Reacher can sleep immediately whenever he wants to, per his rule of sleeping whenever he can. The moment he decides to sleep, he will sleep. He also has a mental clock that helps him time himself and wake up at exactly at the time he desired. If he tells you he'll rest for fifteen minutes, he will rest for fifteen exact minutes. However, his sleeping involves a very active mind that causes him to sleep-talk often and sometimes even move around, especially when he has someone by his side. He can be violent about his movements, sometimes even clingy, it depends on what his brain is playing, at the moment.

On the other hand, Joe is a little different from Reacher in that aspect. Firstly, he's not one to sleep when he can – when he decides to sleep, his brain's fixation with whatever he is trying to solve increases. When he can't sleep, he lays down and ponders, at least make his body think he rested. As opposed to Reacher, his mind is most active when he says he will rest, which causes him to be unable to readily sleep. Despite this, when he does sleep, he is quiet. No snoring, no talking, almost no moving, either. And, though he doesn't have a mental clock, per se, his instincts help him wake up at the exact desired time.
