Overtaking, Money and Inequality (07-06-2024)
Context: Remember all the complaining about the amount of overtaking after Monaco 2024? That used to be nearly every race, back in the mid-2000s. Most of which didn't have a satisfying narrative arc's completion as compensation. (In fact, if "satisfying narrative arc" had been mentioned in a forum back then as having any relevance to F1, many forum members would have laughed). This was a lengthy attempt to explain the problem and propose a possible solution to it. I don't think it ever got seriously discussed on a wider platform. Think of it as "yet another path not travelled". Overtaking is based on inequality. It happens because one car has a different speed from another.
Please forgive me for starting this entry by stating the obvious. However, there is a point to this. From this fairly reasonable starting point, it is my intention to logically figure out how to get more overtaking - and maybe take in a couple of other issues in the process.
Getting inequality is easy in the junior car series - the differences between driver talent is quite large in the average junior series, so all that is required is a car design that allows drivers to showcase their talent. However, F1 is meant to have the world's best drivers. The talent gap between drivers in F1, barring the occasional super-talent, tends to be very small as a result, since everyone is there on merit (in theory, at least!).
More overtaking requires more inequality between cars. This causes another problem for overtaking. Drivers are prone to temporary errors, which can allow an otherwise-slower competitor to catch and pass that driver. When cars get problems, however, they tend to be pretty long-term. At best, one overtaking move can be generated that way per problem. Given the reliability of F1 cars these days, then, car problems are not a reliable way of generating overtaking moves.
If effort is equal across the entire car, then the only inequality of effort possible is intensity of focus.
Money allows more resources to be bought, increasing breadth (but not intensity) of focus.
The more money, the more likely the breadth of focus can encompass the whole car. Since resources are not allowed to sit around doing nothing in a free market, the extra resources are used to duplicate work, thus enabling more intense effort.
This is why having little money is, and has long been, a huge problem compared to a moderate amount of money, but having a lot of money offers little advantage over a moderate amount of money. Until relatively recently, this meant that the relative scarcity of money precluded anyone from getting a complete handle on the car by throwing money at it alone, and why this has not been the case for the last few years. In other words, science used to prevent the sport from becoming a spending contest.
More efficient processes, greater skill and higher motivation directly increase intensity of focus. Until recently, the direct method was easily the most effective way of improving speed.
Over the last 15 years, the focus has been on reducing spending scope. However, no noticeable increase in overtaking has resulted; indeed, overtaking has reduced in that time.
If the definition of "whole of car" is reduced, then the amount of money needed to cover the "whole of car" is reduced. At that stage, a multiplier effect occurs - every so many million dollars, the whole car has an additional layer of money-based focus. Now that teams are in a position to spend nine-figure sums (in dollars) on their teams, the richest teams are effectively several multiples up on the lowest-spending teams, giving them an advantage even superior processes, motivation and skill on the lower teams' part cannot bridge.
The other thing to note is that the more multiples, the less effect on the cars' improvement. Therefore the increased-money route to car improvement naturally results in cars that have very similar performance and traits to each other. This is not helped when the rules are written so that large parts of the cars have to be very similar or the same to start with.
Result? A spending contest and a lack of overtaking. A bad combination.
One solution would be to have a rule ensuring that different teams developed different parts of each car. There would be a standard car, but teams could pick X number of areas to develop. The important thing would be to ensure that no two cars had the same combination of parts to develop. I anticipate that all teams could be allowed to develop engines if technical rules in that sector were relaxed, since the engines are likely to to vary a lot if teams have a choice in what they develop (in which case, it ties in with varied chassis). A maximum price of sale for an engine supply could be mandated to ensure that customer and independent teams can get decent engines. Most non-safety rules in connection with technical development could be dropped.
This would guarantee that cars were unequal performers - each would have their strengths and weaknesses, regardless of how much money was involved. It would also encourage more of the non-monetary methods of car improvement, since skill, motivation and efficiency often attach to the whole team rather than just particular parts. The regulator's job would also be much easier - simply check that the control parts for each car are present.
At the end of the season, every team would need to submit their development documents for the car parts they have developed. This would be developed into the base car for two years after that date, with teams given, say, six months between the release of the combined design and the new season.
I'm not sure how well this particular solution would work, but at least now the reasons why overtaking has reduced in the last 15 years should be clearer.

Remember, arriving a few minutes late is far better than not arriving at all.
