Mayor Nakano’s newest project sparks legal battle - GCCPS
Earlier this evening this journal was made aware of a new issue arising within our beloved city’s government. The culprit? Mayor Christopher Nakano’s (see related articles) newest passion project, the newest government devision; Gotham City Child Protective Services.
Gotham City Child Protective Services, or GCCPS (see related articles), was put in place after the disbandment of its predecessor, Gotham City Protection Services (see related articles), after the city’s municipal government, under Mayor Nakano, found it to be in violation of multiple laws (see related articles).
This includes, but is not limited to, several charges of fraud, potentially human trafficking, alleged child exploitation, alleged human experimentation, and child abuse and abduction. And while this journal applauds Mayor Nakano for removing this plague on the family’s of this city, we are beginning to question how well he thought this decision through.
Since the activation of GCCPS nearly a month ago, they have removed several children from homes without, what seems to be, legal grounds to do so. At the very least without any proper information prior to the child’s removal.
One family to have a child removed, The Gordon’s (see related articles), are attempting to fight this decision in court alongside several other children who were recently removed from their homes. We sent our intern to interview Ms. Barbara ‘Babs’ Gordon (see related articles) ( @babsggordon ), elder sister of the child removed, Julian Gordon ( @the-other-son-of-james-gordon ). Here is what she had to say -
“ Q: Please clarify the situation you and your family are in in regard to GCCPS ”
“ A: My family has been deeply afecteds by the recent mannage of the organization. The organization has taken a biological family member out of their home to be put in the struggles and inestability of the system. ”
“ Q: Do you believe them to be a valid organization? ”
“ A: No, there's no public means to contact the organization and on behalf the lack of the proper public information should have available for the general public. ”
“ Q: Do you believe your father to be guilty of those crimes? Do you believe them to be crimes at all? ”
“ A: According to the U.S Child protection law, these reasons are invalid. For three principal reasons:
I. The are missing the fellow paperwork, neither I or my father, Mr. Gordon has received the proper notice approved by the legal means
II. The subject and declaration to take a kid from their home, (in this case Julian J. Gordon) by negligence in the excuse for a severe addiction requires a police statement and in the case of legal subjects as tabaco or coffee, a medical diagnosis of addiction. Mr. Gordon don't present either of them. The medical archives of Mr. Gordon ARE public information due to his job as Police Comissioner.
III. The prohibition of communication with his family is an attempt against Julian and his family rights, considering they are his biological family no organization are authorized to restrain the communication with the immediate family as parents or siblings. ”
“ Q: What would be your words to Mayor Nakano in regard to this situation? ”
“ A: Mayor Nakano, with all the due respect I demand the respective clarifications of the recent movements in all the respective public organizations. Most of them are missing and it's a major problem it should be resolved as soon as possible. ”
“ Q: How would you fix the current adoption system within Gotham? ”
“ A: It's a big question to resolve just in a few words, but I would suggest that the organization openly collaborates with the Thomas and Martha way foundation. Raise the funds in public orphanages. And keep the investigation about the protectors of the children to the protectors and not stress the children by intrusively take them out of their homes. ”
When later asked if she and her family would further this lawsuit if Mr. Gordon was returned, she responded with -
“ Absolutely. ”
While we were unable to contact Mayor Nakano on this situation, there has been a recent update as there is now a way to contact GCCPS as well as many other factions on the Gotham City Municipal Government via their newly created social media account ( @gotham-city-municipal-government ).
We are unsure if Ms. Gordon and her lawyers were made aware of this, or if it was even available when she was initially inquiring after the wellbeing of her brother.
Another group of affected, 5 children between the ages of 8 and 14 who have been living together under the care of their respective guardians, are also pursuing legal action, more on this story later (see related articles).
Though Mayor Nakano was not available for comment, we reached out to the Gotham City Municipal Government and GCCPS for statements on the matter. Solely the GCMG responded, here is what they had to say -
“ Due to the nature of our founding and the, admittedly rocky, transition of data from or predecessor GCPS, as well as the sheer number of reports against Commissioner Gordon, we are legally obligated to intervene.
Due to the nature of the reports (addiction, abuse, neglect, etc.) we found it prudent to remove Mr. Gordon from his home as a means of ensuring he not be in harms way.
While we do have some access to Commissioner Gordon’s medical logs, we were are unsure of their validity and are having our own personnel review his files, both with the New Jersey Medical System (see related articles) and with the GCPD (see related articles).
We do admit to there being a lack of clarity on this case on our part, and will happily discuss further details with the families affected. ”
Though inconclusive, this case is ongoing and will be closely monitored by this journal.

Re: Jacyn Brake’s custody Case
Due to our relatively recent founding, Mr. Grayson’s status as a suitable guardian was given by our predecessor, the GCPS (Gotham City Protective Services). Due to the nature of said organization’s termination we are in the midst of reviewing all adoption and foster family files within our custody. This includes both that of Mr. Grayson and of Mr. Brake.
Through this investigation we have found the potential of tampering and forgery within not just Mr. Brake’s file but Mr. Grayson’s as well, leading for us to deem Mr. Grayson a potential person of interest in an ongoing investigation surrounding [redacted]. Because of this Mr. Grayson will have to resubmit all required documents and undergo thorough investigation prior to being reinstated as a potential guardian for any child within the GCCPS database. We have previously contacted him in regard to this, but have yet to receive a reply from any party contacted within this case.
We can assure the plaintiff(s) that the investigation conducted into Mr. Brake’s case was thorough and handled with the utmost care, and that the facility chosen for his rehabilitation has been deemed safe, secure, and effective by multiple external sources. The transfer of Mr. Brake to a separate ward may be possible if given proper reasoning. Reasons for transfer may be found in subsection 7; appendix B of the ‘Gotham Mental Health and Safety Act [2013]’.
In the interim between Mr. Brake’s release from care and Mr. Grayson being reinstated as guardian or Mr. Brake aging out of our system, he will be placed with a certified foster parent or foster home.
Jacyn Brake's Custody Case
On behalf of Mr. Grayson, the following clarifications are made regarding the case of the young Jacyn Brake:
- The recent custodial assignment to Mr. Grayson designates him as a suitable candidate for the legal guardianship of the minor. Given the recent approval of this arrangement, any revocation would be inconsistent, as Mr. Grayson's circumstances have not changed since the document's approval.
- The report concerning the minor's welfare was erroneously filed and not properly investigated, and therefore should not have proceeded. Mr. Grayson does not have access to, nor does he provide access to, weapons or narcotic substances of any kind.
- The minor's situation was the primary reason for granting Mr. Grayson custody, which demonstrates that he has not influenced recent events. On the contrary, his actions have consistently served to support and assist the minor.
In light of the above, the plaintiff agrees with the decision of the GCCPS institution to place the minor in a rehabilitation facility. However, it is requested that custody be restored to the plaintiff and that the minor be transferred to a facility mutually agreed upon by both parties.
Mr. Grayson remains a qualified guardian, and his continued custodianship is essential for the minor's well-being. A collaborative solution regarding the minor's placement is requested for the benefit of all parties involved.

The formation of a new organization that would be in charge of the same movements that were moving around the old GCPS bureau wasn't nothing to be surprised of.
Normal, if someone must dare to say. But this kind of situation and statements were far from normal. Since her last approach to the case with her brother, Julian, this thread of events have lead her to even more deep in the investigation of it all.
One of the main problems here, is that despite her degree in law. She couldn't possibly represent her family as an attorney. The most reasonable option was to call her friend, from New York. He's a very good lawyer.
A lot of the paper in the investigation were occupied with declarations of the few of many children the GCCPS have taken out of their homes in a unjustified manner. But also, the GCCPS has recently required paperwork for the legal movement inside the adoption process of the Thomas and Martha Wayne foundation. They even were inspecting the depths of the Gotham academy, which is logically part of their labors, but the sudden interevention in the guts of all of these organizations felt invasive.
—And I haven't reached the point where I talk about the six month cut-off communication most child's are warned with. That is definitely not in the legislation, especially with biological childs, like Julian, they can not —
She's cut off by a hand in her shoulder. She had gone too far and emotional in the inform for her fellow comrades in the table. She sighs and tries sitting in a more comfortable way. But with six months pregnant, it was almost impossible.

Unfortunately Steph updated me on what was going on with Jacyn, but uh. GCCPS doesn’t actually have jurisdiction. This is an empty threat, he’s more likely to be placed in juvie than in foster care, and the facts are Jacyn has no charges being upheld against him. That is an incredibly incompetent organization who genuinely doesn’t have any Social Workers in it.

She said as she smiled a bit. As Micheal shifted awkwardly and give her a awkard smile. They were willing to talk about the whole thing even for the press.

We will review Mr. Gordon’s case as soon as we can. Unfortunately, due to a loss of files, this may take several days to several weeks.
In the meantime Mr. Gordon will continue to remain at his assigned home with Mr. Grayson (variant 002) until he is either approved to return home or ages out of the system.

Formal Request for Review and Restructuring of GCCPS Operations Involving Custody of Minors
Addressing the matters concerning the governmental institution "GCCPS" and the custody of the adolescents involved in this situation:
Evidence of inconsistencies in the institution's operations, which potentially endanger the dignity and safety of the children and adolescents involved, has been gathered and reported.
These include:
Forcing minors to be removed from their permanent or temporary homes without prior notice to their guardians, causing emotional harm to the minors and those involved.
Preventing communication between minors and their families or close social circles.
Acting on complaints without conducting the necessary investigations, resulting in false reports that harm the minors.
Operating without social agents provided by the federal government, as required by law.
Lastly, but no less important, infringing on the rights of all minors involved.

This message puzzles me and I suspect may, in fact, be falsified.
Gotham City Protective Services is well aware of my status as a foster parent, and have my full details on record.
They are aware of my feelings on adoption as not always the immediate step, and preference for guardianship and fostering as an intermediary.
I find this highly suspect.

Oxfam experts, together with cocoa farmers, will be at the World Cocoa Conference in Brussels (21-24 April), taking place against a backdrop of unprecedented production shortfalls and skyrocketing cocoa prices, which topped $11,000 per metric ton for the first time.
Chocolate giants have already raised prices for consumers to offset rising cocoa costs and, despite years of soaring profits and massive payouts to shareholders, have consistently pushed back on anything that could reduce their profit margins. New Oxfam analysis has found: - Lindt, Mondelēz, and Nestlé together raked in nearly $4 billion in profits from chocolate sales in 2023. Hershey’s confectionary profits totaled $2 billion last year. - The four corporations paid out on average 97 percent of their total net profits to shareholders in 2023. - The collective fortunes of the Ferrero and Mars families, who own the two biggest private chocolate corporations, surged to $160.9 billion during the same period. This is more than the combined GDPs of Ghana and Ivory Coast, which supply most cocoa beans.
Decades of low prices have made farmers poorer and hampered their ability to hire workers or invest in their farms, limiting bean yield. Old cocoa trees are particularly vulnerable to disease and extreme weather. Many farmers are abandoning cocoa for other crops, or selling their land to illegal miners.
Speaking ahead of the conference, Oxfam’s Policy Advisor Bart Van Besien said: “It’s ironic —the cocoa price explosion could have been averted if corporations had paid farmers a fair price and helped them make their farms more resilient to extreme weather. And it’s hypocritical —chocolate giants are paying high prices now that the market demands it, but have pushed back every single time that cocoa farmers have. The only way forward is fairly rewarding farmers for their hard work.”
And Ismael Pomasi, Chairman of Ghana’s Cocoa Abrabopa Association, said: "Nothing is more demotivating —all my hard work on the farm barely pays off. Between battling pests and the drought that is killing my cocoa trees, I'm really struggling. I wish I could afford irrigation. If the multibillion-dollar chocolate industry paid fair prices for cocoa, I could actually tackle these problems and make a decent living."
