The US Patent and Trademark Office banned the use of generative artificial intelligence for any purpose last year, citing security concerns with the technology as well as the propensity of some tools to exhibit “bias, unpredictability, and malicious behavior,” according to an April 2023 internal guidance memo obtained by WIRED through a public records request. Jamie Holcombe, the chief information officer of the USPTO, wrote that the office is “committed to pursuing innovation within our agency” but are still “working to bring these capabilities to the office in a responsible way.”
Paul Fucito, press secretary for the USPTO, clarified to WIRED that employees can use “state-of-the-art generative AI models” at work—but only inside the agency’s internal testing environment. “Innovators from across the USPTO are now using the AI Lab to better understand generative AI's capabilities and limitations and to prototype AI-powered solutions to critical business needs,” Fucito wrote in an email.
Outside of the testing environment, USPTO staff are barred from relying on AI programs like OpenAI’s ChatGPT or Anthropic’s Claude for work tasks. The guidance memo from last year also prohibits the use of any outputs from the tools, including images and videos generated by AI. But Patent Office employees can use some approved AI programs, such as those within the agency’s own public database for looking up registered patents and patent applications. Earlier this year, the USPTO approved a $75 million contract with Accenture Federal Services to update its patent database with enhanced AI-powered search features.
The US Patent and Trademark Office, an agency within the Department of Commerce, is in charge of protecting inventors, awarding patents, and registering trademarks. It also “advises the president of the United States, the secretary of commerce, and US government agencies on intellectual property (IP) policy, protection, and enforcement,” according to the USPTO’s website.
At a Google-sponsored event in 2023, Holcombe, the author of the guidance memo, said government bureaucracy makes it difficult for the public sector to use new technologies. “Everything we do in the government is pretty stupid, when you compare it to the commercial world, right?” he said. Holcombe specifically cited cumbersome budgeting, procurement, and compliance processes, arguing that they hamper the government's ability to rapidly adopt innovations like artificial intelligence.
The USPTO is not the only government agency to ban staff from using generative AI, at least for some purposes. Earlier this year, the National Archives and Records Administration prohibited the use of ChatGPT on government-issued laptops, according to 404 Media. But soon afterward, the National Archives hosted an internal presentation that encouraged employees to “think of [Google’s] Gemini as a co-worker.” During the meeting, some archivists reportedly expressed concerns about the accuracy of generative AI. Next month, the National Archives is planning to release a new public chatbot for accessing archival records developed with technology from Google.
Other US government agencies are using—or avoiding—generative AI in different ways. The National Aeronautics and Space Administration, for example, specifically banned the use of AI chatbots for sensitive data. NASA did decide, however, to experiment with the technology for writing code and summarizing research. The agency also announced last week that it’s working with Microsoft on an AI chatbot that can aggregate satellite data to make it easily searchable. That tool is available only to NASA scientists and researchers, but the goal is to “democratize access to spaceborne data.”

I feel the need to rant about chatgpt
chatgpt and other LLMs that say they can write code for you, can write pretty effective code for you in most languages
a big part of the reason they can write effective code in most languages is that those languages tend to have a lot of documentation and forum posts that the LLM has been trained on
they can also make some pretty big assumptions and create some pretty big security risks
if you just use LLMs to write your code for you, with limited understanding of what the code is doing or why, you not only open yourself up to having code with a bunch of vulnerabilities in it, but also start atrophying your ability to search through and interpret documentation, forum posts, and error codes
effective troubleshooting is such an important skill to have, and it's important to develop it independently of chatgpt, because chatgpt can and does give you solutions that technically work but are not good practice, or just plain make shit up
I have had to have conversations that go:
me: wait, how are you calling this service without credentials? can you... can you just show me the config page real quick. Okay so that big red warning box up there that says 'Warning: This application can be triggered by anyone who has the link' means that the application can be triggered by anyone who has the link. That's bad. Why did you do that?
them: oh I couldn't get the credentials to work so chatgpt told me if I changed that setting it would fix it, and it works now
me: okay so what happened here is that you couldn't figure out how to use your keys to open your front door, and chatgpt told you to remove the door. sure you can get inside now, but so can literally anyone else
them: oh
I've had other conversations that go:
me: ugh this is so frustrating, I can't figure out where I'm going wrong
them: I'll ask chatgpt
me: *loads up documentation, googles key error codes and phrases, splits code into chunks and tries running each chunk, uses documentation to make a more simple version to see if I can replicate the error, reads more documentation*
them: huh apparently if we bingodump the ghostboy to sneeziate we can autognome the plinko
me: that's nice *continues*
them: that didn't work, but now it's saying if we snoozle the doolibro it can turbofy
me: cool *continues*
them: damn I think it got confused with poob, but plingering the wantanoop should do it
me: okay so I've fixed it now
it's quite frustrating fielding questions from people where they could definitely develop the skill to do it themselves. I'm trying to teach them how to answer their own questions and sometimes it literally is just sharing my screen, opening google, typing their question in, clicking the first link, and highlighting the relevant section
I spent 2 hours last night going round in what felt like circles trying to fix some code, but each iteration of the circle taught me something new, and if I need to do the same thing in a couple months, it'll take me maybe 10 minutes because I understand the process and I know where the relevant documentation is. If I'd used chatgpt it might have taken me 30 minutes total, but I wouldn't understand how or why it worked, and I wouldn't have had the practice to continue developing my coding skills
I'm pretty concerned for how the world is gonna look after a few years of so many people taking the path of least resistance and using the box that lies to you to do their work

There exist some ways that queries can be formatted that ChatGPT won't acknowledge or tell you directly:
ChatGPT has a tendency to make up fake sources if they are not asked for beforehand and/or provided before the line of questioning. This is especially true for academic references. To get around this, either provide the sources you wish to use (so long as they’re published before 2021), or request ChatGPT to give you sources related to your line of research within any parameters you wish; then, ask ChatGPT to use those sources. It is important that you verify that the sources exist before using and that the quotes are actually from those sources.
When researching topics related to actual practices and not cultural and/or traditional approaches, ethics, and other philosophies, I highly recommend requesting that ChatGPT avoid taking information from sources related to Wicca, New Thought, New Age Ideology, Thelema, and Theosophy. These subjects dominate the witchcraft community, so ChatGPT will pull from these sources more than others. 
Following those same lines, I highly recommend asking it to avoid terms such as: visualization, manifestation, correspondences, and grounding unless you are asking directly about these concepts. 
If you are asking it about a specific way to perform a practice, such as energetic grounding, be sure to give it a minimum word count and ask it to break the process down step by step. 
If you do not provide ChatGPT sources, be sure to ask it to cite where it got its information from and to provide direct quotes. Be sure to double check these sources.
Sometimes, ChatGPT will refuse to provide the information you request. This can be remedied by rephrasing your request. As an example, asking for reviews on an author’s character will result in ChatGPT refusing on ethical grounds; however, if you ask what controversies an author has been caught up in, it will gladly provide that information. Sometimes, phrasing the question as a hypothetical from a third person perspective can accomplish this, as well as asking how exactly to avoid a certain topic/action/practice/etc.
How should questions be formatted to research the lesser known aspects of witchcraft?

Utilizing ChatGPT’s capability for conversation
This language model is amazing because it can have a realistic conversation with you on top of just research inquiries. Provided that frameworks and rules aren’t too many messages away from the preset conversation, you can have a conversation with chatGPT about how to adjust the rules and frameworks of your research in order to gain a more accurate result. ChatGPT is surprisingly self-aware and is capable of regulating itself. On occasion it may require a nudge back to the rules and frameworks, which can be done by asking it to reiterate them. If its reiteration is not accurate, just have them ready in your clipboard to paste back into chat.

It is of the utmost importance that you employ proper research methodologies while engaging with ChatGPT. This can be done by maintaining a record of the sources and citations mentioned on paper or document of some kind. Leaving these in the record of the chat is inefficient, and may get backlogged behind several messages that you have to sift through later. Utilize ChatGPT as a starting point for gathering information, but cross-reference and validate the information obtained from additional reputable sources. This helps ensure the reliability and accuracy of the data. If applicable, consider utilizing data collection methods such as surveys, interviews, or observations outside of the conversation with it. This helps in gathering primary data and enriching the research process. Be sure to engage in an iterative research process. Reflect on the findings, refine research questions, and adjust research methodologies as needed to ensure a thorough investigation.
