Begun and held at the City of Washington on Tuesday, the eighteenth day of January, one thousand nine hundred and seventy-two
An Act
To amend the Higher Education Act of 1965, the Vocational Education Act of 1963, the General Education Provisions Act (creating a National Foundation for Postsecondary Education and a National Institute of Education), the Elementary and Secondary Education Act of 1965, Public Law 874, Eighty-first Congress, and related Acts, and for other purposes.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That this Act may be cited as the "Education Amendments of 1972".
General Provisions 
SEC. 2 (a)  As used in this Act-
         (1) the term "Secretary" means the Secretary of Health, Education, and Welfare: and 
         (2) the term "Commissioner" means the Commissioner of Education;
unless the context requires another meaning.
  (b)  Unless otherwise specified, the redesignation of a section, subsection, or other designation by any amendment in this Act shall include the redesignation of any reference to such section, subsection, or other designation in any Act or regulation, however styled. 
 (c)  (1) Unless otherwise specified, each provision of this Act and each amendment made by this Act shall be effective after June 30, 1972, and with respect to appropriations for the fiscal year ending June 30, 1973, and succeeding fiscal years.
 (2)  Unless otherwise specified, in any case where an amendment made by this Act is to become effective after a date set herein, it shall be effective with the beginning of the day which immediately follows the date after which such amendment is effective.
 (3)  In any case where the effective date for an amendment made by this Act is expressly stated to be effective after June 30, 1971, such amendment shall be deemed to have been enacted on July 1, 1971.
TITLE I - HIGHER EDUCATION 
PART A - COMMUNITY SERVICE AND CONTINUING EDUCATION PROGRAMS 
EXTENSION OF AUTHORIZATION OF APPROPRIATIONS 
SEC. 101.  (a) Section 101 of the Higher Education Act of 1965 is amended by striking out all that follows "authorized to be appropriated" and inserting in lieu thereof the following: "$10,000,000 for the fiscal year ending June 30, 1972, $30,000,000 for the fiscal year ending June 30, 1973, $40,000,000 for the fiscal year ending June 30, 1974, and $50,000,000 for the fiscal year ending June 30, 1975.".
     (b) The amendment made by subsection (a) shall be effective after June 30, 1971.
SPECIAL PROGRAMS AND PROJECTS RELATING TO NATIONAL AND REGIONAL PROBLEMS 
SEC. 102. (a) (1)  Sections 106, 107, 108, 109, 110, and 111 of the Higher Education Act of 1965, and all references thereto, are redesignated as sections 107, 108, 109, 110, 111, and 112, respectively.  Title I of such Act is amended by inserting after section 105 the following new section:

APPLICATION OF PROVISO OF SECTION 407 (a) of the Civil Rights Act of 1964 providing in substance that no court or official of the United States shall be empowered to issue any order seeking to achieve a racial balance in any school by requiring the transportation of pupils or students from one school to another or one school district to another in order to achieve such racial balance, or otherwise enlarge the existing power of the court to insure compliance with constitutional standards shall apply to all public school pupils and every public school system, public school and public school board, as defined by title IV, under all circumstances and conditions and at all times in every State, district, territory, Commonwealth, or possession of the United States regardless of whether the residence of such public. school or public school board is situated in the northern, eastern, western, or southern part of the United States.
[centered] TITLE IX -- PROHIBITION OF SEX DISCRIMINATION [/centered]
[centered] SEX DISCRIMINATION PROHIBITED [/centered]
Sec. 901.  (a)  No person in the United States shall, on the basis of sex, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any education program or activity receiving Federal financial assistance, except that:
(1)  in regard to admissions to educational institutions, this section shall apply only to institutions of vocational education, professional education, and graduate higher education, and to public institutions of undergraduate higher education;
(2)  in regard to admissions to educational institutions, this section shall not apply (A)  for one year from the date of enactment of this Act, nor for six years after such date in the case of an educational institution which has begun the process of changing from being an institution which admits only students of one sex to being an institution which admits students of both sexes, but only if it is carrying out a plan for such a change which is approved by the Commissioner of Education or (B)  for seven years from the date an educational institution begins the process of changing from being an institution which admits only students of only one sex to being an institution which admits only students of both sexes, but only if it carrying out a plan for such a change which is approved by the Commissioner of Education, whichever is the later;
(3)  this section shall not apply to an educational institution which is controlled by a religious organization if the application of this subsection would not be consistent with the religious tenets of such organization;
(4)  this section shall not apply to an educational institution whose primary purpose is the training of individuals for the military services of the United States, or the merchant marine; and 
(5)  in regard to admissions this section shall not apply to any public institution of undergraduate higher education which is an institution that traditionally and continually from its establishment has had a policy of admitting only students of one sex.
(b)  Nothing contained in subsection (a) of this section shall be interpreted to require any educational institution to grant preferential or disparate treatment to the members of one sex on account of an

imbalance which may exist with respect to the total number or percentage of persons of that sex participating in or receiving the benefits of any federally supported program or activity, in comparison with the total number of percentage of persons of that sex in any community, State, section, or other area:  Provided.  That this subsection shall not be construed to prevent the consideration in any hearing or proceeding under this title of statistical evidence tending to show that such an imbalance exists with respect to the participation in, or receipt of the benefits of, any such program or activity by the members of one sex.
(c)  For purposes of this title an educational institution means any public or private preschool, elementary, or secondary school, or any institution vocational, professional, or higher education, except that in the case of an educational institution composed of more than one school, college, or department which are administratively separate units, such term means each such school, college, or department.
[centered] FEDERAL ADMINISTRATIVE ENFORCEMENT [/centered]
SEC. 902.  Each Federal department and agency which is empowered to extend Federal financial assistance to any education program or activity, by way of grant, loan, or contract other than a contract of insurance or guaranty, is authorized and directed to effectuate the provisions of section 901 with respect to such program or activity by issuing rules, regulations, or orders of general applicability which shall be consistent with achievement of the objectives of the statute authorizing the financial assistance in connection with which the action is taken.  No such rule, regulation, or order shall become effective unless and until approved by the President.  Compliance with any requirement adopted pursuant to this section may be effected (1)  by the termination of or refusal to grant or to continue assistance under such program or activity to any recipient as to whom there has been an express finding on the record, after opportunity for hearing, of a failure to comply with such requirement, but such termination or refusal shall be limited to the particular political entity, or part thereof, or other recipient as to whom such a finding has been made, and shall be limited in its effect to the particular program, or part thereof, in which such noncompliance has been so found, or (2)  by any other means authorized by law:  Provided, however, That no such action shall be taken until the department or agency concerned has advised the appropriate person or persons of the failure to comply with the requirement and has determined that compliance cannot be secured by voluntary means.  In the case of any action terminating, or refusing to grant or continue, assistance because of failure to comply with a requirement imposed pursuant to this section, the head of the Federal department or agency shall file with the committees of the House and Senate having legislative jurisdiction over the program or activity involved a full written report of the circumstances and the grounds for such action.  No such action shall become effective until thirty days have elapsed after the filing of such report.
[centered] JUDICIAL REVIEW [/centered]
SEC. 903.  Any department or agency action taken pursuant to section 1002 shall be subject to such judicial review as may otherwise be provided by law for similar action taken by such department or agency on other grounds.  In the case of action, not otherwise subject to judicial review, terminating or refusing to grant or to continue financial assistance upon a finding of failure to comply with any requirement imposed pursuant to section 902, any person aggrieved (including any State or political subdivision thereof and any agency of either) may obtain judicial review of such action in accordance

Leo taps Nico’s leg with the flat of his gladius. “Look sharp, di Angelo, the big boss is coming through,” he mutters. 
Nico shifts from where he’d been slumped against the wall of the Forum, pulling himself to his full (yes, really) height and tipping up his chin. It’s his least favorite time of day to be on guard; the midday sun is beating down on the stone walls and the gravel at his feet, and the damn helmet isn’t helping matters. He couldn’t find his own this morning, so he’s wearing Reyna’s, and it keeps sliding down his sweaty forehead.
Nico half-listens to the conversation as Caesar and his companions draw nearer.
“Forget not, in your speed, Antonius, to touch Calpurnia; for our elders say the barren, touched in this holy chase, shake off this sterile curse,” Caesar says, characteristically self-important. 
Leo quirks an eyebrow at Nico, and Nico tries not to laugh. 
Then, “Caesar!” someone calls. The voice is creaky, ethereal. Nico shivers. 
The general stops short, his entire entourage grinding to a halt around him. One of them knocks into Leo, then grabs Nico’s shoulder to steady himself. Nico grits his teeth. 
“Who is it in the press that calls on me?” Caesar asks, imperious. “I hear a tongue, shriller than all the music cry, ‘Caesar!’ Speak; Caesar is turned to hear.”
Nico lets out a long breath. Why use two words when two dozen will suffice? The longer this exchange takes, the longer he has to stand here, pin-straight in this stupid fucking sweaty tunic. 
“Beware the Ides of March,” croons that same spooky-sounding voice, and a tall figure draws forward. It must be a man, Nico supposes, if only from the height. The figure is robed in sky blue, head covered, his back to Leo and Nico. 
Nico’s mind wanders to the gnawing hunger in his stomach, the blisters on his sandaled feet. The heat on his armor is starting to make him feel as if he’s being slowly baked. A Nico panini, perhaps. 
“He is a dreamer!” Caesar announces suddenly, jolting Nico from his discomfort. “Let us leave him.”
Nico lets out a breath as the group in front of him begins to move once more. 
The man in blue - the soothsayer, Nico supposes, lingers. Once Caesar and the others are out of sight, he turns with a shrug. 
“They never listen.”
And his voice isn’t spooky, or ethereal. It’s light, easy. Nico blinks, surprised, taking in sparkling blue eyes, crinkled at the corners, a rueful half-smile. A spill of freckles, several blond curls peeking out around the edges of his hood. The young man appears to be right around Nico’s age. 
And he’s hot.   
Next to Nico, Leo seems to be undergoing a similar journey of revelation. He steps forward, holding out a hand and offering a toothy grin. 
“Leo Valdez. It's an honor to meet you, Mr. Soothsayer, sir.” 
Nico rolls his eyes. 
The man in blue quirks a smile and takes the proffered hand. “Will Solace.” He steps back. 
“Fucking hot out here, isn’t it?” Will Solace says. He shoves down his hood, revealing a head of tousled blond curls, shining like gold in the sunlight, the blue in his robes reflected in his eyes. Nico feels a bit like he’s been punched in the face. In a really good way. 
“Sorry, I didn’t catch your name,” Will says, fixing his grin on Nico. 
“Nico. di Angelo,” Nico manages, extending a sweaty hand. Blue eyes catch on his and linger, curious.
“You sounded… different. Before,” Nico says.
Will’s grin goes wider, a bit sly. “I’ve been trying something new.”
“So it’s all an act, then?” Nico asks, curious, because… 
“Oh no,” Will shrugs. “He really does need to beware the Ides of March. I just find folks are more receptive to prophecy if I get a bit spooky with it. You know. Really lean into the drama of it all.” Will wiggles his fingers. 
Nico nods. “Caesar does have an… aura of death. A thick possibility of it.”
“Nico,” Leo complains. But Will quirks an eyebrow, regarding Nico with more interest, a quick once-over and a half-step closer. 
“You know, I might have a prophecy for you,” he tells Nico. 
“Yeah?”
Will touches two fingers to his temple, closes his eyes, a flutter of dark blond eyelashes against freckled cheeks. “Yes. I see you, having dinner with me. Tonight.” Will’s voice has gone spooky again, but it’s edged with something warmer now.  
“Good grief,” Leo mutters. 
Nico nods. “Interesting. Do you see yourself picking me up at eight, maybe?”
“You know, I do,” Will grins “You’re good at this.”
“Maybe after dinner I can show you what else I’m good at,” Nico counters. 
Will waggles his eyebrows. “I foresee that I would enjoy that.”
They exchange details, and Will replaces his hood as he leaves, winking at Nico before turning to stroll away. 
“That was disgusting,” Leo says flatly.  
“Hey,” Nico shrugs, grinning, wondering if he can convince Jason to take his shift tomorrow morning. “There's no use fighting the power of prophecy.”

I like the new prologue but I cannot for the life of me understand why they put the old base game prologue THERE. I'm lucky I've played a few times prior because from a new player standpoint that's just fucked up.
Idk much about Vanus but I was just exhausting dialogue and the absolute horror when you ask weird questions is funny and unfortunately if you do that around Yorick you will never know peace again.

truly like. jealousy is another one that’s interesting to play out for them because marc is so blindingly and publicly and LOUDLY stuck on vale. like to this day vale can open his instagram explore page or whatever and see marc in a cunty turtleneck with his cheekbones out and dramatic reality show confessional lighting pontificating about how vale can totally call him later if he wants to fuck. marc voice please please please youre nothing. now. that being said. i don’t know if vale 100% believes marc is in EARNEST on those (myriad) occasions, but certainly it helps him on a subliminal level to know he was the best dick of marc’s life and he isn’t over him.
where this gets reallyyyy interesting for me is post ALL IN, where i think marc is trying to actually fire back a lil… exert some autonomy. take off the widow’s veil. like suddenly vale has lost the proverbial high ground in terms of being in this weird longing covenant with marc. he’s lost his love, in a way. break up 2: this time he maybe WONT come to your semiannual post retirement mildly drunk booty call :( and hilariously. i can see that fucking rattling him a bit.
so vale’s in his own head. pathetically shadow boxing his demons. whatever so it goes. and he ALSO notices at the next race he attends that marc has gotten a new trainer. older than him. italian. the marc marquez special as we have all seen and perceived. and five alarm bells are ringing in the back of vale’s head like FULL kill bill sirens and then he sees the new trainer guy (nice normal dude hired for PT. marc has met him. Twice.) like. dig a thumb into the muscle of marc’s arm and marc’s whole body visibly relaxes and vale feels about ten different types of insane about it. like he LOVESSSS to do things for people he cares about its his favorite thing. and if he saw marc get a need fulfilled like that when he’s been so obviously wanting and in pain— and directly AFTER his i’m done with you for realsies docu-break up letter— vale would go fucking crazybananas. like he enrolls in an online massage therapy class that day. just in case. not even under a fake name he’s that rattled.

Steve has never done LSD before. Which is the kind of statement his father would call ‘qualifying’ and ‘implies other kinds of wrongdoing, Stephan.’ Like the time he’d said he hadn’t smoked anything other than cigarettes that weekend. Apparently the ‘that weekend’ was a qualifier that got his very small pot stash flushed, and forced him into a second transaction with Eddie Munson in as many weeks.
Yeah okay maybe there were worse things, as far as punishments go.
Qualifying or not though, Steve has never done LSD. Not after the weekend he spent reading the supposedly true diary of a supposedly real teen that had been left on his bed. Like mother, like son, his father had sneered when he'd caught Steve curled up with it, like the whole plan to keep him from becoming pot-addled and destined for the gutter, or whatever, hadn’t relied on his gossipy nature.
It was mostly stupid, the book, but Steve figured it didn’t hurt to stick to weed. The stuff about that he knew for sure was totally fake.
Except now, he wishes he maybe knew a little bit more about what LSD was supposed to feel like. So he knows how to portion out blame for his current state. It’s currently 50% Upside-Down-Shit and 40% Russian-LSD-Shit and 10% Concussion-Shit, but if he’s being fair he’s blamed the Upside Down for about half of everything that’s gone wrong in his life since 1983. He’s willing to acknowledge that maybe the blame breakdown should be readjusted for this one.
“Hey Robin?” Trauma changes people, makes you want to stay close to the people who are changed the same way you are. Robin had shown up at Steve’s house the Monday after everything, trumpet case and duffle bag in hand. Apparently, she had walked from the school where she was supposed to be catching the bus to Band Camp, like she does every year. Apparently, when you undergo traumas heretofore unexperienced by any teen ever, Russian torture and flesh monsters, it’s okay to skip Summer Intensive to move in with your new best friend without telling your parents. Apparently, if you’re the kid that the Band Person, Director, wants to keep happy because in addition to the billion and seven languages you can play any instrument with a mouthpiece -- except trombone, slide positions, Steve had pretended he knew what that meant -- then you can just leave school to deal with your ‘mall fire smoke inhalation’ at your ‘aunt’s house’ instead. Apparently this is fine and Steve doesn’t need to worry about any angry former hippies beating down his dore because ‘what they don’t know won’t hurt them.’
So he can call out for Robin, without raising his voice because he knows she’s there. Somewhere in the house, the weight of it changed now that someone else is in it with him. He can call out even though he’s pretty sure she’s holed up in his Mom’s library on the ground floor, because he can feel her in the back of his brain and he knows she’ll hear him.
Drifting in an unfocused middle distance, he can imagine Robin. Curled up, she knows she’s been called for but isn’t in any hurry to comply, Steve will wait. He's fine with waiting, at least for the five minutes it will take for her to finish her chapter. He can see her, slotting her bookmark in place and sitting up straight for the first time in hours. She stretches, uncurls from the window seat that Steve also favors, gently sets the book down before letting a foot dangle and brush the floor to actually stand. And she leaves the library. She starts to feel closer, her presence looming stronger in his brain and Steve aware of himself in his own body. Then he hears her feet on the stairs.
“What is it, Dingus, did you know your Mom has a whole collection of French books? I’m in the middle of a bunch of lesbian short stories.”
“Yeah, she speaks it, not sure why.” He answers absently, “Have you ever done LSD?”
“I’ve had half a pot brownie and gotten way too high before.”
That’s not really the same thing, Steve thinks.
“I know it’s not really the same thing, Dingus, I was using it as a framework.” She flops facedown on the bed beside him, wiggling into what he’s started thinking of as her side. A lucky coincidence that she prefers to be tucked in on the side closest to the wall. Probably because she’s never seen anything burst out of one.
“Okay don’t think that, cause now I’m never going to be able to sleep again, I don’t think you’ve got enough space for us to pull your bed into the center of your room.”
He can see the way she imagines it. His bed, an island in the center of the room floating in a sea of plaid. Something about it is even more unnerving than if it stayed up against the wall.
“Not a good look.” He doubts anything will come from the walls again anyway, the Upside Down has proven to be surprisingly adaptive; it doesn't seem to attack in the same way twice. It makes it harder to be prepared, but he’s less worried about not being able to protect Robin in the middle of the night.
“Savior complex. Your mom has psychology books down there too. What does she even do?”
“Reads mostly. Do you think there’s anything down there about LSD?” He doesn’t think this is normal.
“Nice leap, Steve, I don’t think there are many drugs that link your brain with your coworker.” She says coworker, but he feels friend. Even that concept isn’t enough to describe the depth of warmth and affection that he feels wash over him as she thinks.
He lets the silence hang for a second, thinking but not sure what yet. His thoughts are slower to arrive and more jumbled in these early days post-concussion. His right hand curls, his fingers flex. First and third finger tap, then one and two, then none, one and two, and two, and none.
Robin’s knee jostles the bed as her leg bounces just a little.
“I think something else happened to us.”
“Wondered how long I’d have to tap your fingers for you before you got there with me.”
