Just like how Jason Todd thinks he can help reduce crime by taking over and doing a better job of it, Tim Drake could do the same thing but with all those rogues with multiple degrees.

Thinking about how Nine came up with this extremely risky backup plan of playing prisoner to steal their resources and sabotage them from the inside.
Specifically, I think about how the biggest flaw in his plan is that absolutely nobody was buying his act when he needed to pretend he didn't care about Sonic. He even had a good cover of trying to claim that Sonic left him at the council's mercy so he doesn't care anymore, but nobody bought it.
Even the Chaos council who hates him can see how close he grew to Sonic.
Nine was doing well but what ended up blowing his cover wasn't having his insecurities thrown in his face.
What did him in was someone underestimating and insulting Sonic, to which bro just hypes him up. It was ultimately his affection for his brother that did him in and all it took was going after the people he cares about to get him to slip up.
In other words, Nine did the exact same thing Sonic did earlier. Same Mistake, same trap.
You can insult Nine, throw his deepest insecurities in his face and it might even hurt him a bit, but it won't make him crack.
Go after Sonic and he'll screw up his whole elaborate plan in seconds. These two are so painfully alike sometimes especially how they both argue and disagree with someone to speak up for the other in S2.
Nine is so intentionally designed to be angsty
But then Sonic makes it all melt away without even trying
There's a reason Sonic verbalizes Nine's safety before restoring his old reality.
This also becomes apparent in the second episode where the Chaos Council is testing Sonic's abilities and we see Nine's reaction to seeing him in action for the first time. He saw that Sonic wasn't just talking out his ass and had the strength to back up his claims.
Nine can't hide how impressed he is and this look that basically says "a friend I never thought I'd have giving me a life of joy and protection? I can leave all of this painful reality behind? This is a once in a lifetime opportunity. I can't give this up."
