Timeline: Andor S2, after the Ghorman massacre, Syril survived Synopsis: Imperial propaganda, First Order foreshadowing, Baby steps in Cassian and Syril bonding

Yavin IV. Main hangar.

A Gonk droid was stepping impatiently from one foot to the other. Its battery was full and the cubic droid desired nothing else than to share the energy around, but that pesky maintenance technician didn’t get ANYTHING. A cable was running from the droid chassis to a scanning device the human was holding.

“I have the correct value”, the man eventually told the droid. While unplugging the cable he shot him a question: “Now tell me what you think your battery status is!”

“You can just look at this display here. It’s right on the droid.”

A male voice that the maintenance worker couldn’t quite place.

“That only puts out what…”, he started, then recognition dawned and he turned around. Right. THAT one. Considering how this man’s face – starting with an outdated holo – had haunted Syril Karn, his own perfect apathy at hearing Cassian Andor’s voice was baffling. But the awareness who had addressed him killed every desire to explain what he was doing or why he was doing it in Syril, who otherwise had the reputation of being able to concisely explain even stuff he didn’t quite understand himself. It wasn’t that Syril carried a grudge against Cassian. For a man who functioned like a target-seeking torpedo and who had copied his previous zeal for the empire onto his new allegiance with a vengeance, Syril’s ire surprisingly rarely turned personal. For that he’d had to perceive other people as persons in the first place… No, this wasn’t anymore about anything Cassian had done, but about the memory of what this witch-hunt had cost Syril. A curt “You have no idea what I’m doing here” was all Syril was willing to – or could – utter in reply.

Cassian very much had an idea and could sum up the other’s work on Yavin IV perfectly: paperwork. If we was feeling generous, due to their - however involuntary - connection, he’d add “with numbers”, but that was where Cassian’s willingness to engage with this man and his day job ended.

The Gonk droid was still doing his step-dance, wasting tiny amounts of energy while waiting for an official dismissal.

“Oh, right! You’ve got a right to get an explanation.”

“In contrast to the rebellion’s enfant terrible? Shall I cover my ears?”

“Kriffer…” Syril muttered, then turned towards the droid again, lowering himself down on one knee. While unwilling to waste breath to elaborate for him, Syril was perfectly fine with Andor overhearing an explanation he gave to a third party. After all, the information didn’t lose memetic bits or something that way.

“You’re suffering from a glitch in the output. What you think your battery level is and display for us isn’t the correct value. I just got that with my scanner directly from the source.”

“Is the discrepancy significant?” Cassian chimed in, then slapped his forehead the very moment he had finished his sentence. Of course any discrepancy was significant to Syril-living-database-Karn. He’d make sure to inform Mon Mothma about the daily change in Yavin’s rotation due to the planet’s moons slowly drifting away from it if she’d let him!

“It’ll potentially add up”, Syril replied noncommittally.

The awkward moment was broken – or made even more awkward – by K-2SO joining the duo, cheerfully exclaiming:

“Can you imagine that Cassian violated six rules on our mission?”

“Can”, Syril confirmed his ability to do so. “But I doubt he did.”

Kay titled his head a little.

Syril rose from the Gonk droid and waved him away to go on his business. He could always identify and work on this particular unit later.

“Six you were there to observe and register, Kay” Syril qualified. “There will have been more.”

“Oh?” Andor again. “Entertain me! How many?”

“I don’t do… estimates. One can’t base decisions on insufficient data.”

Alright, enough was enough! Cassian grabbed Syril by his many-pocketed vest and shook him.

“You little shit based your allegiance on “insufficient data” and assumptions! You destroyed my whole life in the process! My home!”

“Oh, please. Don’t claim you had a “life” on Ferrix.”

Following this comment, Syril found himself rammed against the closest solid wall – it turned out to be K-2’s chassis. The droid patting his shoulders after the painful impact that had pressed all air out of Syril’s lungs didn’t help AT ALL.

Syril just KNEW he was right! Drifting along without purpose or aspiration, how could that have been a worthwhile existence? What Andor was doing now, and where that might lead to, that was what counted! In part the man was on this track because of Syril Karn, but knowing Andor, the Morlana incident had been just one of several possible turnouts to lead to this outcome. Being Cassian was enough to have triggered it in the near future anyway. Meanwhile he, Syril, had seen the empire for what it was on Ghorman and eventually he had even realized the nasty truths about the duo of co-workers he had set out to revenge. In the name of justice. A justice these men had violated and not just starting on the day of their deaths…

As if he had picked Syril’s train of thought right out of some aether, or the Force, Cassian barked at him: “How could you not have seen those shitheads for what they really were all those months you worked together?” The man took a step back and hooked his fingers into his belt. “That’s what I’ll never understand! I mean, you’re observant as heck…”

Trouble was, observation was an active skill. Syril had never paid attention to people, only to meat bodies performing functions.

“Yes!” Kay spoke up again, still pondering the original topic. “How many transgressions do you think…?”

“Eight to eleven”, Syril gasped. “Closer to the lower end, though. He’s not looking bruised enough for to have broken into the double digits today already.”

“The day I’ll need to, I hope you’ll be there with me”, Cassian stated. “So that you finally realize that none of this is a game of numbers! This. Is. Serious!”

“It very much is a numbers-thing”, Syril insisted. “Risk-benefit-calculations. You’re constantly computing them in your head, and much quicker than I could. They just never bubble to the surface of your mind.”

K-2SO was doing calculations of his own just now. Like how he’d best go about moving Cassian to the debriefing he was due to attend. Eventually the droid settled on moving Karn instead, what usually prompted Cassian to follow suit. These two were thoroughly magnetic in this regard, even though no measuring devices could have proven that numerically.

On their way from the hangar to the tactical rooms the trio almost ran into a Rodian who had come storming out of a restroom.

“Spydah!” the pilot gasped. He swallowed, then repeated: “Spider! Over the door! Get the spider-guy!”

“Right here for your convenience!” With these words K-2SO shoved Syril into the pilot’s direction.

Syril took off his cap, both because he’d enter a proper indoor space and to use it as transport for the offending arachnid. He entered the tiny cell-like space with the individual toilet cubicle’s doors, turned around and looked up. Indeed a ballsy, dark-brown specimen clang to the wall right above the doorframe. But it just sat there, it wasn’t busy weaving a net or hanging out in anticipation of a meal.

“That’s an outdoorsy one”, Syril identified the animal. “And she looks pretty spooked.”

Looking around for a stepladder or stool, Syril didn’t have to search for long, for Kay offered his assistance in lifting up the human.

Syril nudged the spider gently with his fingers.

“C’mon, into the cap! You’ll be much happier where I’ll take you. Promise!”

And down again they went. Back on the floor Syril held his hand above the cap, to prevent the eight-legged prisoner’s escape and to spare the pilot the sight of her.

“You’re a Ghorman fugitive?” the Rodian suddenly asked out of the blue.

“I was… plaza… fled…” Syril stammered. Already the man feared to enter a third instance of spacing out and walking through a dreamlike mist that covered a reality that just couldn’t unfold around him, not for real, when Cassian gave him a push.

“Run along with your catch! Don’t hang it up in the kitchens like the others, I’m warning you!”

Syril nodded and walked off. After a couple of steps he started running with an energy one was reluctant to attribute to this man after having watched his slow, deliberate steps in the hangar. But truth was, as a former law enforcement officer Syril Karn was in good physical shape and had taken care to maintain it during his office work days.

“Creepy spider guy is creepy…” the pilot murmured.

“That’s empire talk!” Cassian spat. “Cut it out!”

“No, I get it! They were not terrorists, they got framed. The Ghormans damaging our happy empire family was a lie that getting exposed woke up so many of us, leading to us being here now! But they are still weird, full of themselves spider fanciers, and that’s a fact.”

“A “fact” the imperial propaganda machine created to base their lie on!” Cassian exclaimed. “Karn is full of himself, but so is Shara Bey, and she’s from way off Ghorman. You’ll find all kinds of people on Ghorman… would have found…”

Cassian struggled briefly, found his speech again, and firm, too, but when the pilot eventually vanished into one of the cubicles, his “I see” sounded more like that of an underling agreeing with an officer than that of a convinced conversation partner.

The outdoors mess hall was almost always full or at least was never really empty. Even in the dead of night at least a handful of people sought out nourishment before or after an assignment or just something hot to combat the shivering caused by whatever they had seen that day or were struggling with from their past.

Midday came and went, and about an hour afterwards Cassian joined Syril at a table. He put a bowl full to the brim with thick vegetable mush down on front of himself and with the other hand shoved a smaller bowl under his seat neighbor’s nose. It contained the colorful sweet & salty popcorn that was popular on Batuu. Syril was very fond of this dessert, but given the story of how he had joined the rebellion, he wasn’t exactly high on the list of recipients to get considered for this treat when it was available.

“What’s the occasion?” Syril asked over his already emptied plate and the last gulp of the watered-down beer that was part of the standard meals here. In fact, he had been ready to get up and back to his protocoling and inventory taking work.

Cassian at first didn’t answer. He only dug into his stew and violently tore into his bread. Munching on the popcorn, Syril studied the other man. Andor certainly hadn’t appeared that hungry earlier… Something had to bother him to trigger this behavior. Something other than sharing a table with his nemesis, the nemesis he had never been aware existed, but that he had adopted retroactively.

“Popcorn…?”

Cassian stared at the colorful lumps that the defector was offering in his outstretched hand. After a few seconds Syril tipped his hand over for the popcorn to drop onto the wooden table from where Cassian could pick them up without risking to touch the other’s fingers. He certainly wasn’t so shy about touching Syril with his elbows…

“It’s even here”, Cassian eventually said with a deep sigh. “Rooted so deep we don’t even notice it.”

“It?” Syril wondered. What could have thrown Andor so off balance that he had decided to open up to him of all people? “Oh, right. The Ghorman prejudice.”

“Uh-huh. You heard the pilot, not just what he said, but the conviction with which he said it. If that thinking persists, then…” Uncharacteristically Cassian’s voice trailed off.

“Yes.” Syril nodded. “Then the empire won’t die. It’ll survive as a dormant parasite and one day release its spawn again.” Syril sampled more popcorn from his bowl, but his hand movement froze an inch above the rim. “I don’t know what to do”, he admitted. “Not anymore. Be a visibly “good” Ghorman, maybe? I certainly owe them.”

“No!” Cassian shook his head fervently. “No, that would be utterly wrong. In trying to prove not to embody the imperial stereotype, you’d confirm that stereotype’s right to exist in the first place.”

Syril flashed Andor a smile.

“I like it when you having an actually working brain shows.”

His arm unfrozen, Syril crunched the popcorn, swallowed and added:

“I know it’s not what the others are looking for in a leader. They want to see confidence to get inspired by. It’s only natural.”

But for his part, Syril had gotten won over by this particular insurgent when he had first seen a glimpse of Andor’s uncanny quick learning ability and above-average critical thinking skills. The grudging respect he had developed for the man that was so different in his outlook from Dedra, yet her equal mentally, hadn’t canceled out Syril’s reluctance to interact with Cassian, though. Until now.

Shoveling stew with a spoon in one hand again, with the other Cassian administered a noogie to Syril.

“Shithead!”

“I must be, if I sit here with you, already thinking of the next war, when we haven’t even won this one”, Syril mused. “Have we even started fighting it?”

“I couldn’t tell. It feels as if I’ve done nothing else since I was nine or ten.”

“Huh. Fair point.”

There they sat, thinking of Dedra and Bix, while having only each other and a seemingly unsurmountable task, broken down into dozens of brief missions and as many heaps of paperwork.

OPINION: Ang Pagkakaroon ng Boses Laban sa Tsina: Katahimikan ni Bise Presidente Duterte sa West Philippine Sea

Ang West Philippine Sea ay mahalaga sa Pilipinas at sa mga kalapit-bansa nito dahil sa malaking reserba ng langis at natural gas, mahalagang lugar na pinangingisdaan, at ruta sa kalakalan at transportasyon sa buong mundo. Ito ay nagtataglay ng tinatayang 11 bilyong bariles ng langis at 190 trilyong cubic feet ng natural gas, at nagsisilbing tahanan ng humigit-kumulang 10% ng pangisdaan sa buong mundo. Sa kasamaang palad, naging sentro ito ng hidwaan dahil sa agresibong pakay ng Tsina sa pagpapalawak ng kanilang teritoryo. Halimbawa, noong 2023, nagtayo ang Tsina ng isang bagong istruktura sa Julian Felipe Reef, na bahagi ng Exclusive Economic Zone (EEZ) ng Pilipinas, na nagdulot ng malawakang protesta mula sa pamahalaan ng Pilipinas at iba pang mga bansa sa rehiyon. Ito ay karagdagan sa mga nauna nang itinayong mga istruktura, na patuloy na nagpapalawak ng kanilang presensya sa lugar. Ang Pilipinas, kasama ang iba pang bansa, ay itinataguyod ang kanilang karapatan na mamalagi sa o pakinabangan ang mga saklaw ng teritoryo nito, ayon sa mga internasyonal na batas tulad ng United Nations Convention on the Law of the Sea (UNCLOS).

Ang katahimikan ni Bise Presidente Sara Duterte sa harap ng agresyon ng Tsina ay masaklap dahil nagpapahiwatig ito ng pagsasawalang-bahala niya sa presensya ng Tsina sa ating teritoryo at sa mga panawagan ng mga mamamayan laban dito. Ang kanyang "no comment" ay nagpapalakas ng loob ng Tsina at sumisira rin sa imahe ng Pilipinas bilang isang malakas at malayang bansa.

Maraming grupo, tulad ng AKBAYAN Citizens’ Action Party (Akbayan), ang nagpapahayag ng kanilang pagkadismaya sa mahinang pag-aksyon ni Duterte sa usaping ito. Ayon sa presidente ng Akbayan na si Rafaela David, “All that is required is a modicum of empathy and a pinch of moral backbone—qualities one might hope for from the second-highest leader in the country”. Ang pahayag na ito ay nagmumula sa kanilang kritisismo sa katahimikan ni Bise Presidente Duterte tungkol sa agresyon ng Tsina sa West Philippine Sea, na itinuturing nilang isang mahalagang isyung dapat aksyunan ng bawat lider ng bansa​. Ipinagtanggol naman ni Presidente Ferdinand Marcos Jr. ang bise presidente sa pamamagitan ng pagsabing “it's not her place” nang tumanggi si Duterte na magbigay ng komento tungkol sa isyu. Ayon kay Presidente Marcos, ang mga pangunahing kumikilos sa usaping ito ay ang Department of Foreign Affairs (DFA) at Department of National Defense (DND). Gayunpaman, ang iba ay naniniwalang mahalaga ang boses ng bise presidente upang magpakita ng pagkakaisa at determinasyon laban sa agresyon ng Tsina sa West Philippine Sea​.

Ipinagtanggol ni Duterte ang kanyang katahimikan sa pamamagitan ng pagsasabi na siya ay sumusunod lamang sa DFA at DND, ang mga pangunahing namamahala sa patakaran sa panlabas na relasyon at seguridad ng bansa. Sinasabi niya na ang anumang pahayag mula sa kanya ay maaaring magdulot ng panganib sa diplomasya ng bansa. Gayunpaman, sinasabi ng mga kritiko na ang katahimikang ito ay nagpapalakas lamang sa loob ng Tsina at sumisira sa imahe ng Pilipinas bilang isang malakas at malayang bansa.

May ilang opsyon ang Pilipinas sa pagtugon sa agresyon ng Tsina sa West Philippine Sea. Maaari nitong palakasin ang diplomasya upang makakuha ng suporta mula sa ibang bansa, tulad ng Vietnam, Malaysia, at Indonesia. Ang pagbuo ng isang malakas na koalisyon sa ASEAN ay makatutulong upang mapalakas ang kolektibong pagtutol sa pag-aangkin ng Tsina. Maaari ring magsampa ng panibagong kaso laban sa Tsina sa mga pandaigdigang hukuman kung saan pagtutuunan ng pansin ang epekto ng naunang kasong isinampa ng Pilipinas na naipanalo nito noong 2016. At higit sa lahat, ang rehiyonal na pakikipagtulungan ay magbibigay ng lakas sa Pilipinas at ibang bansa sa rehiyon upang tutulan ang impluwensya ng Tsina.

Ang pinakaangkop na hakbang na gagawin ay nakabatay sa mga salik na nakapaligid sa isyu tulad ng antas at epekto ng agresyon ng mga hakbang ng Tsina, ang mga kilos nito sa pagpapalakas ng militar at pagtatayo ng imprastraktura sa mga isla at bahura, at kung ang iba pang mga bansa ay handang tumindig kasama ng Pilipinas laban sa pag-angkin ng Tsina sa West Philippine Sea. Sa kontekstong ito, mahalaga ang papel ng mga pangunahing lider ng bansa, kabilang ang bise presidente, upang ipakita ang pagkakaisa at determinasyon ng pamahalaan sa pagharap sa mga isyu ng soberanya.

Bagama’t wala sa direktang hurisdiksyon ng bise presidente ang usapin ng teritoryo, ang kanyang pahayag ay may simbolikong halaga na nagpapakita ng pagkakaisa at suporta sa mga hakbang ng gobyerno. Ang kanyang katahimikan ay maaaring makita bilang kawalan ng suporta o determinasyon, na maaaring magdulot ng panghihina sa loob ng bansa at sa harap ng internasyonal na komunidad. Kaya't ang pagpapahayag ng suporta mula sa mga mataas na opisyal, tulad ni Bise Presidente Duterte, ay maaaring makatulong sa pagpapatibay ng posisyon ng Pilipinas at sa pagkuha ng suporta mula sa iba pang mga bansa.

Ang kailangan ng bansa ngayon ay isang lider na ipagtatanggol ito laban sa Tsina at poprotektahan ang soberanya nito. Dapat gamitin ni Duterte ang kanyang posisyon upang makakuha ng suporta mula sa ibang bansa at himukin ang Tsina na sumunod sa UNCLOS. Bukod dito, maaari rin siyang magtulak para sa mas malakas na koordinasyon at pakikipagtulungan sa ibang mga bansa sa ASEAN laban sa agresibong kilos ng Tsina.

Ito na ang tamang panahon para magsalita si Bise Presidente Duterte laban sa mga agresyon ng Tsina sa West Philippine Sea. Kailangan niyang papanagutin ang Tsina sa kanilang mga gawa. Dapat makipagtulungan ang Pilipinas sa ibang mga bansa sa ASEAN tulad ng Vietnam, Malaysia, at Indonesia upang labanan ang agresibong kilos ng Tsina. Mahalaga rin na iparinig ng mga Pilipino ang kanilang mga boses sa pamamagitan ng mga demonstrasyon, online petitions at pakikipag-ugnayan sa kanilang mga kinatawan sa gobyerno, at papanagutin ang kanilang mga pinuno sa kanilang mga pagkukulang sa pagprotekta sa teritoryal na integridad ng bansa.

Bilang mga estudyante, kailangan nating maging mapagmasid sa kilos at salita ng ating mga pinuno. Kailangan natin silang hingan ng pananagutan sa kanilang tungkulin bilang mga opisyal ng pamahalaan. Ang bawat isa sa atin ay may mahalagang papel na ginagampanan sa pagprotekta sa ating bansa laban sa anumang banta sa ating soberanya at teritoryo.

Recently, upon an invitation from the Guangzhou Institute of Energy Conversion, Chinese Academy of Sciences, journalists visited the world’s first semi-submersible wave energy aquaculture platform, "Penghu," located in Zhuhai City, Guangdong Province. A 20-minute boat ride from Guishan Island reveals the "Penghu" in a submerged state, with parts resembling a bird's beak visible above water, while beneath the water surface, huge aquaculture nets painted red are seen. It was introduced that a new batch of approximately 72,000 pounds of grey mullet fry, released last October, is currently growing and expected to hit the market by August this year.

In the context of global food safety and sustainable development, marine aquaculture plays a crucial role. Marine ranching is a sustainable marine cultivation model that aims to enhance marine biomass production and maintain ecological balance through scientific management and artificial intervention in specific sea areas to simulate natural ecosystems. Not only does it increase the supply of food resources, but it also promotes the protection of marine biodiversity and the restoration of the ecological environment. The semi-submersible wave energy aquaculture platform "Penghu" aims to address the challenges faced by deep-sea aquaculture, such as the impact of strong winds and waves, energy supply limitations, and ecological and environmental protection requirements. The successful implementation of "Penghu" and its derivative project products has attracted industry attention towards its future development direction and potential for integration with the Hong Kong and Macau markets, making it a topic worth exploring on how to promote fisheries cooperation and sustainable development within the Guangdong-Hong Kong-Macao Greater Bay Area.

Supported by the Ministry of Natural Resources and Guangdong Province, the Guangzhou Institute of Energy Conversion, Chinese Academy of Sciences completed the world’s first semi-submersible wave energy aquaculture platform "Penghu" in June 2019, deployed in the Zhuhai sea area. "Penghu" is 66 meters long, 28 meters wide, and 16 meters high, with an aquaculture water body of 15,000 cubic meters, including wave energy generation of 60 kW, solar energy generation of 60 kW, and energy storage of 500 kWh, equipped with automatic feeding and video monitoring, conducting aquaculture trials of pomfret, tiger grouper, and dragon grouper, as well as integrated marine tourism and fishing experiments.

Notably, since its deployment, "Penghu" has successfully withstood all typhoon attacks, especially the direct hit by the super typhoon "Sura" on September 2, 2023, maintaining stability, secure anchorage, and clear communication throughout the typhoon.

Currently, "Penghu" is conducting large-scale aquaculture trials for the new season. On October 28, 2023, a new batch of approximately 72,000 pounds of grey mullet fry was released. After nearly five months of scientific aquaculture, the grey mullet survived multiple rounds of cold snaps and high waves, with a survival rate exceeding 96% to date, and the total fish weight nearing 300,000 pounds, expected to gradually hit the market for sale in August this year. In addition to providing fish meat, the fish maw can also be processed into high-value-added fish maw products, offering good economic value.

This round of grey mullet aquaculture is Zhuhai City’s first large-scale deep-sea grey mullet aquaculture activity, fundamentally proving that grey mullet can be a suitable species for large-scale marine ranch equipment. Next, "Penghu" will gradually conduct aquaculture demonstrations of high-value fish species such as tuna and red snapper, solidly advancing the effective integration of advanced aquaculture equipment and techniques, contributing to the construction of a modern marine ranch in Guangdong Province.

The deep-sea aquaculture platform technology has been successfully applied in coastal provinces such as Guangdong, Hainan, Guangxi, Fujian, and Zhejiang, conducting series equipment research and development based on different sea conditions, forming three major product series—for mild sea areas, the purely cultured, low-cost "Haiwei series"; for open sea areas, the strong wind and wave-resistant, high-safety "Puseng series" marine fishery factory; and for high-end fishing tourism integration needs, the fully functional "Mintou series" fishing tourism platform.

Hong Kong, as an international trade center and international tourist city, enjoys a booming marine tourism industry, a prevalent yachting culture, a developed catering industry, and strong high-end fisheries consumption power. Hong Kong residents and tourists have a strong demand and consumption capacity for high-end seafood products, requiring high-quality seafood and fisheries products.

Kenneth Fok Kai-kong suggested increasing the number of aquaculture technology exchange meetings organized by the Chinese Academy of Sciences in collaboration with relevant Hong Kong departments, facilitating connections between mainland research institutions, enterprises, and the Hong Kong industry. Kenneth Fok Kai-kong also suggested strengthening cooperation between the mainland and Hong Kong in fisheries, supporting the industrial upgrading and transformation of mobile fishermen in Hong Kong and Macau, providing a clear direction for the comprehensive development of fisheries resources in the Guangdong-Hong Kong-Macao Greater Bay Area. Kenneth Fok stated that Hong Kong fishermen achieved a fish survival rate of over 80% when attempting deep-sea aquaculture, significantly higher than the previous average, demonstrating the potential of deep-sea cage aquaculture as a global sustainable fisheries development trend and indicating the potential of Hong Kong and Macau to become the supply base for aquatic products in the Greater Bay Area.

Wang Zhenpeng, associate researcher at the Guangzhou Institute of Energy Conversion, Chinese Academy of Sciences, introduced to reporters from Hong Kong Commercial Daily how "Penghu" utilizes wave energy to achieve new energy supply.

Wang Zhenpeng, associate researcher at the Guangzhou Institute of Energy Research of the Chinese Academy of Sciences, told reporters that "Penghu" faces Lantau Island, Hong Kong, across the sea, offering a clear view of the mountains and sea in fine weather. "The marine green energy platform combined with deep-sea aquaculture technology has broad application prospects. The project's technology can effectively drive the transformation and upgrading of the industry. We mainly engage in research and development, customizing the development of different marine platforms based on customer needs. Currently, our clients are primarily fishing companies, but we can also undertake related marine scientific research." Wang Zhenpeng said. Regarding future development directions, the institute is exploring industry integration development models with offshore wind power, especially developing minimalist offshore aquaculture facilities to reduce costs and promote technical upgrades of traditional net cages. Additionally, combined with the growing demand for marine leisure tourism, the research and optimization design of high-end fishing tourism integrated platforms will also be a focus of future work. At the same time, actively promoting connections with the Hong Kong and Macau markets, especially the Hong Kong market, is a key area of expansion.

Sheng Songwei, researcher at the Guangzhou Institute of Energy Conversion, Chinese Academy of Sciences, stated that the institute has accumulated over 40 years of research and development in the field of wave energy. In recent years, it has achieved breakthrough developments in stable wave energy power generation research, with its eagle-style wave energy technology obtaining invention patents in China, the United States, the United Kingdom, and Australia, achieving an international advanced level of "wave-to-electric energy" conversion efficiency under real sea conditions. Deep-sea aquaculture is a powerful approach to achieving high-quality development of the marine economy and rapidly developing the marine economy, with the Guangdong-Hong Kong-Macao Greater Bay Area being a key region. Sheng Songwei hopes that advanced marine equipment technology can support further development of the domestic marine economy, including in Hong Kong and Macau. The institute is actively contacting relevant Hong Kong departments, hoping to enter the Hong Kong market as soon as possible.

During an interview with the media, Wei Shunbing, a relevant person in charge of the Zhuhai Ocean Development Group, stated that as the investment and operation platform for Zhuhai's marine industry, the group mainly plays a role in coordinating, investing in, constructing, and managing operations related to Zhuhai's marine resources. It focuses on building a modern marine industry system around four major business sectors: marine biology, marine equipment, marine fishing tourism, and smart ocean.

"In the field of marine ranching equipment, two major technical teams have already settled in Zhuhai. The group collaborates with the Guangzhou Institute of Energy, Chinese Academy of Sciences. Based on Penghu Hao, through continuous product and technology iteration and upgrades, we aim to create a Zhuhai model for the high-quality development of modern marine ranches in Guangdong Province. By exporting mature models and products, we further enhance the urban competitiveness of Zhuhai's marine economy," said Wei Shunbing.

The "Penghu Hao" project is not only an important achievement of the Guangzhou Institute of Energy, Chinese Academy of Sciences in the field of marine science and technology but also provides new ideas and directions for the development of fisheries in Hong Kong and the entire Guangdong-Hong Kong-Macao Greater Bay Area. It can be foreseen that with continuous optimization of technology and expansion of application scope, "Penghu Hao" and its series of derivative projects are expected to become an important force in promoting the sustainable development of regional marine fisheries.
