No because Ruby Rose as a character who's purpose is to be static and unchanging and then the show confronting what that type of character would become if they needed to change.
Like, it's an analysis of Ruby that's existed since forever, that the reason she's so "shallow" or why she doesn't need to grow as much as her other team members is because she's that type of plucky shounen protagonist that exists to affect others but remain steadfast in her beliefs. and everyone else that comes into contact with her is changed through those beliefs, but she herself remains unchanged.
And for a while it did look like that was the direction RWBY was going. Volumes 4-6 being the best examples of this. But what RWBY is doing right now that I think is really interesting, and really satisfying personally, is it's taking that character archetype and examining it deeper. How exhausting it must be to constantly have to uphold these ideals, to be the paragon of virtue that everyone can always count on for a plan. How trying so hard every day can still come with so much loss and pain, and no matter how hard she tries there's always something else she needs to endure on the horizon.
It's not just about the catharsis of Ruby breaking down, it's about RWBY the show taking this "static" character and asking "ok but what if being static was her choice and it's the wrong one."
