Just a weird campaign Idea

Weird idea for a campaign for D&D or most fantasy TTRPGs, Basically some necromancer wants to get permission before summoning a horde of the undead, so they get a list of every person buried in a graveyard and send the party to go to each plane of the afterlife so that they are legally allowed to summon the undead.
