Why do you think the Chinese government supports a two state system as opposed to supporting Palestine wholesale?
Supporting a two-state solution is the default position taken by the majority of the world's governments. Most diplomats believe support for a two-state solution is "supporting Palestine wholesale."
The 2003 peace talks established a two-state solution as the preferred outcome of both the Israeli government and the Palestine Liberation Organization at the time. Palestine would be recognized as an independent state along provisional borders that could be more firmly established as the process went on, with the idea being that they'd settle on 1967 borders and a shared control of Jerusalem. This proposal was endorsed by the United Nations, the US, the European Union, Russia, and China.
The Israel-Palestine peace process quickly fell apart in subsequent years, and is now essentially dead. But the vast majority of the international community continues to see a two-state solution as an ideal outcome, especially because it was the last proposal that had deep buy-in from both sides. Even Hamas endorsed a two-state solution as "a formula of national consensus" in their 2017 charter.
There is a growing sense that this proposal is becoming less and less viable: Israeli settlements have shredded Palestinian sovereignty over the West Bank, the PLO has grown increasingly corrupt and ineffective, Israel has propped up Hamas as a barrier to new peace talks, and the pro-occupation stance of the Israeli right has hardened. Yet most of the world's nations continue to cling on to a two-state solution out of a perceived lack of other options: a one-state solution is seen as impossible given the rise of the Israeli far-right and sky-high tensions between Israelis and Palestinians, while the so-called "three-state solution" has little real support and would essentially deny Palestinian hopes for self-determination. Thus, the two-state consensus remains even as it grows less likely in practice.
In its international diplomacy, the Chinese government tends to side with the world's majority. The have little to gain by staking out a position radically different from the UN consensus on most issues, and the majority of Chinese diplomats consider it important to establish an image of themselves as a great power willing to engage respectfully with the rest of the world. In their UN voting record, they have a median agreement rate of 80.7% with other countries! They're not going to be the ones to rock the boat on this.
