Okay I've said it before and I'll probably have to say it again:
General Olivier Mira Armstrong is NOT a eugenicist or a facist.
She is a solider who cares deeply about the people of Amestris and would do anything for them.
Is she extremely tough on her team at Fort Briggs?
Yes. 100%. Because she has to be.
Fort Briggs is located in one of the harshest climates in the world, next door to an immensely large and hostile nation, and so remote from the rest of Amestris that it might as well be its own nation.
Any person who is stationed there must be made of the toughest stuff imaginable or else they not only won't survive, they will put their comrades at risk by compromising the Fort.
General Armstrong understands this better than anyone and holds her men to impossible standards to ensure they are ready to handle the worst.
She also is a woman of deep honor and integrity, holding herself to just as high standards and being disgusted that the officers of Central hide in their offices like cowards rather than fight alongside their men.
However. This does not mean she holds ordinary people to this standard because that would be dumb and unnecessary.
When the Mannequin Soldiers attacked Central Command, her first priority was protecting innocent civilians and ensuring that none of the Mannequins got out to hurt them.
When she found out that Amestris was literally created to be a philosopher's stone, she was enraged because this was her home and her people and the ones in charge saw them as expendable.
Is she kinda an asshole? Yep. Absolutely.
But does this make her a bad person? Not in the slightest.
She is a brave warrior and a feminist icon and is people's favorite character for a reason.

Olivier Armstrong: Mustang is my enemy, but it turns out that Mustang is also his own worst enemy. And the enemy of my enemy is my friend. So Mustang is actually my friend. But, because he is his own worst enemy, the enemy of my friend is my enemy. So actually, Mustang is my enemy.

Olivier Armstrong: So after I yell at them, then I’ll be nice again. Y'know good cop, bad cop.
Miles: But that’s a two man job.
