House Republican Leader Kevin McCarthy has begged countless lawmakers — and offered extraordinary concessions, including allowing members to easily fire him at any time — to secure the votes for Speaker.

Why It Matters: Republicans will take control of the House as the 118th Congress opens Tuesday. But McCarthy still doesn't have the votes he needs for speaker, as a handful of GOP lawmakers remain publicly opposed.

• Top members of his team tell Axios they're optimistic about pulling it out. But they can't point to an exact route — always a bad sign.

• McCarthy unveiled a package of rules changes on Sunday for the incoming Congress in an attempt to win over Republican holdouts to his bid for Speaker of the House, Punchbowl News reported.

• The rule changes amount to concessions to conservatives, who previously demanded similar changes.

The changes include what was considered a "red line" for McCarthy — making it easier to force a vote on removing the Speaker.

• McCarthy's proposed rules hand a knife to skeptics, allowing any five GOP to call for a vote to boot him at any time. In a letter of response, several hardliners still refused to commit to backing him.

• "He's empowering every part of the conference," a top GOP aide told Axios.

The rules package also proposes ending the use of proxy voting and remote committee proceedings implemented because of the pandemic — as well as fines for not complying with mask mandates or security screenings before entering the House floor.

• It also proposes a vote to form a select subcommittee on "Weaponization of the Federal Government" under the House Judiciary Committee, as well as a select committee on "Strategic Competition Between the United States and the Chinese Communist Party."

Between The Lines: McCarthy has yielded to the right on ask after ask for weeks — ever since it was clear he was in trouble because the midterms gave him such a narrow majority.

• Yet even close allies privately say it's "hard to see a path" to the 218 votes McCarthy needs when the new Congress opens tomorrow, Punchbowl News reports.

By The Numbers: If the full House is voting, he can only lose four.

• Five conservatives have declared themselves "no" votes, and there's another five to 10 McCarthy has to worry about.

• The conservatives — Reps. Andy Biggs (R-Ariz.), Matt Gaetz (R-Fla.), Ralph Norman (R-S.C.), Matt Rosendale (R-Mt.) and Bob Good (R-Va.) — have all vowed to vote for speaker as a bloc.

• But it's not clear that's a blood pact. Some of their individual concerns could be satisfied in the frantic private horse-trading that went on over the Christmas break and continues today.

The Bottom Line: The top GOP aide said 200+ members are firmly behind McCarthy. Dozens and dozens of them have declared themselves "only Kevin."

During the House Select Subcommittee on the Weaponization of the Federal Government hearing on Wednesday, Rep. Jim Jordan invited several witnesses to testify, including former Trump attorney James Trusty, Trump ally Robert Costello, and the executive director of right-wing activist group America First Legal, Gene Hamilton. All three testified that the numerous legal cases against Donald Trump amounted to a weaponization of our government to practice “lawfare,” a term the GOP has bandied about since Trump was indicted four times last summer. Since the facts of the cases against Trump are allegedly damning, the MAGA rationalization seems to be that the indictments are simply political revenge. Democratic Rep. John Garamendi used his time during the hearing to shove this hypocrisy back in the GOP’s face. He began by directing a question toward the Democratic witness at the hearing, former General Counsel of the Army of the United States Jill Wine-Banks. He asked her whether or not statements made by Trump—including various public threats to “appoint” a prosecutor to go after President Joe Biden (if Trump is elected), as well as threats to use the FBI to go after his political enemies—would be considered “lawfare.”

“I believe it would,” Wine-Banks responded. “That is definitely a violation of everything that the Department of Justice stands for. It is lawfare. You need to have some evidence to begin an investigation. And the president himself has no role in directing who the Department of Justice will investigate or prosecute.” Garamendi then asked the three “lawfare” extraordinaires whether they would disagree that those things are inappropriate for a president to say.  “I don't accept the premises fully, so I'm having a hard time,“ Trusty responded. When pressed by Garamedi, he just said, “I don’t have an answer for you.”

Three Seconds.

Rick runs his tongue across his teeth, finds a split above his left canine sluggishly oozing blood. He presses into it, the wound covering his soft pallet with liquid-iron. He used to love the taste of blood, it was exciting, made him see red. That was a long time ago, back when he was with the flesh curtains, doing mostly earth coke in the galactic equivalent of shitty truck stops. Now the taste just pisses him off, reminds him that some nameless waste of carbon actually got a hit in. He can feel a drop of spit and blood plop onto his thigh. He spits and the blood splatters a lurid pink against the concrete floor. He'd wipe his face, but his hands are tied around his back, zip ties of all things dig irritating impressions into the thin skin against his wrist. His knees ache where they're pressed against the floor below him, the cold seeping in through his pant legs and promising a good week of creaking pain if he manages to make it out of this shit hole alive. Fuck, he's too old for this shit.

Rick is pulled very sharply from his thoughts when he hears the door open behind him, followed by strong, steady foot falls and much lighter shuffling ones. He recognizes the later, and his guess is confirmed when Morty stumbles into his line of sight. He doesn't look hurt, his clothes are dirty and there's dust sticking to the tear tracks along his cheeks, but no pain graces his features. Just fear. If it weren't for Morty he'd already be out of here, fucking plastic zip ties were the last thing that would stop The Rick Sanchez. His captor knew that though, and they both knew that the ties were really more of a formality anyway. So yeah, he could've left an hour ago, but with the couple of blows to the side of his head knocking loose his augmentation controls he wasn't convinced he'd find Morty wherever they were keeping him on their ramshackle compound before they decided to take him out back and put the sorry little bastard down.

Speaking of, there's a laser gun pressed snug against the base of Morty's skull. Their kidnapper is a Melvonian, bipedal and mostly humanoid apart from their second set of arms, eyes and various other appendages. Wink. This one is male, about middle aged for his species, his skin tone an admittedly pretty shade of mauve. It's a shame, the guys hot, too bad as soon as he lets his guard down he'll be dead. "Morning Sanchez, I've brought your little buddy. Say Hi little buddy." The man grins, shaking Morty by the bruising grip on his bicep. "Ow, H-hi, grandpa Rick." he winces. "So here's the deal. We've got a really important fight coming up, and that portal tech of yours sure would come in handy." "I don't get involved in interstellar politics, and neither does my badass tech. Bite me." The guy shoves the gun harder against Morty's head, eliciting a squeak of fear and causing his knees to wobble like a new born calf. "Don't interrupt me." Rick rolls his eyes, but stays quiet. For Now.

Rick can see the twitch in one of the mans four eyes, he's still smiling, but he looks angry, a little crazed. Damn, it really is a shame this dude's gotta die. Forgive him for thinking with his dick here, but crazy is pretty much the only type that can keep up with Rick for too long, and the guys got two sets of pecs. Drool. "As I was saying, your tech would help us a lot. Someone from my group has tried and failed to get the machine from you peacefully. Clearly peaceful is not a approach you sway to. Now it's my turn. So here is my ultimatum: Give us a working portal gun and blueprints to build more, or I send a laser through your grandson's head. Simple, no?" He cocks his head to the side, tone light, like he's discussing which restaurant he wants to go to and he's not the perpetrator of a goddamn hostage situation. Morty has been so quiet, eyes trained on Rick. It unnerves him, the genuine panic on his grandson's face. He needs to focus.

Rick's been doing some mental math, trying to figure out how to get through the zip ties and the gun out of this big idiots hand before he pulls the trigger. He can see the safety is on, but he'd recognize a Fentel 16 anywhere, and you can bypass the safety by pressing down the trigger and holding for three seconds. Kinda always struck Rick as defeating the purpose of the safety, but the Fentel series is pretty much exclusively used by criminals, so the company only put a safety on the thing in the first place to get past Galactic Federation manufacturing guidelines. He's not sure he can get to Morty in 3 seconds from here. He needs to think of something, fast. "Listen muscle man, I'm telling you I'm not giving you or your little gang my portal tech. I don't care how righteous you think your cause is, there's a billion other warmongering douchebags in this star system alone who think the exact same thing. I'm not contributing to that." The guys fucking built. Rick isn't short by any means, a cool 6'4" un-slouched, but this guy has at least a foot or so on him. Plus he's pretty sure the dudes forearm is at least the size of his thigh; side note again: Drool. Anyway, he's not sure he can take him in a wrestling match for that gun, especially considering the two extra arms. If Morty reacted quick enough maybe, but the kids little wrists are bound like Ricks are, and he looks scared enough to be nauseous. Rick can't count on him on this one.

"I've been following you a long time, I can tell when you're stalling." Rick can talk a fish out of water on good days, but revolutionary types are a notoriously stubborn breed. He'd know, he was one. Still is, though its been a while since he's been in a fight over anything but his own self-interest. That thought stings just a little. Don't have time for that one, Back in the vault it goes. Rick can see Morty trembling, and can see his chest stuttering when he holds his breath to stop the shakes. It makes Rick's chest hurt a little, like something in there was knocked loose the same time his augmentations were. Rick stops looking at him. "Morty's a shit bargaining chip by the way, Broh. I've got a coupon for a new one from the citadel in my back pocket right now." Rick bares his teeth, smells his own blood on his breath. "Besides, I've been to your pitiful little planet shit for brains, I know your species has a thing about killing kids. You're all too sentimental." Their captor laughs, two of his four eyes squeezed shut in mirth, the other two still diligently trained on Rick "For The Rick Sanchez? I'm willing to make an exception." He grins, double canines glittering blue-white as he switches the safety off and the gun comes alive with a mechanical hum, neon purple lights flicking on incrementally, indicating the charge.

The US Surgeon General declared for the first time ever, firearm violence a public health crisis. The nation's top doctor recommended the banning of assault weapons and large-capacity magazines, the introduce universal background checks for purchasing guns, regulate the industry, pass laws that would restrict their use in public spaces and penalize people who fail to safely store their weapons. President Trump dismissed Surgeon General Dr. Vivek Murthy in 2017 in part for his criticism of guns before his time in government, he was renominated for his post by President Biden in 2021. While the Surgeon General's reconstructions aren't binding a similar report on the risks of smoking in 1964 was the start of a national shift toward regulation of tobacco.

Vice-President Harris announced the first grants to be awarded through a ground breaking program to remove barriers to building more housing. Under President Biden more housing units are under construction than at any time in the last 50 years. Vice President Harris was announcing 85 million dollars in grants giving to communities in 21 states through the  Pathways to Removing Obstacles to Housing (PRO) program. The administration plans another 100 million in PRO grants at the end of the summer and has requested 100 million more for next year. The Treasury also announced it'll moved 100 million of left over Covid funds toward housing. All of this is part of plans to build 2 million affordable housing units and invest $258 billion in housing overall.

President Biden pardoned all former US service members convicted under the US Military's ban on gay sex. The pardon is believed to cover 2,000 veterans convicted of "consensual sodomy". Consensual sodomy was banned and a felony offense under the Uniform Code of Justice from 1951 till 2013. The Pardon will wipe clean those felony records and allow veterans to apply to change their discharge status.

The Department of Transportation announced $1.8 Billion in new infrastructure building across all 50 states, 4 territories and Washington DC. The program focuses on smaller, often community-oriented projects that span jurisdictions. This award saw a number of projects focused on climate and energy, like $25 million to help repair damage caused by permafrost melting amid higher temperatures in Alaska, or $23 million to help electrify the Downeast bus fleet in Maine.

The Department of Energy announced $2.7 billion to support domestic sources of nuclear fuel. The Biden administration hopes to build up America's domestic nuclear fuel to allow for greater stability and lower costs. Currently Russia is the world's top exporter of enriched uranium, supplying 24% of US nuclear fuel.

The Department of Interior awarded $127 million to 6 states to help clean up legacy pollution from orphaned oil and gas wells. The funding will help cap 600 wells in Alaska, Arizona, Indiana, New York and Ohio. So far thanks to administration efforts over 7,000 orphaned wells across the country have been capped, reduced approximately 11,530 metric tons of carbon dioxide equivalent emissions

HUD announced $469 million to help remove dangerous lead from older homes. This program will focus on helping homeowners particularly low income ones remove lead paint and replace lead pipes in homes built before 1978. This represents one of the largest investments by the federal government to help private homeowners deal with a health and safety hazard.

Bonus: President Biden's efforts to forgive more student debt through his administration's SAVE plan hit a snag this week when federal courts in Kansas and Missouri blocked elements the Administration also suffered a set back at the Supreme Court as its efforts to regular smog causing pollution was rejected by the conservative majority in a 5-4 ruling that saw Amy Coney Barrett join the 3 liberals against the conservatives. This week's legal setbacks underline the importance of courts and the ability to nominate judges and Justices over the next 4 years.

1.) Your Reagan-era “trickle-down economics” strategy of tax breaks for billionaires that you continue to employ to this day has widened the gap between rich and poor so much that most of them will never be able to own a home, much less earn a living wage.

2.) You refuse to increase the federal minimum wage, which is still $7.25 an hour (since 2009). Even if it had just kept up with inflation, it would be $27 now. You’re forcing people of all ages but especially young people to work multiple jobs just to afford basic necessities.

3.) You fundamentally oppose and want to kill democracy; have done everything in your power to restrict access to the ballot box, particularly in areas with demographics that tend to vote Democratic (like young people and POC). You staged a fucking coup the last time you lost.

4.) You have abused your disproportionate senate control over the last three decades to pack the courts with religious extremists and idealogues, including SCOTUS—which has rolled back rights for women in ways that do nothing but kill more women and children and expand poverty.

5.) You refuse to enact common sense gun control laws to curb mass shootings like universal background checks and banning assault weapons; subjecting their entire generation to school shootings and drills that are traumatizing in and of themselves. You are owned by the NRA.

6.) You are unequivocally against combatting climate change to the extent that it’s as if you’ve made it your personal mission to ensure they inherit a planet that is beyond the point of no return in terms of remaining habitable for the human race beyond the next few generations.

7.) You oppose all programs that provide assistance to those who need it most. Your governors refused to expand Medicaid even during A PANDEMIC. You are against free school lunches, despite it being the only meal that millions of children can count on to actually receive each day

8.) You are banning books, defunding libraries, barring subject matter, and whitewashing history even more in a fascistic attempt to keep them ignorant of the systemic racism that this nation was literally founded upon and continues to this day in every action your party takes.

9.) You oppose universal healthcare and are still trying to repeal the ACA and rip healthcare from tens of millions of Americans and replace it with nothing. You are against lowering the cost of insulin and prescription drugs that millions need simply to LIVE/FUNCTION in society.

10.) You embrace white nationalists, Neo-Nazis, and other groups that are defined by their intractable racism, xenophobia, bigotry, and intolerance. You conspired with these groups on January 6th to try to overthrow the U.S. government via domestic terrorism that KILLED PEOPLE.

11.) You oppose every bill aimed at making life better for our nation’s youth; from education to extracurricular and financial/nutritional assistance programs. You say you want to “protect the children” while you elect/nominate pedophiles and attack trans youth and drag queens.

12.) You pretend to be offended by “anti-semitism” while literally supporting, electing, and speaking at events organized by Nazis. You pretend to hate “cancel culture” despite the fact that you invented it and it’s basically all you do.

13.) Every word you utter is a lie. You are the party of treason, hypocrisy, crime, and authoritarianism. You want to entrench rule by your aging minority because you know that you have nothing to offer young voters and they will never support you for all these reasons and more.

14.) You’re so hostile to even the notion of helping us overcome the mountain of debt that millions of us are forced to take on just to pay for our post K-12 education that you are suing to try to prevent a small fraction of us from getting even $10,000 in loan forgiveness.

15.) You opened the floodgates of money into politics via Citizens United; allowing our entire system of government to become a cesspool of corruption, crime, and greed. You are supposed to represent the American people whose taxes pay your salary but instead cater to rich donors.

16.) You respond to elected representatives standing in solidarity with their constituents to protest the ONGOING SLAUGHTER of children in schools via shootings by EXPELLING THEM FROM OFFICE & respond to your lack of popularity among young people by trying to raise the voting age.

17.) You impeach Democratic presidents over lying about a BJ but refuse to impeach (then vote twice to acquit) a guy whose entire “administration” was an international crime syndicate being run out of the WH who incited an insurrection to have you killed.

18.) You steal Supreme Court seats from democrats to prevent the only black POTUS we’ve ever had from appointing one and invent fake precedents that you later ignore all to take fundamental rights from Americans; and even your “legitimate” appointments consist of people like THIS (sub-thread refuting CJ Roberts criticisms of people attacking SCOTUS' legitimacy).

19.) You support mass incarceration even for innocuous offenses or execution by cop for POC while doing nothing but protect rich white criminals who engage in such things as tax fraud, money laundering, sex trafficking, rape/sexual assault, falsifying business records, etc.

20.) You are the reason we can’t pass:—Universal background checks—An assault weapons ban—The ‘For the People/Freedom to vote’ Act or John Lewis Voting Rights Act—The ERA & Equality Act—The Climate Action Now Act—The (Stopping) Violence Against Women Act—SCOTUS expansion.

21.) You do not seek office to govern, represent, or serve the American people. You seek power solely for its own sake so you can impose your narrow-minded puritanical will on others at the expense of their most fundamental rights and freedoms like voting and bodily autonomy.

22.) Ok, last one. You are trying to eliminate social security and Medicare that tens of millions of our parents rely on and paid into their entire lives. And you did everything to maximize preventable deaths from COVID leaving millions of us in mourning.

So Rep. Jim Jordan (R-OH) got started with his committee investigating "weaponization of the federal government" and… yeah, it's not going great.

Thus far he's only revealed three of the many witnesses he says he has. All of them have a history of engaging in far-right conspiracy theories and are financially linked for former-President Trump.

As if that wasn't bad enough, many of their falsifiable claims about FBI misconduct fall apart when questioned. One of them claimed, for example, that the FBI used excessive force against a Jan. 6th suspect but, when asked, admitted that the force used was justified by FBI procedures.

And, as if all of that wasn't bad enough, at least one of them engaged with Russian propaganda outlets such as Russia Today and Sputnik while he was an FBI employee.

Overall it doesn't bode well for the future of Rep. Jordan's investigation unless his other witnesses are significantly more reliable than the three we know of so far. If you're interested in the details of what we know about these men, these two articles do a pretty good overview between them:

In an apparent error, House Republicans passed a resolution on Tuesday that would give Democrats a supermajority on a new select subcommittee probing the "weaponization" of the government.

In a resolution that sought to expand the committee to 13 members up to 21, drafters made an apparent typo, which was first noted by Politico's Kyle Cheney.

The resolution, put forward by House Majority Leader Steve Scalise and passed by voice vote, stated that the subcommittee would have "not more than 12" members, and that "not more than 9 shall be appointed in consultation with the minority leader."

That would give Democrats a 9-3 supermajority. In reality, the plan is for the committee to have 12 Republican members and 9 Democratic members, and the error will almost certainly be corrected before the committee convenes.

"This is just the latest evidence that this MAGA clown show was never serious," a Democratic committee aide told Insider, relishing the apparent typo.

The Select Subcommittee on the Weaponization of the Federal Government, which will be housed under the House Judiciary Committee and likely chaired by Republican Rep. Jim Jordan of Ohio, was first established by a vote on the House floor in January.

Every single Democrat voted against it.

The committee emerged out of Kevin McCarthy's bid to become Speaker, and was among the concessions he made to GOP hardliners. It's been granted sweeping powers to investigate the executive branch — including the Department of Justice and intelligence agencies — as well as private companies.

On Wednesday, Republican Rep. Guy Reschenthaler of Pennsylvania — the House Chief Deputy Whip — passed an amended version of the resolution, fixing the issue.
