The basics:  A violent robbery in a stolen military suit with stolen explosives has most of the team chasing down a one man wrecking crew.

Our heroes:  Do a bad version of anti-"Robocop".  Very bad.  Spectacularly bad.

What important things did we learn about:

Callen:  Almost back to feeling human. Sam:  With Callen, pays a condolence call to Hidoko’s mother-in-law. Kensi:  Saves Callie Briones. Deeks:  Not a bachelor party guy. Eric:  Moving out of his place because the landlord is selling. Nell:   Moving in with Eric for love, not for financial reasons. Hetty:   Unlikely to ever step foot in the office again.

What not so important things did we learn about:

Callen:  Moving into the apartment over Kensi and Deeks’s bar. Sam:   Taking care of Andrew Silva as promised in "Venganza" Kensi:   Brings the beer to the post-case hang in the boat shed. Deeks:  Brings "the best tacos in all the land" to the post-case hang. Eric:    Never had a girlfriend give him a nickname before – liked "Admiral". Nell:   Wasn’t calling Eric "Admiral". Hetty:   Falling on the sword is her move, according to Adm. Kilbride.

Who’s down with OTP:  Kensi and Deeks are in a fine place in this episode.  She’s going to Napa for her first, last and only bachelorette party.  No bachelor party for Deeks, he’s surfing with friends.

Who’s down with BrOTP:   Other than a shared visit to Mrs. Hidoko at the end, very little Callen and Sam time.  Sam does work well with others, teaming up successfully once again with Agent DeChamps, who looks to be going to the San Diego office.

Any pressing need for Harm and Mac:  No, this is more a job for Hondo and his team on SWAT.

Who is running the team this week:  Admiral Kilbride, come on down!  You’re running the team for two weeks in a row.

Mosley-watch:  In Washington explaining her actions.   Is Shae Mosley in the opening credits – yes, with a scene from "To Live and Die in Mexico", standing around the Ops table and Nia Long is in the cast credits in the beginning of the episode.

Fashion review:  Callen starts the episode in the gym with grey tee-shirt and black workout shorts and appears at the end in a blue plaid shirt.  Sam wears a dark blue tee-shirt with a slightly but not much lighter shade of blue zip-up jacket for most of the episode, changing into his brown henley after the shootout.  Kensi is in a sleeveless cornflower blue top – looks great.  With Callen out for much of the episode, Deeks is in a cobalt blue tee.  And since everyone is doing it, Eric has a royal blue tee under a red, white and blue plaid button down shirt.  He is also wearing "trousers" which pleases Adm. Kilbride.  Nell is wearing a bright yellow dress and a black blazer.

Music:   "The Trooper" by Iron Maiden plays as the episode begins.

Any notable cut scene:  Mercifully, no.

Quote: Kilbride:  "I was sent here to disband this team.  I’m an old man." Callen:  "Okay." Kilbride:  "You didn’t have to agree with me." Callen:  "You are very young and vibrant, sir." Kilbride:  "Huh.  As an old man who has accomplished what I have in life, I don’t do a thing just because someone told me to do it.  So, when I was given this assignment, I did my own research on all of you." Callen:  "And?" Kilbride:  "Well, I’ll level with you, Callen.  Your team does not have a good reputation.  Reports of insubordination, unauthorized missions, excessive use of force." Callen:  "Sir, it is not the team. I am the one that has been…" Kilbride:  "Easy.  Nobody is gonna die on his own sword today.  Besides, that’s Hetty’s move.  You get your own moves." Callen:  "Don’t disband this team." Kilbride:  "Like I said, I don’t do a thing simply because someone told me to do it.  I like what I read about this team.  You guys get results." Callen:  "Okay." Kilbride:  "You realize they’re probably not ever gonna let Hetty or Mosley set foot in here again.  What I want to know from you, before I invest any more time here is this team capable of continuing on without Henrietta Lange?" Callen:  "Yes, sir." Kilbride:  "There it is, then."

Anything else:   In what truly looks like a live action first-person shooter video game, a gunman breaks into a secure building.  With the help of a woman working from her own private Ops center, the gunman takes out two security guards at a main desk and a third stationed near a vault.  Another pair of guards are near the vault.  One is shot as another called 9-1-1 before he was incapacitated, leaving the shooter and his video partner three minutes to open the safe.  

Explosives make quick work of the door.  The gunman steals cash, jewelry and other valuables as the Beverly Hills PD is 90-seconds away.

Sam pulls up outside a group home for special needs adults.  He is there to visit "Super Drew" – Andrew Silva, brother of criminal financier Michael Silva.  At the end of season nine, Sam promised to look out for Andrew to secure Michael’s help during a case.  Sam is bringing Andrew a gift – a pair of Jordan 1’s.  Andrew is going to film the unboxing of the sneakers for his brother Michael.  Michael is calling every-other day.

Sam asks about Andrew’s job – he works at a fast food restaurant and is doing well.  Bill, the caretaker at the house where Andrew lives, walks by.  He sees Sam and moves away quickly.  Michael told Sam in season nine that Bill was stealing from Andrew.  Sam had a talk with Bill.  Sam also has a talk with Andrew about keeping his hard-eared money – "that’s for you."  A happy Andrew is on his way to work and so is a happy Sam Hanna.

Callen is working out at the office’s gym when Admiral Kilbride joins him.  After Kilbride and Callen share niceties about his recovery, Callen expresses his surprise that the Admiral is back in Los Angeles.  The Admiral is surprised about being in LA too.  He asks Callen about how the team is doing without Callen’s leadership.  Callen speaks highly about Agent DeChamps, who has been his fill-in.  Callen wonders about what is going on in Washington.  Hetty and Mosley have been out of touch.

Kilbride changes subject – to Anna and the ATF.  He then tells Callen that he was sent to Los Angeles to disband the team.  After explaining that he is an old man and an accomplished old man. Kilbride likes making his own decisions so he did his own research.  The team’s reputation is bad – you know, the usual personal missions, insubordination, shootings and what not.  Callen tries to take the blame but Kilbride says Hetty is the one who usually falls on her sword for the team.  Callen needs to find another role.

Callen tells the Admiral not to break up the team but again, the Admiral likes making his own decisions.  He also likes the team’s results.  The Admiral makes it clear Hetty and Mosley are likely done as the leaders of the office.  After a rather meaningful pause, the Admiral asks if Callen and the team handle that?  They can, Callen assures the Admiral.  

Up in Ops, Sam arrives with Agent DeChamps as Kensi, Deeks, Eric and Nell wait to start the debrief.  Eric and Nell recap the prior night’s robbery, explaining that the vault holds overflow merchandise from several high-end Beverly Hills stores.  There are two dead security officers, two badly wounded – both unconscious.  $12 million in jewelry, loose diamonds and watches were stolen.  

NCIS was brought into this seemingly local crime because of the military grade explosives used to blow the door off the vault.  There is no footage of the robbers – the team thinks it is a team of criminals – because all security footage, as well as the building’s security system, were taken offline just before the robbery.  

Beverly Hills PD responded to the robbery call in under four minutes.  That has to be a strong team to accomplish both the robbery and the carnage in such a tight window.  Sam wonders if it is an active military unit looking for a big score.  Kensi thinks civilians could do the same – just find steal military explosives.  Nell has a Lt. Commander Gomez on her way from the Seal Beach Navy station to the boat shed.  She’s an explosives expert.  Sam sends Kensi and Deeks to the boat shed, he and DeChamps are on their way to the crime scene.

The bullets forensics at the crime scene make no sense.  The guards in the hall shot 15-rounds but only two bullets were found in the wall.  Sam is amazed – 15-shots, 13-hits and no wounded/dead bad guys – that has to be great kevlar.  DeChamps wonders about the hallway.  It is narrow – there could not be more than four people involved in the robbery.

Sam examines what looks like an extremely large boot print (in blood).  DeChamps jokes that basketball players Charles Barkley and Shaquille O'Neal teamed up for one big payday.  Sam is amused but pretends otherwise.  

In the vault area, DeChamps tells Sam 21-rounds were fired.  Sam is more interested in the placement of the explosives on the vault door – lock and hinges.  That would cause those parts of the door to be damaged but it would not move the door.  The door was tossed aside like it weighed nothing.  DeChamps pushes her Shaq and Barkley thoughts again.  With one set of boot prints, it would be impossible to move the door.

Nell is on comms.  She has security footage from an outside building of the end of the heist.  Sam asks how many were involved.  Nell says he has to see it himself as photo of a man wearing an armored suit walks to his vehicle.

Back in Ops, Sam is stunned but the damage done by one shooter.  DeChamps is far more interested in the body-armor and how can she get some.  She can’t, Nell tells her.  It is next generation, full-body, ballistic armor for the TALOS project – Tactical Assault Light Operator Suit.  A piece of equipment like this became a priority after an attack in Afghanistan.  The planned suit has blast protection, a powered exoskeleton, targeting equipment and body temperature regulation.  The crime scene now makes sense to DeChamps – one shooter could do all that damage and move the door.

The suit used in the robbery does not quite match what the TALOS project designed but was one of the full-body ballistic prototypes.  None of those prototypes, however, are missing.  Kensi and Deeks are checking with the Navy but it looks like suspect is current active duty military with access to the project.  Of course, the escape vehicle, a van, had fake dealer plates.  Eric believes the van was the operation center for the robbery.  Nell has footage of the van in Sherman Oaks but that’s it.  

Sam tells the others that that kind of suit and the work done for the first robbery likely means the thieves are no one and done outfit.  With the van, they can rob any place in Los Angeles or within driving distance.  Eric believes the van is where they charge the suit and make any repairs.  If the van can be found, the suit can be recovered.  Sam wants traffic cam footage searches for the van.  He also wants a list of what other businesses could be robbery targets.  These thieves are looking for cash businesses, not terrorist hotspots.

Nell is worried about a suit like that in an active shooter situation.  Sam is too.  He and DeChamps are on their way to Sherman Oaks to look around for the van.

Kensi and Deeks meet with Commander Gomez in the boatshed.  She is stunned by the video footage of the shooter but confirms that none of their prototypes are missing.  While she lacks the security clearance to know where the suit may be produced, Gomez reviewed the forensics of the explosives.  The explosives are high-grade military and carefully catalogued.  She knows exactly where they were stored – Port Hueneme.  The bad news there is that none of the explosives stored there are missing.

Sam and DeChamps arrive near the alley where the van was last seen where there are a series of metal shops and garages.  Sam addresses "the elephant in the alley" – Callen is likely cleared to return in a few days, what are DeChamps plans?  She hasn’t been making plans – she likes working with the team and in LA.  Sam thinks she fits in, which is not something everyone does.  She’s grateful for his support but thinks San Diego is her next stop.  Hetty offered a recommendation for DeChamps but DeChamps is worried that is more a hindrance than a help.

Nell is in the bullpen with a return Kensi and Deeks.  The suit and explosives were stolen from a classified storage facility in Port Hueneme run by a Master Chief Lincoln Briones.  Briones should have known immediately that both the explosives and the suit were gone.  Also gone – Briones.  He’s a SEAL, about the same size and weight as the shooter.  Briones is renting an apartment for his nephew, Jordan Abalos in Torrance. 

As Kensi and Deeks leave to check out the apartment in Torrance, Nell has a little more bad news.  Based on the forensics, only a third of the stole explosives were used in the jewelry heist.  Deeks thinks the bad guys have another robbery in the plans.

Eric found the van going into a garage in the alleyway where Sam and DeChamps are walking.   Sam approaches two men working on a car in a garage.  He talks about putting a TV monitor in an old Chevelle and one of the mechanics is totally on board.  Sam starts getting all car geeky – worrying about putting modern "junk" in a classic.  DeChamps is walking around the garage, catching the eye of one of the mechanics.  Sam starts talking about vans, modern vans.

One of the mechanics tells DeChamps she can’t walk around the back of the garage.  She says "Federal Agents" and we all know what happens next.  Shooting, nonsense, dead mechanic, surrendering mechanic.

The surviving mechanic may know cars but little about much else.  He is concerned the bad guys will get him in jail.  DeChamps promises him time in Utah which he believes is in Orange County – "I didn’t pay attention in geology class."  The garage’s main business is taking vehicles used in crimes and either changing their looks or farming them for parts before burning what is incriminating.  The van has been painted black with a limo company logo and will be brought back later that night for a complete dismantling.  

None of this helps Sam and DeChamps – they need to get to the shooters before the next heist, not after.  They are on their way back to Ops.  Nell is working with LAPD to come up with a list of possible targets.  

Kensi and Deeks arrive at Jordan Abalos’s apartment building in Torrance.  Kensi is talking about a bachelorette weekend in Napa with her bridal party – wine, cheese, spa.  Deeks doesn’t have much interest in doing a bachelor party, he’s going surfing with his friends.  When they get to Jordan’s apartment, the door is opened.  Guns drawn, Kensi and Deeks find Master Chief Briones is dead in the apartment’s dining area – two shots center mass.  Jordan is found bound and gagged in a bedroom closet.  He asks about his uncle.

Eric and Nell update Sam and DeChamps on the Briones crime scene.  Nell and LAPD agreed there are too many targets for a robbery so they narrowed it down to places where the suit and explosives would be an advantage – heavily guarded locations which are all on a map on Ops’s big screen.  Sam asks that all terrorist targets be removed – the shooter is looking for money and jewelry, not a political statement.  There are still too many.

Eric thinks the King Tut exhibit in town is a solid target.  The thieves would need someone in the art world to help them but the amount of money brought in by this sort of theft would make it the top target.  Black market dealers, even certain governments would pay top dollar.  Sam notices the exhibit is near several of LA’s biggest banks as well as the Federal Reserve Building.  Sam tasks Eric and Nell with finding the van and telling LAPD to set-up a perimeter in the area.

Kensi and Deeks finish with the police when Jordan asks about his aunt and niece.  LAPD, NCIS and the Navy are looking for them.  In a tell-not-show scene, Jordan explains everything – Rob Durant and his girlfriend forced Master Chief Briones to steal the suit and explosives or Durant would kill Briones’s wife and child.  Jordan was a street racer who lost his car in a race.  He borrowed money from Durant to buy the car back.  

Durant wanted his money back, money Jordan didn’t have.  When Durant found out that Briones was paying Jordan’s rent, Durant found out that Briones worked at Port Hueneme and demanded the best weapons Briones could steal.  If Durant wasn’t happy with the weapons, he promised to shoot Briones wife and child in front of the Master Chief.  Jordan explains that Durant is "a beast but his girlfriend is straight crazy."  Weeping, he’s worried that his aunt and niece are going to be killed.  

Eric sends Kensi and Deeks to a mall parking lot – he pinged Briones’s wife’s phone.  Mrs. Briones picked up her daughter at school earlier that day as usual but they’ve been missing since.  Kensi and Deeks find the silver Ford with Mrs. Briones’s phone.  Deeks checks it out for wires and explosives – there are none.  Kensi pops the car trunk – both missing family members are inside.  Kensi carries out the little girl.  Deeks finds a pulse for Mrs. Briones and helps her from the vehicle.

Mrs. Briones takes a deep breath and is conscious. She sees Kensi performing CPR on the girl.   Deeks has to hold Mrs. Briones back as she tries to get to her daughter, explaining that Kensi is trying to save the child.  After Kensi puts everything she’s got into the CPR, Callie takes a deep breath and she back among the living too.  Deeks calls in that both victims are alive before offering some comfort to a shaken Kensi.

Nell greets Adm. Kilbride but Eric thinks she’s calling him Admiral for some reason.  The Admiral is happy to see Eric in long pants.  Nell and Eric do a rundown on Durant for Kilbride in another long tell don’t show scene.  Durant was a high school and college wrestler, Sacramento PD SWAT team member until he was fired in 2012 for insubordination.  He was a person of interest in a bank robbery in 2016 but the FBI couldn’t make the charge stick.  With the SWAT team background, the Admiral states that Durant will know how to use the armor.  

The girlfriend was ID’d as Rachel Conway, she has a long arrest sheet starting when she was 18 for assaults and cybercrimes.  The Admiral wants to know when the van is located.

DeChamps was working with LAPD – the perimeter has been set.  Sam checked out the Science Center where the King Tut exhibit is housed.  

Eric and Nell discuss the exoskeleton of the armor suit.  With the improvements in technology, the suit could make the soldier stronger and faster.  "We’ll have an army of Sam Hannas," Eric notes.  Kaleidoscope finds the van – it isn’t going to downtown LA, it is on its way to Gardena.  Nell sends Sam the top 10 targets in that area.  Eric also has news of improvements made to some of the suits that make the left elbow and shoulder hydraulics.  Eric isn’t sure what the improvements do or even if they’re in this prototype suit.  

Nell updates Adm. Kilbride on the van, Sam and DeChamps going to Gardenia and Kensi and Deeks going to the top target in Gardenia – a commercial bank with that area’s largest cash supply.  LAPD has SWAT in the area and ready to go.  The Admiral wants the Gardena area police to be aware of the extreme situation and that NCIS has plainclothes operatives in the area.  Afraid of another North Hollywood shootout, the Admiral wants Sam to contain the shooter at all costs.

Sam and DeChamps arrive at the Gardenia Casino and spot the van in the parking lot.  DeChamps calls in to Ops and wants everyone coming their way.  Sam wants the casino on a lockdown.  Sam and DeChamps work on a plan to box in Durant between the van and the casino.  Sam wants DeChamps to take out Conway in the van.

Both Sam and DeChamps are a little stunned when they see Durant leave the van.  Sam yells "Federal Agents” and I thought we went through the futility of this in the past but no.  Durant starts shooting.  Sam has to save a poor casino patron who was just driving into the parking lot.

DeChamps throws a tear gas canister into the van.  Conway leaves the vehicle.  The two women fight while Sam hides behind the casino lady’s car and takes on the brunt of Durant’s fire.  The Gardena PD arrives so Durant turns his attention to them.  DeChamps finally takes down Conway.  The two Gardena cops are shot.

Kensi and Deeks arrive.  Bullets are not going to take down Durant.  Sam hit him twice center mass and Durant didn’t flinch.  Deeks ask if they are going to try mediation or some other tactic.  Sam is going in with a knife instead.  Kensi and Deeks start firing non-stop at Durant to take attention away from Sam.

Sam races to Durant and tries to push him into the casino wall.  The left elbow/shoulder hydraulics – they make Durant super strong so he can toss Sam around like a rag doll.  As Durant is about to execute Sam as Sam struggles to his feet, Kensi shoots the rifle right out of Durant’s hand.  Sam pulls out his knife and tries to stab Durant.  Too much body armor.  With his glock, Sam shoots Durant several times in the right underarm, causing Durant to stop hitting Sam.  Lifting Durant’s facemask, Sam fires his gun several times into Durant’s helmet (and likely head) before collapsing to the ground.

Kensi and Deeks tend to a busted up Sam while DeChamps walks by with a handcuffed Conway.  Sam wants to get up but Kensi tells him to "stay down tough guy" with great affection.

Eric finds Nell, who debriefed the Admiral before he left for the day.  In yet another tell don’t show scene, Eric asks about Durant’s end game.  Nell helpfully provides a full rundown – CSU found a list of potential targets and dates in the van.  They were all about the money and with Durant’s background in heists, they were in business.  Nell wants to go to Grand Central Market – beer, brauts and McConnell’s ice cream.  Eric is nervous – "more than usual," according to Nell.  He explains that something has happened and he is concerned she’s is going to think it is a money thing when it is anything but that.  He’s "never been this happy, and I never want to be somewhere where you aren’t."

Eric has to move out of his place – the landlord is selling and moving to Hawaii.  Eric wants to find a new place and wants to do it with Nell.  He does not want her to think this is just for financial reasons.  She’s all on board but first wants beer and brauts.  Eric thinks maybe they should get a dog or with their hours, a cat.

Callen is reading "88 Days to Kandahar: A CIA Diary" by Robert L. Grenier in the boatshed with Sam, Kensi and Deeks arrive.  Sam is limping a little.  Kensi has beer and not the tacos she wanted.  Deeks got truck tacos and the two start to argue.  Callen and Sam are amused.  

Kensi asks if Callen is still living at the boat shed – he is.  His home was compromised, he’s not going back.  The rehab has delayed his ability to find a new place.  Deeks suggests the apartment above the bar.  Kensi doesn’t like the room above the bar - she doesn’t see it as an apartment.  Deeks thinks it is perfect.  The bar has "the last American ninja" as security, Callen gets an off-the-grid place to live with "all his aliases".  Callen isn’t sure until Deeks mentions he’ll be living rent-free.  Callen is on board.  He’s also cleared to return to work.

Just as Deeks raises a beer to Callen’s new home and return to work, Callen and Sam "have someplace to be."  Deeks is fine with this – more tacos and beer for both he and Kensi.  Callen and Sam meet with Shirley Hidoko, Harley’s mother-in-law, in a park in LA.  Harley spoke highly of Callen and Sam to Shirley, she’s happy to meet them.  Callen calls Harley a "superb agent" and offers to do anything for Shirley.

Shirley explains that Harley was the one who made the death notification of Wayne Hidoko.  She lost her son but gained a daughter-in-law.  All Wayne wanted was a career in the military, like his grandfather.  Callen notes that Wayne’s grandfather served with honor during WWII.  Shirley corrects Callen - that was a different grandfather.  Wayne was close to her father, a successful business man who owed a gas station and house only to have it all taken from him when her family was taken to an internment camp in Wyoming.

Shirley’s father was angry, fought back physically and was beaten.  He nearly died in that camp.  When the family returned to Los Angeles, her father was very angry and stayed that way until he died.  When he died, Wayne enlisted with the plan to excel in the military, move onto politics and make sure nobody ever suffered the way Shirley’s father suffered.

Sam calls Wayne "an exceptional American."  Shirley agrees and learned that Harley loved her son the way she did.  Sam asks if there was anything he and Callen could do to help.  She’d like the next time they meet to be in a restaurant.  Callen says it is a deal.

What head canon can be formed from here:   Again not much because this is a generally terrible episode.  Tension-free.  Save the final scene, indifferent to what happened in the prior episode (even though some time obviously passed with a mostly recovered Callen and fully recovered Sam and Deeks).  Except for the shooting scenes, it was all tell, not show – always a bad look for a television program.

As an old X-Files fan, I remember they wised up after season five’s two-part big deal premiere.  They aired their first Lone Gunmen-themed episode.  It was a nice respite from the heavy-duty storytelling the prior week.  I thought the show learned this with the "Old Tricks" episode in season eight – go with a light-hearted story after the big "Hot Water"/"Under Siege"/"Payback" episodes.  Instead, we got a bad version of "Robocop" with dreadful storytelling.  Not only a bad season ten episode, maybe one of the worst "case of the week" hours for the entire series.
