Your high heels made a clacking sound as you walked across the street; your flowy dress made many heads turn, just for Angels to be stunned by your beauty once they saw you.
Saying you weren’t used to this would be a lie, as every day many individuals would comment on your beauty and grace; you were quite modest about it though, always thanking them but never bragging about all the attention that you received.
This wasn’t what your day was going to be about though; in fact, Adam was.
You were going on a date with your boyfriend, and you were thrilled about it; you two hadn’t been able to go out for a while, since he was quite busy with shows and whatnot during that time of the year.
You always tried to be there for his gigs, but usually he was busy with band outings afterwards or he was too beat – and quite sweaty, too – to go out for a romantic date with you.
And when he wasn’t busy with gigs, he was too caught up in more confidential matters with Sera. Things regarding Hell, you guessed.  So naturally you allowed him to have some chiller dates with you in the weekend, prioritizing his desires a bit.
But this time you two had planned a whole day out together, with the first stop being a restaurant to eat some lunch.
Finally reaching your destination, you stopped in your tracks and fixed your hair to look as pretty as you could for your boyfriend. Not that he would notice if you had a hair out of place, he always called you stunning even when you were in your nightwear and you had just woken up, but you still wanted to look your best for your special day.
You checked your phone, and saw a message from him that said he was going to fly there to get there faster. You were about to reply when you heard a strong flap of wings from above you.
“Hey babe!” he descended from the sky, snaking an arm around your figure and kissing the top of your head. He was wearing his mask, as always when he was in public, but you really didn’t mind.
“Hey Adam! We arrived at the same time,” you pointed out as he tucked his wings under his arms. You noticed he was wearing his usual robe, but as the wind blew it around a little you could see his spiked combat boots underneath.
“We did, wanna go in?”
“Sure!”
You chatted about this and that as you entered the fancy restaurant, the carefully designed decor catching your eye immediately. He even had to ask you if you were listening as you got caught up staring at the luxurious furnishings.
A waiter welcomed you and lead you to your booked table near a window overlooking a beautiful garden, you could touch the bush of white roses outside if you leaned out a little, if you wanted.
You didn’t need much time to choose your orders; both of you decided to go with your favorite food as a treat, Adam’s being ribs, and as soon as the dishes arrived you dug in. You made a mental note to leave a positive review to the restaurant as even the food tasted heavenly.
“Holy shit, these ribs go hard as fuck! Want one?” Adam asked between bites, picking one up with his free hand and handing it to you. You grabbed it helping yourself with your cutlery, and chuckled at your boyfriend’s behaviour.
You were just about to take a bite out of the rib when you heard something that you probably shouldn’t have;
“...I wonder what she sees in him?”
You turned around swiftly and caught the two Angels commenting on your relationship red handed; one of them had the appearance of a sheep, fur pristine and styled into ringlets, the other resembled a cat.
They immediately averted their gaze when yours fell on them, but you still shifted so you could face them better.
“Well, he makes me happy and makes me laugh. Isn’t that enough?” you stated with a kind smile, no malice in your words, and pointed at Adam with your fork. The two girls grimaced as they looked at your boyfriend, hands dirty and mouth stuffed with ribs; he was enjoying his lunch so much that he hadn’t even noticed the food had left a stain on the sleeve of his robe.
“Suit yourself...” the sheep Angel commented once again, and it was Adam’s turn to reply.
“You’re damn lucky I’m busy eating ribs and being on a date with my girlfriend. Do you even know who the fuck you’re talking to?”
“The first man, Adam.” You finished his sentence fondly.
The Angels shivered; you’d dare say you never witnessed anyone leave a place faster than they did that restaurant.

Chef’s Table restaurant review - Edison NJ
Chef's Table Indian/Pan Asian Restaurant Edison, NJ https://www.ourchefstable.com/
We walked into Chef's Table in Edison on a Saturday evening in October 2022 at 7PM with no dinner reservations. Frankly, with the profusion of excellent Indian cuisine in north Edison, NJ, my expectations were set fairly low. Also, based on the online reviews, I was prepared for spotty service and uneven food, given the normal Saturday night rush. 
However, my personal takeaway: Everything was excellent and we'll definitely be going back hoping for a similar experience! Here are the details:
The restaurant was busy but we were seated promptly. Interior atmosphere was warm and inviting, although there was a definite draft from the door every time it was opened (perhaps the vestibule needs to be heated?). (No trace remained of the brick-oven pizzeria that used to occupy this building.)

Our server brought out chutneys (mint and tamarind), and tiny little cracker-shaped "papadum". I wasn't a fan of the crackers, tbh. They had neither the flavor or the texture of traditional lentil-based papad, but my partner did enjoy them. *shrug* from me. I liked both chutneys, however. (I later learned that the traditional papadum were on the menu and will explicitly order them next time.)
For appetizers, we ordered Cauliflower in Sweet chili sauce (Chilli Garlic Gobhi Dry), Tandoori Chicken thighs (Nawabi Tandoori Murgh), and Samosas. Both the chicken and cauliflower came out quickly, but the samosas required a bit of a wait.

The cauliflower was coated in a delightfully crispy coating in a sticky sweet sauce with really good flavor all around. Good balance of acid and sweet, with a hint of chili. They could have used a pinch of additional salt and heat, but that might just be personal preference. That didn’t stop us from scraping the dish clean after the cauliflower was gone.

The tandoori chicken was a double portion of the chicken thigh and the first wing section (drumettes) both on the bone. They were cooked well, and the traditional yogurt coating was flavorful. Meat was falling off the bone but still had a good resilience to it.

Despite the wait for the three samosas, we were really happy with what we eventually received. The Samosa pastry and filling were definitely house-made, not frozen. Filling was finely ground, with fresh herbs and peas mixed into the potato mash, and the pastry was light and tender.

After our apps were cleared, we received a tray of fresh veggies with plastic wrap still on it. While we appreciated the COVID precautions with uncooked food that was obviously prepared and stored in a chiller, the plastic wrap served at the table was a little unclassy for my taste. Despite the fact that this was obviously prepared well in advance (the beets had stained the red onion, for example) everything still tasted fresh and crispy, so only a minor complaint here, and a reasonable accommodation to keep the food moving along with limited staff.
As this was our first time visiting, Mrs. Heat and I ordered four entreés, with full intent to take quite a bit home and share with the Embers.

Vegetable Manchurian - good texture and flavor, generous portion. Really liked the texture of the "veggie balls", and the sauce was really deep and intense.

Butter chicken - very tender meat with a mild sauce, could have used a bit more protein, as you may be able to tell from the photo. Chicken is the least expensive protein commercially available today – there's no excuse to skimp on this. Other than that, a good dish overall. Would order again, especially with more chicken!

Stuffed paneer (Khumani Bhare Kofte) - exactly as described and very tasty. This was a new dish for us, and we were surprised that there was literally dried fruits and plums stuffed inside the paneer. No idea how they did that, but it made for an extremely flavorful bite. A winner indeed!

Lamb (Gosht Rismisa) - falling apart boneless meat. Good gravy - one of the dishes you want to soak up in naan or rice well after the protein was gone. And the protein in this dish was plentiful, in contrast to the scant butter chicken protein (and inexplicable, given their relative wholesale prices!)
We were so pleased with the meal that we stayed for dessert - ditching our plans to bug off to Mithaas and its panoply of indian desserts.
We saw other patrons order the Kulfi, served in a smoking ceramic bowl and couldn't help but order it, along with traditional Rasmalai.

The Rasmalai had a delicious strong flavor, and was both creamy and  tasty. I literally licked the bowl - hopefully when no one was looking.
The Kulfi Falooda (served with noodles), although somewhat bland, was served in a unique ceramic vessel with smoking dry ice. Worth the experience, once. 
As we were waiting for the check, we saw a number of other dishes served to other patrons that looked spectacular. Looking on their website, (https://www.ourchefstable.com/online-ordering/) I've identified possible items to order next time, based mainly on how dramatic they appear! :

Great photos and presentations on the site, btw. You should look at this page even if you're going to eat so you know in advance what to expect.
The service was – while not exceptional – fairly typical of Indian restaurants not in Manhattan, and really quite good for post-COVID staffing challenges. Obviously, they're suffering from the same foodservice shortages that we're seeing industry-wide, but Chef's Table is handling it gracefully. Our server was cordial and helpful throughout, and responded from across the floor to eye contact and a smile. We saw additional servers and bussers as necessary, mostly to deliver food and take away dirties. Timing could have been tighter, but again, at primetime on a Saturday night, I was happy with how well they kept up with the rush. I would suggest at least one more main server and one more busser for the Friday/Saturday night 5-9 shift.
My summary here was that this was a very good experience for an Indian/PanAsian restaurant, and a standout even in North Edison, NJ. Several dishes were surprising, and all were at least "very good" in my opinion. My few tweaks could easily be incorporated by an attentive manager and head chef; I hope they take them to heart.
I'm excited to visit again, and may add Chef's Table into our regular Indian food rotation. Incidentally, almost none of the food made it home to the little Heatlings. We returned home with two small takeaway containers and very full belles. Next time, they'll have to come along. 🙂

Prague Views and Brussels Sights

My week was surprisingly chiller than normal. I was supposed to have an exam in my Database class, but our professor moved it to next/this week because of a tech conference taking place at a local university (That means I have 2 exams coming up.... wish me luck). The talks were actually really interesting; I heard one on ethics and regulations on AI and another about greenwashing. Both speakers had tons of experience in their fields, and even better the conference provided free snacks :)
Anyway, I had some time before my afternoon class, so I decided to go explore other touristy spots around Prague. I don't know about you, but I definitely need my alone time especially when I'm consistently going to class and living with others. It was also one of the first warm weather days, so all in all perfect for a stroll. I didn't specifically have anywhere in mind and ended up wandering to Tančící dům and Vyšehrad. Tančící dům is this weird shaped building which I found out was a hotel. While I didn't end up going to the top, some friends said the cafe up there has pretty views. I rarely spend time in the southwest portion of Prague where Vyšehrad is located, but after my visit I'll definitely be back for a picnic or something else. There were 360 views of the city, and I could have spent the rest of my day there.

Short weekend for Brussels since we had a program trip scheduled! I'd heard mixed reviews about the city, so I wasn't sure what to expect. After our flight got delayed for almost an hour, I was thinking it'd be a bad sign. However, we were greeted with a double rainbow + sunset after landing <3

Besides some rainy and windy weather, I'd have to say the trip was a big success. Brussels is definitely a 2 day city. Since we only had one full day, I don't think we hit everything, but I enjoyed just walking around and being one with the city. One of the most noticeable things was the murals that decorated tons of buildings. I never read Tin Tin, but I think it must come from Brussels because multiple types of art referenced it.

The food also hit different ngl...Belgian and Liege waffles are on another level. I went back to Maison Dandoy the second day just to make sure I tried both. Belgian waffles are square, lighter, coated in powdered sugar, and in my opinion better for breakfast--since Belgian people actually don't eat these in the morning. Liege ones on the other hand are circular, denser, and have sugar bits in them. Mine was yummy, a little too sweet but good for dessert. Try the fries and classic Belgian dishes like mussels and Flemish stew too if you're in town!

5. Reverse Cycle

This fifth installment of the The Purge franchise will reportedly be the last with creator and writer James DeMonaco promising a ‘really cool’ end to the series. This movie was originally scheduled for a summer 2020 release – filming wrapped in February 2020 – but dates inevitably shifted and now it’s aiming for Summer 2021. While DeMonaco wrote the script, the movie is directed by Everardo Gout who’s best known for his work on National Geographic series Mars. The movie stars Ana de la Reguera and Tenoch Huerta with Josh Lucas and Will Patton.

Residents of a nursing home are haunted by supernatural forces in this film from Soulmate director Axelle Carolyn. Barbara Hershey stars as a woman who’s recently moved into the home following a stroke who suspects malevolent beings are at prey and needs to convince everyone around her she doesn’t belong there at all in order to escape.
Black as Night 
Teenage misfits battle vampires who are attacking New Orleans’ disenfranchised in this feature from Maritte Lee Go which sounds like it might appeal to a young female demographic as well as the usual Blumhouse fans. It stars Asjha Cooper, Fabrizio Guido, Craig Tate, Keith David, Mason Beauchamp, Abbie Gayle and Frankie Smith.
Bingo

Originally planned for October 2020, this follow up to David Gordon Green’s 2018 Halloween reboot (which was a direct sequel to John Carpenter’s 1978 Halloween) will now arrive in October 2021 to carry on the saga of Laurie Strode (Jamie Lee Curtis) and her family in their ongoing battle with Michael Myers. The previous installment was a smart addition to the franchise dealing with themes of PTSD in the wake of what Laurie experienced as a teen so we have high hopes for this. Blum has said the movie will be “Huge” and “Intense” and will feature returning legacy characters from the original. 
Halloween Ends

The third part of the reboot trilogy is planned for 2022 and will bring to a close this part of the saga. Ahead of the release of Halloween Kills it’s difficult to predict which direction part three will take us in but if IMDb is to be believed Laurie, her daughter Karen (Judy Greer) and Granddaughter Allyson (Andi Matichak) will be in a final showdown with The Shape.
Paranormal Activity 7 (as yet untitled)

Announced back in 2019, Blumhouse is supposedly planning a seventh installment to the found footage franchise, with Oren Peli the creator of the original Paranormal Activity attached to write. No plot details have been released yet and it’s possible the unexpected events of 2020 have affected plans for this. The latest in the franchise – 2015 Paranormal Activity: Ghost Dimension is the least profitable of the series but still grossed $79M worldwide from a budget of $10M.
Vengeance
Release date: 2021
This is the directorial debut of actor and comedian BJ Novak (who was one of the writers on the US version of The Office, where he also played Ryan Howard), which follows a radio host from New York (also played by Novak) who travels down South in an attempt to solve the murder of his girlfriend and discover what happened to her. The movie co stars Logan’s Boyd Holbrook as well as Ashton Kutcher and Issa Rae. The production began in March 2020 but was put on hold due to COVID19, but has started back up again and Blum says they’ve almost finished shooting what he describes as “a cool, offbeat movie”.
Five Nights At Freddy’s
Status: Pre-production
Currently in pre-production is this adaptation based on the popular horror video game franchise where a night security worker at a restaurant called Freddy Fazbear’s Pizza is terrorised by sentient and murderous animatronic characters who come alive after dark. The movie was originally optioned by Warner Bros with Gil Keenan to direct but is now with Blumhouse under Chris Columbus. Despite delays, Blum is confident this is still very much on the cards telling Inverse “”It’s still active. We haven’t quite figured it out, but we’re getting closer every day.” The videogame franchise featured several sequels and spin offs so if Blum and Columbus can make this a hit there’s every possibility for multiple sequels.
Wolfman
Status: Pre-production
After the massive success of The Invisible Man, long time Blumhouse collaborator Leigh Whannell has signed on to tackle another classic Universal monster with the Wolfman. This is one of the strangest but most exciting titles on Blumhouse’s slate with Ryan Gosling attacked to star as a man who is cursed after being bitten by a werewolf. Gosling is a massive talent, Oscar nominated twice, who is selective with his projects so we can only imagine the script must be something special. 
Mother Nature
Status: Pre-Production
Announced back in May Mother Nature marks the directorial debut of Jamie Lee Curtis herself. An eco-horror co-written by Curtis and Russell Goldman who’s head of development at Curtis’ company Comet Pictures, this is the first film in a three year first look deal Comet Pictures has with Blumhouse. Details are scant but it looks like this will be themed around climate change. “I’m 61 and my motto now is: ‘If not now, when, if not me, who?’” Curtis told EW. Well quite.
Untitled John Ridley Paranormal Thriller

Novelist, screenwriter and director John Ridley is set to write and direct this chiller based on this article entitled ‘Project Poltergeist’ which tells the true story of a young boy who is purported terrified by supernatural occurrences in a public housing project in the 1960s. “This is an incredible true-life narrative of a young man dealing with horrors – both paranormal and racially systemic — in a community that is scarred by hate, yet ultimately brought together by hope,” said Ridley, speaking to TheWrap. “I really appreciate Blumhouse’s commitment to telling stories that seek to entertain audiences even as it challenges them.”

It’s been ten years since the very scary first installment of Insidious, one of the franchises that really helped put Blumhouse productions on the map, and the series shows no sign of disappearing into the Further just yet. A fifth film is apparently on the cards with star Patrick Wilson set to direct. The film will focus on the Lambert family ten years on as son Dalton prepares to go to college. “We’ve had a lot of luck with first-time directors who are actors, even Jordan Peele (Get Out) or Joel Edgerton on The Gift,” Blum told Den of Geek.

Sure the defining horror movie of 2020 has to be Host, a low budget indie written, shot and released in just 12 weeks during lockdown, a Zoom horror which perfectly captured the zeitgeist. After rave reviews, Savage and his team, screenwriters Gemma Hurley and Jed Shepherd and producer Douglas Cox signed with Blumhouse for a three picture deal. In typical quick and dirty style they’ve already begun work on the first of these features, which will reportedly be scarier and more ambitious than Host. Definitely one to watch.
Untitled Dracula project

Announced back in March, Jennifer’s Body and The Invitation director Karyn Kusama is attached to another Universal Monster project – a new adaptation of Bram Stoker’s Dracula. Kusama told the Kingcast podcast that it would be a fairly faithful adaptation which will lean into the idea of multiple voices and points of view to tell the story, and perhaps present a slightly different version of the Count himself. “I would just say in some respect this is gonna be an adaptation called Dracula but it’s perhaps not the same kind of romantic hero that we’ve seen in past adaptations of Dracula,” said Kusama.
Untitled The Thing Remake/Untitled John Carpenter/Blumhouse Project

January of 2020 saw rumours that Blumhouse was working on a new iteration of The Thing, based on the (relatively) recently unearthed longer version of the story the movie is based on Who Goes There?, by John W. Campbell Jr. – the longer version is called Frozen Hell. Though there are two separate entries on IMDb for this project they are clearly the same ‘Thing’ – the ‘Untitled John Carpenter/Blumhouse Project’ suggest the Halloween 2018 director David Gordon Green maybe attached.

This new adaptation of the Stephen King novel has been kicking about since 2010 but there has been some movement recently. Zac Efron has been cast in an as yet undisclosed role and Blum has promised a “faithful” adaptation. At one point Akiva Goldsman was attached to direct, then later Fatih Akin but as things currently stand The Vigil director Keith Thomas is the frame to re-tell this story about a young girl with the telekinetic power to set things on fire. There was a previous adap of this story released in 1984 starring Drew Barrymore and directed by Mark L. Lester, with a miniseries Firestarter: Rekindled broadcast on the sci-fi channel in 2002, so this sits within remake territory.

This is a proposed adaptation of Virginia Feito’s novel, Mrs. March, with Moss producing and set to star. The novel will be published in 2021 and has been likened to Shirley Jackson. According to the synopsis it follows an upper Eastside housewife “who unravels when she begins to suspect the detestable protagonist of her husband’s latest bestselling novel is based on her”. The Best Wine Coolers for 2019
The Best Wine Cooler
Wine coolers aren't for storing wine forever. They're for getting it ready to drink. We talked to four wine experts, tested fridge temperatures, and drank our fair share of chilled rosés, all to find a good looking wine cooler with buttons that worked, could accommodate temperatures from 45–65 degrees, and didn't develop freezer burn.
October 15, 2018 - Our “best single zone” pick, the Wine Enthusiast Silent 8-Bottle Touchscreen Wine Refrigerator, is no longer available. We’ll plan to revisit this review in the coming months, but in the meantime, we still recommend the Sunpentown dual-zone fridge for most people.
How We Found the Best Wine Cooler
Good temperature range
First, we made sure our fridges could keep both whites and reds at the optimum temperatures for serving, based on recommendations from Wine Spectator:
Light dry whites, rosés, and sparkling wines: 40 to 50 degrees
Full-bodied whites and fruity reds: 50 to 60 degrees
Full-bodied reds and ports: 60 to 65 degrees
We cut any cooler without that full range of 45 to 65 degrees Fahrenheit.
Adjustable shelves
If shelves can’t be adjusted, you are limited in the number, size, and shapes of the bottles you can store — not ideal for anyone with a varied collection, let alone an upcoming dinner party. With removable shelves, you can fit more bottles by stacking them like firewood, plus have the option of storing opened bottles standing up.
Energy efficiency
The amount of energy a wine cooler uses depends on how many hours per day the fan or motor is running, plus variables such as how often you open the door and the ambient temperature of the room. It’s measured in kilowatt hours per year (kWh/year). In general, manufacturers are not actually required to list energy consumption for wine coolers as they are considered luxury items. However, some manufacturers do estimate the energy consumption of their coolers; 15 of our contenders used 400 kWh/year or less.
Hands-on usability
As we whittled down the contenders, we got our hands on six wine coolers. From there, we tested things like the controls, shelving, door mechanism, etc. We played around with them all, pushing buttons and pulling out drawers, then tested each unit to find the accuracy of their temperature settings at 49 and 64 degrees Fahrenheit and how easily they could accommodate wine bottles of different sizes.

This sleek, black thermoelectric cooler is about the size of a tall kitchen garbage can — perfect for fitting in a narrow space. It takes its dual zones seriously, with two compartments separated by a seal on the inside of the door (the Whynter dual-zone cooler we tested had two chambers, but no seal).
Dual cooling zones
Each zone’s light and temperature are managed independently with sensitive touchscreen buttons that beep with every (gentle) tap. The top zone is cooler, with temperatures from 44 to 64 degrees, and smaller — the shelves accommodate only six bottles, although they can be removed to fit a few more. The bottom zone comfortably fits up to 12 bottles at temperatures between 51 and 64 degrees.
Points to consider Minor rack issues
The racks in the Sunpentown are designed in such a way that you can lay them down side-by-side to fit more in. However, we had some trouble fitting our super-tall 14.5 inch sparkling wine and had to turn it diagonally to make it work. It’s a minor complaint and one easily remedied provided you have enough rack space to finagle your larger bottles into position.
How to Find the Right Wine Cooler for You
Ask yourself what kind of wine your prefer
If you lean heavily to just reds or just whites, a single-zone cooler will work great. If you prefer to mix it up, choose a dual-zone model. But don’t forget: all wines can be kept at 55 degrees until a few hours before being served, when you can pop them in the fridge to cool down or leave them out at room temperature to warm up. If you’re looking more for a short-term storage option (as opposed to a ready-and-waiting-to-be-consumed solution) a single-zone cooler with a limited temperature range could still be a great choice.
Assess room temperature
Thermoelectric models, while more efficient, struggle in anything but ideal temperatures. If you live in Florida and plan on keeping your wine cooler in an un-air-conditioned garage, a compressor model will definitely be the way to go.
Determine where you want the wine cooler
Most freestanding coolers don’t have a front vent, so they need several inches of breathing room around the back, top, and sides so they don’t overheat. For a more streamlined look, go with a built-in model that matches your appliances or cabinetry. Also consider your space: Do you want a tall-skinny guy? A cube? Something else?

Are wine coolers reliable?
Experts warn that smaller free-standing units can be fickle. Matthew Goldfarb says that many smaller, off-the-shelf units only work well for a few years, and that larger, built-in models have more structural integrity. “I’ve had mixed success with the smaller freestanding coolers,” agrees Erik Liedholm, wine director for several of chef John Howie’s restaurants. The wine coolers we tested all had one-year warranties (except the Jenn-Air, which had a two-year warranty), but Goldfarb emphasizes that if you have invested in a quality wine collection, it’s worth it to invest in a quality cooler or cellar.
What’s the difference between thermoelectric and compressor coolers?
Most wine refrigerators use either compressor or thermoelectric cooling. Compressor wine coolers use a refrigerant to cool, just like your kitchen refrigerator. They are generally heavier, louder, and more powerful. Thermoelectric models, like our two top picks, are quieter and more energy efficient.
They rely on the Peltier effect: Cooling happens as a result of current flowing between two conductors. Thermoelectric chillers will have less vibration, but since they do not actually produce any cold air, they are more susceptible to temperature fluctuations. They perform best when ambient temps are in the mid-70s — over 80 and they have a tough time getting and staying cold.
“Thermoelectric units are certainly more efficient and quieter than their compressor counterparts. However, they may not get as cold, especially if the ambient temperature of the room is high, and can have a shorter shelf life.”

California High Cost Fund-B Surcharge
The California High Cost Fund-B (CHCF-B) was implemented in accordance with Public Utilities Code — 739.3. It provides subsidies to carriers of last resort (COLRs) for providing basic local telephone service to residential customers in high-cost areas that are currently served by Pacific Bell Telephone Company dba AT&T California, Verizon California Inc., Citizens Telecommunications Company of California dba Frontier Communications of California, and Cox Communications. The purpose of the subsidies is to keep basic telephone service affordable and to meet the Commission's universal service goal.

California Teleconnect Fund Surcharge
Making Telecommunications Services Affordable for Schools, Libraries, and Others The California Teleconnect Fund (CTF) Program was established by Decision 96-10-066 on October 25, 1996. In this decision, the Commission reaffirmed its commitment to universal service, and in accordance with state and federal directives, created the CTF program to provide 50% discount on selected telecommunications services to qualifying schools, libraries, government-owned and operated hospitals and health clinics, and community based organizations. The program is funded through a surcharge on all end-users of intrastate telecommunications services.

California Advanced Services Fund Surcharge
The California Advanced Services Fund (CASF) was authorized by the Commission on December 20, 2007, in D.07-12-054 in accordance with Public Utilities Code — 701. It provides grants to 'telephone corporations' as defined under Public Utilities Code — 234.
The total allocation for the CASF is $100 million. An expected two-year program, the CASF will promote universal service in unserved and underserved areas in the state by awarding funding to qualifying certificated applicant carriers. The funding will be used for projects that will a) provide broadband services to areas currently without broadband access and b) build out facilities in underserved areas if funds are still available. Funds shall be collected using an all-end-user surcharge billed and collected by telecommunications carriers.

California 911 Emergency Telephone Users Surcharge
The California Board of Equalization administers the Emergency Telephone Users Surcharge Law. The surcharge is imposed on amounts paid by every person in the state for intrastate telephone communication service. The service supplier (or billing aggregator authorized by a service supplier) shall collect the surcharge from each service user and remit to the state the amount of the surcharge.

California Public Utility Commission User Fee
The California PUC User Fee is established by the California Public Utilities Commission. Revenues collected from this fee fund the ammual budget of the Commission for regulating telecommunications utilities. Commission determines annually the appropriate CPUC fee to be paid by the telecommunications carriers. This fee is based on the telecommunications carrier's gross intrastate revenue excluding inter-carrier sales, equipment sales and directory advertising. The purpose of this fee is to finance the Commission's annual operating budget.

Property Tax Allotment Surcharge
A property tax allotment surcharge (PTA) is applied to all base voice charges excluding other taxes and surcharges. This is not a tax, but a cost recovery mechanism meant to recover the cost of state-assessed property taxes on telecommunications equipment located in our service areas.

Federal Universal Service Fund (FUSF)
What is the Federal Universal Service Fund(FUSF)?
The following explanation is taken verbatim from the FCC regarding the USF:
Because telephones provide a vital link to emergency services, to government services and to surrounding communities, it has been our nation's policy to promote telephone service to all households since this service began in the 1930s. The USF helps to make phone service affordable and available to all Americans, including consumers with low incomes, those living in areas where the costs of providing telephone service is high, schools and libraries and rural health care providers. Congress has mandated that all telephone companies providing interstate service must contribute to the USF. Although not required to do so by the government, many carriers choose to pass their contribution costs on to their customers in the form of a line item, often called the 'Federal Universal Service Fee' or 'Universal Connectivity Fee.'
The current incarnation of the FUSF was introduced into tax law created by United States Congress, via the FCC in 1998. Title 47, Code of Federal Regulations, Sections 36, 54, and 69.
The Federal Universal Service Fund surcharge is assessed on all interstate and international voice charges incurred by customers during the billing period. The exact surcharge rate is updated on a quarterly basis by FCC.
This surcharge is imposed for the purpose of providing telecommunications services at an affordable price to schools, libraries, rural health care providers, and low-income customers. The tax is a percentage of the interstate portion of the long distance charge on your bill. The surcharge is assessed to all telecommunications companies with interstate operations, including long distance carriers, wireless companies, pager companies and payphone companies. The Federal Communications Commission (FCC) regulates this surcharge.
This surcharge appears by many names. The following are some ways in which the FUSF charges may be represented on bills from other companies, including your local and long distance telephone carriers:

Federal Subscriber Line Charge
The Subscriber Line Charge is a fee paid to the local phone company that connects you to the telephone network. Local telephone companies recover some of the costs of telephone lines connected to homes or businesses through this monthly charge on your local telephone bill. Sometimes called the federal subscriber line charge, this fee is regulated and capped by the FCC, not by state Public Utility Commissions.

Federal Interstate Telecommunications Service Provider (ITSP) Fee
As set forth in 47 U.S.C. 159(a), the Commission is required by Congress to collect regulatory fees to recover the regulatory costs associated with its enforcement, policy and rulemaking, user information, and international activities. FCC Telecommunications Relay Services (TRS)
TRS is a telephone transmission service that allows persons who have hearing or speech disabilities or are deaf-blind, to place and receive telephone calls. TRS is available in all 50 states, the District of Columbia, and some of the U.S. territories for local and long distance calls. The assessment rate for 2011-2012 is 1.058% of all interstate and international telephone charges.

Regulatory Recovery Surcharge
Www.protrader.com. A Regulatory Recovery Surcharge is assessed on all base voice charges excluding other taxes and surcharges, to cover costs associated with the collection and payment of government imposed taxes and fees, and to recover the costs of regulatory advocacy and compliance with regulatory requirements including local telephone number portability. Local Utility Users Tax
Local telephone taxes are charged by many municipalities. These are voter approved taxes which utility providers are obligated to collect and remit to your city. San Francisco 911/Access Line Tax
For subscribers in the city of San Francisco, Proposition O created a voice Access Line Tax, formerly called the 911 tax. CANTLON'S CORNER: XL CENTER IS A MESS

BY: Gerry Cantlon, Howlings HARTFORD, CT - Just when you thought the XL Center train was on the tracks and heading for the station, something comes up to derail it. This time, it's potentially fatal. Last Wednesday's late-in-the-day press conference by Governor Ned Lamont where he announced he was forgoing his highway tolls plan but is instead funding the entire state transportation bill on the state’s credit card via bonding. That would force every other pending bonding package proposal, which includes the XL Center, to be sidelined. The bulk of money this year and going foward would be swallowed up by Lamont's transportation plan leaving only a small portion for other projects. The XL Center is not a tiny budgetary matter. Another year without funding and movement toward actually starting the very necessary reboot could, in fact, doom the XL Center The Governor's announcement came a day before the CRDA, the managing entity of the XL Center, was set to reveal a study, requested by the Governor from CSL International, as a market study to show the viability of a new arena under its Lower Bowl strategy. The timing could not have been worse. “As of this time there is no change in the Governor's position and this decision is way above my pay grade. There are a lot of big people on board (for the XL Center bonding request) a lot of things are happening behind the scenes," said Michael W, Freimuth, the CRDA Executive Director. "There are a lot of priorities and variety of projects that are under consideration by the Governor. I’ll let the process play out. I’m not into hypotheticals at this point, so I will the reserve any comment right now,” On the CSL report, which brings a mixed bag of news for the CRDA and the XL Center project, Freimuth was more than open in discussing its impact and the path going forward. The CRDA is in its seventh year of trying to remodel and re-boot the aging 45-year-old XL Center, which was originally built and opened in 1975. “I’m not surprised at anything that came out of the study. It was in alignment with what we know about the building. The revenue would be dramatically improved by making the investment in the building. Will it run as a negative? Yes, but it would be a lot less that were paying now.” The report says they can reduce the budget shortfall to a margin within $300,000 to $500,000 whereas currently the number fluctuates between $1.5 to $3 million. “The study was conservative in its projections and we asked them (CSL) to deal with what we have today. Future revenue streams were not calculated into this such as sports betting, e-sports, entertainment zone, in and around the XL Center, naming rights, and other sponsorship opportunities that could present themselves in the future," Freimuth stated. "That could add to the current taxes the city and state derive from the XL Center and could be a boom for the  primary tenants and drive the deficit down. This morning before I spoke with you, I authorized the transfer of money from the parking garage account, which is legal, of a million and half dollars to cover the operating deficit at the XL Center. That is the reality of the XL Center.” One of the critical basis of the report was to assess the feasibility of driving private capital money to help offset the state's check-writing. Not surprisingly, the answer came up short of what others who have expressed skepticism about the XL Center as a whole. That would be the other town and cities whose political delegations have very leery about more investment in the XL Center and Hartford in general, while they believe their needs are not being met in their towns and cities. “To bring in a return enough to attract private capital didn’t emerge. I’m not surprised. We tried it a year-and-a-half ago and we got one respondent who wanted 7.5% interest back on their investment over a considerable period of time. We can operate and do well in our market, but we're not the big boys, MSG, TD Garden, Staples Center, Cowboys Stadium, who have a vastly different formula and space to they operate in. The type of buildings we can compete with and set our rates to are multi-dimensional and have other unique characteristics. This is an arena that has a market, however those who think private capital is going to invest the numbers we need and which we can generate revenue, doesn’t fit their equation. This a public domain facility. Either we make the (investment) or we're gonna start losing things, in fact some of that has begun.” UCONN men and women’s basketball, and ice hockey, as well as the AHL's Hartford Wolf Pack, are the main tenants of the building. The landscape hasn’t changed, but the study says the financial landscape can change with the investment  in the building, but the model requires public dollars not private. “The model with the premium seating class we developed along with improvement in concessions operations and the other high-tech aspects that we don’t have now in the building. That will improve the dollars coming back and make it more profitable on an individual basis. We are competing against on-campus facilities that are used differently than the XL. We’re a full-season building, some of them are not. We have a full calendar. They often have half the calendar we do. We do believe we can get UCONN an agreement with different type of revenue that we have now and produce better revenue going forward once we have the investment in the building,” said Freimuth. The building's electrical, mechanical, and plumbing needs are vast and numerous. Freimuth was not shy about what the daily demands of the XL Center are. “Our repair bills are going up. The general exception to the rules, repairs are now being magnified…in all areas. We're struggling. We're treading water. The state is having to write bigger and bigger checks every year. The band aids we put on are coming off. We're hemorrhaging (money) right now. "The alternative of shutting it down seems feasible to a lot of people. We can continue to wobble along, but what does that say to those who attend events? The people who work at the events? The people who promote the event, and the people who pay the freight? Nobody is happy at the moment. We’ve talked enough. We’ve done enough studies and analysis. It’s time to fish-or-cut-bait,” Freimuth, who after seven long years seems to have reached his pique, said and continued on. “We've gone through multiple consultants and they all have come to the same conclusion about the building. It has to be re-done and re-booted. Very simple. We are not going to survive on the formula we are using today. We drive tax dollars, drive hotel and restaurant business. You have a building that we're asking for a $100 million investment in. We have made hundreds of millions of housing investments, leveraged $300 million in other services including the rail station. After preaching to corporate America for years in making an urban setting more attractive to younger workers and families. we're just gonna give up on the biggest entertainment center for the city? Give up on the XL Center? How do you rationalize that?" Freimuth unplugged wasn’t done yet. “You just brought a building for $200 million dollars (NoDo project), but you won’t give us a $100 million? Why are you asking us to do this? This a public domain facility. I can’t stress that enough and this Is very frustrating.” The near future he paints is not a pretty picture. “Right now, pick a crisis. At 10 PM we get a call that a fuse went out and half the concessions are out or half the building needs to be closed for one reason or another. Twenty people get stuck in an elevator during a fire. This might come our way. We have things breaking down now that we can’t get parts for them because they don’t make them anymore. We have dodged a lot of crises. It's like having a 40-year-old roof on your house and the roof is leaking. You can’t be surprised- you gotta fix it.” The work that is going on downtown is substantial, and the cause and effect of the XL Center are real. “Look at the work we're doing around the XL Center. We're at a crossroads. Go out Pratt Street and Capitol Avenue and then go down Allyn Street. The work being done there is fantastic. Then go South toward Bushnell (Park). Then head North to Orange and Trumbull all the way to the ballpark (Dunkin Donuts Park). You go by the XL Center both ways. Housing and business linked and stitched together and right in the middle of it, it's the XL Center. You build those four branches and cut the tree down leaving the spot empty? It doesn’t make sense?” This funding issue could be an issue with the installation of the new chiller system planned for this summer. “We're going ahead. Out of the 115-120 events, we have a year 60 are ice-related. We have no choice. The bids are in. We are in the process of reviewing them and we hope to select somebody in the next couple of weeks, formalize a contract and make our plans. It's another long overdue project.” The new generations of arena buildings are going up or are in the planning stages. In Long Island (Belmont Park), Seattle, San Jose, Palm Springs, Arizona State, to name a few, or others are being retro-fitted to be modernized (Webster Bank Arena in Bridgeport will require that in the next two years).
