Our Nation has made tremendous progress in advancing the cause of equality for LGBTQI+ Americans, including in the military. Despite their courage and great sacrifice, thousands of LGBTQI+ service members were forced out of the military because of their sexual orientation or gender identity. Many of these patriotic Americans were subject to a court-martial. While my Administration has taken meaningful action to remedy these problems, the impact of that historical injustice remains. As Commander in Chief, I am committed to maintaining the finest fighting force in the world. That means making sure that every member of our military feels safe and respected.

Accordingly, acting pursuant to the grant of authority in Article II, Section 2, of the Constitution of the United States, I, Joseph R. Biden Jr., do hereby grant a full, complete, and unconditional pardon to persons convicted of unaggravated offenses based on consensual, private conduct with persons age 18 and older under former Article 125 of the Uniform Code of Military Justice (UCMJ), as previously codified at 10 U.S.C. 925, as well as attempts, conspiracies, and solicitations to commit such acts under Articles 80, 81, and 82, UCMJ, 10 U.S.C. 880, 881, 882. This proclamation applies to convictions during the period from Article 125’s effective date of May 31, 1951, through the December 26, 2013, enactment of section 1707 of the National Defense Authorization Act for Fiscal Year 2014 (Public Law 113-66).

The purpose of this proclamation is to pardon only offenses based on consensual, private conduct between individuals 18 and older that do not involve any aggravating factor, including:

(1) conduct that would violate 10 U.S.C. 893a, prohibiting activities with military recruits or trainees by a person in a position of special trust; (2) conduct that was committed with an individual who was coerced or, because of status, might not have felt able to refuse consent; (3) conduct on the part of the applicant constituting fraternization under Article 134 of the UCMJ; (4) conduct committed with the spouse of another military member; or (5) any factors other than those listed above that were identified by the United States Court of Appeals for the Armed Forces in United States v. Marcum as being outside the scope of Lawrence v. Texas as applied in the military context, 60 M.J. 198, 207–08 (2004).

The Military Departments (Army, Navy, or Air Force), or in the case of the Coast Guard, the Department of Homeland Security, in conjunction with the Department of Justice, shall provide information about and publicize application procedures for certificates of pardon. An applicant for a certificate of pardon under this proclamation is to submit an application to the Military Department (Army, Navy, or Air Force) that conducted the court-martial or, in the case of a Coast Guard court-martial, to the Department of Homeland Security. If the relevant Department determines that the applicant satisfies the criteria under this proclamation, following a review of relevant military justice records, the Department shall submit that determination to the Attorney General, acting through the Pardon Attorney, who shall then issue a certificate of pardon along with information on the process to apply for an upgrade of military discharge. My Administration strongly encourages veterans who receive a certificate of pardon to apply for an upgrade of military discharge.

Although the pardon under this proclamation applies only to the convictions described above, there are other LGBTQI+ individuals who served our Nation and were convicted of other crimes because of their sexual orientation or gender identity. It is the policy of my Administration to expeditiously consider and to make final pardon determinations with respect to such individuals.

Traditional fantasy isekai au where:

Yuu is isekaid to Twisted Wonderland as a child, in a setting that's hundreds of years before the main game, and is adopted by a family there. Maybe Grim is a normal cat that came with them and gained the ability to talk and do magic out of a desire to protect his best friend. They grow up and train as a soldier of some sort out of gratitude to their adoptive parents to protect them, eventually leaving their place with Grim in search of adventure depending on where they landed:

City of Flowers! Yuu who was raised by the people who lived in the Court of Miracles and wants to get a job with the city guard to help fight for the rights of their adoptive home. They're helped by a friend they made as a child, the son of well respected parents who came to heavily rely on Yuu after the loss of his younger brother. Now a well respected legal student with his eye on a judge's seat, Rollo is hiding a deadly secret: he is a powerful mage and you are one of the only people who knows. He's also desperately in love with you and at real risk of going insane if something bad happens to the one good thing he has left in his life.

Land of Dawning! Yuu who hunts monsters along the coast line and finds a badly beaten merfolk on the beach and patches him up without a single thought. The man scolds them when he wakes, wondering why Yuu is so unafraid of what he could do to them now that he's awake only to be met with a shrug and a warning that poachers much less kind than Yuu are in the area who see non typical mer such as himself as monsters. Yuu happens to have a bounty for them. Oya? Jade says he's quite aware of that and what's more, they have his brother and a dear friend. Won't you continue to assist this poor, unfortunate soul in rescuing the only family he has left in this world? He doesn't have anything to pay you with. Something about his attitude makes you roll your eyes but so long as you don't have to split the bounty four ways you say you'll help. Pleasure doing business with you he says, and you both go to sleep that night confident you won't get attached to the other at all by the time the job's done.

Clock Town! Yuu who used to be picked on for not having any magic by the delinquent gangs only to find themselves in a party with one of the worst of the worst torn between being hurt Deuce doesn't remember making fun of them or impressed with how determined he is to turn his life around vs Deuce who absolutely remembers but has no idea how to appropriately apologize so he just makes it his mission to bring you home from every mission unscathed, even if it's at the cost of his own health. He swears he'll say it eventually, he just needs to find a way to not make an ass of himself by saying something stupid like he loves you.

Farm Kid! Yuu who gets recruited by Ace for his party because he literally can't get anyone other than you and Deuce and ends up being the glue that holds it together. Ace is dumbfounded as he watches you successfully recruit Jack, Epel, Ortho, and even Sebek without much trouble and hates himself for ever thinking about abandoning you as soon as he got better party members. Yuu who knows that's what he wanted to do from the start and resigns themselves to him leaving when Riddle makes his offer only for Ace to stay with Ramshackle Party because he's "too busy looking after them" to be a card soldier, hiding the burns on his hands from when he punched the Arch Mage for insulting you. He can surpass Riddle's party on his own any day.

A Woman’s War

Personnel shortages led the military to enlist more than 300,000 women volunteers during World War II. All of the military services created posters that encouraged women to join up. Thousands were recruited to serve as nurses. But many more chose to enter one of the women’s auxiliaries formed by the services.

Over 150,000 served in the Women’s Army Corps (WAC/WAAC) in jobs ranging from telephone, radio, and teletype operator to cryptographer, medical technician, sheet metal worker, and aircraft mechanic.

The Navy recruited over 80,000 WAVES (Women Accepted for Volunteer Emergency Service). They worked as clerks, secretaries, cryptologists, air traffic controllers, meteorologists, and translators.

The Marine Corps Women’s Reserve, established in February 1943, enrolled 23,000 women during the war.

While the Coast Guard Women’s Reserve enlisted more than 10,000 between 1942 and 1946.

Like some of the wartime posters that encouraged women to the join the industrial workforce, military recruitment posters sometimes offered mixed messages. Prevailing biases regarding gender roles dictated that women not serve in combat roles.

I’ve told you this before but I’ll repeat it. George “Dubya” Bush began the practice of paying Evangelical pastors to preach against Democrats and in favor of Republicans.

After coming out of rehab for coke addiction “Dubya” became a born again evangelical. As dumb as he is he quickly realized that southern and rural evangelicals were poorly educated and completely uniformed bible thumpers that could easily be bought off and used as a political propaganda props.

“Dubya”, who had deserted the Texas Air National Guard and had many scrapes with the law, had his record expunged by his father who had been director of the CIA. Papa Bush helped Nixon open China to Republikkkan corporations and then as VP assisted Reagan in his war on the American middle class and poor. When “wimpy” dad ran for President, Jr fell in with evil brain bug Karl Rove who put the coke addict in charge of buying evangelical clergy. A fairly easy task because evangelical churches are independent, for profit businesses with no hierarchy to answer to like the mainstream Protestants churches or the Catholics. The effort brought in so many new Republican recruits that it continues to this day.

During the Obama years the Justice Department investigated and revoked the non-profit status of evangelical and Baptist churches that were preaching Republican culture war bullshit. This infuriated them and was largely responsible for the massive backlash against Obama and the Dems. Although this was highly underreported it was a very sore point for the GOP thieves. Even today most Dems think the overreaction by Republicans to Obama was purely racism (and let’s face it they are racist bastards) when in fact it was partly that Barry Obama had cut deeply into their lucrative propaganda/fundraising in the south and rural areas. Although it’s not entirely clear that Obama led this effort to undermine the fascist GOP it shook them to the core. They need the pastors to tell the MAGAts how to vote and who to donate to.

Today the evangelical fake Christians of the old Confederacy are the backbone of the MAGA cult and they have been groomed to accept Trump as a “mercenary” for their bastardization of religion. They are willing to overlook his embodiment of the seven deadly sins because he pushes their agenda, not because he believes in it but because he needs their money and votes. It’s a match made in the bowels of Fox News Hell. They’re aware he’s the biggest sinner in the country but he’s their last best chance to set up a Christo-fascist state. Something that wasn’t even on their radar until the Bush dynasty, Karl Rove, and the RNC came knocking on their doors. They think they’re driving the car but they’re just the limo drivers for the oligarchs and their GOP puppets.

It should be noted that there are some cracks in the armor as many college age evangelicals have been speaking up against the tidal wave of cruelty and evil coming from Trump and the GOP. Somebody must have introduced them to the New Testament and Socialist Jesus. For the most part however the old guard televangelist figureheads have been silencing dissent. The young on both sides, while very vocal, haven’t exactly turned out in the massive numbers we keep hoping for.

Republicans still rely on a coalition of evangelical bible thumpers, far-right Nazis, southern/rural gun nuts, the wealthy, and Deep South Americanized Hispanics. The Dems are still largely a coalition of adult African-Americans, Northeast/West coast progressives, the over educated, urban dwellers, and union members (except for police unions). You’re excited this morning, Manny can tell. It’s in the way you move around his kitchen, the bounce in your step, the smile on your face. He’d love to accredit it to this morning’s activities but he knows better.

This is about flying.

You’re test driving a new chopper today, one that’s been donated to the Search and Rescue team by Nozzle. For them it’s outdated but for SAR it’s an upgrade from the current model they use, they’ve chosen you as a former coast guard pilot to put her through her paces before they accept ‘the gift’.

For Nozzle it’s part of a PR campaign to clear up their image after the debacle with the winery. Faye’s company had taken a huge hit after that fire had gotten out of control, they’ve been trying to claw back their reputation ever since.

Manny hates the thought of you being used like that but the thing is he kind of gets it. There aren’t many female pilots out there, especially not working SAR. It helps that you’re photogenic, which is why the public relations team for Search and Rescue have thrust you into the limelight.

“If it boosts awareness and fundraising for Search and Rescue than I’m happy to do it.” You’d told him after Luke Leone had approached you about it. “I don’t give two shits about Nozzle.”

Faye has offered you a job three times, flying rescue for her concierge firefighting service and each time you’ve turned her down. You’re not interested the privatisation of rescue services, you care about saving people, making sure they get home to their families after the worst day of their lives. Manny’s built the same way. It’s part of the reason he loves you, you feel that calling the same way he does.

“I love this mood on you.” Manny tells you as he places his hands on your hips. Your fingers thread through his hair, drawing him closer and he makes a contented noise in the back of his throat as your fingertips trace over that sensitive space at the nape of his neck. “I love how happy you get when you fly.”

Flying is in your blood, it has been ever since you were a little girl up in your father’s crop-duster in Iowa. He’d been Airforce before he’d retired, so had your grandfather, you’d been all set to follow in their footsteps until a Coastguard recruiter came to your high school. It was love from the very moment you climbed into a chopper. You’d dedicated every aspect of your career working towards that goal and once you’d achieved it you’d never looked back.

“Imagine how excited I’ll be when I get back.” You tease, your lithe body arching against his. “I’ll need a little help working out all that adrenaline.”

You always get a little wild after you’ve been flying, it gives you a thrill you can’t get anywhere else and Manny he always reaps the benefits. The last time he’d picked you up from the hanger you hadn’t even made it home. He’d ended up pulling into a secluded layby because you’d spent most of the journey whispering into his ear and caressing him through his jeans. He’d fucked you in the cab of his truck, the windows steaming up as country music played on the radio.

Your phone chimes and Manny pulls away reluctantly because it’s your calendar reminding you that you have exactly thirty minutes to get to the hanger for preflight photographs.

“I have to go.” You murmur, glancing at the notification before slipping the phone back into your pocket.

“I’ll be listening over the radio. ” He tells you, picking up his coffee mug and leaning back against the counter as he watches you pick up your keys and motorcycle helmet. “We can celebrate tonight after I get off my shift from Three Rock.”

“I would like that very much Captain Perez.” You say, raising up on your tiptoes so that you can press a soft kiss to his mouth.

“Stay safe out there today.” He whispers, his thumb chasing over the apple of your cheek.

“Always.” You promise before giving him one last kiss for the road.

The midday sun bore into your skin, beads of sweat rolled down your back. The bandana that swept the sweat from your brow was now too damp to do much good, and was resigned to stop the burning metal of the rifle from blistering your hands.

You were going to kill Bill Williamson.

He knew it was his guard shift when he left to go “hunting”. You should have known you’d end up on guard duty; the heat making your blood boil had made you quite an annoyance for Grimshaw. You were too warm to sit and sew, too hot to labour over laundry, and no way were you willing to make your horse endure the sun anymo than necessary. As Bill trotted out of Twin Rocks, you could already sense Grimshaw’s focus on you.

With half an hour left, you resigned yourself to another pace around the camp. Usually, behind the old buildings would provide a little shade, but the punishing noon sun banished shadows from appearing. As you approached the back of camp, you squinted to look up at the hills. New Austin burned, but God was it beautiful.

“Careful, cariño, someone might sneak up on you,” a smooth voice teased from behind you. Spinning around, you saw Javier leaning against the wall, a cigarette hanging from his smirk, his face even more tanned than usual. His eyes narrowed in the glare of the sun as he looked at you from under his sombrero, the wide brim casting the only shadow for miles around. You had never wanted one more.

“Didn’t sneak up on me Escuella,” you lied with a grin, “I saw ya, just didn’t think you were much of a threat.” Your voice was slightly breathless - as far as handling the weather, you were haggard compared to the Mexican relaxing in front of you.

He chuckled softly, “That right, cariño?” His gaze shifted slightly, taking in more of your figure, causing a shiver to run through you. “Guess I haven’t been able to show off my skills recently… been a while since we last did a job, ay?”

Fighting your bashful blush, you looked away and blew a loose strand of hair from your face. You didn’t have to look at him to know he was watching your lips. You licked them before speaking, not acknowledging the shaky breath in front of you, “Has been some time, huh? I’ve been too busy scrubbing the constant dust from all our clothes to find any leads.” You kept your voice neutral incase anyone overheard, but you hoped your apology was apparent to him.

He clicked his tongue and pushed off the wall, “No worries, cariño, I got ya. Well, John said somethin’ about a stagecoach. Probably not as interesting as your laundry though.” Javier was now standing as close as he could while being in the camp; close enough to see the depths of his eyes, but not arouse suspicion. The perfect distance to make your heart jump, to make your face flush, to make you dizzy in anticipation.

There were rumours from the get-go about the two of you. The two newest recruits of the Van der Linde gang, inseparable as if from birth, found a fast and deep friendship in one another. Javier, heartbroken and forced from his home. You, having lost your family and prospects. You joined after attempting to pick-pocket Mary-Beth, who took pity on your starved and scared face, and saw a little of herself in you. You sheepishly returned her pocket watch, she apologetically returned your coin purse.

Less than a few months later, Dutch rode in with another lost soul, this one a ravenous and bloodstained foreigner. As Mary-Beth had with you, you saw yourself in his sunken face. You volunteered to help him, teaching him English and soothing him from his manic nightmares. In turn, he taught you to live by the ways of shooting and fishing. Together, you rebuilt yourselves, perfecting your partnership in crime. As to not disturb the girls you bunked with during his nightly terrors, you unceremoniously moved your bedroll into his lean-to. He didn’t look up from sharpening his knife when he told you to make yourself at home. His nightmares came less frequently.

Your friendship was natural, moving in sync and communicating with a glance. The rumours, therefore, were expected. Mary-Beth would embellish your fondness of the new mysterious revolutionary into little teases and tales. For years, you both insisted you were only friends, and for years you were telling the truth.

A job in Nevada turned sour fast, and through a storm of bullets you both escaped - nearly unscathed. Banged up from the fight and with a bullet gash in your thigh, you ended up laying on a musty cot in an abandoned cabin as Javier’s slim and precise fingers stitched you up, straddling your legs to hold you still. A bandaged leg and several bottles of whiskey later, you found yourself straddling him, fingers in his hair, kissing him like you needed him to survive.

His heart was still broken. You still wanted the freedom of a woman not spoken-for. So, friends you remained.

Long missions would keep you both from camp for a few days. Travel out, rob, hide, travel back. The adrenaline, the rush, the celebratory liquor - it was a routine between best friends. It wasn’t love - not in the traditional sense - but it was passion.

You threw yourself down on your bedroll, a long heavy sign releasing the stress from your body. The short shadow of your lean-to left your lower legs and feet in the sun, but the relief on your face and arms was heavenly. Your legs were lead and your blistered feet throbbed in your boots. Aching muscles and imminent heat stroke distracted you from approaching footsteps, the jingling of spurs muffled by a pounding headache.

You flinched at the cold cloth touching your face. “Easy, cariño,” his familiar voice cooed, “I’ll get you some water.” The cold bandana eased the stinging of your face; taking deep breaths, you smelt the tobacco and aftershave that soaked the fibres of Javier’s clothes (and, by proxy, quite a few of yours). A sloshing sound told you Javier had returned with your full canteena. Propping yourself up, you gulped down the water with desperate gratitude, the dizziness of heat stroke fading. Returning yourself to your pillow, you allowed the cloth to block the light and let the pull of sleep take over, barely aware of Javier’s gentle strumming.

You stirred awake, wiping your face with Javier’s bandana. Mid-afternoon sunlight dazzled your eyes, but thankfully offered you a larger shade, as if to apologise for its earlier abuse. Sitting, you brought the canteena to your lips, gulping down the refreshing water. In your grogginess, you vaguely noticed it had been refilled.

“Enjoy your siesta, hermosa?” You looked beside you to Javier sitting on his bedroll with his map open in front of him, watching you with a fond smile.

“Yeah, thanks for the water,” you raised your bottle towards him. “Guess the heat got to me.”

Javier hummed lightheartedly, “Don’t worry about it, we can’t all be blessed with my sun-tolerance.”

“Hah! I’d like to see you try snow-tolerance,” you thought back to your childhood on the east coast. “Bet you wouldn’t have made it to noon.”

“Good luck getting me anywhere past West Elizabeth. Speaking of which,” he pulled the map closer to you, “I’ve drawn out our route for tomorrow, what do you think?” He looked up and paused at your confused expression, “Cariño?”

The last thing you really remembered was the way Javier was looking at you, his smirk, his suggestion at doing a job together-

“Oh!” He smiled as your memory came back, the fog from the heat stroke disappearing. John had followed the lead of a banking coach crossing West Elizabeth once a month. Some other job had taken John’s attention, so Javier had volunteered to follow up on it. The invitation of three days alone with Javier was too tempting - so did a few days out of the New Austin sun. “Yes! The bak thing in West- yeah! I remember. When’re we going?”

“Careful hermosa, you might get faint again,” his sultry voice teased, flashing a toothy grin. “I reckon we leave first thing: we can get to Blackwater, stake out the roads, find a place to, ahhh, bunk down for the night,” he traced a long finger along the road he had drawn on his map. His suggestive wording was paired with a subtle glance at you, pleased to see you looked as excited as him. “Next day, we hit the coach. Hide out as usual, be back the day after. Hopefully,” he added dryly.

“Hopefully,” you repeated. “You know if Blackwater has a hotel? Or are we, uh, roughing it?” The innuendoes could pass as a poor choice of words for eavesdropping ears, but all they did was fuel the fire that was building up between the two of you.

“Don’t worry about it, hermosa,” he reassured you with a dark laugh, “I’ll make sure you’re well taken care of.”
