I tend to think that if Pluto had been given the "standard" Urasawa treatment (long long long character narratives drenched in politics) Hoffman would have been a character that we watch slowly unravel and eventually break away from his complacent role with Europol. He's one of a scant few (mostly scientist) humans who treat Gesicht wholly equal to him and it's clear in the narrative we do see that he's extremely opposed to the tampering with Gesicht's memory that happened behind his back...I just like the idea of this little nerd guy getting more and more feral and then completely blowing a fuse and starting off to do his own thing
