No singular panel has stated that Tim is addicted to coffee. At most there is One Panel of him asking Alfred for caffeine (he’s a tea enjoyer he told me so)
canonically, this stems from the few and very far in between comics in which Tim (pre flashpoint) is always portrayed as exhausted
it’s so taken out of proportion and out of context like sooo much is in dc fandoms it’s so annoying
