The Translation and Linguistic Rights Committee launches its 2023 Video-Poem marathon, 21 February to 21 March

The Translation and Linguistic Rights Committee (TLRC) of PEN International is proud to launch the third edition of “Video Poem Marathon”, a project aiming to give visibility to the work of writers expressing themselves in indigenous or minoritised languages. Starting today February 21 (International Mother Language Day), and until March 21 (World Poetry Day), PEN International’s TLRC will publish poems written and recited in a variety of unknown but incredibly rich world languages.

According to the UN, today at least 43% of the estimated 6000 languages spoken in the world are endangered, with a language disappearing every two weeks. Only a few hundred languages are fully given a place in the public domain, and only less than a hundred are used in the digital world.

The empowerment of all indigenous or minoritised languages - long forgotten from mainstream trends, yet very much alive- together with their speakers and their writers, is a small but crucial activity. For once, the main stars are these too often neglected languages, with the mainstream ones looking at them from the periphery. This is a collective work to make silenced languages heard. Originally launched in 2021, “Video Poem Marathon” has so far seen the participation of most PEN Centres and the submission of videos in more than 100 languages. Participating languages to this year’s edition include Wiradjuri (Australia), Kalaalisut (Greenlandic), Meskwaki (Iowa, USA), Ñuu Savi (Mixtec, Mexico), Sesotho (South Africa), Chiyao (Malawi), Karen (Myanmar), Bahasa Sug (Philippines), and Hazaragi (Afghanistan), among others.

MANILA – The Court of Appeals (CA) turned down the appeal of a former chief of staff of a lawmaker in the House of Representatives seeking to void her dismissal over alleged anomalies in the use of pork barrel funds in 2007.

In a decision dated Nov. 5 and made public on Tuesday, the appellate court's Special Sixteenth Division denied the petition for review filed by Hiram Diday Pulido and affirmed the dismissal order of the Office of the Ombudsman against her for grave misconduct and conduct prejudicial to the best interest of the service.

Pulido, the former chief of staff of the late Negros Oriental 3rd District Rep. Herminio Teves, was ordered dismissed from the service for her part in a PHP10-million project to be funded by the fourth tranche of the allocated Priority Development Assistance Fund (PDAF).

The project was to be implemented by the Technology and Livelihood Resource Center (TLRC) and a non-government organization (NGO) Molugan Foundation Inc. (MFI).

As of July 2015, however, the Commission on Audit Special Audit Office (COA-SAO) reported that liquidation documents have not been submitted and in October 2015. A notice of disallowance was issued by the COA against the transaction.

Among other things, the COA said the transfer of funds to MFI was devoid of any legal basis and said TLRC failed to diligently exercise its duty to verify the legitimacy and capability of MFI.

It also noted that MFI was "a dubious NGO considering that it was incorporated only in 2007".

Pulido was subsequently charged by the Ombudsman which ruled that she participated in the scheme by signing the project proposal making her privy to the transaction.

"We find that the evidence on record overwhelmingly establishes her administrative liability. Accordingly, these findings of fact are conclusive and binding on us," the court said. (PNA)

Stimati soci e socie, Carissimi amici e amiche, è con immenso orgoglio che vi comunico il lancio di un'iniziativa cui ho personalmente partecipato in veste di membro del gruppo di lavoro del Comitato Traduzione e Diritti Linguistici (TLRC) di PEN International. Parte oggi, 21 febbraio 2022 - Giornata Internazionale della Lingua Materna - la seconda maratona di video-poesia organizzata dal TLRC, che si concluderà il 21 marzo 2022 - Giornata mondiale della poesia: trenta giorni in cui saremo accompagnati dai volti e dalle voci di altrettanti poeti e poetesse che si esprimono nella propria "lingua materna". Il progetto è infatti volto a rendere "visibili" e "udibili" molti idiomi del mondo spesso dimenticati o poco conosciuti - dal sami al griko, dal bambara al katchiquel. Le lingue regionali svizzere saranno molto ben rappresentate, con una video-poesia di Jachen Andry in romancio vallader e una in arpitan di Dzakye (Jacques) Mounir. CA affirms dismissal of former TLRC official

The Court of Appeals has affirmed the dismissal from the service of Dennis Lacson Cunanan, former deputy director general of the then Technology and Livelihood Resource Center, for dishonesty and grave misconduct in the disbursement of P35 million in Priority Development Assistance Fund – also known as the “pork barrel” funds – in 2007.

While Cunanan had resigned in 2014 from the TLRC, now…
