A multibillion dollar dispute between the Environmental Protection Agency and several nonprofit organizations escalated on Saturday when one group sued the E.P.A. and Citibank, seeking access to grant money that has been frozen under President Trump.
Climate United, a nonprofit organization, claimed that the E.P.A. and Citibank have illegally withheld a nearly $7 billion award announced last April. Citibank has housed the funds as part of a green financing program to finance projects that address climate change.
The funds are part of a larger pot of money, $20 billion, that have been swept up in controversy after Lee Zeldin, the E.P.A. administrator, called the green financing program a “scheme” that was “purposely designed to obligate all of the money in a rush job with reduced oversight.”
Now, some of the nonprofits say, their bank accounts are frozen and that they are struggling to pay staff.
Climate United had planned to loan the money to developers across the country in support of solar power, electric trucks, and energy-efficient affordable housing projects, and said the freeze has meant small businesses and developers are unable to draw down funds they were promised.
“We’re not trying to make a political statement here,” said Beth Bafford, chief executive of Climate United. “This is about math for homeowners, for truck drivers, for public schools — we know that accessing clean energy saves them money that they can use on far more important things.”
An E.P.A. spokesperson said the agency “does not comment on any pending litigation.”
“We have received and are currently reviewing the suit,” Citibank said in a statement. “As we’ve said previously, Citi has been working with the federal government in its efforts to address government officials’ concerns regarding this federal grant program. Our role as financial agent does not involve any discretion over which organizations receive grant funds. Citi will of course comply with any judicial decision.”
Climate United is one of eight nonprofits that collectively received $20 billion from the Greenhouse Gas Reduction Fund, also known as “green bank” funding, during the Biden administration.
The money was appropriated through the 2022 Inflation Reduction Act and had been held in recipients’ accounts at Citibank since late last year. The nonprofits have been unable to make withdrawals for more than two weeks.

The future isn't electric cars, it's public transportation. As dr. Gupta says, lithium batteries are still very polluting, and don't exist in a large enough quantity to supply the world with enough electric cars to get everybody driving one.
The path forward that I see has well arranged public transportation in a spiderweb form rather than a wordweb. All areas connected to each other rather than all transport going to the city center. It is publicly funded through taxes so you don't have to pay every time you use the train or take a bus.
For the elderly and the disabled there are special taxis upon request. You can rent a car or a van when you really need one, electric ofc. But you have to specify the reason and if it's something dumb like 'going to the gym by car' it can get denied.
If you need a car for your job because you work in emergency services such as GP, cop, etc. you drive one from your work, which you park at your workplace at the end of your workday, after which you take public transport home. You need a special dispensation to drive a car. Your workplace needs a special dispensation to own and let you drive a car.
And imagine all the things we can do with the space that is freed up. First of all, cars actively discourage community, so neighbourhoods become a lot more social. All the extra lanes on highways that are suddenly no longer needed can be turned into strips of forests which work noise reducing. If all cars are electric and the amount driven falls by like 85% (I am pulling this statistic out of my ass, this is by no means based on any actual data) there will be significantly less noise anyway.
We can take parking spaces and turn them into pollinator gardens, community gardens, sensory gardens for children.
We can get on roads again without fear of being hit by some loser with a god complex and a tin can murder machine. We can walk, bike, convene, live.

I stayed and learned for 10 hours of a 12 hour gas fire yesterday. We had the lights on most of the night but had to appreciate the glowing for a few minutes. There was only one very loud unexpected bang during the firing, so hopefully that's a win!
We'll be opening the kiln on Sunday. I'm not positive I'll be there for the unloading, so I'll be posting some new stuff on Monday :-) I can't wait to see how everything came out.

Former U.S. Environmental Protection Agency officials are condemning the agency’s new leadership for trying to claw back billions from the Greenhouse Gas Reduction Fund, calling waste claims the current administrator, Lee Zeldin, lobbed a “smokescreen” to justify dismantling climate programs the Trump administration opposes.
At the heart of the dispute is the Greenhouse Gas Reduction Fund (GGRF), established under the Inflation Reduction Act to fast-track deployment of clean energy technologies and reduce greenhouse gas emissions, particularly in low-income and disadvantaged communities. 
Its three main components include the National Clean Investment Fund, with $14 billion in competitive grants to attract private financing for climate projects, the Clean Communities Investment Accelerator that provides $6 billion to community lenders, ensuring clean energy funding reaches low-income and underserved areas and the $7 billion Solar for All program for expanding solar access, lowering energy costs and making renewable power affordable.
On Feb. 12, Zeldin posted a video message on X, saying he was taking immediate action to claw back GGRF funds. Calling it reckless spending, Zeldin called for his office to cancel its agreement with the bank that was holding the grant money, cutting off the mechanism put in place for disbursement of funds. Zeldin claimed the grants were rushed out with “no real accountability” and cited “hidden-camera video” from the right-wing group Project Veritas that allegedly showed mismanagement.
Former high-level agency officials say that’s not true.
The Treasury Department has long relied on private banks as financial agents, a practice dating back to the 1800s, said Zealan Hoover, EPA’s former director of implementation. In an interview with Inside Climate News, he said that Citibank was chosen for the Greenhouse Gas Reduction Fund because it was the best fit for handling the program’s financial structure. 
“The relationship with Citibank is between the Treasury and Citibank,” he said, emphasizing that the EPA partnered with the Treasury Department to ensure proper oversight. Any assertions that the agency had never done this before, he added, are “a bit misleading.” Congress specifically directed the EPA to fund nonprofit financing institutions that could leverage private capital.
Hoover said EPA has the authority to freeze transactions at Citibank if fraud exists but pointed out that no such notice has been issued by the new administration. “The fact that they have not issued such a notice to Citibank itself calls the bluff here. They don’t have evidence of fraud,” he said, describing the move as part of a broader effort to dismantle programs under the guise of accountability.
The money in question had already moved into grantees’ accounts, Hoover said, adding that Zeldin was trying to claw back money that was legally disbursed. 
“They’ve not substantiated any allegations of fraud,” he said.
David Cash, a former EPA regional administrator for New England, dismissed the administration’s move as reckless, emphasizing that the funds were already working in communities.
“All $20 billion is already out of the Treasury and in the hands of lending institutions,” Cash said. “What they’re trying to do is claw back money that has already started flowing into clean energy investments. That’s different from freezing funds that are still in federal accounts.”
