rickshaw walas and private taxi walas keep rejecting the travelers and Uber and Ola taxis are way too expensive for the common people of Mumbai. Hence, the need for metro.
The ticket price for the Mumbai metro varies from Rs 20 – 50 which is affordable for the common man. It is comparatively cheaper than autorickshaws and private taxis. Furthermore, the metro project will reduce the 2.5 lakhs metric tons of carbon footprint every year. As it will take out more than 50% of the vehicles from the roads such as autorickshaws, private cars and taxis. It will also reduce the number of people traveling in the suburban rails and BEST buses.

Some of the points that can be taken from the above videos are the clear distinction between the thoughts of the general public and that of the activists and environmentalists. The general public are worried more about the money the government is losing due to the delay in the project. They are also more focused on their convenience and how they could save their time. As long as the trees are transplanted and afforestation happens, they are satisfied with the project.
The activists and environmentalists on the other hand would choose the lungs of Mumbai i.e. Aarey over development. They believe that the Metro 3 will not reduce the carbon emissions as it is an underground metro and will run on thermal power. They also believe that the metro reducing the number of vehicles on the road is just an assumption, as the rich would still prefer to travel in their own cars, the poor won’t be able to afford the ticket prices for the metro and will stick to the BEST buses and suburban rails.
CHAPTER FOUR: CONCLUSION
The fact is, the damage is already done. The previous regime had already taken over the 33 hectares of the land, begun the work and has completed 25 percent of it. To relocate the car shed to another area will just escalate the cost and increase the time overrun. Every delay would cause the exchequer several crores per day. As it is, the metro project is already delayed by a year and the effects caused by it cannot be reversed.
Unfortunately, the Aarey car shed has become a sore spot for both the political parties, that is, BJP and Shiv Sena respectively. The newly appointed panel of the Shiv Sena has also mentioned the same issues which were being faced by the BJP panel. And in the slug fest between the two parties the Mumbai citizens are the losers.
When it comes to afforestation, the government should not use fast growing trees as they have a negative impact on the environment. These trees are generally dry and can quickly catch fire. They also absorb large amount of the minerals from the soil and groundwater. This affects the growth of other trees in that area. Instead the government should plant native or indigenous trees. They should look into replanting trees like Dhaman, Shemat, Bhokar, Kahandal, Apta, Shivan and Subabul as these are some of the native and common trees found in Aarey.

Factoring in pensions, as one should, the teacher sob story fizzles to dust.
After a temporary delay, teachers in the Los Angeles Unified School District seem likely to go on strike Monday morning. They are demanding, among other things, a 6.5 percent pay increase after rejecting a 3 percent hike offered by the district.
About 30,000 teachers in the nation's largest school district had originally planned to strike on January 10, but union leaders postponed the strike until Monday after a judge ruled that the union had failed to give the district adequate notice for the work stoppage. Even with a few extra days to reach an agreement, the two sides remain apart, according to the Los Angeles Times, despite the district offering to pay an additional $75 million to meet union demands regarding staffing levels and class sizes.
The main disagreement, of course, is about wages. The union wants a 6.5 percent raise immediately, while the district has offered a 3 percent raise followed by another 3 percent raise next year, the Times reports. (Update: The average LAUSD employee earns $73,000 annually.)
Even without handing out pay raises, the Los Angeles Unified School District finds itself in dire financial straits.
On its current trajectory, the school district will face a $422 million shortfall by 2020, driven in large part by its $15 billionin unfunded health care benefit liabilities for current workers and retirees. A task force that studied the district's fiscal condition in 2018 concluded that the structural deficit "threatens its long-term viability and its ability to deliver basic education programs."
A major driver of the budget problems at the LAUSD is employee pension and health care costs. According to the budget task force, those costs will consume more than half of the district's annual budget by the end of the next decade. Since there is no way to give employees raises without also increasing the future liabilities owed by the pension system, boosting pay now will only add to the long-term problems facing the district.
"LAUSD has already offered much more than it can afford (increase teacher pay across the board, dollars for lower class sizes, and new positions) so either way the resolution will likely expedite the drawdown of the district's reserves," says Aaron Smith, an education policy analyst for the Reason Foundation, which publishes this blog.
The other major issue is class sizes. The union is demanding that the district hire more teachers and staff to reduce the average class size in Los Angeles schools—which currently range from an average of about 26 students per class in elementary schools to nearly 40 per class in the city's high schools. In its most recent offer, the school district said it would set caps of 37 students for high school classes and 34 students for lower grades.
But while smaller class sizes would be nice, that's far from the only consideration facing the LAUSD. As even former Obama-era Education Secretary Arne Duncan has argued, teacher quality matters far more than class size as a determinant of student outcomes.
Hiring more employees is unlikely to solve the district's problems. Since 2004, the LAUSD has seen a 16 percent jump in administrative staffers while student enrollment has fallen by 10 percent. Increasingly, students (and their parents) are opting for charter schools, which have proven to be successful and efficient alternatives. More than 160,000 students already attend charter schools in Los Angeles, and another 41,000 are on waiting lists trying to get in.
The school district likes to blame its structural problems on the loss of students to charter schools—but the real problem is that LAUSD has failed to adapt to changing circumstances. In 2015, the district's Independent Financial Review Panel made a series of recommendations to help the district adjust to competition from charters—for example, if employees and retirees had to cover just 10 percent of their health insurance premiums, the district could save $54 million annually. Those ideas have mostly been ignored.
A long strike will likely only exacerbate those problems, warns Smith. A protracted strike may encourage more families to seek out alternatives to the public schools.
"If anything," he says, "the strike will further illustrate exactly why more (not fewer) charters are needed."

Oliver Wallace’s Marine Car Was Unbelievable! (But It Was Not His Only Scam)
Oliver M. Wallace may not have actually invented a revolutionary aquatic vehicle, but he certainly pioneered the promotion of vaporware.
When “Colonel” Oliver M. Wallace announced his amazing new marine car, he made national news. The Louisville Courier-Journal [24 June 1898] was not alone in its enthusiasm:
“The invention is a marine car that carries passengers on or near the surface of the water; is practically unsinkable, as it is a life preserver in itself, and can not be run aground on shoals or bars, as it is provided with a device that rolls it easily over any such obstruction without injury or stoppage.”
Exactly how the marine car was propelled through the water remained proprietary information:
“The causes for the rotation of the wheel or the connection of the engine with the motive power causing the great speed of the car are a part of the inventor’s secret.”
The car, according to the newspapers, easily navigated rivers, lakes or canals and could be powered by steam, electricity or gasoline. According to the newspaper reports, crowds gathered every day at the docks in Cincinnati to watch prototypes of the craft being tested. Col. Wallace, described as anywhere from 55 to 68 years old, said he developed the mechanics of his creation over a lifetime of study and travel.
Interestingly, only out-of-town newspapers reported these crowds at the Ohio river. None of the Cincinnati papers described any actual public appearances, but they did print artistic conceptions of Wallace’s craft. The Cincinnati newspapers claimed he had tested his marine car at Washington, D.C. in front of “marine engineers” who “pronounced it perfect.” Wallace was in Cincinnati, he said, looking for investors to finance a factory to manufacture these marine cars on East Eighth Street.

Does any of that strike you as a little bit odd?
It may not surprise you, then, to learn that, just a couple of months later, Col. O.M. Wallace was asked to leave Louisville immediately, if not sooner. According to the Louisville Courier-Journal [18 October 1898]:
“It was charged that Col. Wallace was endeavoring to borrow a large sum of money through Attorney Augustus J. Bizot, on the property belonging to Thomas W. Moran, whom Col. Wallace is alleged to have impersonated.”
In exile from Louisville, the Colonel found himself in Indianapolis, where his arrest on charges of forgery and perjury was announced by the Indianapolis News on 11 January 1899.
“Wallace went to the office of F.D. Miner, an abstractor, and made application for a loan of $3,000, offering as security a mortgage on lots at the corner of Twenty-Ninth and Illinois streets, owned by Dr. E.A. Wehrman.”
As Col. Wallace sat in an Indianapolis jail awaiting trial on his latest escapade, a detective from Cleveland arrived to transport him to Ohio where he would face charges on exactly the same sort of scam. It appears that, in December 1897, Wallace had fooled a Cleveland bank into giving him $5,000 by representing himself as a respectable citizen named Daniel Jones.
At his trial in February, Wallace, aka Jones, claimed he had been led astray by a real estate agent. The agent, in turn, claimed that he truly believed Wallace was, in fact, Daniel Jones, owner of the mortgaged property.
The prosecutor hammered away at Wallace’s claims of innocence, citing similar charges in Chicago in addition to arrests in Louisville and Indianapolis. Eventually, Wallace’s legal counsel advised him to fold, and he pled guilty. Apparently, the attorneys thought Wallace’s age would spare him from a prison sentence. But no, he was sentenced to 10 years in the Ohio penitentiary. A year after sentencing, Ohio’s governor signed extradition papers so Wallace could face trial in Indianapolis.
But wait! There’s more! Wallace actually escaped from prison in 1901 and made his way back to Cincinnati. He was arrested in Cumminsville and returned to the pen.
It is curious that Wallace’s life of crime seems to coincide with his marriage. In July 1897, at Nicholasville, Kentucky, Wallace married one Jennie Long. The Enquirer [31 July 1897] reported that Wallace married after a 10-year courtship, having known Jennie Long for some years before her husband died. The Cincinnati Post [9 September 1901], on the other hand, claimed the marriage resulted from a one-week courtship. In either event, it appears that Wallace squandered his bride’s inheritance and that profligacy may have inspired his life of crime.
The marine car?  After the publicity faded throughout the autumn of 1898, there was not another mention of the machine itself or the alleged factory on East Eighth Street. It appears Mrs. Jennie Long Wallace remarried, but the Colonel himself disappeared into the mists of history.
