In Kiew wie auch bereits in Washington macht Scholz deutlich, dass seine Ostpolitik wohl auf Gespräche, aber nicht auf Anbiederung setzt. Den Begriff "Nord Stream 2" hat Bundeskanzler Olaf Scholz auch in Kiew nicht in den Mund genommen. Und doch hat er bei seinem gemeinsamen Auftritt mit dem ukrainischen Präsidenten Wolodymyr Selenskyj keinen Zweifel daran gelassen, dass Deutschland im Konflikt mit Russland "ganz eng" an der Seite der Ukraine steht. Dass es in den vergangenen Wochen mitunter Zweifel an dieser Enge gab, lag zum Teil an Scholz, der zu Beginn seiner Amtszeit mehrfach betont hat, die Gaspipeline Nord Stream 2 sei ein rein privatwirtschaftliches Projekt. Es lag auch an einzelnen SPD-Politikern, die das Drohen mit Sanktionen als Säbelrasseln bezeichnet haben. Und natürlich lag es an Altkanzler Gerhard Schröder. In Kiew machte Scholz deutlich, dass die Bundesregierung in diesem Konflikt vermitteln und zur Deeskalation beitragen wolle, dass sie dabei aber nicht neutral ist. Der Kanzler betonte, Souveränität und territoriale Integrität der Ukraine seien nicht verhandelbar. Mit Blick auf die russischen Militärmanöver an den ukrainischen Grenzen sagte er, es gebe "keine vernünftigen Gründe für einen solchen militärischen Aufmarsch". "Im Falle einer militärischen Eskalation sind wir zu sehr weitreichenden und effektiven Sanktionen in Abstimmung mit unseren Verbündeten bereit", unterstrich Scholz. "Um es klar zu sagen: Wenn Russland die territoriale Integrität der Ukraine erneut verletzen sollte, wissen wir, was zu tun ist." Für den Fall einer militärischen Aggression gegen die Ukraine drohte Scholz Maßnahmen an, "die erheblichen Einfluss auf die ökonomischen Entwicklungsmöglichkeiten Russlands hätten". Erst Kiew, dann Moskau Schon durch seine Reisepläne hatte Scholz deutlich gemacht, dass seine Russland-Politik nicht in der Tradition seines sozialdemokratischen Vorvorgängers steht. Anders als Baerbock fliegt Scholz zwar nicht direkt von Kiew nach Moskau, sondern heute Abend zunächst zurück nach Berlin und dann am Dienstag nach Russland. Aber das sind protokollarische Feinheiten, die Botschaft ist dennoch dieselbe. So verstand es auch der ukrainische Präsident: Es sei wichtig, dass der deutsche Regierungschef vor seiner Reise nach Moskau zu Gesprächen nach Kiew gekommen sei, sagte Selenskyj. "Wir sehen das als Zeichen der Solidarität." Selenskyj dürfte das richtig sehen. Der Besuch des Kanzlers unmittelbar vor seiner Reise nach Moskau sei ein konkretes Signal der Unterstützung und der Solidarität mit der Ukraine, hieß es bereits am Sonntag aus deutschen Regierungskreisen. Die Ostpolitik ist kein Tabu mehr Dass Scholz und der SPD insgesamt dennoch häufig unterstellt wird, ihre Haltung gegenüber Russland sei zu nachgiebig, liegt nicht nur daran, dass ihr Altkanzler als Kreml-Lobbyist auftritt, sondern auch daran, dass Sozialdemokraten sich häufig auf die alte Formel vom "Wandel durch Annäherung" berufen. Der Historiker Heinrich August Winkler hat mehrfach darauf hingewiesen, dass die sozialdemokratische Ostpolitik auch eine "zweite Phase" hatte, die nicht mehr unter dem Motto "Wandel durch Annäherung" stand, sondern auf direkten Gesprächen der SPD mit den regierenden Parteien der Ostblockstaaten basierte. Dies ging so weit, dass SPD-Vordenker Egon Bahr der Sowjetunion das grundsätzliche Recht zugestand, in Staaten des Warschauer Paktes militärisch zu intervenieren, wie der Historiker kürzlich in der FAZ schrieb. In Winkers Darstellung ist diese Tradition in der SPD auf eine mehr oder weniger unbewusste Art bis heute lebendig. Allerdings hat die Partei längst begonnen, ihre Haltung zu Moskau "fundamental neu zu überdenken", wie Henning Hoff in der Zeitschrift "Internationale Politik" schreibt. So habe SPD-Chef Lars Klingbeil bereits vor einigen Tagen im Interview mit der Nachrichtenagentur Reuters die Frage aufgeworfen, "ob das jahrzehntelang gepflegte Konzept noch passt, mit immer mehr Verflechtungen und ökonomischen Beziehungen den Wandel in einem Land herbeiführen zu wollen". Wenn man sich Russland anschaue, müsse man einfach sagen, dass sich dort die innenpolitische Situation in den vergangenen Jahren massiv verschlechtert habe, so Klingbeil. "Etwas eigenwillig", was Russland macht Zu Schröder war Scholz schon während seiner USA-Reise klar auf Distanz gegangen. "Er spricht nicht für die Regierung, er arbeitet nicht für die Regierung, er ist nicht die Regierung. Ich bin jetzt der Bundeskanzler", sagte er im Interview mit CNN. Der auch in der SPD lange verbreiteten Vorstellung, Russland reagiere mit seinem Aufmarsch nur auf die NATO, schloss Scholz sich in Kiew ausdrücklich nicht an. Angesprochen auf einen etwaigen NATO-Beitritt der Ukraine sagte der Kanzler, die "Frage von Mitgliedschaften in Bündnissen steht ja praktisch gar nicht an". Es sei "schon etwas eigenwillig, zu beobachten, dass die russische Regierung etwas, das praktisch nicht auf der Tagesordnung steht, zum Gegenstand großer politischer Problematiken macht". Zugleich betonte Scholz, das Prinzip der freien Bündniswahl stehe nicht zur Disposition, es gebe "keine Interessensphären in Europa, über die andere Staaten beschließen können". Viel mehr Distanz zu Schröder geht eigentlich kaum.
