This is specifically because of a fanfic I'm reading that's implying that a federal contractor is deliberately overcharging the government out of spite (and that this is a good thing), but I genuinely think for both a writing reason and a living in the world (or at least the U.S., which is the system I know about) reason that people should understand at least some degree of how federal procurement works.
I'm very far from an expert on how it works, but here's a very high level overview of how that process works*:
The government decides it needs something. It may or may not know what it needs
The government releases a Request for Information (RFI) where it lays out more or less what it needs and asks for answers on what that could look like and what kind of contract vehicle that should be on
Companies respond to the RFI. This is an opportunity to try to shape what the contract might look like, including what kind of companies can bid on it (i.e., is it open to big corporations or is it a small business set-aside, including potentially a specific type of small business set-aside like woman-owned or Native-owned)
The government decides what it actually needs (or what it thinks it needs) and releases a Request for Proposal (RFP) that outlines what they need and who can bid**
Companies respond to the RFP. The proposal generally includes a technical section (how the company will do what is needed), a management section (how they'll run the contract), a staffing section (how they'll staff it, including who they may staff it with), a past experience section (what the company has done before that's similar), and a pricing section (how much it will cost and why it will cost that much)
If it is a small business set-aside, big companies will often pair or "team" with small businesses. The big companies will get 49% or less of the contract
Once the proposals are in, the contracting shop of whoever released the RFP will review and select a company*** to award the contract to. This is based on a number of things, including compliance (did they literally follow the instructions), technical approach (does their way seem like the best way), and price. The cheapest doesn't always win, but there are rules about when the government can go with a more expensive bid
Once the contract is awarded, billing works however is laid out in the contract. There are a few common ways that this happens, including Firm Fixed Price (FFP) where individual deliverables have a price that can be billed once they're submitted and approved by the government, as well as Time and Materials (T&M) where each individual person on the contract has a specific bill rate based on their labor category
If something about that is going to change, whether it's deliverables or pricing, there needs to be an official contract modification****
Overcharging or falsely charging the government is super illegal. Booz Allen recently had to pay $377 million for doing this.
*This is true for services/tech systems/etc. I'm not as sure about procurement of stuff.
**There are an extremely limited number of sole-source or non-competitive contracts. They're also very complicated and there are rules about them.
***There are things called Indefinite Delivery, Indefinite Quantity (IDIQ) contracts where they basically narrow down to a few companies who can then bid on individual tasks. These are complicated and I'm super not an expert on these.
****Some contracts are weird.

As for my French study in general, since I first learned French in college, I just listened to the college classes well and tried to do my homework hard. However, compared to my college classmates, I started learning French much later, so I had to study Delf separately during vacations and make a lot of effort to become familiar with French on my own.
word
-When memorizing a word, you must read the example sentence at the same time.
-Select one vocabulary list and memorize it all properly.
grammar
-It’s similar to studying words. You should choose one grammar book and memorize it all to the end. Instead of doing this and that, it is better to choose one book and do it properly.
-The recommended book is <grammaire progressive du francais-intermediaire>
reading
-When reading a text, I tried to improve my ability to interpret the sentence in its overall context rather than focusing on each word. If there is a sentence that you cannot interpret at all, try analyzing the sentence structure first.
-It is good to read French novels to practice understanding the context of the text. I chose an easy novel like ‘Little Nicola’ and read it little by little. Even if there were sentences I didn't understand, I tried to infer them from the overall content of the novel.
Listening
-Listening was the most difficult part of studying French. To be honest, I still find it difficult to listen to and understand French.
-The important thing is to keep listening to French as a habit. The apps I recommend are ‘TV5MONDEplus’, ‘RFI’, and ‘Le francais facile’.
-It's good to choose one French drama or movie and watch it over and over again. I selected a specific episode of the ‘Skam France’ series and watched it over and over again.
speaking
-I looked up YouTube videos on French pronunciation and tried to follow them.
-When preparing for Delf, it is difficult to do it alone. In Korea, there is a study service where you can take classes by speaking with a French person over the phone, but I'm not sure what kind of service there is in other countries.
writing
-Up to A2, I just wrote down all the sample answers and memorized them all. However, starting from B1, this method does not work. In the end, it seems that it is possible to get a good score in writing only by consistently studying vocabulary and grammar from the B1 level.
-B1 Writing is difficult to study in a short period of time, so I practiced writing down one expected problem every day. Then I looked at the answer again and analyzed the incorrect sentences.

And if this is true it's going to be legit unbearable cause maylors have already been saying she has been writing about him since Reputation. And that RFI, DWOHT and some others were always about him. Rep is considered the essential "Joe album". It's going to be absolutely a shitty mindfuck if even in the honeymoon phase of her and Joe she was still writing about Matty. I mean come on. That's pretty awful. Like someone said, this combined with TTPD, makes it sound like everything between her and Joe was a lie. He was always an emotional support puppy and a consolation prize, while she couldn't have Matty. This is what she implied in TTPD and honestly if I was Joe, this would have been way worse than shady songs. Imagine after your breakup your partner implies that actually she wanted and thought of someone else for years. And that's the person she really wanted in the first place. That's truly vile and Taylor really needs therapy for fucking someone's mind like that I'm so sorry
or… hear me out… she had a cool idea for a song and then it developed into the final RFI we know and love when she was working on Rep? Because - and I cannot over stress this - songs don’t get fucked into her? RFI has some Joe details but the core premise is very fucking general?? Like so general that it needn’t be reassigned to anyone specific (could’ve been Matty but MUCH more likely to be Calvin if she was writing it on tour??? Like did y’all just forget about Calvin???) to say she worked on it and then abandoned it and picked it up again when making Rep.

Ok but with her evoking images of robbers, killers, jailers, vendettas and Elizabeth Taylor and Richard Burton, I can't imagine that anyone would gloss over all that and view the song as a love song through and through. Sis can write a love song (see previous albums for details) but the main thing that sets it apart from those is that RFI uses imagery that paints the two people in the rs as antagonists rather than protagonists. I mean who would wish anyone a rs like Burton and Taylor's.

Through decrees and laws, the NAFTA abolished these civil rights and destroyed democracy through RFI. Writing a Professional Email
I work in client services, which means that a frankly depressing amount of my job is writing emails, both for myself and for other people. There is an art and a science to writing professional emails.
The subject line
The subject line should be informative enough that somebody scanning through their inbox can tell what the email is about and whether they need to look at it any time soon. Depending on their job, some people get hundreds or thousands of emails a day, and they need to be able to tell at a glance whether an email is important to them.
When emailing someone particularly at another organization with a question, I will often use "Inquiry" or "Question" in the subject line. depending on industry standards, you may also use something like RFI (request for information).
If you want to be clear on why exactly you're sending an email, it is the standard in some industries to start your email with For Action: or For [Reason]: (e.g., For Review:, For Situational Awareness:). I generally only include that in emails staying within my organization, but depending on how well you know whoever you're emailing, you may or may not feel comfortable to do that outside of your organization.
You may not need to be that prescriptive in your email subject lines. if I'm emailing someone about tuition assistance, I might just use the subject "Tuition Assistance."
The salutation
How you address the person sets the tone of the entire email. A lot of this has to do with industry standards and the level of formality you're trying to convey.
At my organization, the explicitly-stated expectation is that you will address everyone, regardless of level, by their first name. If I got an email from someone at my organization referring to me by Ms. [Surname] I would be immediately confused and suspicious.
When emailing agents or addressing them in query letters, it seems like the expectation is often to use their first name--but you should always check, in case they specifically say they want to be referred to in some other way.
When emailing someone with an industry-specific title (professor, doctor, military or law enforcement) it's often your best bet to start with their title. You should make sure you know how to properly abbreviate them, if you do that--the same military rank, for example, is abbreviated differently depending on the service (e.g., Second Lieutenant is abbreviated 2LT, 2ndLt, and 2d Lt).
As you become closer to them, you may start to address them by their first name--but not necessarily.
Also some people/industries prefer "Hi" while others prefer "Dear". if you're really not sure, I've found that defaulting to "Good morning" or "Good afternoon" is often an easy workaround.
The body
Organize the body of the email so the most important information is clear, easy to find, and unambiguous. I frequently use bullets and/or tables in my emails. I also use strategic bolding and underlining, especially for due dates or specific asks.
If you don't know the person or they won't understand why you're the one emailing them about the thing, it can help to introduce yourself. If you're going to do so, keep it short and focus on the key info (e.g., "I am part of x team and am reaching out to you because of y").
If you think your email is too long, it probably is.
The closing
I recommend finding a closing that works for you and stick with it. What I see most commonly are Best, Regards, Best Regards, or Sincerely, but you have a good deal of flexibility here. (I use Regards.)
You should also consider whether to sign off with your first name, full name, or full name + title. I use first name because my signature has my full name.
The signature
Most (all?) email service providers let you set a default signature. My organization has a very prescriptive signature block, so for my work email I just use that.

A Primer on Basic Construction Lingo
I get it—there’s a lot of construction lingo in A Common Bond. I couldn’t help myself! When you work in the industry, it’s so hard not to. My beta readers and editors helped me get the worst of it down to a dull roar, but I thought I would create a little write up sharing what some of the basic construction lingo means!
Ready? Here we go!
General Contractor:
Colloquially known as: The GC
Also known as cat herders. General contractors are in charge of running the project—they liaise with the client and the architects, iron out any problems, and (try to) keep the project on schedule.
Subcontractor:
Colloquially known as: The sub or subs
Subcontractors work for the general contractors. They are the specialty workers who do the work. Demo crews, Electricians, HVAC, Plumbers, Masonry, Roofing, Flooring, and more are all usually their own companies.
Sometimes you get a subcontractor who does multiple things—waterproofing and roofing, or masonry and concrete, etc.
Bid:
This one people might already be familiar with. This is when the subcontractor crunches the numbers and says “Doing ABC tasks on this project will cost us XYZ dollars.” Those final numbers will be given to the General Contractor, who will combine the numbers from all their subcontractors plus their own, and give it to the client. The client will decide which General Contractor’s bid they like the best, and whoever is chosen wins the bid.
Contract Documents:
Colloquially known as: CD’s
Contract Documents are usually made up of 3 parts: The Contract Drawings/Architectural Drawings, The Specifications, and The Contract. They are used by the GC and the Subcontractor to create their bid documents, which then later turn into the legally binding contracts that say “you must do XYZ work.”
Sometimes this can be “fun” because a project will release incomplete drawings to be bid on (these are known as 30% or 60%’s). This usually ends in a lot of back-and-forth on “Do we owe, don’t we owe” later on in the project, as items and tasks are removed and added to later iterations of the drawings.
Specifications:
Colloquially known as: The specs
Specifications tell general contractors and subcontractors how to Do The Thing. They are broken out by category –Demo, Masonry, Flashing and Sheet Metal, Unit Masonry, Historic Restoration, etc—and in each section the architect or client (usually the architect) will lay out what tasks are required before work can begin (Section 1), what materials should be used to do the work (Section 2), and how to do it (Section 3).
Section 2 is usually what matters most. Sometimes specifications are very specific and list only a single brand name material that can be used. You use that brand name material on pain of death. Other specifications are more open—you are told you can use this brand name material or a comparable brand name material made by a different company. Others still are even more open—they say to use any product that has ABC characteristics/properties which is made to XYZ things. The product to actually use is up to the company, as long as it fits within those requirements.
Submittals:
Submittals are basically where you take all the shit listed in the specifications and turn it in to the client and architect, asking for permission to use. This includes all product data and safety data for any materials that are to be used, preconstruction surveys, material samples, mock-ups, and more!
Mock Ups:
Mock ups are when you do a small sample of the bigger task you are contracted to do. If you are installing waterproofing, you put down 5ft by 5ft square of the entire process to show that you understand how the material and process work. If you are cleaning a building with a certain chemical, you clean a similarly sized area of building to make sure the chemicals work and don’t damage the building. Repeat across the entire jobsite for every trade and every material/process.
Request for Information (RFI):
It’s basically what is says on the tin: you are asking for more information. Usually it is about conflicting drawings, specifications, or unforeseen project conditions—aka, you demo the first layer of drywall and find a bunch of mold nobody knew anything about, or during preconstruction documentation by a subcontractor, a giant (or small) structural crack is discovered that didn’t make it into the contract drawings. RFIs are used to close information gaps, fix incongruent drawings, and generally capture specific decisions for construction of the building that aren’t already written down in the drawings, specification, or contract.
RFI’s are fun because they can often result in change orders.
Change Order:
Change Orders are changes, modifications, or adds to a contract. A wall is opened up and it turns out the brick is crumbling and in super bad shape—if that wasn’t in a subcontractor’s contract, the GC will ask them to submit how much the materials, labor, and overhead it will cost to do that task. That document, the change, is then submitted to the architect and the client for review. If it is approved, the change is good to go and the subcontractor can get to work.
Changes can also be given out when work is just…missed. For instance, you need to repair a bunch of painted stone window sills, but someone forgot that the paint has to be removed before those repairs can be done. Nobody has paint removal at the window sills in their contract. Whoops! The GC will ask the best sub for the task to submit a change order to do this work so that the original work can also be done.

And those are you basic terms! Please note that some of these are more complicated than I have explained, but I tried to boil them down to their most basic for those not in the industry.
I will make another post later with specific terms for masonry and restoration—since Oceanic is primarily a masonry restoration contractor, after all ;)

I have seen people say they think RFI is about Matty, because of the robber allusion. Also what do you think about her using the same silhouette on the Style mv in the Fortnight mv? Curious choice
ok so RFI being mostly written on 1989 tour means that it would’ve, if it was inspired by a real person, been about Calvin to begin with. Obviously it underwent a few iterations from draft to finished product because Rep underwent a few iterations imo and again one of the problems she’s stated repeatedly is she had writer’s block in and around that time (actually she’s implied it started immediately after 1989 and then continued but even 1989 is pretty uninspired lol and had a teensy vault so I believe there wasn’t much discarded material at all). What’s impressive is Taylor’s version of writer’s block - and this speaks to her prolific nature and creativity - still had her writing songs and that’s impressive af. I guess she just wrote fewer/less often and a lot of the stuff she was writing wasn’t that deep. However, I really don’t see how RFI tl wise could, in any iteration (because obviously the finished one wouldn’t have been exactly what she wrote on the plane, she made some Joe specific edits to that song “younger than my exes” for example would’ve been added in later) been about Matty. She was with Calvin while on tour, her and Matty had never been that deep/exclusive for Tatty 1.0, and she’d chosen Calvin over Matty so it’d be super weird if she sat down a song along the lines of RFI about Matty at that point??
silhouettes are silhouettes so I also don’t know about that. Style was written before she and Matty knew each other, it was written to track quite quickly based on Harry having a cool last name. She may feel it applied to her and Matty at this point but I don’t think there are Easter eggs to that effect either in the lyrics or in the MV idk. Fortnight MV has a few 75 referenced moments and that I do think was purposeful but silhouettes are idk silhouettes.

See my rankings change all the time. Ranking track 1s - ready for it is the best opener for rep, the best at setting the vibe, kicking off a new era and just preparing you for that album.
BUT! I forgot that you existed is the perfect interval moment transitioning from rep to lover. It puts the angst behind and is about reclaiming the sunshine and stepping into the daylight, which sets the tone for the shift in sound from rep to lover… but if you just pick up lover and haven’t listened to it in order, it’s a bit dull and feels like it’s only there for the sake of the mythology of Taylor swift more than being a good song worth a spot on the album.
Also even though I think RFI & the 1 are probably the best album openers, state of grace is the best track to open red… but none of those are my personal favourite songs that were placed first…. It’s the objective and subjective of it all.
FWIW, Mine is just one of my absolute fav songs ever so that’s my fav track 1 but I’d rate it low on album openers because others just open the album better lol

UMM so cruel summer and a lot of other songs are making a lotttt more sense now that I’ve realized the “devil” that Taylor keeps referring to is actually the music industry as a whole thanks to @keepingsecretstokeepyoutk (see this post). “He looks up grinning like a devil” // “I would’ve stayed on my knees and I damn sure never would’ve danced w the devil AT 19” // “Dear reader if you aim at the devil make sure you don’t miss.” Do you remember the Top Global Artist vid that spotify released that had cruel summer as the background song and had a bunch of cruel summer references? Yeah go back and watch that again w this context in mind 😃 Taylor (the angel) has had enough of the games and is gonna end them once and for all which is very Katniss Everdeen of her—hello the archer 🏹 if any of you have read or watched the hunger games you know how the story ends
And you'll also remember that Katniss escapes the games twice by cheating--the first time w poison berries and the second time by destroying the arena itself (which was a clock) WITH itself using a lightning strike current at midnight that shot thru her arrow -> "And there was one prize I'd cheat to win." Not to mention Katniss was the mockingjay, a symbol of rebellion and resistance. And the fire symbolism in this trilogy was meant to represent how that rebellion can spread from a spark of hope. Snow lands on top but fire melts snow. Taylor is a huge hunger games fan so I wouldn't be surprised at all if these parallels were intentional. Also I'm not the first one to notice the hunger games connections, I saw some other gaylors point this out so I can't take full credit for that

She's literally gonna take down the industry as a whole and expose everything. This is the reason for all the cryptic messages and meticulous planning. AND THIS IS WHAT THE ALBATROSS IS ABT TOO. “She’s the albatross she is here to destroy you.” They tried to keep her locked away in cages and towers and closets and tried taming her and pulling out her teeth but it didn’t work

“Devils that you know raise worse hell than a stranger” SHE’S the devil now and she’s abt to make their lives a living hell
“She’s the death you chose” i.e. the music industry chose to kill Taylor (which is why TTPD is a post-mortem album) so now she’s coming back to haunt them hence the ghostly Victorian attire. “We gather here we line up weeping in a sunlit room and if I’m on fire you’ll be made of ashes too.” THIS is the karma she’s talking abt that will happen at midnight!!

Geralt
Geralt really admires both your power and the fact that you use it to help people, but he doesn’t really like it when you use your healing abilities to help him. Mainly, he hates to worry you and beats himself up for getting hurt and forcing you to waste magic on him. That’s the reason why he quietly takes your scoldings while you heal him. “That was reckless, Geralt, you could have gotten yourelf killed“ “I know, Y/N...”
Eskel
Eskel is usually very soft and sweet with you, but things change when you have to use your magic to heal him. He has always been very supportive of you, impressed and proud that you’re such a wonderful healer that helps people. But he’s stubborn and hardly ever lets you heal him, insisting that he doesn’t need it just to avoid worrying you. “I will be alright, Y/N, don’t bother, it’s fine”
Jaskier
Jaskier is honestly fascinated by your healing abilities, the fact that you make it look easy and quickly heal people just like that. He’s always praising you and talking about how complicated and tiring it must be and always support you and helps you help people. Unlike the witchers, he does immediately go to you if he ever gets hurt even just a little bit. Jaskier also loves telling everyone about you, all the more so if anyone asks for a healer. “My dear Y/N here is a healer, best one in the Continent!”
Lambert
As much as Lambert teases you about your magic and your healing, you know that he’s very proud of you for what you do. Hell, you’ve even saved lives numerous times, including some witchers’ lives. But when it comes to him getting hurt and needing a healer, he becomes very stubborn and pushes you away. No matter how hard you try to heal him, he refuses to let you and becomes almost angry in his avoidance. “Lambert, let me fucking heal you!” “I said no, Y/N, leave me alone!”
