PORT-AU-PRINCE, Haiti (AP) — Haitian Prime Minister Ariel Henry announced Tuesday that he would resign once a transitional presidential council is created, bowing to international pressure to make way for new leadership in the country overwhelmed by violent gangs.
Henry made the announcement hours after Caribbean leaders and U.S. Secretary of State Antony Blinken met in Jamaica to discuss a solution to halt Haiti’s spiraling crisis and agreed to a joint proposal to establish a transitional council.
“The government that I’m running cannot remain insensitive in front of this situation. There is no sacrifice that is too big for our country,” Henry said in a recorded statement. “The government I’m running will remove itself immediately after the installation of the council.”
Henry has been unable to enter Haiti because the violence forced the closure of its main international airport. He arrived in Puerto Rico a week ago, after being barred from landing in the Dominican Republic, where officials said that he lacked a required flight plan. Dominican officials also closed the airspace to flights to and from Haiti.
It was not immediately clear who would be chosen to lead Haiti out of the crisis in which heavily armed gangs have burned police stations, attacked the main airport and raided two of the country’s biggest prisons. The raids resulted in the release of more than 4,000 inmates.
Scores of people have been killed, and more than 15,000 are homeless after fleeing neighborhoods raided by gangs. Food and water are dwindling as vendors who sell to impoverished Haitians run out of goods. The main port in the capital of Port-au-Prince remains closed, stranding dozens of containers with critical supplies.
The meeting in Jamaica was organized by Caricom, a regional trade bloc that has pressed for months for a transitional government in Haiti while violent protests in the country demanded Henry’s resignation.
Guyana President Irfaan Ali said the transitional council would have seven voting members and two nonvoting ones.
Those with votes include the Pitit Desalin party, run by former senator and presidential candidate Moïse Jean-Charles, who is now an ally of Guy Philippe, a former rebel leader who led a successful 2004 coup and was recently released from a United States prison after pleading guilty to money laundering.
Also with a vote is the EDE party of former Prime Minister Charles Joseph; the Fanmi Lavalas party; the coalition led by Henry; the Montana Accord group; and members of the private sector.
Henry served the longest single term as prime minister since Haiti’s 1987 constitution was approved, a surprising feat for a politically unstable country with a constant turnover of premiers. He was sworn in as prime minister nearly two weeks after the July 7, 2021, assassination of President Jovenel Moïse.
Critics of Henry note he was never elected by the people or Parliament, which remains nonexistent after the terms of the last remaining senators expired in January 2023. That left Haiti without a single elected official.
As Haiti prepares for new leadership, some experts question the role that heavily armed gangs who control 80% of Port-au-Prince will play.
“Even if you have a different kind of government, the reality is that you need to talk to the gangs,” said Robert Fatton, a Haitian politics expert at the University of Virginia. “You can’t suppress them.”
He said officials will still have to deal with them and try to convince them to give up their weapons, “but what would be their concessions?”
Fatton noted that gangs have supremacy in terms of controlling the capital. “If they have that supremacy, and there is no countervailing force, it’s no longer a question if you want them at the table. They may just take the table.”
On Monday, Blinken announced an additional $100 million to finance the deployment of a multinational force to Haiti, plus another $33 million in humanitarian aid. He also announced the creation of a joint proposal agreed on by Caribbean leaders and “all of the Haitian stakeholders to expedite a political transition” and create a “presidential college.”
He said the college would take “concrete steps” he did not identify to meet the needs of Haitian people and enable the pending deployment of the multinational force to be led by Kenya. Blinken also noted that the U.S. Defense Department doubled its support for the mission, having previously set aside $100 million.
While leaders met behind closed doors, Jimmy Chérizier, who is considered Haiti’s most powerful gang leader, told reporters that if the international community continues down the current road, “it will plunge Haiti into further chaos.”
“We Haitians have to decide who is going to be the head of the country and what model of government we want,” said Chérizier, a former elite police officer known as Barbecue, who leads the gang federation G9 Family and Allies. “We are also going to figure out how to get Haiti out of the misery it’s in now.”
Powerful gangs have been attacking key government targets across Haiti’s capital of Port-au-Prince since Feb. 29. When the attacks began, Henry was in Kenya pushing for the United Nations-backed deployment of a police force from the East African country after it was delayed by a court ruling.
Late Monday, the Haitian government announced it was extending a nighttime curfew until March 14 in an attempt to prevent further attacks.

Speaking of Do the Right Thing, here's some companion films to watch with it!
Uptight (1968) Dir. Jules Dassin ||A drama based on the novel The Informer, Uptight is a film set post-MLK assassination, focusing on a group of Black revolutionaries preparing for a race war and betrayal from within their ranks.|| Like Do the Right Thing, Uptight is about a cast of young Black folks struggling with the society they live in being built on white supremacy and how they navigate that, whether it be through resistance or assimilation. Basically, it is a mediation on Black American identity (Another movie I recommend watching with this one specifically is The Spook Who Sat by the Door (1973) dir. Ivan Dixon is based on a play by the same name that deals with the same themes through the POV of a Black former CIA agent)

Cornbread, Earl, and Me (1975) Dir. Joseph Manduke ||"High school basketball star Nathaniel "Cornbread" Hamilton (Keith Wilkes) is the pride of his urban neighborhood, and he appears destined for big things on the court and in the classroom. But a dare leads to a fatal misunderstanding when Nathaniel is shot dead by police who take him for someone who's just committed a violent crime. As police officers try to protect one of their own, members of the oppressed African-American community do what they must in order to find justice."|| This film is the one I feel has the most in common with Do the Right Thing, there are many parallels to be drawn from both Radio Raheem and Cornbread to the way cops are presented in both films. Both tell stories that are unfortunately prescient, a misunderstanding that a Black person pays for with their life is the sad reality of the society we live in. Each film also feels like a time capsule, which makes the reality that things haven't changed that much hit so much harder. Each film paints a sobering picture of Policing, race relations in America, and the demonization of Blackness.

Higher Learning (1995) Dir. John Singleton // A group of incoming freshmen at Columbus University -- including varsity athlete Malik Williams (Omar Epps), awkward outcast Remy (Michael Rapaport), and wide-eyed Kristen Connor (Kristy Swanson) -- struggle to find themselves and adjust to newfound independence. When Remy finds acceptance among a group of neo-Nazis, tensions rise even higher on a campus already divided along racial, socio-economic, and gender lines.// John Singleton's Higher Learning pulls no punches when it comes to the depiction of the banality of evil and the alt-right pipeline years before we even knew how to define it. In the character of Remy, we see the effects of white supremacist dogma coupled with white male insecurity. Like Do the Right Thing, Higher Learning mainly focuses on race relations on and policing. I do think its view of misogyny and gender was extremely lacking and not nearly as fleshed out. (like spoiler alert the Black girl that dies in this barely was a character like she's not very well written at all) but this movie is still very much worth the watch for the discussion of race alone.

La Haine (1996) Dir. Mathieu Kassovitz ||When a young Arab is arrested and beaten unconscious by police, a riot erupts in the notoriously violent suburbs outside of Paris. Three of the victim's peers, Vinz (Vincent Cassel), Said (Said Taghmaoui), and Hubert (Hubert Koundé), wander aimlessly about their home turf in the aftermath of the violence as they try to come to grips with their outrage over the brutal incident. After one of the men finds a police officer's discarded weapon, their night seems poised to take a bleak turn|| I first saw this movie during my freshman year of college and WHEW! It's best to go in with little knowledge on this one but just know it is a VERY hard watch. This black-and-white French film brilliantly tackles police brutality, racism, classism, and the frustrations of youth demonized by a white supremacist system.

hiii do u have any recs for books on mormon history? i'm mostly interested in how joseph smith's doctrine was shaped by american society around him and how mormon pioneers adopted settler colonialism/how they thought about race, also how they clashed with the american government and where mormons' anti-federal views began. but i'll really take recs on anything!!! google is not very helpful for finding mormon history books that are written from ppl outside the church lol
oh I am SO happy to help you, I love giving book recs.
I think all of the topics you've mentioned are fascinating and they're actually things I really want to dig deeper into myself. Most of what I've read so far has been either more overview/biography or focused on women's issues or polygamy. Obviously, both Mormon settler-colonialism and conflict with the federal government comes up while researching other topics, but I feel like I both want and need to read more specifically focusing on those subjects because they are definitely very important. I can still point you in the direction of a few books with either direct or tangential connection to your interests that I've read and liked, and some others I haven't read but have heard good things about.
Joseph Smith
For your question about Smith's doctrine and how he was shaped by his society, I would strongly recommend Dan Vogel's Joseph Smith: The Making of a Prophet. This is sort of an origin-story biography, focusing on JS's life up until 1831, the year after he published the Book of Mormon and formally founded the LDS church. But it's also a close reading of the text of the BOM examining how JS's life experiences and the context of the world around him affected the book he produced. There's also a follow up book, Charisma under Pressure: Joseph Smith, American Prophet, 1831–1839, focusing on the Ohio and Missouri periods of the early church, which came out this year and I haven't read it yet. The first volume is fantastic, though, and it's very close to what you're looking for.
I also have some recs that less directly address your question but still are relevant, and I think they're just good overall. Benjamin Park's Kingdom of Nauvoo focuses on Nauvoo-era Mormonism and does a really good job of putting their doctrine and society in its cultural context and comparing them to broader American society. Spencer McBride's Joseph Smith for President focuses on JS's 1844 third-party presidential campaign and his assassination mid-campaign.
Mormon Settler-Colonialism and Attitudes About Race
You absolutely need to read Virginia Kerns' Sally in Three Worlds: An Indian Captive in the House of Brigham Young. This is an absolutely fantastic and deeply moving book, I think it's one of the best works of Mormon-related history I've read. Kerns does a wonderful job of outlining the painful intimacy of how Sally's life intersected with the Young family, and there's a lot in this book both about how the Mormon settlement of Utah affected native people and about how Mormons settlers saw natives.
I would also recommend Pioneer Prophet, John Turner's biography of Brigham Young. It's a very engaging read and a really good biography of Young, and I think given his role as primary architect of Utah's colonization and the creator of the priesthood ban against black men, it's relevant to the topic.
I had mixed feelings about Joanna Brooks' Mormonism and White Supremacy, I think there are a lot of things she could have gone into more detail about and sometimes her arguments are a bit clumsy. I still think it's worth reading, especially for information about the church during the civil rights movement and the arguments over ending the priesthood ban. (Despite its broad title, the book is mostly focused on Mormon attitudes towards people of African descent, and chronologically on the 20th century rather than earlier. It is a good introduction to that subject, though, and it has a lot of really rich primary sources that are very informative).
I have not read Religion of a Different Color: Race and the Mormon Struggle for Whiteness, but I have heard very good things.
Conflict with the Federal Government
Unfortunately, this is the area where I think I can help you least. I've read a lot touching on conflicts with the federal government, which is in many ways the defining theme of Mormonism in the latter half of the 19th century, but not a lot focusing specifically on it.
I have not read any of these books, and cannot vouch for their quality, but they do seem relevant to the topic and certainly may be worth checking out.

I think Caesar would be good at domestic tasks like cooking and cleaning, too, from taking care of his siblings. Sighs I miss my Caesar simping phase
Jotaro is autistic, Kakyoin has ADHD, and they're neurodivergent solidarity. Narancia and Mista are, too (ADHD/autistic Nara + OCD Mista supremacy)
Jotaro has a lot of musical talent he inherited from his father. He tries to keep it a secret, but he knows his way around a lot of instruments, and has a surprisingly good singing voice. When Jolyne was a baby, he'd sometimes sing her to sleep.
Kakyoin talks to Hierophant Green a lot, and wraps its tendrils around himself when he's feeling overwhelmed/stressed.
Also in an everyone lives AU, Avdol and Polnareff would get married move in together, adopt Iggy, and have a nice farmhouse together in France, where they'd raise Avdol's chickens and have a peaceful life, aside from tasks for the Speedwagon Foundation.
As adults, Josuke and Okuyasu travel around Japan helping out stand users who don't have a community like Morioh and teaching them how to utilize their powers. Of course, they make frequent visits to Morioh and bring funny souvenirs for Koichi and Yukako's kids.
On the rare occasion that Giorno's feeling intense emotion, he'll sometimes lose control of Gold Experience and unconsciously spawn small things, like flowers and bugs. (Not to plug my Fugio agenda, but when he has his first kiss with Fugo, he definitely grows a whole field of wildflowers by accident)
Bucciarati is an avid vinyl collector (which is alluded to in PHF I guess, but I like to think he's like me and constantly raiding bargain bins at his local record store)
Narancia, Mista, and Fugo have strong My Friend Is Feeling Bad senses, and will break into each others' rooms for impromptu sleepovers when one of them is having nightmares/anxiety/what have you. Unrelated, but they're all also stoners

Abbacchio knits and crochets, and he definitely doesn't make scarves and blankets for the rest of the Bucci Gang because he cares about them and he wants to. It's totally just because he made extra and doesn't want them just sitting around and taking up space (/s)
