those are sometimes called Mermaid's Necklaces, apparently, like the more well known Mermaid's Purse (elasmobranch eggcase).

ones I saw mostly today were more nodular clusters , and were strewn amongst whelk shells at the strandline.

AKA Buccinum lineolatum.

Another predatory whelk endemic to New Zealand, found in the middle to low intertidal, often in rockpools. This was one of many feasting on a broken-up sea-urchin.

#2521 - Penion sulcatus - Northern Siphon Whelk 

AKA Fusus sulcatus, Fusus zelandicus and Fusus adustus. Kākara nui in Māori.

Another predatory sea snail endemic to the North Island and northern South Island coastlines, but larger than the last few and in the Austrosiphonidae family rather than the Cominellidae. Abundant in the fossil record of the North Island of New Zealand. There are related extinct species that may be on the same evolutionary lineage, judging by the anatomy of the shells.

Common on soft-sediments on the continental shelf and subtidal rocky shores, where it feeds on mussels and Dosina zelandica zelandica.

It may have been intentionally foraged as a food-source by the Māori, judging by shells found in middens.
