The Care Scrutiny Committee at Cyngor Gwynedd council held a meeting on the 13th June, 2024.

Dewi Jones, the mayor of Caernarfon and councillor for the Peblig ward, was elected as deputy chair of the committee and began his tenure by making a political statement. He was quickly rebuked by more experienced councillors and made to withdraw his comments. 

The minutes of the previous meeting were accepted. The meeting on the 11/4/24 heard from one councillor who described his experience of the social services complaints process and felt the process merely defended the service. The minutes state - It was not believed that the Children's Services behaved defensively and that everyone was always ready to learn from the lessons and improve services.

A reminder that the Ombudsman for Wales has called out the service for its ignorance of law, policy and procedures and that the head of department has herself commented on the need to read and understand reports...

Gwynedd council do not have the ability... This is a high risk to the public purse as some local authorities are having to pay compensation of between £3000-4000 for every month in which the individuals have been deprived of their liberty without authorisation. There is a waiting list in Gwynedd of 340 individuals who have been deprived of their liberty without authority and 20 individuals have been waiting over 3 years for an assessment.

On average, 67 DoLS applications are received monthly by the council. Gwynedd council state they have one best interest assessor (BIA) who works two days a week and one co-ordinator who works four days. But there are in fact 18 trained BIA's working within the Adult's department...

The meeting was notable not just for the slapdown of councillor Jones but also concerns were raised that recruitment of much needed staff may be hindered by the requirments for the Welsh language being spoken. Also, this was yet another meeting where the Chair ignored requests of councillors. Following on from Elin Hywel ignoring proposals from councillors of a different committee, Beth Lawton now did the same at this meeting. Non Plaid councillors may be wondering what is the point of the care scrutiny committee?

One can only imagine what these councillors will think when they realise that the reports they were meant to be scrutinising had already been accepted and passed by members of the cabinet two days earlier. How can something be scrutinised after it has already been accepted by the policy makers...?

Usually, webcasts are uploaded to the council's website one day after the meeting. In this instance, neither the Cabinet nor the Care Scrutiny meetings are yet available for the public and other councillors to view.

Something is very wrong within Gwynedd council...

Because Splinter was going through something horrific as his body was altered against his will (whether man to rat or rat to man depends on continuity) and he found four random turtles going through the same thing and went out of his way to car for them too. And then he lived in fear of humans because of what he thought they might do to his family and still accepted Casey and April despite that.

Okay so some of them are related yes but that doesnt stop the found family okay???? Draxum got a redemption arc and reaccepted into the family, April has been with the turtles and has been their big sister for like, 8 years or something meaning like half their lives cuz theyre teenagers, Cassandra changed sides to the people that showed her true love and care and loyalty, and Casey Jr. might not be blood related to the turtles but they think of him as family and they raised him. Leo is his apocolypse dad!

One of my mutuals had the chance to be on a group zoom call with doug ☺️ i'm so happy for them. I couldn't because. 1. I had to work. 2. I'm to afraid. No offense but i don't want to sit there and look like a little obsessed freak and shitting my pants because i'm in a chat with the doug jones. But they shared some info about his upcoming stuff that makes me very happy but there's also a part that makes me sad. I'm truly are a fan but i'm just too shy to talk i would go blank if he asked me a question. I would just nod or maybe faint i dunno. He just means so much to me. Hese my dol. Or maybe even a god.

From an early age, Julie Chalene Newmeyer (eventually changed to Newmar) studied piano, dance and classical ballet. She graduated from high school at the age of 15, and spent a year touring Europe with her mother and brother. She became prima ballerina for the Los Angeles Opera. She attended UCLA studying classical piano, philosophy and French. Julie went to New York and tried out for Broadway musicals; in 1955, she made her Broadway debut as the ballerina in "Silk Stockings". Julie won acclaim for her role as Stupefyin' Jones in "Li'l Abner". Though audiences and critics alike were stupefied by her good looks, that was not the compliment Julie wanted.

Julie wanted to be known for her comedy, as she told the New York Times: "Tell me I'm beautiful, it's nothing. Tell me I'm intellectual--I know it. Tell me I'm funny and it's the greatest compliment in the world anyone could give me." She had beauty, brains and a fantastic sense of humor. Promoting her various Broadway and off-Broadway show appearances, she often posed as a pin-up girl. As physical perfection, Julie was perfect to play Rhoda the Robot in "My Living Dol"; the sitcom had an enthusiastic cult following. In 1966, urged on by her friends, she would try out for and be cast as Catwoman (a character she had never heard of) in the wildly popular television series "Batman".

"I had lived in New York at the time on Beekman Place. I remember it was a weekend, Friday or Saturday, and my brother had come down from Harvard with five or six of his friends, and we were all sitting around the sofa, just chatting away, when the phone rang. I got up and answered it, and it was this agent or someone in Hollywood, who said, 'Miss Newmar, would you like to play Catwoman on the 'Batman' series? They are casting it out here.' I was insulted because he said, 'It starts Monday.' I said, 'What is this?' That's how television is done: they never know what they are doing until yesterday. Well, my brother leaped off the sofa. I mean he physically levitated and said, 'Batman! That's the favorite show at Harvard. We all quit our classes and quit our studies and run into the TV room and watch this show.' I said, 'They want me to play Catwoman.' He said, 'Do it!' So I said, 'Okay, I'll do it.'"

Cyngor Gwynedd council held a Governance and Audit Committee on Thursday, 8th February 2024. Unlike most other meetings of this committee, this one was webcast and can be found here - https://gwynedd.public-i.tv/core/portal/webcast_interactive/852366 Yet again, the translated feed is not working. This happens too often to be an error...

It was notable that the minutes of the previous meeting could not be presented... Geraint Owen, the former Head of Democratic Services and now an executive director of the council, began by asking the committee not to scrutinise the reports...

At last years meeting, a service improvement group was elected to look into three main areas of concern - Staff retention (exit interviews) The Liberty Protection Safeguards formerly Deprivation of Liberty Safeguards DOLS Smallholdings.

Last years meeting discussed a possible rent increase for smallholdings. The committee, along with the Audit Wales officers in attendance will remember that Carys Edwards, a lay member, had to leave the meeting during the discussion on the rent increases as she herself lives in a smallholding rented from the council. After the discussion ended and the lay member returned, the committee then elected her to the service improvement group totally ignoring the obvious conflict of interest...

Staff retention was a major concern for last years meeting and the exit interviews were deemed crucial to discover why staff were leaving the council and the SS departments in particular.

Why Gwynedd council's Head of Finance has altered the wording is unclear as is the reason for disbanding the improvement group in the first place. More importantly, are the committee no longer interested in staff retention? - have they all just given up?

It would be interesting to discover how many of the 275 children looked after by Gwynedd council regularly miss school. Also how many of those with ALN/SEN are marked as absent? Perhaps the exclusion officer could be asked for the information...? Perhaps not...
