The EPA awards $900 million to school districts across the country to replace diesel fueled school buses with cleaner alternatives. The money will go to 530 school districts across nearly every state, DC, tribal community, and US territory. The funds will help replace 3,400 buses with cleaner alternatives, 92% of the new buses will be 100% green electric. This adds to the $3 billion the Biden administration has already spent to replace 8,500 school buses across 1,000 school districts in the last 2 years.
For the first time the federal government released guidelines for Voluntary Carbon Markets. Voluntary Carbon Markets are a system by which companies off set their carbon emissions by funding project to fight climate change like investing in wind or solar power. Critics have changed that companies are using them just for PR and their funding often goes to projects that would happen any ways thus not offsetting emissions. The new guidelines seek to insure integrity in the Carbon Markets and make sure they make a meaningful impact. It also pushes companies to address emissions first and use offsets only as a last resort.
The IRS announced it'll take its direct file program nationwide in 2025. In 2024 140,000 tax payers in 12 states used the direct file pilot program and the IRS now plans to bring it to all Americans next tax season. Right now the program is only for simple W-2 returns with no side income but the IRS has plans to expand it to more complex filings in the future. This is one of the many projects at the IRS being funded through President Biden's Inflation Reduction Act.
The White House announced steps to boost nuclear energy in America. Nuclear power in the single largest green energy source in the country accounting for 19% of America's total energy. Boosting Nuclear energy is a key part of the Biden administration's strategy to reach a carbon free electricity sector by 2035. The administration has invested in bring the Palisades nuclear plant in Michigan back on-line, and extending the life of Diablo Canyon in California. In addition the Military will be deploying new small modular nuclear reactors and microreactors to power its installations. The Administration is setting up a task force to help combat the delays and cost overruns that have often derailed new nuclear projects and the Administration is supporting two Gen III+ SMR demonstration projects to highlight the safety and efficiency of the next generation of nuclear power.
The Department of Agriculture announced $824 million in new funding to protect livestock health and combat H5N1. The funding will go toward early detection, vaccine research, and supporting farmers impacted. The USDA is also launching a nation wide Dairy Herd Status Pilot Program, hopefully this program will give us a live look at the health of America's dairy herd and help with early detection. The Biden Administration has reacted quickly and proactively to the early cases of H5N1 to make sure it doesn't spread to the human population and become another pandemic situation.
The White House announced a partnership with 21 states to help supercharge America's aging energy grid. Years of little to no investment in America's Infrastructure has left our energy grid lagging behind the 21st century tech. This partnership aims to squeeze all the energy we can out of our current system while we rush to update and modernize. Last month the administration announced a plan to lay 100,000 miles of new transmission lines over the next five years. The 21 states all with Democratic governors are Arizona, California, Colorado, Connecticut, Delaware, Hawaii, Illinois, Kentucky, Maine, Maryland, Massachusetts, Michigan, New Jersey, New Mexico, New York, North Carolina, Oregon, Pennsylvania, Rhode Island, Washington, and Wisconsin.
The Department of Transportation announced $343 million to update 8 of America's oldest and busiest transportation stations for disability accessibility. These include the MBTA's the Green Line's light-rail B and C branches in Boston,  Cleveland's Blue Line, New Orleans'  St. Charles Streetcar route, and projects in San Francisco and New York City and other locations
The Department of interior announced two projects for water in Western states. $179 million for drought resilience projects in California and Utah and $242 million for expanding water access in California, Colorado and Washington. The projects should help support drinking water for 6.4 million people every year.
HUD announced $150 million for affordable housing for tribal communities. This adds to the over $1 billion dollars for tribal housing announced earlier in the month. Neil Whitegull of the Ho-Chunk Nation said at the announcement "I know a lot of times as Native Americans we've been here and we've seen people that have said, ‘Oh yeah, we'd like to help Indians.’ And they take a picture and they go away. We never see it, But there's been a commitment here, with the increase in funding, grants, and this administration that is bringing their folks out. And there's a real commitment, I think, to Native American tribes that we've never seen before."
Secretary of State Antony Blinken pledged $135 million to help Moldavia. Since the outbreak of Russia's war against neighboring Ukraine the US has given $774 million in aid to tiny Moldavia. Moldavia has long been dependent on Russian energy but thanks to US investment in the countries energy security Moldavia is breaking away from Russia and moving forward with EU membership.
The US and Guatemala launched the "Youth With Purpose” initiative. The initiative will be run through the Central America Service Corps, launched in 2022 by Vice President Harris the CASC is part of the Biden Administration's efforts to improve life in Central America. The Youth With Purpose program will train 25,000 young Guatemalans and connect with with service projects throughout the country.
Bonus: Today, May 31st 2024, is the last day of the Affordable Connectivity Program. The program helped 23 million Americans connect to the internet while saving them $30 to $75 dollars every month. Despite repeated calls from President Biden Republicans in Congress have refused to act to renew the program. The White House has worked with private companies to get them to agree to extend the savings to the end of 2024. The Biden Administration has invested $90 Billion high-speed internet investments. Such as $42.45 billion for Broadband Equity, Access, and Deployment, $1 billion for the The Middle Mile program laying 12,000 miles of regional fiber networks, and distributed nearly 30,000 connected devices to students and communities, including more than 3,600 through the Tribal Broadband Connectivity Program

"Tuesday’s [April 9, 2024] definition-shifting court ruling means nearly 50 governments must now contend with a new era of climate litigation.
Governments be warned: You must protect your citizens from climate change — it’s their human right.
The prescient message was laced throughout a dense ruling Tuesday from Europe’s top human rights court. The court’s conclusion? Humans have a right to safety from climate catastrophes that is rooted in their right to life, privacy and family.
The definition-shifting decision from the European Court of Human Rights means nearly 50 governments representing almost 700 million people will now have to contend with a new era of litigation from climate-stricken communities alleging inaction. 
While the judgment itself doesn’t include any penalties — the case featured several women accusing Switzerland of failing to shield them from climate dangers — it does establish a potent precedent that people can use to sue governments in national courts.
The verdict will serve “as a blueprint for how to successfully sue your own government over climate failures,” said Ruth Delbaere, a legal specialist at Avaaz, a U.S.-based nonprofit that promotes climate activism...
Courting the courts on climate
The European Court of Human Rights was established in the decade following World War II but has grown in importance over the last generation. As the judicial arm of the Council of Europe, an international human rights organization, the court’s rulings are binding on the council’s 46 members, spanning all of Europe and numerous countries on its borders.
As a result, Tuesday’s [April 9, 2024] ruling will help elevate climate litigation from a country-by-country battle to one that stretches across continents.
Previously, climate activists had mostly found success in suing individual countries to force climate action. 
A 2019 Dutch Supreme Court verdict forced the Netherlands to slash its greenhouse gas emissions by 25 percent, while in 2021 a French court ruled the government was responsible for environmental damage after it failed to meet greenhouse gas reduction goals. That same year, Germany’s Constitutional Court issued a sweeping judgment that the country’s 2019 climate law was partly “unconstitutional” because it put too much of the emissions-cutting burden on future generations.
Even in the U.S., young environmental activists won a local case last year against state agencies after arguing that the continued use of fossil fuels violated their right to a "clean and healthful environment."
But 2024 is shaping up to be a turning point for climate litigation, redefining who has a right to sue over climate issues, what arguments they can use, and whom they can target. 
To start, experts overwhelmingly expect that Tuesday’s ruling will reverberate across future lawsuits — both in Europe and globally. The judgment even includes specifics about what steps governments must take to comply with their new climate-related human rights obligations. The list includes things like a concrete deadline to reach climate neutrality, a pathway to getting there, and evidence the country is actually on that path...
Concretely, the verdict could also affect the outcomes of six other high-profile climate lawsuits pending before the human rights court, including a Greenpeace-backed suit questioning whether Norway's decision to grant new oil and gas licenses complies with its carbon-cutting strategy.
An emerging legal strategy
In the coming months, other international bodies are also expected to issue their own rulings on the same thorny legal issues, which could further solidify the evolving trend. 
The International Court of Justice, the International Tribunal for the Law of the Sea and the Inter-American Court of Human Rights all have similar cases working through the system.

The degrowthers are right: There needs to be a lot less physical stuff produced, especially in the way of fossil fuels, and, for anyone with the least sense of justice, this means rich countries consuming less and poor countries consuming more. Such an apparent threat of rich-country austerity meanwhile contains, in truth, the promise of abundance: fewer but more durable goods, less work and more leisure. (Already in the 1990s, the French-Austrian ecosocialist André Gorz wanted to “build the civilization of liberated time” in place of that of wage labor.) The fact that any such global rebalancing of consumption patterns can’t plausibly take place so long as the rich countries of the Global North dictate world history is one more reason that degrowth remains a dead letter under capitalism. It is not, however, the working classes of the Global North that must drastically curtail their lifestyles: The world’s richest 1 percent are responsible for as much carbon emissions as the poorest two-thirds of the global population. Much of the work of degrowth would be accomplished by the dispossession and destruction of the class represented by this sole percentile. As for the idolaters of growth, their god has not only failed but, Cronus-like, has started devouring its children as if these were so many chicken wings. “Growth” fantasizes one kind of fake substance, and “degrowth” another; real intelligence demands attention to how the ingredients of this world are different, not the same. Even so, the advocates of degrowth (a more attractive English word might be Samuel Beckett’s “lessness”) can boast of a sounder moral and political intuition than can the usual apologists for growth: Less stuff, more life! Such an argument may be obviated soon enough, either way, by the specter not of degrowth communism, but of prolonged capitalist contraction. Voters and politicians whistling past the graveyard being prepared for our children may have neglected to consult a recent article in Nature which holds that “the world economy is committed to an income reduction of 19% within the next 26 years independent of future emissions choices” (emphasis mine). Important factors in this bleak outlook include the declining agricultural yields and the massive and unpredictable damage to infrastructure attendant on climate collapse. In other words, even if carbon emissions are somehow reduced through the magic of the market, climate change can be expected to cause about $38 trillion in damages annually by the mid-century, enough to render overall economic growth infeasible. The choice facing the 21st century, then, is likely not between degrowth and growth. It is more likely between a form of capitalist contraction in which prosperity endures for a few but evaporates for the rest of us, and some kind of socialist or communist degrowth in which the well-being of everyone in general prevails over the wealth of anyone in particular. The precise politics of egalitarian degrowth are no more clear to me than they are to Saitō. But universal crisis will license strategies that theory alone could never discover.

The impoverished imagination of neoliberal climate “solutions

There is only one planet in the known universe capable of sustaining human life, and it is rapidly becoming uninhabitable by humans. Clearly, this warrants bold action – but which bold action should we take?
After half a century of denial and disinformation, the business lobby has seemingly found climate religion and has joined the choir, but they have their own unique hymn: this crisis is so dire, they say, that we don't have the luxury of choosing between different ways of addressing the emergency. We have to do "all of the above" – every possible solution must be tried.
In his new book Dark PR, Grant Ennis explains that this "all of the above" strategy doesn't represent a change of heart by big business. Rather, it's part of the denial playbook that's been used to sell tobacco-cancer doubt and climate disinformation:

The point of "all of the above" isn't muscular, immediate action – rather, it's a delaying tactic that creates space for "solutions" that won't work, but will generate profits. Think of how the tobacco industry used "all of the above" to sell "light" cigarettes, snuff, snus, and vaping – and delay tobacco bans, sin taxes, and business-euthanizing litigation. Today, the same playbook is used to sell EVs as an answer to the destructive legacy of the personal automobile – to the exclusion of mass transit, bikes, and 15-minute cities:

As the tobacco and car examples show, "all of the above" is never really all of the above. Pursuing "light" cigarettes to reduce cancer is incompatible with simply banning tobacco; giving everyone a personal EV is incompatible with remaking our cities for transit, cycling and walking.
When it comes to the climate emergency, "all of the above" means trying "market-based" solutions to the exclusion of directly regulating emissions, despite the poor performance of these "solutions."
The big one here is carbon offsets, which allows companies to make money by promising not to emit carbon that they would otherwise emit. The idea here is that creating a new asset class will unleash the incredible creativity of markets by harnessing the greed of elite sociopaths to the project of decarbonization, rather of the prudence of democratically accountable lawmakers.
Carbon offsets have not worked: they have been plagued by absolutely foreseeable problems that have not lessened, despite repeated attempts to mitigate them.
For starters, carbon offsets are a classic market for lemons. The cheapest way to make a carbon offset is to promise not to emit carbon you were never going to emit anyway, as when fake charities like the Nature Conservancy make millions by promising not to log forests that can't be logged because they are wildlife preserves:

Then there's the problem of monitoring carbon offsetting activity. Like, what happens when the forest you promise not to log burns down? If you're a carbon trader, the answer is "nothing." That burned-down forest can still be sold as if it were sequestering carbon, rather than venting it to the atmosphere in an out-of-control blaze:

When you bought a plane ticket and ticked the "offset the carbon on my flight" box and paid an extra $10, I bet you thought that you were contributing to a market that incentivized a reduction in discretionary, socially useless carbon-intensive activity. But without those carbon offsets, SUVs would have all but disappeared from American roads. Carbon offsets for Tesla cars generated billions in carbon offsets for Elon Musk, and allowed SUVs to escape regulations that would otherwise have seen them pulled from the market:

What's more, Tesla figured out how to get double the offsets they were entitled to by pretending that they had a working battery-swap technology. This directly translated to even more SUVs on the road:

Harnessing the profit motive to the planet's survivability might sound like a good idea, but it assumes that corporations can self-regulate their way to a better climate future. They cannot. Think of how Canada's logging industry was allowed to clearcut old-growth forests and replace them with "pines in lines" – evenly spaced, highly flammable, commercially useful tree-farms that now turn into raging forest fires every year:

The idea of "market-based" climate solutions is that certain harmful conduct should be disincentivized through taxes, rather than banned. This makes carbon offsets into a kind of modern Papal indulgence, which let you continue to sin, for a price. As the outstanding short video Murder Offsets so ably demonstrates, this is an inadequate, unserious and immoral response to the urgency of the issue:

Offsets and other market-based climate measures aren't "all of the above" – they exclude other measures that have better track-records and lower costs, because those measures cut against the interests of the business lobby. Writing for the Law and Political Economy Project, Yale Law's Douglas Kysar gives some pointed examples:

For example: carbon offsets rely on a notion called "contrafactual carbon," this being the imaginary carbon that might be omitted by a company if it wasn't participating in offsets. The number of credits a company gets is determined by the difference between its contrafactual emissions and its actual emissions.
But the "contrafactual" here comes from a business-as-usual world, one where the only limit on carbon emissions comes from corporate executives' voluntary actions – and not from regulation, direct action, or other limits on corporate conduct.
Kysar asks us to imagine a contrafactual that depends on "carbon upsets," rather than offsets – one where the limits on carbon come from "lawsuits, referenda, protests, boycotts, civil disobedience":

If we're really committed to "all of the above" as baseline for calculating offsets, why not imagine a carbon world grounded in foreseeable, evidence-based reality, like the situation in Louisiana, where a planned petrochemical plant was canceled after a lawsuit over its 13.6m tons of annual carbon emissions?

Rather than a tradeable market in carbon offsets, we could harness the market to reward upsets. If your group wins a lawsuit that prevents 13.6m tons of carbon emissions every year, it will get 13.6 million credits for every year that plant would have run. That would certainly drive the commercial imaginations of many otherwise disinterested parties to find carbon-reduction measures. If we're going to revive dubious medieval practices like indulgences, why not champerty, too?

That is, if every path to a survivable planet must run through Goldman-Sachs, why not turn their devious minds to figuring out ways to make billions in tradeable credits by suing the pants off oil companies?
There are any number of measures that rise to the flimsy standards of evidence in support of offsets. Like, we're giving away $85/ton in free public money for carbon capture technologies, despite the lack of any credible path to these making a serious dent in the climate situation:

If we're willing to fund untested longshots like carbon capture, why not measures that have far better track-records? For example, there's a pretty solid correlation between the presence of women in legislatures and on corporate boards and overall reductions in carbon. I'm the last person to suggest that the problems of capitalism can be replaced by replacing half of the old white men who run the world with women, PoCs and queers – but if we're willing to hand billions to ferkakte scheme like carbon capture, why not subsidize companies that pack their boards with women, or provide campaign subsidies to women running for office? It's quite a longshot (putting Liz Truss or Marjorie Taylor-Greene on your board or in your legislature is no way to save the planet), but it's got a better evidentiary basis than carbon capture.
There's also good evidence that correlates inequality with carbon emissions, though the causal relationship is unclear. Maybe inequality lets the wealthy control policy outcomes and tilt them towards permitting high-emission/high-profit activities. Maybe inequality reduces the social cohesion needed to make decarbonization work. Maybe inequality makes it harder for green tech to find customers. Maybe inequality leads to rich people chasing status-enhancing goods (think: private jet rides) that are extremely carbon-intensive.
Whatever the reason, there's a pretty good case that radical wealth redistribution would speed up decarbonization – any "all of the above" strategy should certainly consider this one.

In the realm of foreign policy, President Biden has sought to reassert American leadership on the world stage and rebuild alliances with international partners. His administration has prioritized diplomacy and multilateral engagement, working to address global challenges such as nuclear proliferation, cybersecurity threats, and human rights abuses. 
President Biden has reaffirmed the United States' commitment to NATO and other key alliances, signaling a departure from the isolationist policies of the previous administration. Furthermore,

His administration has taken steps to bolster the ACA, including increasing enrollment outreach, expanding coverage options, and lowering healthcare costs for millions of Americans.

Promising that existing systems can be greened and that we can avoid uncomfortable discussions about issues like dietary change appeals to the strong status quo bias of the people holding the purse strings in national and global food and climate politics.
And, of course, the more the orthodox discourse about livestock emissions reduction embraces technological fixes—much like many climate mitigation models hold out hope of viable carbon capture technology—the more the meat industry can clamor for a seat at the climate table and the funding that comes with it.
Much as the U.S. government was convinced to shovel subsidies to the clean coal merchants, it now feeds grants to beef giants like Tyson Foods to support their allegedly lower-emissions beef through its Climate Smart Commodities program. Meanwhile, methane biodigesters have become less a climate-mitigation strategy and more a steady income stream—dubbed “brown gold”—for factory farms.
This, in turn, allows the industry to greenwash its products, promising consumers low-carbon, feel-good beef. And that, in turn, plays to consumers’ status quo bias and aversion to change: Beef and dairy might be fine after all!

A potential new route to super-efficient carbon dioxide reduction: Catalyst offers 800-fold boost
One of the most promising strategies being investigated to mitigate emissions of carbon dioxide (CO2)—a byproduct of electricity and heat production, transportation, and other industries—is the process of electrochemical reduction. In this approach, electrical energy is used to convert recaptured CO2 into useable products and fuels, such as methanol and ethanol. But a challenge has been finding a catalyst that is efficient and fast enough to be practically used. Motivated by this goal, a group of researchers led by scientists from the U.S. Department of Energy's (DOE) Brookhaven National Laboratory has identified an approach that can improve the speed of catalysis by a factor of 800. The work, a collaboration between Brookhaven, Yale University, and the University of North Carolina at Chapel Hill, is published in the August 27, 2024 online edition of the Journal of the American Chemical Society.

The second edition of The State of Carbon Dioxide Removal report — co-led by University of Oxford researchers — has found that, in order to reach global climate targets, governments must expand tree planting and the use of technologies to increase carbon dioxide removal (CDR) by four times annually.
The report found that it will be necessary to remove roughly 7.72 to 9.92 billion tons of carbon from the atmosphere each year by 2050 to meet the Paris Agreement goal of limiting global heating to 1.5 degrees Celsius, a press release from University of Oxford said.
The researchers emphasized that carbon emissions reductions will continue to be the main avenue to achieving net zero, but CDR will also be crucial.
“Given the world is off track from the decarbonisation required to meet the Paris temperature goal, this shows the need to increase investment in CDR as well as for zero-emission solutions across the board,” said Dr. Steve Smith of University of Oxford’s Smith School of Enterprise and the Environment in the press release.
In order to come up with a “Paris-consistent” CDR range, the researchers factored sustainability criteria into their analysis, including multiple sustainable development goals.
“Deploying a diverse CDR portfolio is a more robust strategy than focusing on just one or two methods. Research, invention, and investment in start-ups show diversification across CDR methods. However, current deployment and government proposals for future implementation are more concentrated on conventional CDR, mainly from forestry,” said Dr. Oliver Geden, a senior fellow with the German Institute for International and Security Affairs, in the press release.
Two billion tons of carbon are being removed annually by CDR, primarily through conventional means like tree planting. Newer methods, such as enhanced rock weathering, biochar, bioenergy with carbon capture and storage and direct air carbon capture and storage, account for 1.43 million tons each year — less than 0.1 percent. Permanent removal methods make up less than 0.05 percent, or 0.66 million tons, per year.

One solution that many organizations are starting to implement is decarbonization. Decarbonization refers to active strategies that reduce carbon dioxide output into the atmosphere. Decarbonization can reduce utility costs by several hundred dollars per year for the average home. It also unifies utility costs into one bill and provides more cost stability.
Improved Air Quality
Finally, we can't forget about the changes to air quality. Emissions are directly responsible for poor air quality and smog. It can cause respiratory problems, cardiovascular issues, and more in dense city environments.
Even inside the home, gas appliances can create emissions that affect your health. Decarbonization reduces those worries, helping you breathe easier.

We should be optimistic – however cautiously – that humans can get their act together and at least limit the damage from the climate crisis. ... Some important clean energy tech – solar energy, electric cars and battery production – is now being rolled out at a record pace, in line with what is needed to reach global net zero emissions by 2050. Under the IEA’s pathway to zero, solar and EVs could provide one-third of the global emissions cuts needed by 2030. This tells us that rapid change is possible. In the case of solar, it suggests that it can leapfrog fossil fuels as a primary energy source in the developing world, if influential countries tailor their support in that direction. The second point is that, more than ever, we have the technology. Two years ago the IEA estimated that the clean technology needed to provide nearly half the emissions reductions across the planet by 2050 was not yet available. That gap has now dropped to 35% as new technology – batteries and electrolysers, for example – has come on. It is likely to continue to fall. It means the main goal now must be rapid acceleration before 2030. That’s easier said than done, but it’s possible using proven and in most cases affordable strategies. The agency says global renewable energy capacity needs to triple, the pace of energy efficiency improvements needs to double, EVs and heat pump sales need to rise sharply, and methane emissions from fossil fuels – including leaks from coal and gas mines – need to be cut by 75% in that timeframe. For the clean tech to have the impact that’s required, the approval and development of new fossil fuels needs to stop. This is the third point. It’s consistent with what IEA chief, Fatih Birol, said when the first roadmap was released two years ago. ... The IEA now says a concerted expansion of renewable energy could cut global demand for fossil fuels by 25% by 2030 and 80% by 2050.

The Biden administration on Wednesday issued one of the most significant climate regulations in the nation’s history, a rule designed to ensure that the majority of new passenger cars and light trucks sold in the United States are all-electric or hybrids by 2032.
Cars and other forms of transportation are, together, the largest single source of carbon emissions generated by the United States, pollution that is driving climate change and that helped to make 2023 the hottest year in recorded history. Electric vehicles are central to President Biden’s strategy to confront global warming, which calls for cutting the nation’s emissions in half by the end of this decade. But E.V.s have also become politicized and are becoming an issue in the 2024 presidential campaign.
“Three years ago, I set an ambitious target: that half of all new cars and trucks sold in 2030 would be zero-emission,” said Mr. Biden in a statement. “Together, we’ve made historic progress. Hundreds of new expanded factories across the country. Hundreds of billions in private investment and thousands of good-paying union jobs. And we’ll meet my goal for 2030 and race forward in the years ahead.”
The rule increasingly limits the amount of pollution allowed from tailpipes over time so that, by 2032, more than half the new cars sold in the United States would most likely be zero-emissions vehicles in order for carmakers to meet the standards.
That would avoid more than seven billion tons of carbon dioxide emissions over the next 30 years, according to the E.P.A. That’s the equivalent of removing a year’s worth of all the greenhouse gases generated by the United States, the country that has historically pumped the most carbon dioxide into the atmosphere. The regulation would provide nearly $100 billion in annual net benefits to society, according to the agency, including $13 billion of annual public health benefits thanks to improved air quality.
The standards would also save the average American driver about $6,000 in reduced fuel and maintenance over the life of a vehicle, the E.P.A. estimated.
The auto emissions rule is the most impactful of four major climate regulations from the Biden administration, including restrictions on emissions from power plants, trucks and methane leaks from oil and gas wells. The rules come on top of the 2022 Inflation Reduction Act, the biggest climate law in the nation’s history, which is providing at least $370 billion in federal incentives to support clean energy, including tax credits to buyers of electric vehicles.
The policies are intended to help the country meet Mr. Biden’s target of cutting U.S. greenhouse emissions in half by 2030 and eliminating them by 2050. Climate scientists say all major economies must do the same if the world is to avert the most deadly and costly effects of climate change.
“These standards form what we see as a historic climate grand slam for the Biden administration,” said Manish Bapna, president of the Natural Resources Defense Council Action Fund, a political action committee that aims to advance environmental causes.
Mr. Bapna’s group has calculated that the four regulations, combined with the Inflation Reduction Act, would reduce the nation’s greenhouse emissions 42 percent by 2030, getting the country most of the way to Mr. Biden’s 2030 target.
