Thousands of Ukrainian children put through Russian ‘re-education’ camps

New report details network of dozens of Russian camps aimed at giving children pro-Moscow views, with some children detained indefinitely

At least 6,000 children from Ukraine have attended Russian “re-education” camps in the past year, with several hundred held there for weeks or months beyond their scheduled return date, according to a new report published in the US.

Russia has also unnecessarily expedited the adoption and fostering of children from Ukraine in what could constitute a war crime, the Yale Humanitarian Research Lab report found. The report was funded by the US state department.

Since the start of the war nearly a year ago, children as young as four months living in the occupied areas have been taken to 43 camps across Russia, including in Moscow-annexed Crimea and Siberia, for “pro-Russia patriotic and military-related education”, said the report.

In at least two of the camps, the children’s return date was delayed by weeks, while at two other camps, the return of some children was postponed indefinitely.

Russian authorities sought to provide a pro-Moscow viewpoint to children through school curricula as well as through field trips to patriotic sites and talks from veterans, the report found.

Videos published from the camps by the occupying regional authorities show children in the camps singing the Russian national anthem and carrying the Russian flag. In separate videos, teachers, employed to teach the children, talk about the need to correct their understanding of Russian and Soviet history.

Children were also given training in firearms, although Nathaniel Raymond, a Yale researcher who oversaw the report, said there was no evidence they were being sent back to fight.

“Mounting evidence of Russia’s actions lays bare the Kremlin’s aims to deny and suppress Ukraine’s identity, history, and culture,” the US state department said in a statement. “The devastating impacts of Putin’s war on Ukraine’s children will be felt for generations.”

There is little information on the explanation given to children regarding delays in their return. An official at the Medvezhonok camp told a boy from Ukraine that his return was conditional: the children would be returned only if Russia recaptured the town of Izium, the report said. Another boy was told he wouldn’t be returning home due to his “pro-Ukrainian views”, the report said.

Some parents were told that their children will be released only if they physically come to pick them up. Relatives or people given power of attorney were not allowed to pick up the children. Travel from Ukraine to Russia is difficult and expensive, and men between the ages of 18 and 60 are forbidden from leaving the country, in effect meaning only the mothers of the children may retrieve them.

“A significant portion of these families are low-income and have not been able to afford to make the trip. Some families were forced to sell belongings and travel through four countries to be reunited with their child,” the report found.

One of the camps is located in Magadan oblast, roughly 6,230km (3,900 miles) from Ukraine. This puts it “roughly three times closer to the United States than it is to the border of Ukraine,” the report said.

Raymond said that Russia was in “clear violation” of the Fourth Geneva Convention on the treatment of civilians during war and called the report a “gigantic Amber alert” – referring to US public notices of child abductions.

The Russian activity “in some cases may constitute a war crime and a crime against humanity”, he told reporters.

Ukraine’s government recently claimed that more than 14,700 children had been deported to Russia, where some had been sexually exploited.

For months, forcibly transferred children, ages four months to 18 years, were listed in a public Russian adoption database without mention of their Ukrainian origin. That they were in the database at all was not widely known until May 31, when the Russian dissident outlet iStories exposed its use in an article alleging that the children were being made to sew camouflage nets for the Russian military, which some were even forced to join.

The iStories revelations prompted Russia to scrub the database of all information about the Ukrainian children. Fortunately, much of it had been scraped by at least one group of open-source intelligence (OSINT) investigators who asked not to be named in order to continue their sensitive work. Such groups are scouring publicly available databases, social media, precision satellite imagery showing the locations of camps, and other sources to track the disappearing Ukrainian children.

The Ukrainian government officially estimates that about 19,500 Ukrainian children have been taken to Russia since the start of the war. The exact number is unknowable, and keeping track of all of the children is nearly impossible—some of the parents have been killed or lost touch with their children as Russia shifts them from place to place.

At the beginning of the war, some parents in eastern Ukraine sent their children to what the Russians told them were summer camps. The parents believed that the camps would keep their children safe, or provide them with enough food to eat, Syniuk says. Reports have since alleged severe abuse at the camps. No matter the conditions, the camps now appear to have been a pretext for luring the children away from their parents and into Russia. As Raymond said: “They can be given caviar every day, riding horsies and having the best day ever, and it’s still a war crime.”

Dozens of these camps are scattered across Russia, according to Conflict Observatory, an American NGO that collects and analyzes evidence of war crimes in Ukraine. The camp farthest from Ukraine is 3,900 miles from the border, in Russia’s Magadan Oblast. The facilities apparently specialize in political reeducation; some reports suggest that military training is also part of their program.

When Ukrainian parents are ready to bring their children home from camp, many are told that the children will remain in Russia, or that there is a “delay.” Some families have managed to recover their children, but only with great difficulty; others report that their children are not allowed to leave, have been transferred to different camps, or have become unreachable. Now, says Veronika Bilkova, an author of an Organization for Security and Cooperation in Europe report about the forcible transfer of children published in May, “it seems that really the Russian Federation is getting ready, legally speaking, to be able to adopt these [camp] children as well.”

Not all of the Ukrainian children in Russia came by way of the camps. Others are evacuees, removed by Russian soldiers from areas of Ukraine that Russia’s shelling had made perilous. Anya belonged to this group. Still others were transferred through a process of filtration, in which they were separated from their parents at camps like Bezimenne, in Donetsk, where Russian forces detain and interrogate Ukrainian citizens in Russian-held territories. And then there are the children from Ukrainian orphanages raided by Russian troops, taken across the border to orphanages in Russia.

Many of these supposed orphans actually have parents: In both Ukraine and Russia, families who fall on hard times commonly send their children temporarily to orphanages, experts told me, expecting to later recover them. But once the children are in Russia, according to the OSCE report, “the Russian Federation does not take any steps to actively promote the return of Ukrainian children. Rather, it creates various obstacles for families seeking to get their children back.”

At the moment, the younger the child is, the bleaker the prospects of a return to Ukraine. The only children to have made it home so far, according to legal and human-rights advocates I spoke with, are those old enough to have called their parents or guardians—provided that they have any. Some of those who have made it home reported seeing younger children they knew in Russia—but with the carousel of stolen children still spinning, those sighted likely won’t stay in the same place for long.

The abandoned Butugychag Corrective Labor Camp (Russian: исправительно-трудовой лагерь, Бутугычаг) was a russian Gulag that operated between 1945 and 1955 in the Kolyma region of North-Eastern Russia, present-day Magadan Oblast (top left). The camp (top right) is mostly known for its deadly uranium extraction, along with tin and gold. The camp also contained a top secret research-medical facility where a series of experiments were conducted on camp inmates. Witnesses state that the camp took the life of some 380,000 people in the 10 years of its existence, despite a maximum capacity of 31,500 only having been reached in 1952.

Wooden Airports in Russia:

Seymchan Airport (Seymchan, Magadan Oblast).

This airport opened in 1944 for ALSIB, the Soviet section of the Alaska-Siberia air route that was part of the WW2 Lend-Lease Program.  This is the only ALSIB airport still in operation today. Passengers can take a plane from Seymchan to Magadan (the capital of the oblast), and there are charter flights for geologists.

Solovki Airport (Solovetsky Islands, Arkhangelsk Oblast).

The airport was built before WW2, and was used by the Soviet Air Force during the war.  During the winter, the airport is the only connection between the Solovetsky Islands and the outside world (as the ferries only run in summer), but even then it depends on weather conditions.

The airport can be reached on foot, and is located near the Solovetsky Monastery.  There are flights from Arkhangelsk several times a week, and additional flights from Murmansk in the summer.

Mezen Airport (Mezen, Arkhangelsk Oblast).

Mezen Airport was originally a weather station (built in 1883), operating under the authority of the Russian Geographical Society, but in practice run by single individuals.  Observations suitable for aviation began in 1939, and from 1942, the weather station was used to support flights.

The airport is reached by the town's only bus.  It has several flights each week to Arkhangelsk (capital of the oblast), as well as to the remote settlements of Koyda, Moseyevo and Safonovo.

Airport at Letnyaya Zolotitsa (Arkhangelsk Oblast).

Letnyaya Zolotitsa is a small Pomor settlement on the coast of the White Sea, with a population of 158 in 2010.  It has had its own airport since the 1960s.  Flights leave to Arkhangelsk twice a week, but the settlement can also be reached by sea in the summer.  Close to the village is a rockery of Greenland seals.

Belaya Gora Airport (Sakha Republic).

This airport has a year-round direct air connection with Yakutsk, the regional capital of the Sakha Republic; it also has flights to neighbouring remote settlements.  The settlement of Belaya Gora (“White Mountain”) is situated on the right bank of the Indigirka River.

Olenyok Airport (Sakha Republic).

This is another regional airport operated by a Yakut village.  It has regular flights to Yakutsk and other remote settlements in the region.  The airport is located in the village, within walking distance of the centre.
