Advocacy, Inc. is an independent non-profit that manages the Patients’ Rights Advocate Program and the Long-Term Care Ombudsman Program for Santa Cruz and San Benito Counties.
The Patients’ Rights Advocate Program — a state mandated program charged with rights protection and advocacy for all mental health consumers residing in both counties, and ​to assist recipients of mental health services to exercise their human and civil rights. Patients’ Rights Advocates represent a client's expressed desire as defined by the client as long this is within the bounds of the law and achievable within the Advocate’s resources. Advocates do not determine what is most appropriate for the client, or what may be in the client’s best interest. Rather, Advocates advise clients about their options, and the implications of those options, and assist the client to make an informed choice.
The Long-Term Care Ombudsman Program — authorized under the federal Older Americans Act and administered at the state level. We provide residents of long-term care facilities with access to effective advocacy in order to ensure that they receive the quality of care and quality of life they deserve and are entitled to by law.

CCCIL promotes the independence of people with disabilities by supporting their equal and full participation in life. CCCIL provides advocacy, education, and support to people with disabilities, their families, and the community. Transition Age Youth Team (18-25 Year Olds)
The Transition Age Youth Team (TAY) is part of Santa Cruz County Health Services Agency's Mental Health and Substance Abuse Division. This is a Full Service Partnership team funded by the Mental Health Services Act (Proposition 63). This team provides services for young adults who are entering into the Adult Mental Health System of Care. By providing education for young adults and their families, the hope is that they will learn how to live with a mental illness while being mainstreamed into the community with their peers. A primary goal is to help people stabilize their individual symptoms so that they can maintain their independence and live in the community with natural supports. Linkages will be made for social integration, employment and education as well as physical health and substance abuse services. The team embraces a “whatever it takes” approach.

TAY (Transition Age Youth)
Transition Age Youth Programs serve current and former foster, probation placement and homeless youth ages 15-24. We provide an array of programs and services including counseling, skills building, a drop-in center, and subsidized supportive housing. Our mission is to support and empower youth in making a healthy transition into successful adulthood.

Independent Living Program — The Independent Living Program (ILP) assists current and former foster and probation placement youth aged 15-21 to develop independent living skills and achieve personal, educational and vocational goals to successfully transition to self-sufficiency. ILP services include one-on-one counseling, assistance with obtaining ID Cards, Driving Permits, and Licenses, and workshops on topics such as money management, personal health, finding independent housing, and obtaining financial aid for college. We also have a rewards program that offers youth incentives for pursuing their education and participating in extra-curricular activities.
TAY Drop-In Center — TAY Drop-In Center assists current and former foster, probation placement and homeless youth ages 15-24 in building the skills, self-esteem, and support system necessary to make a successful transition to independent living in the community. We help youth obtain jobs through groups, registration support for college, enrollment in vocational training, housing navigation support, budgeting skills workshops and encouragement on making healthy decisions and choices for their futures. We facilitate a weekly Mom's group to support young moms and their children, have an on-site nurse, and have monthly on-site benefits enrollment. The Drop-In Center is equipped with a cozy living room, kitchen, laundry facility, and computer lab. We offer counseling services, food and clothing donations, as well as a daily hot meal. Most importantly, the Center is a safe place to gain support from peers and case managers.
Transitional Voucher Program — The Transitional Voucher Program (TVP) is a joint program of Encompass Independent Living Program (ILP) and the Santa Cruz Housing Authority. Through TVP, the Housing Authority provides Section 8 Housing Choice Vouchers to a small number of participants, ages 18-24, in ILP. The Section 8 Housing Choice Voucher allows ILP participants to secure private housing in the community and receive federal assistance in paying their rent for up to 36 months. To help participants be successful in their new housing and ultimately transition to paying for housing on their own, ILP Coordinators provide counseling, support, and empowerment to TVP participants in accessing resources and learning new skills.
Transitional Housing Plus — Transitional Housing Plus (THP Plus) is a supportive housing program that serves former foster and probation youth between the ages of 18-24. THP Plus participants receive assistance securing independent housing in the community, and meet regularly with their THP Plus Coordinators to work on independent living goals. Throughout this process, participants receive financial assistance with rent, utilities, food, and educational expenses while also saving money for when they leave the program. They also receive emotional support, life skills coaching, and connections to valuable community resources. Eligible participants have emancipated from the foster care system or an out of home probation placement, and have some form of income to maintain housing as program subsidies decrease.

CalWORKs Emergency Payment Program (CEPP)
CEPP provides emergency payments for services, information, and referrals to support the continuation of employment and educational goals for participants referred by the county’s CalWORKs program. Please note: in order to participate in this program, you must already be enrolled in, or apply to CalWORKs. CalWORKS Emergency Payment Program provides advocacy, referrals, and guidance for participants who are dealing with merchants, mechanics, service providers, landlords, etc. to negotiate purchases, contracts and service agreements. Participants are also given information about food banks, rental assistance programs, energy assistance programs, or legal and consumer advocacy services, among others. Lastly, the project supplies emergency supportive service payments as authorized by CalWORKs staff.

Youth Homeless Response Team (YHRT) — Community Action Board
The Youth Homeless Response Team is a collaborative effort between the Community Action Board of Santa Cruz County and the Santa Cruz County Office of Education. This supportive services program aims to serve unaccompanied youth between the ages of 15-24 who are experiencing housing instability. YHRT services include: housing search assistance, individualized plans and case management, connection to resources and services including education/employment. Eligibility: unaccompanied youth, 15-24 years old, Is either literally homeless, at risk of experiencing homelessness, or fleeing a domestic violence situation, & living in the Santa Cruz County.

The mission of the Day Worker Center is to assist day laborers in Santa Cruz County to secure safe employment, develop job skills, improve wages, and become more fully engaged members of our community. The Center facilitates the employment of day laborers in a safe hiring hall space and through an organized and dignified process. Arrange to have work done anytime throughout the week. You may have or know children who need help. They may be having problems at home or in school and may be anxious, depressed, aggressive, hyperactive or engaging in self-harm or bullying. They may be going through a transition, such as a divorce, a death in the family, or are living in a difficult family situation.
