Not American but can confirm Flour Babies are a thing in England at least, something something teach responsibility in your last year of primary school. I insisted on having twin flour babies and the year 3s opened up a 'daycare' where everyone could put their flower babies on a table and go play. We also had to sit in a circle, introduce our 'babies' to each other and tell the teacher about our babies' personalities. Once it was over, many kids threw their flour babies on the ground as hard as they could to explode them.

My older brother's one had Mr Potato Head features for a face and got a house point for 'sitting nicely in assembly'.

My year also all yeeted ours into the air during assemblies whenever we sang Reach by S Club 7.
