When Aziraphale tells someone he forgive them it is more than just forgiveness. It is a blessing. It is a small angelic miracle designed to protect the other person. He does not use this ability often as it takes a lot out of him. But when Aziraphale sees the need (at least what he feels is the need) he will say 'I forgive you'.
