We don’t know the full connection between Iemitsu and Timoteo but even Iemitsu knew that killing Xanxus would hurt Timoteo on a personal level.

It even looks like there’s been some history between Iemitsu and Xanxus, I do believe Iemitsu doesn’t like Xanxus and would rather get rid of him but he’s an important person to the Timoteo so he gives the best guidance which was not to kill him.

Like Tsuna said there I do believe Timoteo really did love Xanxus, I don’t think he ever wanted to use Xanxus for personal gain. Xanxus side is reasonable he was expecting to be boss of the family and took pride that he was the son of Timoteo, so finding out he’s not the son of course would destroy him.

Timoteo is a very flawed character which is why I find him interesting.
