people are like why would they call the fire department for bees? eh, the fire department gets called out for everything in my town, they usually are there for blocking traffic with their big ass trucks and crowd control. if they need more hands with emt experience, they tend to get called as well to help triage patients.

Purse the Jara! I thought a Jara would fit him very well not just because of his lean build that matches a pterosaur but Jara also has a sleep skill, an attack called 'Spite Blast' and is very decorated.
He's Electra's accountant and can work all the 'boring' jobs that bring his coworkers to sleep. He might be a sad and pathetic guy under his boss's gaze but he's actually full of spite and more of a brat when Electra is not around.
