Personally, it's always a bit wild to me to see commentators interact with the Hunger Games franchise as if Collins were writing science fiction stories instead of essays with faces. She's just not that interested in fleshing out side characters or digging into the details of the worldbuilding. These characters are concepts and symbols before they're people. There's an almost mathematical precision to who and what she explores and how deeply she does it. This is a step or two away from pure allegory. If she were writing a couple of centuries ago, she'd have named her characters things like Innocence and Anger and Watch-Carefully-Your-Soul-Lest-Ye-Be-Damned, but since she's writing for modern audiences, she has to settle for puns and allusions. If she has another essay to write, she'll assign some faces to it; she's not going to look into backstories or other eras just for the sake of storytelling, and it's not a failing as a writer that she doesn't.

What I think is kind of interesting is that if Dean Casca Highbottom, seeing exactly how good of a student Young Coriolanus Snow was, had taken the boy under his wing instead of despising him and trying to get revenge on a boy that never knew his father (and who only had of his father the words of others about the great man that he was), he might have had a good helping hand in stopping the games he so deeply despised.
It would have been, at the same time, quite a revenge on Crassus Snow to use his son to dismantle the Games the man helped implement. Not only that, but it would have offered young Coryo a person to depend on during his most formative years where he had to grow up under the immense pressure of keeping up appearances, taking care of an ailing grandmother and fighting everyday to keep himself and his family fed.
What Casca failed to realise during the 10th Games was that there weren't 24 tributes, but 25. Snow was fighting for survival just as much as the rest; of course, with the caveat that Snow was never in danger of losing his life. But, for a boy who had for all his life to survive instead of to live, those two might have been the same thing. In saving himself, Coryo would also save Tigris and his grandmother, while all the other tributes were saving mosty themselves since they would be going home with nothing to show for winning the games other than their lives and some (crippling in some cases) trauma.
Maybe things would have played out differently, maybe not, but we have seen time and time again through all four of the Hunger Games books, the power of a kind gesture: Peeta with the bread, Rue healing Katniss, Katniss singing to Rue, Mags sacrificing herself, Boggs treating Katniss like a young traumatised girl when no one else did. Who knows if Snow (and, in turn, the rest of Panem) wouldn't have benefited from it?

Hot take:
Coriolanus Snow did not love Lucy Gray, even though he loved her.
Bear with me for a second I know this sounds like an oxymoron but I promise I can make it make sense. The TL;DR is that both SnowBaird shippers and detractors are right, but also very very wrong. I’ll explain.
People who say Snow was genuinely in love with Lucy Gray are wrong. Flat out incorrect. And I say this so bluntly because of one simple factor: before the games, he needed Lucy Gray to promise total devotion to him. This 16 year old girl was about to be thrown into an arena to fight to the death and his concern was whether she was committed to him?? That’s not love. That’s need. Remember the saying “if you love someone, let them go”? It exists for a reason. If you truly love someone, you want what’s best for them. You want them to be happy, even if that means stepping away. Snow was not ready or willing to do this. If there was even a chance of him having to step away, he was prepared to just leave her to her fate to die. And this happened relatively early in the story when you look at the importance of events. Most of the moments we can point to and go “that’s a turning point for him” happen either during or after the games. Funnily enough this ties to a very simple fact of the story that seems to fly over a lot of fans’ heads, if they’re not just outright ignoring it.
Snow did not lose his mind or go insane over the course of the story. The whole point is that he was always this way, and looked every opportunity to choose to be a good person dead in the eyes as he dashed them to pieces, burned them to ashes and used the charcoal left over to draw happy little doodles on their graves. This story has two points, with the first being a subversion of the “uwu villain with a tragic backstory to excuse their actions” trope. The second one is gleefully stewing in all the ways the people Snow wronged in his early life haunted him until the day he died, especially Sejanus and Lucy Gray. That’s just one example of Snow not actually caring about Lucy Gray, but there are more. They’re sprinkled all throughout the story, culminating in the final scene where he attempts to murder her.
However
Coriolanus Snow did have genuine feelings for Lucy Gray. He was prepared to ruin his entire future to save her, knowing that getting caught cheating would destroy all he’s worked for his entire life. When he was forced to become a peacekeeper, he asked to go to 12 in hopes of seeing her again. He went out of his way to track her down and they shared genuine moments together. By now, he has no ulterior motive for being around her. No prize, no game to win, nothing to gain except happy memories. Snow wanted to be with her. And Lucy Gray wanted to be with him. There’s a skeleton of a genuine relationship there, inklings of the love story Lucy Gray was convinced they were destined to have. That wasn’t fake, those were real feelings and it could have been beautiful. If it wasn’t for one tiny little problem: Lucy Gray is not who Snow thought she was. She isn’t who he wanted her to be. In other words:
Coriolanus Snow thought he loved Lucy Gray Baird, when in actuality he loved the idea of her he’d created in his mind.
You see, this boy is the least reliable narrator to ever narrate in the history of ever, beaten out only by Humbert Humbert. And in similar fashion to Lolita it looks like people are making the mistake of taking his word at face value when the point the book tries to make is that you should not do that. Snow looked at his choice to keep bashing Bobbin over the head after he was already knocked out and decided to take it as evidence that all human beings lose their humanity when cornered (even though he was no longer cornered), he is very clearly not a trustworthy individual when it comes to making logical deductions. Especially because he can be neck-deep in denial sometimes. Snow never cared about Lucy Gray, the Covey girl, singer and performer who lost most of her family to a massacre and was forced to stay in one district rather than moving around like she used to. He cared about Lucy Gray Baird, district 12’s female tribute for the 10th hunger games. And those are not the same people. Tribute Lucy Gray Baird was locked in a zoo, forced to perform at all times to survive. Lucy Gray was free to be her authentic self (trauma not withstanding) and while she loves to perform, it’s a different kind. There’s no pressure, she can leave the stage if she so desires. She can roam as free as one can in the districts and no longer needs a mask to live.
In the book, Snow outright says he wishes she was still locked in the zoo so he knew where she was and she couldn’t leave. He loved the Lucy Gray that was contained. The one that was considered his by the people around him. The girl who relied on him completely because she had to. He loved what she was forced to be in order to not die, and when he saw the real her he wished she would be more like the girl he met. Which was not the real Lucy Gray. Snow loved the act she put on, and to some extent the control he had over her. He had genuine feelings for her, but not for the real her.
To conclude this rambly mess: shippers will pretend Snow genuinely loved Lucy Gray for all she was. This is not true. A certain subsect of people who hate this ship will say he never cared for her at all. This is also not true. And in a fandom for a book about the nuances of even the worst people on earth, that’s very funny.

You sat up in your bed, jolting awake from the voice. You looked around at the unfamiliar setting, the IV in your arm, the dim yellow lights in the walls and the flashing screens…
Katniss was standing at the end of your bed. She was in the same cloth gown as you, her dark hair messy and wild, and her eyes blank. She’d heard you crying in your sleep and had been clearly doing the same.
“Hey…” You rasped, wiping your face. You brushed the sheets aside as she took a seat beside you. “Are you okay?”
“Are you?” Katniss met your gaze with knowing eyes. When you shook your head, she shuddered a little. “Nobody’s okay down here…”
“No.” You agreed quietly, trying to keep your voice down so as to not alert the guards patrolling the halls.
After landing in District 13, the two of you were shipped off to the mental facility pretty far down. You hadn’t seen each other in a day or two, and you certainly weren't supposed to be with each other at the moment but Katniss was always a master at sneaking out.
Her shaky arms snaked around yours and she planted her chin on your shoulder, seeking affection and warmth like a lost child. Her District had been blown to bits and she’d found out only days ago, adding onto the pile of worry and grief in her mind.
As for you, well, you couldn’t return to your District now, not with everything going on. If you so much as stepped foot back there you’d either be shot by a Peacekeeper for the Capitol, or murdered by a Rebel of District 13, of whose base you were currently in now. You’d spoken to the President only once and she’d assured you that down here, you were an ally to the rebels and loyal to their cause, so you were safe, but you just couldn’t be sure.
“They keep telling me I need sleep.” Katniss whispered softly in your ear, her uneven breath tickling your neck, your arm coated in the cold sweat from her hands. “They don’t want me to walk… they don’t want me to do anything. I feel like a prisoner.”
“I think that’s how they work down here.” You whispered back. “At least for now… They don’t trust us enough to be alone, they think we’ll break and kill ourselves.”
“I thought about it.” Katniss’s mumble was quiet as if this was no big deal. “But… I’m with you now. I need you, please, y/n, I can’t be down here by myself.” Her voice was edged with panic as her heart began to race, mind flashing with images of losing you, the one thing keeping her sane, once more. “Y/n, please, please don’t let them take me.”
You wrapped your arms around her and pulled her flush against you. She melted into your hug with a broken whimper cut off as she buried her face into your neck.
“I won’t let them.” You murmured. “I promise.”
“Y/n…”
“I promise.” You repeated with a kiss to the top of her head.
Katniss slowly nodded, her breath calming down as she clung to you like a koala. You laid with her in your arms and the two of you slept peacefully through the night.
When the doctors believed you were both stable enough to be let out of the mental hospital, they urged you two share a living quarters and stuck you in there without much else instruction.
Primrose came and gave you two the most basic tour and made sure she was in the same lunch hour. She kept you guys company and helped you get used to the strict rules of this new militaristic life.
Katniss was a little less willing to adapt. She didn’t have to take up a job or wake up as early as everyone else as she had agreed to be the Mockingjay, and was deemed too mentally unstable. So when the two of you were apart, she wandered the long empty halls uneasily when she wasn’t busy.
It was somewhat of a nice break from the horrifying world that had become the surface above. District 13 would never be home, and you would never feel completely comfortable down there, but it was safe, somewhat.
It wasn’t safe from the nightmares, though.
Nothing could stop those.
Especially for Katniss.
“Hey, hey, it’s okay. You’re okay, you’re safe.”
The words tumbled out of your mouth, effortless like a waterfall, but frantic nonetheless. You were sitting on the edge of her bed, eyes still adjusting to the dim yellow light of your living quarters. It wasn’t a pleasant glow but it was enough to see what and who had caused all of the ruckus.
Katniss was practically curled up around your arm. She was soaked in a cold sweat, her nails digging into your skin with a rarely shown strength and her breath ragged and quick. She wasn’t screaming anymore but she was still shaking, the images from her nightmare lingering in her mind.
“You’re alright.” You murmured, wrapping your arms around her. Her board-like body melted almost immediately and she slumped into your arms with a whimper. You kissed the top of her head. “I’ve got you.”
It took Katniss a few more moments to snap back to reality, but she did it with a heavy sigh of relief. She pulled her head out of the crook of your neck and glanced up at you apologetically.
“I’m sorry.” Her voice was a little hoarse. “I have nightmares.. almost every night.”
You knew this already. During your nightwatch in the Quarter Quell, you heard this whimpering sound and followed it back to camp, finding Katniss, curled in a ball, thrashing about from a nightmare. You’d soothed her with a hand on her side and she didn’t wake up, unaware of your actions.
“That’s okay.” You murmured, deciding to not mention the memory. “I get them too. They suck.”
Katniss nodded. Her eyes were pleading and teary and you laid beside her, letting her lean into your grip. She rested her head against your shoulder and you held her close.
“It’s not like being down here helps.” You said a few seconds later, scanning the room once more with distaste.
The living quarters the two of you were sharing weren’t bad at all, just… very plain and industrial, as was the rest of the District. Primrose, who was asleep in the room next door, had told the both of you that every room was designed the same to be as efficient and equal. You couldn’t help but wonder if the President’s living quarters were the exact same.
Katniss chuckled weakly at your joke. Her heart had begun to calm down but her breath was still heavy. “You’re right about that.” She mumbled. “I miss the sky and the trees…” she trailed off before she could add the words District 12.
“I miss having a free will.” You chimed in and she nodded softly. You kissed her forehead this time and hugged her a little tighter. “But.. we’re safe here. At least for now.”
She smiled faintly at you, closing her eyes for a moment and letting out a heavy sigh. “You think so?”
“I do.” You nodded, stroking her hair now. “I know it doesn’t seem like it.. But I think we’ll be able to heal here, at least just a little. “We won’t be apart anymore, we won’t be in the games, we.. well, you, technically, kind of have special privileges…”
Katniss giggled softly and looked up at you. She pressed a kiss to your cheek and then snuggled her head onto your chest. “That’s true.”
“Mhm.” You kissed the top of her head in return. “Now… how about you get some sleep, and then tomorrow we’ll see if we can use those privileges and maybe take a visit to the surface.”
This idea seemed to settle Katniss even more and she closed her eyes, a small, real smile still on her face.
“Love you..” She murmured softly. “So much…” Her voice was drenched with sleep.
“I love you too.” You whispered back as she fell asleep on your chest. You smiled a little and closed your eyes as well, falling asleep beside her in your new, temporary place of rest, with the one person that could make anywhere, even a place like District 13, feel like home.

one of the many things to love about katniss is that she's not spiteful, or revenge minded, no matter how many reasons society and her circumstances give her to be, and always has empathy for others.
and this extends to people she doesn't have much emotional connection to. for as much as she regarded the careers as the capitol's well trained lapdogs, she killed cato out of mercy rather than revenge. she acknowledged that cato and clove could have survived if her and peeta hadn't, that someone like marvel who murdered her ally (a twelve year old, the most innocent and vulnerable person in the arena and who katniss saw as a sister) might have had a life to go back to, a home with family members waiting for his return. she felt guilty during her interactions with gloss and cashmere because she killed children from their district that they might have mentored. katniss explicitly said she did not like enobaria as a person, but didn't want to exclude her from the protection deal with coin.
katniss also has a kind view of people that, as cinna himself said, she should have despised. the capitol citizens are vapid and privileged and watch children like her die for their entertainment every year. yet katniss still forges a relationship with cinna and is able to be vulnerable and share her private stories and treasured memories with him acting as the capitol audience. and while she sees her prep team as ignorant and childish pets, she does have affection for them and objected to them being tortured in district thirteen. even though effie literally comes to her district representing the most evil aspect of the capitol and every year sends two children from her home to die, katniss still sees her redeeming characteristics, bonds with effie, and makes an effort to spare her from the rebels.
no matter who the person is or what they might have done to her/her loved ones, katniss recognizes humanity in everyone and attempts to limit the suffering of others when possible, regardless of her personal opinion about them.
