when wrio invites neuvi to stay for tea, neuvi politely declines, saying it would be wrong for him to stay in a place that houses the convicts he judged, lest he cause unrest in the fortress. wriothesley responds by saying “seems like it’s up to me to break the rules, then.”
so wrio is willing to rewrite his rules in two scenarios:
one, to beat the piss out of a cult leader who hurt many people and tried to kill the traveller and wriothesley himself.
and two, to make sure neuvillette feels more comfortable staying over for a date to drink tea.

the second and third movie (released post MVA) had Villains that grew into Villains due to social hardships: Nine, who is implied in a bonus one-shot drawn by Horikoshi to have been born in a public toilet and grew up marginalized; and Reflect Turn, who was born with a quirk that got him ostracized and rejected by people in his life
and now the fourth movie (released at the end of the MHA with How The Ending Went) had gone back to having just an evil Villain - Dark Might, who, as far as I can tell from English-languaged summaries and reviews, is just a power-hungry mafia boss who wanted to play All Might, also with no backstory given
