Luffy may have been chosen by the fruit. But he is not destined.
He can become the embodyment of freedom according to the prophecy because he doesn't know about the prophecy, and he doesn't want to. He's happy by just being himself.
And by being himself, he frees those around him. All of the crew was freed by him in some way.
The fruit did not chose him for some ulterior motive other than it being Luffy, and freedom is part of who Luffy is.
When Shanks got the fruit to Foosha Village, he thought he was the one from the prophecy. Ever since he talked to Roger, ever since the execution, ever since he set foot in Mary Geoise, ever since he started his crew, ever since he stole the fruit. And that was consuming him.
He must have thought of it every moment, remembered it over and over again. The weight of being the destined one, of beholding the will of the Sun God, of changing the world. All this chained him.
And then, Luffy eats the fruit.
That's the first time he frees someone. The act of eating it was the freedom for Shanks. He realizes it was never him. And that was such a big relief for him he almost couldn't bear it.
There's no way to stop inherited will. That will belonged to Luffy, not to him. And Luffy is free from the chains that were destroying Shanks inside.
Shanks is not Blackbeard. He will never cross the line of killing someone innocent, someone who cares for him, just to get more power. That's why he saves Luffy from drowning and lets the sea monster rip off his arm.
He chose to accept the freedom Luffy gave him instead of fighting it like Blackbeard does. He decides to let go of the past that imprisoned him, both the past of being the chosen one and of being the child of Figarland Garling.
Luffy is freedom, and we've seen that since always.

not to post even more Villains Discourse on main but it really bugs me how people read giving villains tragic backstories as inherently excusing their actions and/or demonizing trauma survivors.
the actual message of Tragic Villains is (almost) always “people who are never taught or given any healthy, constructive outlets for their emotions will often find unhealthy, destructive outlets.” it’s that people who are traumatized and never learn how to cope with that trauma can become a danger to themselves and others. the message isn’t “trauma makes you evil!!!!” or “genocide is okay if you’ve been sad before!!!!” it’s “people need compassion and help to recover from trauma instead of becoming increasingly angry and harming themselves and others in the process.”
this site takes an alarmingly behaviorist and punitive approach to everything and it’s literally the most annoying thing. y’all have this concept that “if we just punish people hard enough, if we just scare them enough, if we just make them feel guilty enough.” that people just Do Bad Things Because They Do Bad Things, I Guess, and Because We Didn’t Threaten Them And Shame Them Enough. but humans are an innately social species. at our very core, we need compassion and kindness. we need healthy relationships with other humans.
you can keep looking at traumatized villains and being like “haha this dumb pathetic sadboi thinks murder is okay because his parents died” but as a survivor myself, unaddressed/untreated trauma absolutely can make you ragey and destructive. i was lucky enough to have support and eventually get the treatment i needed. but it’s not hard at all for me to imagine how, if that hadn’t been the case, that could’ve been me. obviously not on a movie-villain scale like murder or war crimes, but it’s so irritating as someone whose trauma has always manifested as anger to watch people on this site be like “this is just bad writing!!! real survivors/good survivors don’t end up like that the writers just hate survivors and want the audience to condone murder!”

I am sad we don't see the conclusion of Lieda and Mon's story. Lieda's rebels and acts against her mother because she believes Mon isn't genuine about anything, and her charitable profile is a facade for political scheming. At the same time she commits so much Chandrila's Conservative culture in part because she knows that it riles up her mother and is too immature to understand the scope of what she is doing.
That makes the moment when she tells her Mother that she wishes Mon was drunk so interesting. Not just O'Reilly's amazing performance but how Lieda reacts to Mon. She is caught off guard by how emotional her mom gets, that her words had an impact.
Lieda is slowly starting to learn, or put together that her mother is more than what she thought. So imagine how she would react when she learned that her mother not only has feelings but principles as well. And has been funding and leading the rebellion against the empire this entire time.
Would have loved to see it. Maybe at some point we can have the conclusion to the Mothma family tragedy.

Behind the scenes theory for the finale
What if, before Belinda was added to the show the original plan was for Poppy was that she was going to be Ruby's and the Doctors kid in the wish world. But Mille Gibson had scheduling issues so she couldn't be in the whole season, and backed out last minute. So the writing team made Belinda as a changed all the scripts from Ruby to Belinda (with a bit of character flair here and there). But RTD + writers kept the ending the same because they didn't quite realize how much of a different character Belinda is to Ruby and didn't quite realize that they dug themselves in a really big hole until the finale premiered.
Not saying that this excuses their shitty writing choices here considering when the Doctor says that he Wishes specifically him and Ruby were Poppy's parents in the space babies episode I can't help but wonder if that was the original plan

If anyone wants to know my all-time favorite advice about writing, it's this video of Rebecca Sugar giving writing advice at a con 12 years ago.
I watched it before I met her at a con in 2017, and I've watched it many times since. I revisit it every time I need to reassure myself that I'm going the right direction, and every time, something clicks for me.
And it's fascinating watching it again now that I have experience writing and doing professional animation, because like, wow she was right. Like... I knew she was, but now I have my own shared experience to vouch that what she said was true.

I love how s2 of Andor shows us how all the sacrifices the Imperial characters make for the Empire are ultimately worthless. Syril, Dedra, and Partagaz all have different variations on the same ending. and to them Krennic is the big bad guy who represents the Empire but then in Rogue One we learn that essentially he’s in the same situation: giving everything to the Empire and it amounting to nothing in the end.
