Geneva, Switzerland — Backers of an international agreement that bans cluster munitions are striving to prevent erosion in support for the deal after what one leading human rights group calls an “unconscionable” U.S. decision to ship such weapons to Ukraine for its fight against Russia.
Advocacy groups in the Cluster Munitions Coalition released their latest annual report on Tuesday, ahead of a meeting next week of envoys from the 112 countries that have acceded to or ratified the Convention on Cluster Munitions. The treaty prohibits the explosives and calls for clearing areas where they litter the ground because they harm and kill many more civilians than combatants,
A further 12 countries have signed the convention. The United States and Russia are not among them.
Mary Wareham of Human Rights Watch, who has long championed the 15-year-old convention, says the coalition was “extremely concerned” about the U.S. move in July, after an intense debate among U.S. leaders, to transfer unspecified thousands of 155mm artillery-delivered cluster munition rounds to Ukraine.
More than 20 government leaders and officials have criticized that decision, the coalition says.
Hoping to avoid defections from the convention, Wareham says supporters hope signatories will “stay strong — that they do not weaken their position on the treaty as a result of the U.S. decision. And we don’t see that happening yet. But it’s always a danger.”
U.S. officials argue that the munitions — a type of bomb that opens in the air and releases smaller “bomblets” across a wide area — could help Kyiv bolster its offensive and push through Russian front lines.

U.S. leaders have said the transfer involves a version of the munition that has a reduced “dud rate,” meaning fewer of the smaller bomblets fail to explode. The bomblets can take out tanks and equipment, as well as troops, hitting multiple targets at the same time.
But Wareham cited “widespread evidence of civilian harm that (is) caused by these weapons. It was just an unconscionable decision.”
The report says civilians accounted for 95% of cluster munition casualties that were recorded last year, totaling some 1,172 in eight countries: Azerbaijan, Iraq, Laos, Lebanon, Myanmar, Syria, Ukraine, and Yemen. The monitor noted efforts in places like Bulgaria, Peru and Slovakia to destroy their stockpiles of the munitions in 2022 and earlier this year.
Children made up 71% of casualties from explosions of cluster-munition remnants last year, the report said.
It said Russia had “repeatedly” used cluster munitions in Ukraine since President Vladimir Putin ordered Russian forces to invade Ukraine in February last year, while Ukraine had used them “to a lesser extent.”
Washington’s decision “is certainly a setback,” said Wareham, “but it’s not the end of the road for the Convention on Cluster Munitions by far.”

following up to my original post for “vostok” (the antarctic mermaid and the pinned post—the dtiys for that goes all the way to may 1, too!), i give you my prompts for mermay around the world. i tried to get all the continents—it’s tricky here with the states because we’re such a melting pot of cultures and dialects, so i picked two of the cities i can readily represent through art (i was going to use new orleans or nashville but i’m slightly more drawn to vegas and hawai’i).
this is inspired by three things:
planetary coalition (the obvious one).
some time ago, i was looking into art of the middle east, namely israel and iran (before the revolution of 1979, of course) and feeling enamored by it all.
the third thing that inspired it was thinking about east asian art and how i’ve always been drawn to it. i don’t know how my mind jumped to it but i thought about angkor wat and block paintings of temples in southeast asia, and my mind being the rocket it is went from there.

UNITED STATES SENDS LONG-RANGE ATACMS MISSILES TO UKRAINE
A report published by Reuters on Wednesday says the Biden administration has quietly sent long-range ATACMS missiles to the Armed Forces of Ukraine.
The report claims the missiles are for use to fend off "Russian invaders," however, the Ukrainian military over the last year has used its HIMARS missile systems to bombard civilian areas of Russian and Ukrainian cities under the control of the Russian government, including attacks on Russian oil fields.
The long-range missiles were included in the latest $300 million military aid package for Kiev, approved by the Biden administration on March 12th, and were used for the first time in a strike on a Russian airfield in Crimea on April 12th, according to a U.S. official who spoke with Reuters under condition of anonymity.
The long-range ATACMS missiles have a range of up to 300km (187mi), which the Pentagon previously opposed sending to Ukraine out of concerns over U.S. military readiness and worries that the Armed Forces of Ukraine would use the missiles to strike deep into Russian territory.

It's clear that House Speaker Mike Johnson is acting on orders from Donald Trump to prevent a Senate bill which includes aid to Ukraine from getting a vote in the House of Representatives. Johnson is a craven careerist who would sell his mother into slavery to please Trump.
The Senate bill ("Emergency National Security Supplemental Appropriations Act") could still be taken up – and would almost certainly pass – if just a handful of Republicans from moderate districts decided to support a parliamentary procedure called a "discharge petition" in order to bypass Speaker Johnson.
There are 17 Republicans in the House of Representatives in 2022 who won in congressional districts where Joe Biden had beaten Donald Trump in 2020. These Republicans from moderate districts would be a good grouping to entreat to support the discharge petition. A number of them have already expressed support for Ukraine in the past. It's a matter of getting them to put conscience ahead of their fear of Trump.
Below is a list of addresses of the district offices of those 17 Republican Representatives. If you are in Ukraine, buy a postcard and clearly write a short message which tells how you love freedom and how Putin's illegal war has affected you. It can be in English or Ukrainian. Use a Ukrainian stamp for postage and mail it as soon as possible.
Individuals need pick just 1 of the 17. But schools, businesses, clubs, and military units with at least 17 people can arrange to send one to each of the listed Representatives.
Be polite but urgent. Perhaps remind them that Ronald Reagan understood the dangers of Russian imperialism.

Why physical mail instead of email or phone calls?
There's an enormous chance that your email would end up in a spam folder. Also, the Congressional email system tends to prioritize email originating from the districts of each individual House member.
Phone calls from outside the US are likely to be filtered out.
Unlike email or phone calls, a physical piece of mail has a real world presence. The recipient has to do something with it. You can't simply press DELETE to get rid of it.
Why postcards and not letters?
For security reasons. It takes less time and effort to inspect a postcard than a letter or parcel. Your mail will arrive sooner.
Why use postage stamps instead of a postage meter?
You want the recipient to know that you are REALLY from Ukraine. Using official Ukrainian stamps is a simple way to do that. When people see Україна or Ukraina on the stamp then they will know it originated in Free Ukraine. FYI: the letter Ї does not exist in Russian, recipients should look for this on the stamp.
Also, your stamp automatically turns the postcard into a collector's item. It is more likely to be saved and to serve as a continuing reminder of your urgent request.
Why send the postcards to district offices instead of offices in Washington?
Postcards from Ukraine will get more attention locally by local staff; if a sizable number arrive, it might even get mentioned in local media. In Washington, people tend to be more blasé about such things.
What is the proper form of address for House members?
Rep. or Representative before the surname – no distinction based on gender.

I had another vision of American 🇺🇸 soldiers putting a flag in the ground. They were so proud 🥲 They won some kind of battle. It was amazing to witness. It felt as though I was right there standing next to them. I saw a woman soldier as well. God is so sweet. He is clearly acknowledging the bravery of women soldiers BUT that’s not just it….
There will be a battle won for American women somewhere, somehow. I’m just not sure in what context.

Interestingly, I remember the dream I had of the Pope and his face on a calendar with days 📅 I believe I saw the month of May. This was in 2022. At the time, I thought I had mentioned that I wasn’t too sure what that meant but now I understand. In verse 12 it reads
“Teach us to number our days that we may gain a HEART ♥️ of wisdom”.
Which means we should appreciate the life the LORD has given us and not to take it for granted.

Former German chancellor Gerhard Schroeder has taken flak from the political class of his home country over his support for continued dialogue between Russia and Europe amid the Ukraine crisis. The Social Democrat politician was the architect of the German ‘economic miracle’ of the 2000s, facilitated by boosting energy cooperation with Russia.
Anyone dreaming about “defeating” Russia militarily needs a history lesson, Gerhard Schroeder has said.
“I recommend that everyone who believes this look at the history books. From Napoleon to Hitler, everyone failed because of this,” the veteran statesman told German media. The Ukrainian crisis has served to consolidate Russian society, with Russians “convinced that the West is only using Ukraine as a spearhead to bring Russia to its knees,” Schroeder added.
The 80-year-old politician, who participated in the Istanbul peace talks in the spring of 2022, said that contrary to claims in Western media at the time, “Peace Was In Reach,” and included a rejection of Kiev’s aspirations to join NATO.
The Ukrainian government was not able to agree to the deal, with “More Powerful Circles” behind it blocking peace in the hopes that continuing the conflict would strategically weaken Russia or even trigger regime change, Schroeder said.
"We have reached the last point to achieve peace [in Ukraine]. All that was left to do was to put signatures of the sides in the Dolmabahce Palace [in Istanbul]. But, unfortunately, a number of countries did not want the war to end. Because the US, through the war in Ukraine, is trying to consolidate the European continent and put pressure on Russia, considering regional turbulence necessary in its own interests. First of all, the political intentions of the parties are necessary. This is difficult. Russia has its own will, Kiev also needs to proceed from its political intentions," Kurtulmus said in an interview with Turkish broadcaster Habertürk.
"He [Johnson] blocked the peace efforts with Washington's blessing, obviously, because he could not do it on his own accord. A well-known critic of Donald Trump over his administration’s efforts to sabotage the Nord Stream 2 pipeline project with Russia in 2019-2020, Schroeder said he has nevertheless found himself linking his hopes for peace in Ukraine with the Republican candidate, saying he trusts him to end the conflict before his inauguration if he wins, as Trump has repeatedly promised.
It is in Germany's and Europe’s interests to see the Ukrainian conflict end, because after Ukraine, the former have been “among the biggest losers” of the current crisis, according to Schroeder. Unfortunately, he says, the solidarity between major European powers Germany and France that existed ahead of the US invasion of Iraq in 2003 is lacking today, as is the recognition that there are situations in which European and US interests conflict with one another.
Germany has taken the brunt of the economic fallout stemming from Europe's largely self-imposed efforts to decouple itself from Russian energy, with its economy dipping in and out of recession, and industrial exports falling amid dropping competitiveness vis-a-vis China and the United States. Hundreds of German manufacturers have relocated production overseas, where energy is cheaper and tax breaks more generous, over the past two years.
Last week, Russian President Vladimir Putin asked the government to look into potential restrictions on the export of strategic materials including nickel, titanium and uranium in a tit-for-tat response to unfriendly countries' actions against Russia. Market exports told Sputnik that such measures could have a crushing economic impact on European countries, among them the Kiev regime's sponsors.
