I did a small study to compare both Perkins and Highmore's depictions of Norman Bates from an artistic standpoint.
Highmore has softer facial features, making him feel a lot less threatening/ominous (at least to me personally). His hair is messier with relaxed shoulders, giving his silhouette a twinge softer as well.
Meanwhile, Perkins' has this distinctive 1000-yard stare in most scenes whilst having a naturally sharper shape language. Through this and his sheer height, Norman has this distinctive feel that makes him appear a lot more... threatening in a sense.
I haven't seen the Bates Motel series, however I have seen some side-by-side photos that I can appreciate!
