ill be honest i was not expecting white girls for Louella and Lou Lou but i do think it adds to the horror of that Lou Lou went though

since Lou Lou is most likely from district 11, we can assume that she was probably black. so for the capitol to not only erase her identity to make her a copy of Louella, but also erase her race while doing so is very scary and adds i think another layer to the body horror that the capitol is willing to inflict on children
