More Kallus headcanons because I can
His facial hair is absurdly strong; if he shaves in the morning, he’ll have noticeable stubble by the evening. In order to maintain his clean Imperial look, he tends to shave twice a day.
For all his war experience, his mind is actually surprisingly innocent in the sense of not dirty at all. Once he joins the Rebellion, the Ghost crew has a field day with this, and it becomes a running game between Ezra and Sabine (and Kanan and Hera, though they pretend otherwise) to make the most obvious innuendos that still fly right over his head. They’re usually about Zeb, who does recognise them for what it is, but is forced to keep quiet for his own and Kallus’s peace of mind.
Because of his preference of field work and taking direct command over the soldiers he leads, people tend to forget his seniority in Imperial ranks, and it’s often a shock to those around him when he pulls rank on them because he doesn’t do it often, preferring to let the admirals and governors squabble over bureaucracy while he gets actual results by getting his hands dirty.
This has gained him a lot of respect from low-level officers, who are not used to be looked at twice by someone of any significant rank, much less to have them lead in front. Senior officers however sometimes resent him for it; Admiral Konstantine for instance saw it as personal humiliation when Kallus pulled rank on him after he had gotten a bit too comfortable ordering the agent around.
When he joined the Rebellion, Rebel Command was stymied on what to do with him in the military. Considering his background as a defector, not to mention the war crimes he has committed, they couldn’t exactly have him start out in any sort of commanding position, but with his battle experience and strategic brilliance he had the capabilities the Rebellion desperately needed at its top. In the end the decision was made to have him become the Rebellion’s Thrawn: put in a relatively low position with all intention of having him shoot up quickly.
For all his commanding brilliance, he is a terrible instructor. He has no patience with the average minds of the Imperial cadets and ensigns, and even less with the ragtag volunteers of the Rebel Alliance. General Draven asked him exactly once to instruct a group of newly enlisted rebels, and never again.
Growing up his closest (and sometimes only) companions were droids, and as such he often feels more comfortable with them than with actual people. Droids love him because he takes them seriously, and has a tendency to repair or improve them when he can, even if he doesn’t need them right away.
Ever since defecting from the Empire he has difficulty thinking of the future, because he lost his whole personality with the action and now he has no idea what he even wants. He wants to bring down the Empire, but beyond that he has no clue, and it terrifies him whenever Zeb tries to bring it up. For Zeb, who lived on a relatively peaceful planet until the Empire had already risen, this is a difficult subject to navigate.
Having been at the centre of the war for almost his entire life, it’s the only thing he knows, and him and Rex bond over this, becoming good friends. Rex however does know what it’s like to leave the war behind by then, and he serves as an inspiration for Kallus in this. Especially when Ahsoka returns and they finally get to settle down together.
And a completely irrelevant headcanon based purely on that early concept art of him: he has a Chiss ancestor, but so far down the line that it’s not accessibly documented, and he doesn’t know.

You ever get that feeling like you're f/o-ing characters by proxy? Like, you don't necessarily want to f/o them yourself, but you still want them to be f/os to someone and see other people self ship with them? Well, because I think I do ...
So I started rewatching Star Wars Rebels a few weeks ago and oh boy I think my dormant Star Wars hyperfixation is no longer dormant but instead coming back full force - AND NOW I WANT TO SEE THESE DORKS GETTING KISSES GODDAMMIT
These are just the first few that came to my mind but there's more (it's just that it's half past 5am and my brain is soup), but I'd love to see some self-inserts (or OCs) being shipped with them! And even if you don't like Imperials you could also just make them defect with/for you😌

I wasn't quite sure about including Kallus (bottom left) and Thrawn (bottom right) in this list, because 1. they're not nearly as underrated as the others (although I haven't really seen them around in the self ship community), and 2. I also very much ship Kallus with Zeb (I'm rarely crazy about canon x canon pairings but those two are really cute), and well Thrawn is also on my own f/o list anyway xD (I usually don't mind sharing though)
Bonus: Admiral Yularen, however I prefer his look in The Clone Wars, but he makes an appearance in Rebels too!

No, it does not pass. Hera and Sabine are featured pretty well in the first act of the episode, but they never speak to each other. 
Were there Zeb and Kallus shippers before this episode or was this when they were born? I’m all for some gay representation so no hate there, I can’t quite get past the interspecies thing but who am I to kink shame anyone. 
Seriously though, Kallus’ about-turn is one of my favorite things about the show. He is sympathetic for the first time here....and honestly he has been pretty fucking despicable up to this point. This is a really great episode for Zeb too. I love how he gets Kallus thinking about actually asking some questions. 
I also totally forgot Geonosis is in this episode and that we get some Death Star lore. Attack of the Clones has not aged well for me, but I loved it when it came out and I’m always happy to see Geonosis.... and I was genuinely curious what happened to them after the war.

Headcanons on various Imperials!
Arihnda Pryce has a phobia of dogs and wolves. Kallus found that out, and he was the one suggesting Ezra to use the Loth-wolves in case threatening her with a normal death wouldn’t work.
Lieutenant Nolan is from the lower topside of Coruscant. At the Republic Military Academy, he always tried to get up higher in social standing by being very vocal in his disdain for anyone beneath him. He hadn’t graduated and worked in the field for long when the Republic collapsed and became the Empire, and he saw this as an opportunity to climb the social ladder. His attitude made him very unpopular with his peers, and none of his colleagues save for the ones who had no other options attended his funeral.
When he gets arrested for being Fulcrum, Lieutenant Lyste pleads with Thrawn to release him because he’s innocent (which Thrawn of course already knows, but doesn’t reveal to him), but he doesn’t connect the dots as to whom the real Fulcrum is. Thrawn falsifies his rapport, keeping him alive but imprisoned, and making sure that nobody can ever visit him or appeal him for trial.
Thrawn and Eli totally banged, multiple times, during and after their time at the Royal Imperial Academy.
Admiral Konstantine is married, and his husband works as an officer on his Star Destroyer.
Not that familiar with the Chiss’s physical and cultural differences to humans, Eli didn’t realise that Thrawn was much older than him until over a year after they first met. He was shocked at first, but eventually decided that it didn’t change anything. Thrawn was unaware that his age could be cause for any concern anyway, and was surprised by Eli’s reaction.
Rampart, like Tarkin, was a Republic officer who had been spotted by Palpatine early on for his ruthlessness and desire for order under his command. Unbeknownst to him, this got him put on the list of people Palpatine wanted in significant positions once he became Emperor, being the kind of person who would not raise any questions about the new regime.
Multiple high-ranking officers — the ones who still believed in the Imperial cause and weren’t just looking for power — were secretly shocked by Tarkin so casually destroying an entire planet. With such a terrible power being used so blasé, they feared for their own planets and their friends and family scattered around the galaxy. They were even working on a plan to assassinate Tarkin or perhaps also the Emperor, but with the destruction of the Death Star with Tarkin and all of them on it, it never came to anything.
Yularen was one of the officers who turned against the Death Star — he had seen some crazy shit in his time with the Jedi, but nothing quite this gruesome —, and, wanting nothing to do with it, he took a shuttle off the station as soon as ISB matters gave him reason to, which inadvertently saved his life. He is the one who eventually covertly lets the Rebellion know about the second Death Star; while he doesn’t defect, still believing in the Imperial cause, he does think that neither side should hold such power.

After Kallus was discovered to be Fulcrum, Thrawn placed Admiral Kassius Konstantine in command of one of the two Interdictor Cruisers over Atollon. Thrawn ordered him to stay back until he gives the signal. However, Konstantine's patience with Thrawn's riddles was running thin and he moved to intercept Jun Sato's Imperial Light Carrier that has been hijacked by rebels. However, the glory hungry Konstantine fell right in Sato's trap, as Sato and his two remaining crew rammed Phoenix Home into the Interdictor, destroying both ships, killing Konstantine and his crew as well as Jun Sato and his men but enabling Ezra Bridger to escape the system in search of help.

Does it pass?
Yes, this episode has always been a favorite of mine and I'm happy to say it passes with flying colors! I love Mon Mothma, ever since I saw her in Return of the Jedi. I wanted to know more about this woman who was leading the Rebel Alliance. She popped up in The Clone Wars, Rogue One, and is a background character in Revenge of the Sith since all of her scenes were deleted. At the time this episode aired, this was the biggest showcase for her story we had gotten on screen. Now, we have Andor so we know quite a bit more about her. I loved revisiting this episode with knowing her backstory. The episode passes throughout as Her and Mon Mothma talk in the cockpit of the Ghost. They discuss the Rebellion and what it means to fight behind the scenes vs the front lines.
I love seeing the formal formation of the Rebellion here. It is more meaningful knowing how narrowly she escaped the Imperials to get there. Gold Leader himself, Jon Vander, is also here and gets some fun scenes fighting the TIE Defender with Ezra.
This episode is notable in that it is the first episode featuring Hera but not Sabine. Sabine is off with her family at this point, so we won't be seeing her for a few episodes. This is also the first episode that hasn't featured Kanan. I'd also like to mention the character of Gold Two, one of the female pilots escorting Mon Mothma. She has a decent amount of dialogue before she is unceremoniously knocked unconscious when the Rebels fall under attack. She is never named, not even on Ye Olde Wookieepedia, so I can't count her as a named character. To be fair, none of the members of Gold Squadron are named in the episode.
