Someone has probably already pointed this out but mentoring is hell. When Snow and all the other kids get assigned to being a mentor for the games they all end up falling for their tribute in a way. Or at least most of them do. They develop soft spots for them. Snow falls for Lucy Gray. Lysistrata fell for Jessup. Even Juno shows remorse over Bobbins death. Nearly all these capitol born children find out when mentoring that the kids they watch die are actually people.
At nearly every turn in the ballad of songbirds and snakes you see all capitol born citizens get personally involved with them. And when they inevitably lose them they all become different. It changes who they were. Each of them gets a little more convinced that their kid isn't district. Snow even pushes the idea that Lucy Gray is practically capitol. Within the mentoring they all view their tribute as the exception. The one that doesn't belong to a district. Their tribute is always better or smarter or kinder than the rest. A few of them even get saved by their tribute. The tribute didn't have to do it but they did. So to them they can't possibly be from a district.
Making the victors mentor the children from their own district is fucked in a lot of ways. Every year they are forced to get close to another kid, knowing their families back home are depending on them to do their best to bring them back. They try their damnedest to save them but the odds aren't always in their favor. It takes away the opportunity for their capitol citizens to humanize them while making them isolated on all sides. They don't want the capitol citizens getting too close because if they do then they'll realize these are people. They allow the winners to go home while being the richest in the district. In twelve, we see that everyone is starving while Haymitch is fine. This helps isolate the victors even more.
Who would want to look at their winner when people are dying and they are doing perfectly fine? Who would want to look at the person that didn't bring your child home? They may know the capitol is to blame but the mentor always shares that responsibility in their mind.
It's part of the punishment for the victors too. It's not enough to force them into prostitution and sex slavery. You need more than bodily control over them to keep them broken and beaten down.
The capitol does such a good job at isolating and punishing victors. You're forced to mentor a child every year that you may or may not know. Half of them are already dying or too weak to fight back and yet you are their only chance of survival. You have to be willing to forgive your fellow mentors for the actions of their tributes because they are the only ones who will ever truly know the hell of losing everything. They are the ones that understand the hate from all sides. The victors are hated by the president, their own districts (outside of the career districts but they have their own fucked problems) and by the kids they have to shepard to death.
Snow's games is designed to make them view the other districts as the enemy and for the most part it works. They want the victors to hate each other but by having control over everything else all they are left with is each other. Even if they wanted to hate each other there would be no point. They have no one else. Their games change them. No one back home is able to pick up their pieces.
In bosbas he reflects that all the capitol mentors now are bonded. It's a club with an unbreakable connection. I think he saw how dangerous it was to let their citizens be too close and just how painful it was to do that job. Imagine being one of the few like Haymitch that had 20+ years of failure to haunt them with a district full of children blaming them for the losses.

Beetee isn't appreciated enough in Catching Fire.
He nearly died in order to get the coil of wire in the first place and his first thought when he regained consciousness? To make sure they still had it.
After Wiress died, Beetee had one moment to mourn here before he had to shut his emotions off and become a teacher because he was the oldest, smartest tribute there and they needed him to have a plan. He had to be the rational one so he didn't get a moment to mourn the loss of his closest friend.

Headcanon:
School in District 4 is basically minor maths and English skills as most of the population either work in tourism or fishing, so Finnick left school at 10 to work and once he won his games he had no school to go back to.
So when he had free time in his schedule, he would be tutored by Beetee, Wiress and various other Victors, which is why he's considered to be one of the smart victors. Because the Victors decided that this youngest ever Victor needed some semblance of schooling, and he was already quick on the draw to the point of being considered prodigal, Finnick was genuinely considered to be one of the most intelligent and well rounded Victors ever.

We all know that Katniss lost the only thing she wanted to keep during the war. Her only goal has always been to care for Prim. But she loses her.
I think the way the series ends guts me so much is because every single victor loses what they started for.
Specifically district twelve victors.
Katniss loses Prim the sister she volunteers for. Strictly speaking this is the catalyst of the story. If she hadn't volunteered none of the rest would have happened. And yet in the end it didn't matter. Whether she won or lost she still couldn't save Prim. Every bit of her trauma feels in vain because she lost the one goal she had. But we as readers know that it was horrible sacrifice that was well worth it. But to Katniss had she known it would end that way I'm not sure she would view it as a fair exchange.
Peeta loses himself. It's an odd thing to say he lost but he did. Snow broke him so fully that he can't tell reality from fabricated memory. He tells Katniss that he doesn't want the games to change him. And yet he does. It's painful. But in the grand scheme of it all a missing leg and a darker personality is the price he pays for Panem's liberation.
Haymitch lost so much. His girlfriend, his mother and his brother. This hurts so much because he did make it back safely. He won and was expecting to go back able to give them food and shelter. He finally pulled them out of the seam. Killing 41 other kids may have messed with him but it's a small price for your family's ensured success. Only once he wins the capitol punishes him for winning. And he loses what he did it for. He has nothing left. Every person he cared for ended up dead. Even his fellow victors. He lost so many people that at the end of the war not even Snow and Coin dying evens the scales.
Lucy Gray Baird wanted to sing with her covey. She wanted a happy life and yet she disappears. Leaving behind a madman that kills everyone and boxes in district twelve. Fencing in the people taking the meadows and Forrest away. No one gets to experience the happy places of twelve safely without punishment of death.
Of course these aren't the only people in the series that make huge sacrifices for the sake of winning the war. Finnick dies, Annie raises a baby without a husband, Mags dies, Johanna loses her family. A lot of the victors die before the war ends.
The hard pill to swallow is justifying the deaths it takes to win the war. It will gut the reader to see everyone fail on a personal level just to win for the future generation.

wow the movies really did exclude every female peer Katniss was close with in the books, didn’t they?
like I talk about Madge a lot and obviously she’s the most important example, but Delly wasn’t there either. neither was Lavinia. that makes me so sad. Johanna was there, but their friendship wasn’t really elaborated on much in the movies, either.
now obviously she had Prim and she bonded with Mags, Wiress, and Rue before they died, as well as becoming closer with her mother, but they’re not her peers. (Hazelle isn��t Katniss’s peer either, but I wish she’d been in the movies, too. their relationship is so special to me.)
Katniss’s friendships/connections with her female peers (and other female characters in general) are so much more… profound than her relationships with male characters, or at least in my opinion. she describes female characters and her relationships with them so differently than she does male characters and her relationships with them. she values all of her relationships with other girls and women so highly. with Madge specifically (and maybe Lavinia, too), her admiration borders on sapphic.
but nooooooo apparently the love triangle was more important.

I'm not having a good day so neither will you, so please remember:
• there might still be people who used Finnick when he was 14 in The Capitol who went unpunished
• Gale's name doesn't make Katniss smile anymore
• Haymitch and Effie didn't actually end up together and he probably never saw her again
• Madge died and will never get her happy ending
• Gale will never go to the woods he used to hunt in
• Haymitch has no family and did not recover from alcoholism
• Johanna was alone when she got back to 7 and probably never got over her hydrophobia and will sink into deep depression and alcoholism and die alone
• Enobaria was also probably tortured like Peeta, Johanna and Annie but nobody ever mentions it just like they don't mention the fact that most/all of her friends and family are dead
• one day Katniss will have to explain to her kids where auntie Prim is
• Katniss and Peeta got a boring ending but were too exhausted to search for a better one
• Beetee had to watch Wiress, his wife, die and most likely will never recover
• Lavinia, the red haired Avox girl, had the most traumatizing life than any other character and yet still died with no one even knowing her name
• Haymitch lost Chaff, his best friend
• Finnick died not knowing Annie was pregnant
• Pollux heard Castor's screams as he was getting ripped apart and Annie heard the cries of other tributes as they were drowning around her
• Tigris saw Lucy Gray in every rainbow
